Minutes of the Programme Approval Board for Mid-Day Meal Scheme (PAB-MDMS) meeting held on 5th February. 2016 to consider the Annual Work Plan &

Budget 2016-17 of Karnataka.

The meeting of the Programme Approval Board for Mid-Day Meal Scheme was held inConference Hall, 112-C, Shastri Bhawan, New Delhi on 5th February, 2016 under thechairpersonship or Dr. Subhash Chandra Khuntia, Secretary, Department of SchoolEducation and Literacy (SE&L), Government of India. The agenda before the PAB-MOMS for the State of Karnataka was as under:

a) To review the status and progress of implementation of Mid-Day Meal Scheme(MOMS) for the State of Karnataka.

b) To consider the Annual Work Plan & Budget (AWP&B) proposal submitted byState Government of Karnataka for F.Y. 2016-17 for implementation of Mid-DayMeal Scheme (MOMS) in the State.

The list of participants of the meeting is enclosed at Annexure-/.

2. Secretary (SE&L), Government of India welcomed the members of PAB-MDMSand other participants. The representatives of the State were asked to highlight theachievements in implementation of the scheme during 2015-16, best practices followedby the State, constraints, if any, in the implementation of the programme and theirproposals for 2016-17.

3. Shri Ajay Seth, Principal Secretary, Primary and Secondary Education,Department of Education, Govt. of Karnataka, briefed the PAB members on thehighlights of the scheme and made a presentation on the performance of Mid-Day MealScheme in the State and the initiatives taken by the State to improve its effectiveness.He stated that District Zila Panchayat shoulders the responsibility of programmeimplementation and supervision. At school level, School Development MonitoringCommittee (SDMC) and Head Cook are responsible for implementing the scheme. Heinformed that 150 ml hot milk is served on three days as a supplementation to the midday meal on three days in a week under Ksheera Bhagya Yojana from State resources.He further informed that funds are e-transferred in school accounts in advance. All11~886_c_ook-cum-h~lJ:lersare women and honorarium is paid through e-transfer girectlyinto their bank account. Food grains and other ingredients viz Pulses, Oil, Salt etc. aredelivered up to school level by Karnataka Food & Civil Supplies Corporation. 97% ofschools use LPG and 16191 schools have Kitchen gardens. He further informed that

recently SHALEGAGI NAAVU NEEVU (We and You for School) a school adoptionprogramme in the form of Tithi Bilojan has been introduced in all districts. To check andmaintain quality of served food, State Government has prepared a protocol for testing of, ,meals and has engaged 5 labs in the State. For effective monitoring of the scheme,State Government has constituted Joint Review Mission. Shri Gaya Prasad, DirectorMOM, Government of India presented an analysis of the performance of the State forimplementation of Mid-Day Meal Scheme during the first three quarters of the year2015-16 i.e. April to December, 2015.

The overall analysis of the performance of the scheme in the concerned threeyears shows that State has improved in the area of utilization of cooking cost,utilization of food grains, utilization of transport assistance. Performance hasslightly improved in the area of construction of kitchen-cum-stores and usage ofLPG. On the contrary the performance has gone down on vital parameters likecoverage of children, payment to Cook-cum-helpers, utilization of MME fundsand timely payment to FC!. 2705 (7%) kitchen-cum-stores are yet to beconstructed. Secretary, Department of School Education & Literacy,Government of India advised the State representative to take correctivemeasures for the improvement and effective implementation of the scheme.

5. Areas of Concern

The areas of concern as per the appraisal of the plan are as under:

i) In Kodagu and Dharwad districts, the coverage is 53% and 77% "respectivelyagainst enrolment as compared to the State level coverage of 91%.

ii) Construction of approved 2705 kitchen-cum-stores not yet started.

iii) 1044 cook-cum-helpers have been engaged over and above the PAB-MDMapproval for 2015-16.

iv) There is variation in data entries as provided in AWP&B 2015-16 and dataentered into web portal viz. coverage of children, cooking cost utilization,honorarium paid to cook-cum-helpers & utilization of food grain.

v) Social audit report is awaited.

