Reference Bureau letter to Atlanta datedSeptember 2, 1964.

A review of Baltimore files reflects that there arepresentl.y no Klan organizations operating within the territorycovered by the Baltimore Office. Baltimore files reflect that thereare several ;lleged members of the American Nazi Party (ANP)living in the Baltimore area. However these individuals areassociated with the ANP located in the territory covered by theHRihmond Office and there are no ANP groups in the Baltimoreterritory. The Fighting American Nationalists (FAN)organization in the Baltimore area is defunct.

The National States Rights Party (NSRP) was to someextent active on the Eastern Shore of Maryland during the Springand early Summer of 1964 but there has been no reportedactivity there in recent months. The only evidence of currentactivity by the NSRP in the Baltimore area are news stories whichappeared in the September 28 and September 30, 1964, editions of theBaltimore Evening Sun, which reflected t a t yCo uncilmen received letters fromof the NSRP, threatening to "paper the r r w h.derogatory pamphlets if they voted for a proposed civil rightsbill in Baltimore -County. Information was also received thata leaflet put out by the NSRP entitled "A Stab in the Back" wasbei.ng distributed in the Towson, Maryland, area of BaltimoreCounty.

In view of the current lack of activity by Klan andhate groups within the Baltimore Division territory, theBaltimoreOffice is not in a position at this time to make any specific-recommendations for counterintelligence actioln.

1. Potential Counterintelligence Action

As has been previously reported, there are no Klan-type organizations operating on an organized basis within theterritory covered by the Baltimore Office. However, theNational States Rights Party (NSRP) has been spasmodicallyactive in the Baltimore area to the extent that this organization,from time to time sends out literature through the mail on an "irregular basis to individuals, many of whom know of no reasonwhy they receive it. Recently the literature has been consistingof a small newspaper-type pamphlet called the "White Marylander,"and a two or three page mimeographed "Report" which is very anti-Negro and anti-intergrationist in tone. h /

A public rally was held at Bear, Delaware, on July31, 1965, by the United Klans of America, Incorporated, Knightsof the Ku Klux Klan (UKA). As a result of this rally a Klanorganization appears to be organizing with plans fr settinup about five Klaverns in the State of Delaware.

Since September, 1965, the United Klans ofAmerica, Incorporated, Knights of the Ku Klux Klan (UKA)have become organized in the State of Delaware.S

Ku Klux Kaln (UKA), Realm of Delaware was rent withdissention and jealousy in December, 1965 and January, 1966,resulting in the resignation from the UKA of RALPH PRYOR, Grand ,Dragon of Delaware and the dismissal of State Officers of'the UKA by Imperial Wizard ROBERT SHELTON. New state officersin Delaware have not yet been elected.

The UKA has been conduting a recruiting campaign inMaryland but as far as has been ascertained, no formal stateorganization has been set up as yet.

Since the Klan organization in Delaware and Marylandis still in a somewhat disorganizing condition potential forcounterintelligence action is somewhat limited at the presenttime.

Delaware

Following the resignation of Grand Dragon RALPHEARLE PRYOR of the UKA in Delaware, the Delaware Klan had noofficers. On 3 12 66 ROBERT SHELTON, Imperial Wizard of theUKA, appointed to the position ofi ,

i of the Province of Delaware, which in effect reduced theKlan in Delaware from a Realm to a Province.

There are supposed to be four Klaverns under theProvince of Delaware. Klavern Number l-is located at Wilmington,Delaware and has an estimated membership of 15 persons. WhenRALPH PRYOR left the UKA, most of the members of this Klavernleft with him and this Klavern has been inactive.

There is supposed to be-a Klavern in the Dover-Milford, Delaware area. There were known to be a few membersin this area when the Klan was first organized in the fall of1965. However, this Klavern has engaged in no activities asfar as can be ascertained.

