Used for selecting distinct groups of records. Queries can be built using multiple fields and
multiple conditions. Example: Display all crashes that occurred between 01/01/2006 and 07/31/2006 with fatalities
Reports can be generated based on query results

Routes the challenges to the appropriate organization for resolution based on the type of challenge
