Minutes of the Programme Approval Board for Mid-Day Meal (PAB-MDM) meeting

held on 13th March, 2015 to consider the Annual Work Plan & Budget-2015-16 of

Maharashtra

The meeting of the Programme Approval Board for Mid-Day Meal Scheme was held

in New Delhi on 13th March, 2015 under the Chairpersonship of Ms. Vrinda Sarup,

Secretary, Department of School Education and Literacy (SE&L), Government of India. The

agenda before the PAB-MDM was:

a) To review the status and progress of the implementation of Mid-Day Meal (MOM)

Scheme for the State of Maharashtra.

b) To consider the Annual Work Plan and Budget (AWP&B) 2015-16 proposal of

Maharashtra for MOM Scheme.

The list of participants of the meeting is enclosed at Annexure-/.

2. Secretary (SE&L), Government of India welcomed the members of PAB-MDM andother participants. The representatives of the State were asked to highlight theachievements in the implementation of the scheme during 2014-15, best practices followedin the State, constraints, if any, in the implementation of the programme and their proposalsfor 2015-16.

3. Shri Nand Kumar, Principal Secretary, Department of School Education & Sports,Government of Maharashtra briefed the PAB members on the highlights of the scheme andmade a presentation on the performance of Mid - Day Meal Scheme and the initiativestaken by the State to improve its effectiveness. He informed that as regards infrastructure,modular pre-fabricated kitchen-cum-stores have been constructed. State is constructingKitchen-cum-stores at a rate of Rs. 74,900/- per unit including State's contribution. So far72% kitchen-cum-stores have been completed in the State. He further added that toimprove the quality of MOM, Centralized procurement system is in place, for this purposeagency (Maharashtra Cooperative Federation) is engaged through e-tendering process anddifferent types of pulses & other condiments of AGMARK quality is delivered to all theschools. State Govt. is providing additional Transport Assistance @450/MT to fill the gapfrom the State budget. Storage bins have been provided by the State for safe storage ofpulses and condiments in the schools. Principal Secretary, Government of Maharashtra,mentioned about two recent initiatives taken up by State Govt. viz. Social Audit conductedin Pune and Latur and State Review Mission monitored 6 poor performing districts viz.Nandubar, Nanded, Mumbai, Ohule, Aurangabad and Osmanabad. Shri. Gaya Prasad,Director, Government of India presented an analysis of the performance of the State in theimplementation of Mid-Day Meal Scheme during the first three quarters of the year 2014-15i.e. April to December, 2014.

4. Performance of the Scheme during last three years

The radar charts given below, are a summary of performance of State on importantparameters under Mid Day Meal Scheme during last 3 years.

The overall analysis of the performance of the scheme in the concerned threeyears shows that State has improved in the area of coverage of children, foodgrain utilization, timely payment to FCI, timely flow of funds, regular payment toCook-cum-helpers, Utilization of cooking cost, utilization of TA, inspections etc.On the contrary the performance has gone down on parameters like utilization ofMME funds, screening of children under RBSK. 24% (17210) kitchen-cum-storesare yet to be constructed. Secretary, (SE&L), Government of India advised theState to take corrective measures for the improvement and effectiveimplementation of the scheme.

4.1 Areas of Concern: The Appraisal has revealed the following areas of concern

i) Out of 35 districts, Honorarium to CCHs through e-transfer is being paid onlyin 4 districts viz. Ahmadnagar, Gadchiroli, Kolhapur and Latur,delay inpayment of Honorarium to Cook-cum-helpers has been reported by MonitoringInstitution(MI).

ii) MI reported that Cooking cost in advance is not received by all visited schoolsin Akola, Amaravati, Beed,Yavatmal, Jalgaon, Nandurbar, Ahmadnagar andthe delay ranges from 30 days to 3 to 4 months.

iii) 4 districts in Primary and 9 districts in Upper Primary are poor performing.iv) Kitchen-cum-stores not constructed in 12 schools in Akola ,15 schools in

Amravati and 14 schools in Yavatmal reported by MIv) MI reported that in Mumbai urban MDM served to children was not hot as it

was supplied by SHG/NGO (ISKCON) in normal container and not in hot case.Mumbai is poor performing district since last two years.

vi) In Govt. aided schools inadequate utensils due to huge number of enrolment.Eating plates were less than the required nos. in majority of schools.

vii) Due to non availability of food grains, interruption was noticed in Yavatmal,Akola and Amravati reported by MI.

viii) 30% of the MME funds has been utilized.ix) 58% of children screened under RBSK.