Klavern Number 3 at Newark, Delaware has an estimatedmembership of approximately 150 persons. They hold regular

meetings at a Klan hall located in Elkton, Maryland. This is i'ithe largest and only active Klavern within the Province ofDelaware at the present time. Many of the members of thisKlavern come from Cecil County, Maryland'.

Klavern Number 5, New Castle, Delaware has anestimated membership of approximately 25 - 30 personsbut this Klavern is also presently inactive.

Maryland

Klavern Number 1 is at Baltimore, Maryland and hasan estimated membership of approximately 30 persons. About

0115 members usually attend meetings, which are held weekly. Ih During a recent interview, of this

Klavern, stated that within the past three months approximately17 members have been suspended for failure to pay dues.

Members of Klavern Number 1 have been participating -

in a number of counter-demonstrations opposing demonstrationsby the Congress of Racial Equality (CORE) in the Baltimore,Maryland area.

Klavern Number 2, Baltimore, Maryland, has an estimatedmembership of approximately 30 persons." It is estimated thatonly about 12 to 15 members are active in this Klavern. ThisKlavern meets regularly and during the past month has participatedin counter-demonstrations with Klavern Number 1.

A source reported that there is a Klavern in Wheaton,Maryland. It is estimated that there are not more than 15members in this Klavern and only one individual from the WheatonKlavern has participated in the counter-picketing at Baltimore.

The Baltimore Office at the present time has plans Ato conduct l3de-spread interviews of a number of selectedKlan members in Delaware within a short period of time for thepurpose of bringing to the attention of these members anawareness of the FBI's interest in any illegal activities ofthe Klan. It is felt that these interviews will disrupt theKlan in Delaware and may help neutralize Klavern Number 3,which is presently the only active Klavern in Delaware. :

The Baltimore Office has initiated a program ofinterviewing selected members of Baltimore Klaverns primarilyfor the purpose of obtaining informant coverage. In theseinterviews, the Agents definitely receive the impression from :statements made by persons interviewed that these individualsfeel that the FBI is tapping their telephones and is keepingthem under constant surveillance. It is felt that a continuedprogram of interviewing members of the Klan will helpimmobilize the more timid individuals associated with theKlan.

2. Pending Counterintelligence Action

The Baltimore Office is considering the mailingbf appropriate literature made available by the Bureau to selectedmembers of the UKA in Maryland and Delaware.

3. Tangible Results

There are no tangible results apparent in connectionwith the above programs of the Baltimore Office.

On August 25, 1966, a representative of the officeof the Intelligence Unit, Maryland State Police, Pikesville, 'Maryland; requested assistance of the Bureau on the following.

The Maryland State Police has been in numerousdiscussions with representatives of the Attorney General'sOffice of the State of Maryland concerning activities of theKlan and methods that can be used by the Maryland State Policeagainst the Klan. At the present time, there is no law inthe State of Maryland that prohibits the wearing of a maskon any public occasion. It is the impression.of the MarylandState Police that some states do have some type of an anti-masklaw in effect.

The Maryland State Police asked if the Bureau couldfurnish them information concerning the states that wouldhave such a law, and additionally, if possible, refer them toany court decisions concerning such an anti-mask law.Their purpose is that they want to review the laws in effectin other states so that the Attorney General's office will beprepared for the introduction of subh measures in Marylandduring the next legislative session.

It would be appreciated if the Bureau could furnishsuch information to this office as Baltimore desires to continuethe interest the Maryland State Police and other Marylan4-officia shave in any measures that might tend to disrupt Kl activities.

Enclosed are two copies of Article 8, Section 18.1-364through 18.1-367, of the Virginia Code pertaining to theprohibition of wearing of masks in publio.

You may furnish a copy of the enclosed statute to theMaryland State Police for their information which should be of 4ksome assistance to them since a neighboring state, Virginia, hasa so-called anti-mask law.

The Bureau has not done any extensive research on thismatter but other states do have either state laws or localordinances pertaining to the unlawful wearing of masks aimed atthe Ku Klux Klan. In discussing this with representatives of theMaryland State Police, you are to make no recommendations as to theadvisability of such legislation. You are to give no opinion asto whether such legislation would be of benefit in the State ofMaryland. This is strictly a local matter which should be leftto the discretion and judgment of the Attorney General of theState of Maryland and the Maryland.Legislature.