6. Issues discussed in the meeting:

i) e-transfer of funds to schools and cook-cum-helpers

Joint Secretary (EE.I) enquired about the time taken in the process ofrelease of funds from State to implementing agencies and schools.Monitoring Institute has reported that there are delays of 2-3 months inrelease of cooking cost to schools in Gulbarga & Yadgiri districts ,a fewweeks delay in Belgaun, Bidar & Gadag districts and also irregularpayment of honorarium to cook-cum-helpers in Gulbarga, Bijapur Yadagiri,Bagalkote and Chikkamagalore districts. Principal Secretary, Govt ofKarnataka informed that funds are released through e-transfer in advanceand it reaches schools well in time and payment of honorarium to all cook-cum-helpers is also made through e-transfer directly into their bankaccounts. He further informed that delay occurred in payment ofhonorarium to a few cook-cum-helpers due to absence of core banking

_ facility in some_Grameen Banks, but now the problem is solved. _ii) Low Coverage of Children

Director MOM raised concern over low coverage of children under thescheme in Kodagu (53%) and Dharwad (77%) district against enrolment

as compared to overall State level coverage of 91%. In this regardPrincipal Secretary, Govt. of Karnataka mentioned that Kodagu districtfalls in very high rainfall area so attendance is poor during the rainyseaSOl I. As regards· low coverage of children in Dharwad district, he.informed that all schools in Dharwad are catered by Centralized kitchens.Principal Secretary, Govt. of Karnataka assured to look into the reasons oflow coverage in Dharwad and if possible, State Government will arrangedecentralized kitchens.

iii) Provision of LPG in the schools

Secretary (SE&L), Government of India advised to make provision of LPGin remaining (3%) schools. Principal Secretary, Govt. of Karnatakaassured to utilization of LPG in all the remaining schools soon.

iv) Construction of kitchen-cum-stores

Director (MOM), MHRD mentioned that out of the total sanctioned (40477)kitchen-cum-stores, 2705 (7%) kitchen-cum-stores are yet to be startedand 1784 (4%) kitchen-cuill-stores are in progress. The State has notcompleted construction of kitchen-cum-stores during F.Y. 2015-16 asassured during last PAB meeting. He further informed that during the year2014-15 Govt. of India has approved 3153 kitchen-cum-stores and 877kitchen-cum-stores for FY 2015-16, but funds could not be released asState Govt. was unable to submit the actual Physical and FinancialProgress of all the sanctioned kitchen-cum-stores upto 2015-16.

Principal Secretary Govt. of Karnataka assured to complete the in-progress kitchen-cum-stores by the end of the current financial year. Hefurther informed that 1293 kitchen-cum-stores sanctioned at the rate ofRs. 60,000 are very difficult to be constructed due to escalation of cost.Principal' Secretary, Government of Karnataka informed. that theconstruction work for the 1293 kitchen-cum-stores have not yet startedand requested for according approval on the basis of new norms i.e. plintharea and State Schedule Rate in the State.

Secretary (SE&L), Government of India mentioned that if the funds havenot been drawn from Treasury and construction has not yet started for1293 kitchen-cum-stores then the State can submit fresh proposal to theMinistry for sanctioning of the 1293 kitchen-cum-stores on the basis ofplinth area norm and State Schedule Rate prevalent in the State.

v) Procurement of kitchen devices

Principal Se_c!el~y, G_ovt.of Karnataka raised the issue of non-release offunds of Rs. 549.85 lakh for replacement of kitchen devices in 10997schools, approved by PAB-MDM for the year 2015-16 and requested forrelease of the funds. Director (MOM), MHRD informed that the funds

available under non-recurring head of the Mid Day Meal Scheme havebeen re-appropriated into recurring heads. Thus, no funds is availableunder the relevant heads in the year 2015-16. The funds would bereleased in the next financial year i.e. 2016-17.

vi) Quality of food Served by NGO

Joint Secretary(EE.I), Govt. of India mentioned that the Guidelinesenvisage that utmost care should be taken for transporting the food uptoschool and maintain 65° C temperature till the time of delivery at theschools. For this, State Government of Karnataka has to definetemperature and distance criteria for the NGOs.

