Turnaround Successes
are Rare & Risky ³Turnaround" is a concept from the corporate world
Results are rarely positive. Only 1/4 of businesses were
successful, & even those did not show significant gains
Replacing school staff had little effect on student performance;
students were often shuffled to worse schools
2001 Manual divided into 3 schools; 2006 Manual closed
2004 Cole closed; 2007 KIPP-Cole Charter closed
2007-08 DPS phased out/closed the following:(results?)Del Pueblo, Fallis, Hallett, Mitchell, Remington, Smedley, Whiteman, Wyman, Rischel,

Turnaround 101DPS will receive $14.4 million in federal Turnaround f unds over 3 years
Federal rules define 4 turnaround strategies
"Turnaround" replacing at least 50% of the staff Green Valley and McGlone
"Restart" turning school into charter/small schools Noel (100 per grade) and Montbello (150-200 per grade)
"Closure" (Replacement) shutting down the school
and transferring the students Ford (DCIS) and Oakland (SOAR)
"Transformation" provide professionaldevelopment/coaching & changing curriculum

Transformation: The Long TermPlan with Immediate Results
Do teachers need to be fired, or can teachers learn to teachbetter? If every child is going to have a good teacher, there needs to be
some effective and dignified way to help teachers improve.
Positive, Transformative Change does work: Examples of DPS Neighborhood Schools that have
Transformed out of low performing status: Beach Court; Cowell ;Marrama,).
Nationwide examples of schools that discoveredTransformation works vs. firing their way to good teachers:Chattanooga, Tennessee and Brockton High School in Boston,Massachusetts

I. Inclusive Process: All Voices
We need an inclusive process for a comprehensive FNEeducation plan: We need a process that includes all voices, allproposals, & all facts
Stakeholders must include parents, community members, DPSteachers, union representatives, staff and administrators, propertyowners, business owners, non-profits and those who will be impacteddirectly or indirectly by the plan
Stakeholders must be part of the design and implementation of anyproposed plan
Stakeholders must have adequate time to review, understand &discuss any plan
Stakeholder must be given multiple opportunities and avenues to bepart of a planning and implementation process
Stakeholders should not be pitted against each other by the District6

I. Inclusive Process: All Proposals
FNE DPS plan should be divided into 6 individual
proposals
Allow the existing staff (with Community Involvement) to
present a plan for each of the 6 schools to explain:
The major components of the plan
How it will be implemented & evaluated
How they will ensure a high level of parent involvement
How they will be accountable with identified timelines
How they will identify, develop and utilize Master Teachers
How they will attract, screen, train, support & retain highly
effective teachers7

I. Inclusive Process: All Facts
Whether five-year federal transformation money can be used by the District for turnaround.
Other DPS turnaround, charter, or replacement schools, including the results,challenges, successes and lessons learned (i.e. Manual, Cole, North, Lake, MannyMartinez).
Other schools that have transformed out of low performing status (Marrama,Beach Court, Cowell, Hill, Howell).
Critiques of charter schools that are being used as models nationally .
Examples of transformation schools that are working nationally.
Analysis of why each FNE school is failing:
What may be a reason in one school may not be a reason in another. The demographics of the teachers targeted for firings
NE/FNE have a higher # of African American teachers than other areas.
How jobs will be impacted, & the plan for employees not re-hired.
How & when this turnaround process actually started even prior to A+ cmte, andwhy community members had to apply & were rejected.
History of other DPS ³experiments´ and where the money was spent.8

II. Oversight/Evaluation
Creation of a stakeholders oversight committee within each school with reporting to a regional oversight stakeholders cmte.
Oversight committee would monitor plans, evaluate the leaders/administrators,& provide input on teacher retention.
Would help fine-tune and implement an authentic student/parent feedbacksystem.
Regional Oversight Committee would look at how individual school plans can fitinto a Regional Plan.
Development of a comprehensive assessment tool and evaluationsystem with stakeholders for District-wide implementation.
Holds everyone accountable from the teachers to central administration.
Evaluates teaching, plans, programs, implementation, & administration.
Includes key milestones, implementation oversight, metrics & measures of success (including multiple ±measure rubric).
Answers the question: ³What part of the money is going to the classroom?´9

III. Timeline That Gives Neighborhood Schools A Chance
School Site Oversight Committees will be formed by December 2010,
Board Meeting.
Each targeted school will be given until the January 2011, Board
Meeting to present Transformation Plan.
The plans will include Community Input and will be reviewed by Site
Oversight Committees before presentation to Board.
That Builds on Successful Change Efforts Regional Oversight Committee will be formed by March 2011, Board
Meeting.
Assessment Tool and Evaluation System will be designed by April, 2011,
Board meeting.
District will provide Oversight Committees with the information
necessary to review progress of the plans for recommendations to the
November 2011, School Board Meeting,10
