The New Roth TSP is Here

Beginning October 1, active duty military personnel now have a new Thrift

Savings Plan (TSP) option; the Roth TSP. Department of Defense civilians have

been able to take advantage of this new option for several months.

For most, Social Security and possibly a military or civil service retirement will not

yield enough money to provide a desirable standard of living in the retirement years.

Participating in the TSP is an easy way to build wealth necessary for a comfortable

retirement and the earlier this begins; the better.

In the TSP’s traditional design, investments are made with pre-tax dollars. Federal

taxes are computed after the amount invested in the TSP is reduced from salary. The

actual tax dollars saved depends on the participant’s tax bracket; and most service

members fall in the 10 or 15% bracket. The taxes deferred will eventually be paid

when qualified distributions are made after age 59 ½. All earning also are taxed

when withdrawn.

Under the new Roth TSP, the contributions are invested on an after-tax basis and

along with its earnings, the money invested will never be taxed again, so long as

certain conditions are met upon withdrawal.

The following examples illustrate the primary difference between the traditional

TSP and the new Roth TSP.

SFC Willie Nelson, who is married and has no children, earns approximately

$48,000 per year. He contributes $100 per month to his traditional TSP for a total of

$1,200 for the year. This reduces his taxable income to $46,800 for 2012.

Since his traditional IRA contribution is reducing his taxable income, the real benefit

to Nelson is deferring $180 of income taxes, which is the tax on $1,200 for a

taxpayer in the 15% bracket. Assuming Nelson continues to make regular

contributions until he retires from the Army in 10 years, and opts to leave the money

in his TSP, he might have several hundred thousand dollars in his account when he

retires because the interest compounded nicely and he earned an average of 8%

annually.

Fast forward 30 years, to 2042 when Nelson is 70 years old and his account is now

worth $300,000, the majority of which is earnings, not contributions. He must begin

taking required minimum distributions under federal law. When he begins making

withdrawals, he must pay taxes on every dollar he withdraws. He may be in the 15%

bracket, but he might be in a 30% bracket. It is impossible to predict the future.

8 FMWR Outlook

Page 9: FMWR Daegu October Outlook

Enter SFC Garth Brooks. Brooks made the same income as Nelson, contributed the

same amount; but, Brooks took advantage of the new Roth TSP. He felt that he could

manage just fine without reducing his tax liability by $180. His TSP account is also

worth $300,000. He too is required to take the minimum required distribution only he

won’t have to pay taxes on any of it and it’s a good thing, because as it turned out,

most of his taxes will be taxed at 35%. The last 30 years were spent paying back a

giant stimulus and everyone’s taxes were raised.

For both active duty and civilians, the amounts that may be deferred or contributed

are limited by the IRS for either the Traditional or Roth TSP. For 2012, the limit is

$17,000 plus $5,500 catch-up contributions for those ages 50 and older. There is no

income limit that precludes contributing to a Roth TSP like there is with the Roth IRA;

however, the Roth TSP is subject to required minimum distributions at age 70 ½.

The decision to make elective deferrals to a Traditional IRA or to contribute to a

Roth IRA should be an informed one based on a thorough understanding of the tax

consequences. What is right for one person might not be the best decision for someone

else. Generally, most young people in a low tax bracket will be better off in a Roth

TSP, while the Traditional TSP might be the best decision for someone with a

significant amount of income in the 25% bracket.

new Roth TSP, visit the

What is RecTrac? Not to be confused with the accountability swipe-in, RecTrac is FMWR’s automated customer usage system. This management information system helps us provide better recreation service to our customers by monitoring program and facility usage. More importantly, evaluating RecTrac data will eventually aid in determining future funding to support FMWR programs.

Do I have to register? How long does it take? Anyone using services at the fitness or community centers must be registered in the system. The process is quick and easy and you can register yourself or, if accompanied, your whole Family in a single visit!

On the southern peak of Mt.

Palgong, sits the Gatbawi Buddha.

Carved in the 9th century, it is one of

Korea’s major tourist attractions and is

designated as National Treasure #431.

The Buddha is famous for granting

one wish to each of the pilgrims who

makes the hour-long trek to the top of

this 800-meter peak. And as such, has

attracted visitors from across the

globe. The statue is a 4-meter high

sitting Buddha with an expression that

demonstrates a feeling of impressive

mercy - it is a must see for anyone

visiting the region.

Donghwa Temple is one of eleven

cultural assets officially designated by

the central government of South Korea

and, in 1988, was granted status as the

9th head temple of the Jogyejong

Korean Buddhist Order.

From sonograms to first steps to the first day of

school, we know that building a healthy future for a

child begins in the earliest days – even before birth.

So as we started Let's Move! and began our efforts to

end the epidemic of childhood obesity in a

generation, we put an emphasis on early childhood

health.

5 October at 3 p.m. We are inviting parents, Family and friends to

join us for games, physical activities and a

healthy snack.

If you have any questions or wish to volunteer to

help with this event please contact Tonya

McCarty, CDC Director at 764-4835 or 764-4834.

Thank you for support and hope to see you there.

With health issues appearing earlier and earlier - one in five children is overweight

or obese by the time they're 6 years old, and more than half of obese children are

overweight before their second birthday.

We knew there wasn't a moment to waste. So to help recognize the importance of

physical movement and nutrition CYSS Child Development Center is teaming up with

children and parents to help fight this epidemic.

We will be increasing our physical activities at the center and introducing healthy

meals and recipes to our Families.

To kick off this event, we will be walking down to Kelly Field for a day of fun and

learning.

DON’T BE AFRAID OF THE DARK TURN OFF THE LIGHTS!

HELP US SAVE ENERGY

Energy Saving Tips for a Happy Halloween! Decorating is half the fun but, this year, a few energy-smart decisions can make your post-holiday electricity bills much lower. Here are a few ways to save some energy as you celebrate: •Use candles instead of lights, cheap and spooky! For a bonus, use paraffin-free clean burning candles. •Save 80% on your lighting display by using LED light strings. •The human body is a “mini-heater” so, if you are having a party, plan to turn the heat down in advance. You will save energy and your guests will thank you!