Ms. Umamani, Nodal Officer of the Monitoring Institution (MI) informedthat the quality of food served by Centralized kitchen is rated "poor" in 2schools in Dharwad district. The centralized kitchens require improvementof its infrastructure and quality of food supplied. She also raised concernover less usage of vegetables in the meals prepared by centralizedkitchens.

Secretary (SE&L), Government of India mentioned that not onlytemperature but the time to transport for delivery of food is also important.He advised the State Government to have consultation with existing foodlabs in the State for development of mechanism for maintaining quality ofthe meals supplied by the Centralized kitchens. He further advised theState to encourage civil community to donate vegetables in the schools onroster basis. Principal Secretary, Government of Karnataka assured tohave consultations with the existing food labs for maintaining the foodquality served by centralized kitchens. He further informed that in somedistricts Akshaya Tarakari Butti (Vegetable box) is practiced and in 16191schools kitchen gardens are maintained in the schools.

vii) Enhancement of transportation assistance and cooking cost

Principal Secretary, Govt of Karnataka mentioned that Transportationrates from FCI depot to school door step needs to be enhanced to at leastRs. 150 per quintal. The rates were last fixed at Rs. 75 per quintal in 2005.It is difficult to meet the cost at this rate. He further mentioned that in placeof increasing cooking cost by 7.5% every year, it should be linked to CPIfood index. Director (MDM), MHRD informed that there is a proposalunder consideration in this Ministry to double the Transport assistance. Hefurther informed that Department of Expenditure, Ministry of Financeapproved 7.5% increase in the cooking cost for the year 2015-16.

__ ----"S.::e.::cretary(SE&L), (3overnment of India mentioned that increase oftransport assistance should not be one time activity. TransportationAssistance (TA) should be revised as per State's requirement on yearly

basis. The revision in cooking cost should be linked to Consumer PriceIndex (CPI) for food.

viii) Pending Payment to FCI

Director (MOM), MHRD informed that the State Government has made83% payment of cost of food grains to FCI till December 2015. The Stateofficials were advised to clear all the pending bills at the earliest. PrincipalSecretary, Govt. of Karnataka assured to clear all bills. He furtherinformed that Fel bills against the food grains lifted are reaching late tothe district level authority. He added that if the FCI bills are directly sent tothe districts through email with a copy to State nodal officer it will not onlyhelp the State in monitoring the payment of FCI bills but it will also helpthe district authority in receiving bills on time. Secretary SE&LGovernment of India, advised the FCI officials to email the latest pendencyStatement to all the district level authorities in the States under intimationto Ministry.

ix) Complaints received during 1st three guarters

Director (MOM), MHRD informed that in the last 9 months, 2 complaintshave been received relating to irregularity. The reply is awaited from theState. Principal Secretary, Govt. of Karnataka informed that action hasbeen taken on all the issues and will submit action taken report shortly.

x) Rashtriya Sal Swasthya Karyakram (RSSK)

Secretary (SE&L), Government of India advised the State that health cardof all children should be maintained in all the schools. Weight and heightmeasurements should be done on half yearly basis. The doctors of thenearest PHC must visit schools at regular intervals and do the healthcheck ups. Principal Secretary, Govt. of Karnataka informed that childrenin all the schools are covered under RBSK. Health check up of 84% ofchildren has been done till December 2015, IFA, vitamin-A and de-worming tablets have been distributed as per schedule and 8095 studentshave been distributed spectacles.

xi) Qualitative Initiatives

a) Testing of food samples by accredited laboratory

Principal Secretary, Govt of Karnataka informed that a protocol for testingof meals has been prepared. The sum of RS.30 lakh under MMEcomponent for testing of food samples has been provisioned. In Karnatakathere are 5 authorized laboratories, 1 is located in Bruhat BangaloreMahanagara palika, and 1 each in Bangal~~e~_Belgaun, Gulbarga & _Mysore divisions. Director (MOM), MHRD mentioned that during 9 months51 Food samples were collected and 23 were tested. 17 samples found tobe meeting the norms and 6 samples found below the norms. He further

mentioned that in Kolar district 'E.coli was found in sambar and cookedrice in 3 samples, which is not fit for human consumption. On this issue,Principal Secretary, Govt of Karnataka informed that directions have beengiven to install purified drinking water through Zila Parishad and cooks areoriented to maintain personal hygiene.