In addition to the Virginia legislation, you may alsopoint out that there is a Federal law dealing with persons whogo in disguise on a public highway or on the premises of anotherwith the intent to prevent the free exercise of rights securedunder the United States Constitution. Title 18, United States Code, Section 241. The Bureau hasprimary jurisdiction in enforcing this Section. Prosecutions,however, under this statute are extremely limited and its reason afor passagerin"1870 was to prevent the masked terrorism of theKu Klux Klan in the post Civil War era. ?.

The existence of this law is brought to your attentionmerely for purposes of. background and information and it isnot intended to be a substitute for state legislation. Youare to refrain from offering any opinion that because there -4is such a Federal law that state legislation is unnecessary.Offer no opinion in this regard and merely for the purposes ofbackground, point out that there is such Federal legislation 'over which the Bureau has jurisdiction.

In addition to the Virginia law, you may point outthat Chapter 38, Section 12-2 of the Illinois Criminil Code ~of 1981 includes in its definition of aggravated assault, anassault committed by a-person who is hooded, robed, or maskedin such a manner as to conceal his identity. In addition,some cities in the State of Kentucky have had local ordinancesrelated to the wearing of a mask in public places. You mayrefer the representatives of the Maryland State Police to thecase City of Pineville vs Marshall, Volume 222, KentuckyReports, page 4, which upheld a local regulation prohibitingappearing on a street wearing a mask or other disguise

Again you are reminded that the above is merely acursory review of some of the local laws prohibiting wearingof masks. It is not intended to be a complete analysis of allstates4 You should discreetly point out that the AttorneyGeneral for the State of Maryland should be in a position tohave the facilities available to more thoroughly research thismatter. The Baltimore Off ie has a continuing program forinterviewing members of the nited Klans of America,.Inc., 1Knights of.the Ku Klux Klan UiKA) on a selective basis,primarily for the purpose o obtaining informant coveragebut also for the purpose of ointing out to these individualdthe hazards of membership in organizations such as the UKAand the possibilities of being involved or under suspicionof violating both local and state laws. The impression isalso usually given during these interviews that the FBI isaware of the activities of the UKA and its individual members.The Baltimore Office also has established ver close liaisonwith and coo eration wi h

e er ew pr grim eclose cooperation with local and state law enforcement agencieshas proven to be effective in promoting suspicion within theUKA both in Delaware and Maryland. The close cooper tionbetween the Baltimore Office and the police agencie also hasresulted in the disruption of the activities of the NationalStates Rights Party (NSRP) in the Maryland area.

1. Potential Counterintelligence Action

Continued use of the interview program and the closecooperation with police agencies offers a good potential forthe disruption of the activitie of the UKA and the NationalStates Rights Party. ; 7-4

2. Pending Counterintelligence Action

The Baltimore Office will continue this interviewprogram and close cooperation with police agencies. If theopportunity.should present itself to use counterintelligenceprocedures in any other matter, these opportunities will betaken.

3. Tangible Results

The Baltimore Office conducted a number of simultaneousinterviews of selected members of the UKA in Delaware. As aresulty a special meeting was held by the UKA of all individualswho.ere interviewed in an effort to ascertain how the FBI wasgetting its information; however, informants reports that themeeting was not successful in attaining its purpose. Informantsadvised that the Klaverns in Delaware are not active with theexception.of Klavern Number 3 in Newark. The leader of thisKlavern remarked at a meeting that dispite the fact that thereare supposed to be over 100 members of the Klavern, he doubtedif he could get more than a few of them out at any one time.

The Baltimore Office has continued to conductinterviews of the members of the UKA in'Maryland, althoughthese interviews were not conducted simultaneously. Informationreceived from informants indicates that these interviews haveupset many of the people who were interviewed and some of themhave apparently discontinued their activities in the UKA.

In the latter art o une. the UKA Klavern atWheaton, Maryland, severed.itsconnection with the of -and has set up anew organization which has been known as both he MarylandKnights of the Ku Klux Klan and the Interstate Klans.

During the past months, informants inthe UKA inMaryland have been reporting information which indicated hatthere was bad feelin and lack of cooperation between'

During the week of September 5, 1966, informaticnwas r ved throgh an informant of the Baltimo ff cethat was going to expel ~fromthe UKA. as interviewed by two agents of this officeon September 10, 1966, at which time he advised that he wassubmitting his resignation from the Klan to ROBERT SHELTON, :Impe r al ard He stated that he has been unable to workwith and claimed that was allegedlystating that he was at one time a member of the CommunistParty. He stated that as King Kleagle,he should have been'receiving a percentage of all initiation fee > however, hehas never received this money annhas beenreceiving money from the Klan. stated that he hasspent a good deal of his own money on Klan activities and hasnever been reimbursed.

Tf ormpnts also have reported that on September 11,'1966, called a state-wide meeting of the UKAof Maryland and that at this meeting ann6unced that i lwasbanished from the Klan. Informants report, however, that of-the approximately 40-45 members present 10 of themembers got up and spoke in def e An ficer ofKlavern Number 1 also attackedof Klaver and claimed that een a ngagains in his own defense, denied thesecharges.

The UKA in Maryland has been scheduling rallies andcross burnings. On several occasions, the persons whose landthey contracted to use for these nIlies changed their mindsand were reluctant or flatly refused to allow rallies ontheir land. A rally was scheduled for September 17, 1966 ,InHarford County about five miles from Bel Air, Maryland. -

This rally could not be held because the person who hadcontrol of the land refused to permit the UKA to hold therally and the UKA had to settle for a motorcade throughthe town of Bel Air.

The National States Rights Party (NSRP) scheduledrallies July 25 through August 4, 1966. The principalspeaker who was going to speak at these rallies was te

The NSRP rallies were held atPatterson Park on July 25, 1966, and July 27, 1966, and.tapesof speeches were made. further rallies in public arks. Another meeting was heldon July 27, 1966, at the which ywas so ee b tof this office.

The general consensus of the officials was that itwould be better to permit the rallies in the public parks wherethey could be more easily controled by police than in the ,streets of the city. Plans were made to forestall any riot ordisturbance incited by the NSRP speakers. :

The second rally was hbeld on July 29, 1966, and thespeeches at this rally were taped by a representative of the. :Police Department. At noon on Jul 28, 1966, a meeting washeld at Mayor office which was attended,.by high police officials and representatives of the variouslegal agencies of the city and state as well as representativesof the Parks Department. At this meeting, it was decided thatthe permit granted to the NSRP to hold rallies in the parks ,rwould be revoked, advised NSRP leadersof the decision but e ea ers sta ed that they would ignorethe decision and hold the rally.

On the evening of July 28, 1966, the NSRP parked asound truck on the norbh side of Patterson Park and conducteda rally. As a result of this rally, there were disturbancesthroughout the immediate area in East Baltimore and there werea number of arrests.

On July.29, 1966, the Baltimore Police Departmentobtained an injunction prohibiting further rallies by the NSRPin the public parks as well as in the other public places fora period of 10 days.

On August 11, 1966, a judge of the Circuit Courtof Baltimore City placed a 90-day ban on public rallies bythe NSRP. The same five individuals were arraigned onAugust 12, 1966, in Criminal Court on charges of riot andconspiracy to riot.

On August 7, 1966, a judge of the First JudicialCircuit Court, Somerset County, Maryland, issued an injunctionenjoining the NSRP from holding any rallies in Somerset Countyfor a period of 10 days. The court subsequently continuedtheinjunbtion against the NSRP. In delivering the opinion,the judge referred to statements in the rally speeches whichwere taped by an officer of the Baltimore County PoliceDepartment and apparently based the decision onthe contentof the tapes.

It is felt that the activities of this office inthe interview of the UKA members afd through promotingcooperation with and between police agencies withinMaryland with regard to racial matters, this office hassubstantially contributed to the disruption of the UKA in thisarea and to the disruption of the NSRP activities in theMaryland area. --

d. Suggest that if ROBERT SHELTON truly desiresto make the UKA an effective instrument to attain statedobjectives of the Klan he will take the necessary actionto form an effective leadership body on a national scale.

e. Suggest that the first step toward a moreeffective UKA would be the convening of a NationalKlanvocation.

The activities of the UXA in Del-ware havubeen considerably reduced. At the present time, there

is only one unit of the UKA operating in Delaware. Other

units have become defunct or have disbanded It is felt

that the use of simultaneous interviews at the appropriatetime contributed rreatly to the disruption of the ITKA

in the Delwae are area.

also stated that the IK considers Baltimore its "target city"

for the coming year and that the IK will receive help in

any racial crises from the NSRP. During the interview,

in ormation, there appeared to be an abundance of informationlinking the IK, the UKA, the NSRP, the ANP and the

Minutemen. Both the Baltimore City PD and Baltimore County

PD have taken numerous photographs of the individuals

mentioned together at the same rallies and demonstrations

and it is also believed that the news media in the

Baltimore area may have considerable informatfn linkingthese individuals and organizations. RICHARD BERRY NORTON,

JOSEPH CARROLL, CHARLES CONLEY LYNCH, PAUL CORDLE and

EDWARD HINDLE received considerable publicity in the

Baltimore area when they were indicted for riot and

conspiracy to riot in connection with rallies held by 4

the NSRP during the Summer of 19-6.

NORTON, CARROLL and LYNCH also received considerable

unfavorable publicity during the period they were on trial

and they have been convicted and sentenced to prison. They

are presently appealing their convictions. HINDLE and

CORDLE have not yet been tried. These individuals have been

identified by informants as members of the UKA, although they

deny this membership and have not been attending meetingsof the UKA since their arrest.

convicted several years ago for beating up a Jewish man

at the Deutshes Haus in Baltimore.

It is to be noted that also has

a police record in Baltimore in connectio with anti-Negroactivity in the Baltimore area and he has also receivedconsiderable publicity in the Pennsylvania area of a

discrediting nature. It is felt that if the above information

could be brought to wide-spread public attention through

the proper vehicles, this would be discrediting to all of

the Klan and hate type groups presently active in the

Maryland area.I

is in a position at this time to recommend a means bywhich this information be brought to the attention of

the public-but it is in favor of the general suggestionmade by the Bureau.

The Baltimore Office has made no contacts with

news media in the Maryland area with a view to

Counterintelligence activity. However, it is felt that

there are influential individuals connected with the news

media in this area who would be receptive to the idea of

publicizing this information.

As instructed by the Bureau, no further action

will be taken in this matter in the absence of specific

UNITED KLANS OF AMERICA, INC.KNIGHTS OF THE KU KLUX KLAN (UKA)

Records of Superior Court of Fulton County, Georgia,

show that this Klan organization was granted a corporatecharter on February 21, 1961, at Atlanta, Georgia, under the

name United-KIans, Knights of the Ku Klux Klan of America, Inc.

A source advised on February 27, 1961, that United

Klans was formed as a result of a split in U. S. Klans, Knights

of the Ku Klux Klan, Inc. According to the source, the split

resulted from a leadership dispute and United Klans has the

same aims and object-ives as the parent group. These are the IJ

promotion of Americanism, white supremacy, and segregation of

the races.

The first source and a second source advised in

July, 1961, that United Klans, Knights of the Ku Klux Klan

of America, Inc., merged with Alabama Knights, Knights of the

Ku Klux Klan. The merged organization established headquarters

in Suite 401, the Alston Building, Tuscaloosa, Alabama. The

organization is directed by ROBERT SHELTON, Imperial Wizard, and

is the dominant Klan group in the South with units in several

southern states.