5. Issues Discussed in the meeting:

i) e-transfer of funds to school from District and other stakeholdersDirector MOM, Government of India mentioned that the funds are not e-transferred to schools directly from the State or District and hence this causesdelay. The MI has also reported that Cooking cost in advance is not receivedby schools in Akola, Amaravati, Beed,Yavatmal, Jalgaon, Nandurbar,Ahmadnagar. He further informed that honorarium to CCHs is paid through e-transfer in 4 districts only and there is delay in payment to CCHs as informedby MI. Principal Secretary, Government of Maharashtra informed that fundsare released from State to Chief executive officer Zilla Parishad in Districtsand then Zilla Parishad transfers the funds to respective blocks and Municipalcorporations as the case may be and then each block transfers the funds toSMC account through e-transfer.

Secretary, (SE&L) Government of India advised the State to examine themodality of e-transfer of funds to schools directly from State or District, forsmooth implementation of MOMS. She added that cooking cost must bereleased to schools in advance. She further advised the State Govt to e-transfer honorarium to CCHs in their bank accounts directly. PrincipalSecretary, Government of Maharashtra assured to discuss the modalities withFinance department in the State for e-transfer of the funds to schools directlyfrom State or district and try to issue orders for release of advance funds toschools within 2 months. He further assured to make provision for e-transferof Honorarium to CCHs directly in their bank account.

ii) Construction of Kitchen-cum-stores.

Director MOM Government of India mentioned that out of the total sanctioned(71783) kitchen-cum-stores, 17210 (24%) kitchen-cum-stores are yet to beconstructed and 2890 (4%) Kitchen-cum-stores are in progress. The MI hasalso reported that Kitchen-cum-stores was not constructed in 12 schools inAkola, 15 schools in Amravati and 14 schools in Yavatmal.

Principal Secretary, Government of Maharashtra informed that Modular pre-fabricated kitchen-cum-stores are being constructed in the schools in theState in a time bound manner and so far 72% of the kitchen-cum-stores havebeen completed. Secretary, (SE&L), Government of India, inquired about thetime required to complete one pre-fabricated kitchen-cum-stores, on this heinformed that the actual construction of a pre-fabricated kitchen shed on siterequires maximum 5 days. He further informed that the target for constructionof 3000 Kitchen-cum-stores in a month has been fixed and therefore 2890kitchen-cum-stores, which are in progress, will be completed by October2015.

Secretary, (SE&L) Government of India appreciated the efforts ofMaharashtra Govt for construction of pre-fabricated Kitchen-cum-stores andsaid that it is a best practice and should be uploaded on MOM website. Sheadvised the State to complete remaining 17210 sanctioned kitchen-cum-stores by December 2015, Principal Secretary, Government of Maharashtraassured to complete remaining 17210 sanctioned kitchen-cum-stores wherework is yet to start, by December, 2015.

iii) Serving of meals by NGO (lSKCON) in MumbaiJoint Secretary (EE.1), Gov!. of India, informed that NGO (ISKCON) isserving meals in Mumbai and coverage of children in Mumbai is below theState average since last two years. He raised concern on time gap in cookingin centralized kitchen and serving in schools because this makes mealsunappetizing and thus children do not take meals. Regarding the quality ofmeals, the MI has also reported that MOM served to children in Mumbaiurban was not hot as it was supplied in normal container and not in hotcase. Principal Secretary, Government of Maharashtra informed that inMumbai 1.5 lakhs children are being served by ISKCON, rest of the childrenare being served by kitchens run by Mahila Bachat Garh under MunicipalCorporation of Mumbai and in some pockets other NGOs are serving. Thelow coverage of children is due to low attendance of children in Mumbaiurban. As regards non serving of hot meals to children, the State reviewMission has also highlighted the issue and strict instruction have been givento NGO/SHG to provided hot meals to the students and this is well monitoredalso.Secretary (SE&L) Government of India advised the State to enquire thereasons for low attendance of children in Mumbai and also monitor theworking of the NGOs. She further advised the State to take strict actionagainst the NGOs on non compliance of State instructions. Principal