Secretary (SE&L), Government of India mentioned that testing protocolshould be prepared by the Central Government and circulated to theStates / UTs for food testing.

b) Training of cook-cum-helpers

Several training programmes during 2015-16 for cook-cum-helpers havebeen conducted. Recently a Pilot training of cooks relating to Ruchi-Suchiand hand wash was conducted at Nelamangala Taluk, Bangalore.UNICEF has fully funded capacity building activities costing to RS.30.85Lakhs.

c) Introduction of Ksheera Bhagya Yojana

Government of Karnataka is implementing Ksheera Bhagya Yojana since01-08-2013, i.e. provision of 150 ml of hot Milk to all children from I-XthStandard in Government, Government Aided Schools thrice a week(alternative days). Rs. 5.18 is spent per child per day. Karnataka MilkFederation (KMF) is supplying the Skimmed Milk powder to all schools. 18grams of Skimmed Milk Powder is converted into 150ml Milk. Thisinitiative aims to control anaemia and malnutrition and increase thecoverage of children under the scheme. A sum of Rs.100/- is paid to theHead cooks and Cook-cum-helpers for the preparation of hot milk. Thisamount is paid through state fund under "Ksheera Bhagya Yojana" inaddition to honorarium paid to cook-cum-helpers. Principal Secretary,Govt. of Karnataka mentioned that from this year, State is considering toprovide fresh milk to children in Bangalore on pilot basis.

d) Fortified rice

Principal Secretary, Govt of Karnataka mentioned that State is consideringfood fortification under MOMS. On a query whether any permission wasrequired from Food Safety and Standards Authority of India (FSSAI) tocarry out the project on fortification, it was clarified that no prior permissionis required from FSSAI or any other agency for fortification. Director(MOM), MHRD informed that specific guidelines are available on FSSAIwebsite on food fortification.

xii) Monitoring of the Scheme

a) Technologicallntervention

Principal Secretary, Govt of Karnatak;;l informed that State is planning todevelop a software to capture the issues and its redressal. Anyone canplace hislher grievance on that software and then the SDMC members arerequired to redress the issues related to their schools. The software will beoperational by the next month. He further informed that on pilot basis SMSsystem is being used to monitor the coverage on daily basis. On the GOIIVRS project to monitor the programme on daily basis, he opined thatSMS system or WhatsApp is more efficient and precise than IVRSbecause IVRS call is problematic as it requires good connectivity. Hestated that IVRS will also waste the time of the teacher in answering thecall. He suggested that at least Rs. 2001- per year should be given to theteacher for sending information about coverage of children through SMSevery day.

Secretary (SE&L), Government of India mentioned that IVRS call given toteacher may be time taking and SMS system is more effective whereteachers are having Smart phones, WhatsApp. For sending SMS,teachers must be reimbursed for the cost incurred by him or her. Headded that an app may be developed to collect the data from the teacherson daily basis. He further advised that exception reports may begenerated and sent to the Tahsildar of the tehsil 1 block through email andthey can call ameeting to review the progress on monthly basis. PrincipalSecretary, Gov!. of Karnataka assured to make provision for sendingexception reports to Tahsildars and informed that he will also submit moregranular comments on MDM-IVRS soon to the Ministry.