On August 14, 1961, the secord source advised that

the organization formerly known as United Klans, Knights of the

Ku Klux Klan of America, Incorporated, would be known

in the future as United Klans of America, Inc., the name was

changed by a resolution adopted at the National Klonvocation

held July 8, 1961, at Indian Springs, Georgia.

Second source advised that at a meeting at Prattville,

Alabama, on October 22, 1961, a majority of the Klaverns

of the U. S. Klans, Knights of the Ku Klux Klan, merged

with the United Klans of America, Inc., Knights of the Ku Klux

Klan.

As has bben previously reported, the Baltimore Office

had some success with a program of simultaneous interviews

of selected members of the MyL in 1966, which it is felt was

partially the cause of a great deal of disunity and dissension

in the UKA in Delaware. In view of the current situation

within the UKA in Maryland as outlined above, the Baltimore

Office is considering the possibility of conducting simultaneousinterviews of a number of members of the UKA in Maryland in

the near future. It is felt that such interviews may result

in a lessening of activities of many members when the news

gets around and it may have the effect of taking away theinitiative from the UKA during the forthcoming summer when Iit is anticipated that the Klan and other hate groups in the

Baltimore area will become active.

Since the organized attempt by the UKA in Marylandto burn crosses on the Baltimore Beltway on -Auust 30, 1967,the UKA has engaged.in no public activities, other than tohold a klan rally at the Polka Inn in Baltimore County inthe eaz-ly part of December, 1967. This rally had to beheld indoors, because despite many efforts to do so, theklan was unable to obtain any land on which to hold anoutdoor rall in 1967. Contact with

_prior to the rally,d'Thclosed that when e jearned the nature of the organization,he was inclined to cancel their rental of the hall. However,the Baltimore County Police felt that by allowing the UKA tohold a rally, they could obtain information concerningadditional members of the UKA, who might not be known to'

them. The rally was held on the evening of December 9, 1967and officers of the Intelligence Units of the BaltimoreCounty Police Bureau and the Baltimore City Police Departmentwere permitted to attend by the UKA. One, in September,advertising the appearance of ROBERT SHELTON, ImperialWiz b ver SHELTON did not appear due to the arrestof and several other Klansmen by police on9/6/ on charges of kidnapping, conspiracy, etc. Thosearrested have been released on bail and prosecution isstill pending. In order to raise funds in addition todonations from the Klan itself, the UKA has distributedflyers under the caption "Citizens Against Corruption," 1iwhich is a solicitation of funds for the citizens arreste4 [without mentioning the Klan.

Informants report that is planning tohold a dinner dance in the near future which will not beidentified wi the Klan, but instead will show that it

is sponsored by tCitizens Against Corruption."

With regard to the National States Rights Party(NSRP), JOE-CARROLL, local leader, has been arrested twicein the past two months on disorderly conduct charges as aresult of his actions in connection with NSRP activity..It is to be noted th CARROLL, together witt 'RCHARPDINORTONand Reverend CONLW LYNCH of the NSRP, received two-yearsentences in Baltimore'two years ago after conviction oncharges of riot and conspiracy to riot. The appeal of theirconviction was turned down by the Supreme Court on 10/21/63.

The only public activity of the UKA, Marylandin the last three months was a state meeting in Februaryat which the Imperial Representative of Ohio spoke ofKlan activity in that state stressing the Klan had greatunderground and would show a more militant posture. Thespeaker also urged that undesirables be weeded out andthat under-strength unit he consolidate etc. Informantsreport that ofMaryland, is no-entirely sympathetic to this approach andinstead urged greater efforts to raise membershi in orderto keep all existing units. It appears that isnot in favor of sponsoring any activity which might cause

r(i trouble for the Klan and this is possibly for the primaryreason that there are still criminal practices pendingagainst he and other Klansmen locally.

At a meeting on 2 6 certain members of oneof the units disregarding objections held ameeting in Anne Arundel County to support white citizensbecause of recent racial problems involving Negro and whitehigh school students. The meeting was poorly attended.However, has suspended a few members whom heknows attended and has pulled the'charter of the unit.

With regard to the NSRP, JOE CARROLL, localleader was paroled 3/24/69 with restrictions againstparticipating in political, social or reform movements.

Continued dissatisfaction within the UKA-Marylandover the question of leadership and actions of the Imperial

Representative to control rebellious elements and retain

control have left the organization in a very unorganized

condition.f the seven A units Presently in existence in

Maryland, can count

on support from only two or three at the mothese areweak units.

Officers and active members of the defecting units ihave already held meetings to reorganize the UKA-Maryland

and pick a new leader. Information brought back from the

National Klonvocation, just concluded,-was that i s

no longer the leader and Maryland should proceed to selecta new head.

II. PENDING COUNTERINTELLIGENCE ACTION - ;

Baltimore informants will be in a position to

suggest and influence to a limited extent the choice of the

Klansman who will take over from , Efforts will be

directed to selection of someone who will be the leastmilitant, or one who may stir up continued argument amongmembership.

With regard to the NSRP, recent information from an

informant that the organization was in the process of giving

On 10/8/69, BURGESS DOYLE i NT ad AR-OL CORDELL

were arrested by Baltimore County P lice Department hile

attempting to steal dynamite from a construction project. The

arrest was reported in the BdItiore Evening Sun paper of

10/8/69. Both subjects were indicted on 11/5/69, on counts

of B&E of storehouse, larceny, receiving stolen goods and

rogue and vagabond., They were continued on $3500 bail bond

each for trial on 12/2/69.

TRENT was the Exulted Cyclops of a UKA Klavern

as well as a Minute Man and CORDELL was a member of-TRENT's

group and his right-hand man. TRENT prior to his arrest

was in the process of converting his Klan group into a I

group of Minute Men.

Since their arrest, subjects have reportedly )

severed all connections with the Klan and Mnu Men. T

has been art of a faction fighting to oustf the UKA in Maryland.

CC has stated since the arrests that he has suspended both

TRENT and CORDELL. Reports from informants have developed

that the dynamite being obtained by TRENT and CORDELL was

done as Minute men rather than as Klansmen.A-

It is being considered that an anonymous letter be

prepared and sent to the Sun papers which would point out

that TRENT and CORDELL are Klansman of the most dangeroustype and that while the Klan is trying to.attain respectability,there are still some who are prone to violence.

Bureau authorization is requested to prepare an

anonymous typewritten letter along the lines suggested above.It is felt that any publicity would have the effect of slowingdown any similar type activity which might be contemplatedby individual Klanmen or Minute Men.

County Police Department while attempting to steal dynamite.

I. POTENTIAL COUNTERINTELLIGENCE ACTION

The only public activity by the United Klans of

America, Inc. (UKA) in the past three months was a rally

in May at Rising Sun, Maryland. One of the other minor

Klan groups, The Independent Klan, has been leafletingin areas around Baltimore. There has been no other public

Klan activity.

BILL BRAILSFORD, State Coordinator for the National

States Rights Party (NSRP) is currently a candidate for

Sheriff, Baltimore County, on a third party ticket. It is

being considered that literature put out by the NSRP which

viciously attacks the Negro race be sent anonymously to

selected Negro leaders in the Baltimore area and Bureau

authority will be requested in a separate communication.

It has been learned through a confidential informant

that an active UKA officer has been operating a lucrative

side-line selling moulded plaster plaques. Bureau authority

will be requested in a separate communication to furnish this

information to INS to check income tax returns on this

individual.

II. PENDING COUNTERINTELLIGENCE ACTION

On the basis of information from an informant that

while the wife of an active UKA member was out of town for a

week in June, the husband had a girlfriend in theapartment.

Anonymous calls were made to the Klan member's mother-inrAw

and wife bringing this fact to their attention.