Secretary, Govt of Maharashtra assured to look into the matter and to takeappropriate action in accordance with the guidelines of the scheme.

iv) Shortage of food grainThe State officials informed that due to non-availability and late supply of foodgrain by FCI, there was shortage of food grain in 18 districts viz.Ahmednagar, Akola, Aurangabad, Seed, Chandrapur, Dhule, Gondia, Hingoli,Sangli, Nandurbar, Kolhapur, Nasik, Prabani, Ratnagiri Washim etc. To avoidinterruptions directions have been issued to all schools to maintain a bufferstock of minimum 20 days and purchase food grains from local market ifsupply is not made within time. It was further informed that in some districts(Akola, Washim) rice provided by FCI was not of Fair Average Quality (FAQ).Due to this, in Akola district, there was interruption in December 2014. Thisissue was brought to the notice of officials of FC/.The MI has also· reported that due to non-availability of food grains,interruption was noticed in Yavatmal, Akola and Amravati.Director MOM Government of India informed Govt of Maharashtra thatquarter wise food grain is released by GOI to the State, in order to avoidinterruption. As per MOM guidelines the State should have in place properlifting calendar and after release of food grains by GOI, the State should liftthe food grains as per lifting calendar, so that food grain is not lapsed.

Secretary, (SE&L) Literacy, Government of India advised the State Govt ofMaharashtra to put in place a proper lifting calendar for food grains so thatfood grains are lifted and delivered to schools in advance. Principal Secretary,Govt of Maharashtra assured to do the needful.

v) Additional requirement of Kitchen Devices for Govt aided schoolsPrincipal Secretary, Government of Maharashtra informed that in Gov!. aidedschools due to huge enrolment there are inadequate utensils. Last year GOIhas sanctioned 18793 units for Govt aided schools but it is insufficient andhence requested GOI to again sanction the same number of units for Govtaided schools. He further added that the MI has also reported that eatingplates are less than the required nos. in majority of schools.Director (MOM), Gov!. of India informed that Gov!. of India has released fundsfor kitchen devices for 18793Govt aided schools during 2014-15. He furtherinformed that as per guidelines Rs. 5000/- per school is a one time centralassistance (non-recurring) given by GOI to State and hence sanction of18793 kitchen devices to same Govt aided schools is not permissible. Asregards replacement, this year the State is not eligible for replacement ofkitchen devices. Secretary, (SE&L) Government of India advised the State totry to manage through donations from community or tap resources underCSR, etc.

vi) Qualitative Initiatives

The State Government informed about various steps undertaken to ensureserving of quality meals to children which are as follows:

a) Testing of food Samples by Accredited NABL Labs.-

Principal Secretary, Government of Maharashtra informed that theMaharashtra Govt has adopted the policy of Central Kitchens in Urbanareas and guidelines have been issued to test the food samples ofcentralized kitchens 20 times in a year from NABL or Govt approvedLaboratories by GR dated 25th March 2014.

b) Training of Cook-cum-helpers

Principal Secretary, Government of Maharashtra informed that capacitybuilding/training of cook-cum-helpers was conducted at district levelsduring 2012-13 and 2013-14. Help of SCERT has also been taken to trainthe same, in the State engaged for MOMS.

vii) Monitoring of the Scheme

a) Technological Intervention

Secretary SE&L Government of India, mentioned that this department is inprocess of Introduction of IVRS based monitoring mechanism. The need ofthe hour is to use technology to monitor MOMS on real time basis. Sheadvised the State Government to collect the mobile numbers of all theteachers in the State and also advised the State to finalize other componentswhich are State specific so that they can be incqrporated in the standardizedtemplate designed by GOI. It was also advised that officers should study theIVRS system followed by UP and Bihar Govl. Principal Secretary, Maharashtraassured to collect the mobile numbers of teachers and finalize the Statespecific template so that technology can be used to monitor the Scheme onreal time basis.

b) Social Audit of the Scheme

Principal Secretary Government of Maharashtra informed that social audit wasconducted in Latur & Pune district on pilot basis. Final Report of social auditis awaited. He further added that other districts will also be covered undersocial audit.c) Social Equity

Principal Secretary, Government of Maharashtra, informed that no case ofdiscrimination on the basis of caste, gender or religion in cooking, serving andeating of MOM has been reported in the State.

viii) Committed liability of the State GovernmentIt was informed by State Government representative that there is committedliability in respect of cost of food grains of the year2012-13, 2013-14 and2014-15.The State has informed that due to late submission of bills (i.e. afterMarch 2014) by regional office of FCI, the State made an expenditure ofRs.4978 Lakh for the year 2013-14 and Rs. 13593 Lakh for the year 2014-15.Thus the total expenditure amounted to Rs. 18571 Lakh in the year 2014-15.The total funds available with the State was 13106.09 Lakh where as Rs.18571 Lakh was paid. Thus the State has requested GOI to release Rs.5464.91 Lakh for the payment of current year's bills to FCI.

ix) MOM in 26 drought affected districts in Maharashtra during summervacation.The issue was discussed in PAS and State was advised, to submit the

proposal with notification issued by the State Govt. declaring drought in 26

districts. As per the State Govt, proposal to provide Central assistance for

serving MOM to 6176755 children of primary and upper primary both for 47

days in drought affected areas during summer vacation, the PAS approved

the proposal of State Govt. The requirement for central assistance has been

quantified in Annexure /I of the minutes.

x) Suggestion by the StateThe State Government requested the Government of India to enhance grant

for kitchen devices. It should be increased to Rs. 10000 per school or should

be proyided as per the number of student in school and separate funds

should be given for supply of storage bins. Funds should also be given for

providing weighing machines to schools to measure rice and food grains,

height and weight of the children etc. The State further requested that

Honorarium of cook-cum-helper, cooking cost and MME funds should also be

increased. Mid Day Meal should be given to unaided Private schools (in

Tribal, Slum & Rural area) where student / parents are demanding for Mid

Day Meal. It is requested to give funds to provide milk to tribal students in

addition to Mid Day Meal once in a week.

Director (MOM), Govt. of India informed that the proposals for enhancement

of honorarium to cook-cum-helpers, transport assistance, MME and grant of

Kitchen devices based on enrolment of children in the schools is under

consideration and the State would be informed as and when a decision is

taken by the competent authority.

Secretary (SE&L) advised, that the State Government is free to top up the

honorarium, as some of the other States are doing so. She further added that

the State may provide additional items such as milk from State budget as

other states are doing but at present there is no such move in the Ministry to

include unaided Private schools under MOMS.

6. PAS-MDM approvals for the year 2015-16Based on the achievement during 3 quarters of FY 2014-15, the PAB-MOM for FY2015-16 approved the following number of children, number of school days etc. forquantifying the Central assistance for Maharashtra:-

• During 2014-15,174000 cook-cum-helpers were approved. The State has proposed to restrictto the same number of cook-cum-helpers for FY 2015-16.

7. Submission of proposals for additional requirement of funds for covering

children over and above PAS-MOM approval for 2015-16

It was clarified that the quantification of resources is only an estimate for release of

Central Assistance during 2015-16 under the MOM Scheme. The MOMS provides that

every child attending the eligible institution, is to be covered under the Scheme and

shall be served mid day meal on all school days. In case the State Gov!. finds that the

average number of children availing mid day meal and the working days are more

than the approved numbers by PAB-MOM, they may approach the GOI at any time

with justification for additional Central Assistance.

8. Dissemination of the approvals by State Government

The State is advised to disseminate the approvals of the resources to all the field

functionaries in the State and districts, so as to enable all the eligible institutions to

ensure that every child attending the eligible school must be served hot cooked mid

day meals on all school days irrespective of the approvals of PAB-MOM.

9. Admissible Allocation of resources

The release of Central Assistance for the financial year 2015-16, would be as per the

funding pattern under the Mid Oay Meal Scheme.

Total outlay of Rs. 162583.70 Lakh (including both Central and State share and

drought for 47 days in 26 districts) for Maharashtra for Financial Year 2015-16 has

been worked out on the basis of number of children & number of working days

approved by the PAB-MOM and as per proposed revised norms after revision of

cooking cost by 7.5% w.e.f 1st April, 2015. The order for revision of cooking cost by

7.5% or any other enhancement for the financial year 2015-16 will be issued

separately after approval of the Competent Authority. Thus, the present rate of

cooking cost will continue till further orders. The Component-wise approval of funds

for 2015-16 can be seen at Annexure-II.