b) Social Audit of the Scheme

The State Government informed that social audit on MDMS has beencompleted in Bellary and Vijapura through RDPR Dept, Karnataka and thereport is awaited. State has proposed to conduct social audit inBangalore(U) and Belgaun for FY 2016-17

xiii) Suggestions of the State

Principal Secretary, Government of Karnataka raised following demand fortaking appropriate action:

a) Enhancement of honorarium to Cook cum Helpers. State hassuggested that at least Rs. 100 per day should be given to cook-cum-

_~pers as Rs.10001- p.ermonth is very less~. _

b) Minimum 2 cook cum helpers for Lower Primary school should beemployed where enrollment is less than 25.

c) MME Amount should increase from 1.8% to 3 %.

xiv) Community participation

a) Tithi Bhojan

SHALEGAGI NAAVU NEEVU (We and You for School) school adoption _programme in the form of Tithi Bhojan is implemented. Throughcommunity contributions, so far. 561098 full meals for students in variousschools has been recorded of Rs. 473.55 lakh value.

b) Tasting of meals by parents

Principal Secretary, Gov!. of Karnataka informed that it is mandatory for allthe community members to visit the school and taste the Mid Day Mealsevery day. The opinions and the suggestions are recorded in the tasteregister available in the schools on daily basis.

c) Hand washing

Principal Secretary, Gov!. of Karnataka informed that all schools havehand washing facilities through multi taps, regular water taps andfunctional hand pumps. Instructions have been given to HM's to make allthe children to follow hand wash steps before consuming food. A Pilottraining of Cooks relating to Hand Wash was also conducted atNelamangala Taluk, Bangalore under WASH programme of UNICEF incoordination with Ashoka Innovators under Swacha Bharat and SwachaVidyalaya.

7, Assistance for drought affected areas

The Principal Secretary, Gov!. of Karnataka has submitted notification issued bythe State Revenue Department declaring drought in 114 blocks in 26 districts inthe State. The proposal for providing mid day meal to 2807388 children studyingin elementary classes has been submitted for 48 days in drought affected areasduring summer vacation of 2016-17. The Principal Secretary, Gov!. of Karnatakaadded that 66326 cook-cum-helpers would be serving meals for 2 months overand above 10 months.

It was informed that as per the MOM Guidelines, 2006, Central Assistance willalso be given for a mid-day meal in elementary schools during summer vacationsin areas which are formally notified by the State Government as 'droughtaffected', in accordance with its established procedure. The proposal of the StateGovernment is as per the guidelines of the MOM Scheme. Thus, PAB-MDMapproved serving of mid day meals for 48 days to 2807388 children studying inelementary-classes, during the summer vacation of 2016-17 besides-66326--cook-cum-helpers for 2 months over and above 10 months.

9. Submission of proposals for additional requirement of funds for coveringchildren over and above PAS-MOM approval for 2016-17

It was clarified that the quantification of resources is only an estimate for releaseof Central Assistance during 2016-17 under the MOM Scheme. The MOMSprovides that every child attending the eligible institution, is to be covered underthe Scheme and shall be served mid day meal on all school days. In case theState Gov!. finds that the average number of children availing mid day meal andthe working days are more than the approved numbers by PAB-MOM, they mayapproach the GOI at any time with justification for additional Central Assistance.

10. Dissemination of the approvals by State Government

The State is advised to disseminate the approval of the resources to all the fieldfunctionaries in the State and districts, so as to enable all the eligible institutionsto ensure that every child attending the eligible school is served hot cooked midday meals on all school days irrespective of the approvals of PAB-MOM.

11. Admissible Allocation of resources for the year 2016-17

The release of Central Assistance for the financial year 2016-17, would be as perthe funding pattem under the Mid Day Meal Scheme. Total outlay of Rs.51828.60 Lakh (Central Share including drought) for Kamataka for FinancialYear 2016-17 has been worked out on the basis of number of children & numberof working days approved by the PAB-MOM and as per existing norms of 2015-16 including revised cooking cost by 7.5% from 1st July, 2015. The order forrevision of cooking cost by 7.5% or any other rate of enhancement for thefinancial year 2016-17 will be issued separately subject to approval of theCompetent Authority. The component-wise approval of funds for 2016-17 is asunder:
