President’s MessageGreetings to all. This month I would like to solicit chapter member support for a new project in the Springfield area. US Fish and Wildlife Service is partnering with the Springfield Police Dept, the Springfield Elks, and others in a program called “Cops and Bobbers” which will involve taking inner city kids fishing and hopefully give them a better opportunity for something to do in the Spring and Summer months. We have been asked to partner with Fish and Wildlife and the Police to help get the kids fishing, and show them the basics. Next Spring there will be an event at Forest Park, hopefully with cooler waters and some trout, and I would like to request your support in this project. I will not be at the Oct meeting, but let Terry know or let me know in Nov. if you are interested.

PVTU recently met with Julia Blatt, executive director, and Gabby Queenan, policy specialist, of Massachusetts River Alliance, to share our goals, concerns, and accomplishments for our rivers and their trout. After visiting the Windsor Dam, they walked along the Swift River and cast a few flies, to Julia and Gabby’s delight, as they have never fly fished before. Though they didn’t land any fish, we promised them next time they would. They were met on the river by chapter vice-president Terry Con-nolly. Governor’s climate order points in positive directionFriday, September 16, 2016

Boston — Governor Charlie Baker issued an executive order today that directs state agencies to reduce global warming pollution and protect communities from the effects of climate change.

Ben Hellerstein, State Director for Environment Massachusetts, issued the fol-lowing statement:“With more than half of Massachusetts facing an extreme drought, the need to act on global warming is clear.”“Governor Baker’s executive order is a promising step towards addressing the largest sources of global warming pollution in Massachusetts — especially the transportation sector, where progress has been too slow. We’re also glad to see

the Governor reaffirm the important role that state offices and agencies can play in ‘leading by example’ by reducing their own carbon emissions.”“While today’s order points in the right direction, it is critical for Governor Baker and his of-ficials to follow through on their commitments. The Baker administration must move quickly to adopt ambitious targets for expanding clean energy and reducing global warming pollution from transportation and other sectors. The administration’s support for stronger pollution lim-its under the Regional Greenhouse Gas Initiative is a good first step.”“When it comes to climate action, the proof is in the pudding. Today, Governor Baker prom-ised to act on climate. We look forward to seeing him fulfill that promise.”In August, the Massachusetts Supreme Judicial Court ruled that the Baker administration is required to adopt declining limits on carbon emissions from various sectors under the state’s Global Warming Solutions Act. The executive order issued today directs the Department of Environmental Protection to limit carbon pollution from transportation and other sectors.The order also directs state agencies to “lead by example in making new, additional reductions in greenhouse gas emissions from Government operations,” and create a Climate Adaptation Plan to prepare for the impacts of global warming.The Baker administration recently announced its support for stronger pollution limits under the Regional Greenhouse Gas Initiative, a program that caps global warming pollution from power plants in Massachusetts and eight other northeastern states.

MassDCR survey seeks input on public access rules at Quabbin Reservoir

State officials are updating their rules around public access to the Quabbin Reservoir, and want your input. The Department of Conservation and Recreation is conducting an online survey. https://www.surveymonkey.com/r/quabbinaccessOutdoor enthusiasts and other stakeholders are invited to chime in. It’s been ten years since the last Pub-lic Access Management Plan was issued. To the uninitiated, rules controlling access to the state’s largest reservoir can look like a crazy quilt. (A summary can be found embedded at the bottom of this post.) For instance, in the Quabbin Reservation, snowshoeing is allowed, but cross-country skiing is not. If you want to go sledding, you’re in luck. But if you ride your bicycle on a dirt road, you’re breaking the law. Canoeing and kayaking is forbidden, but you can fish from a boat — unless, of course, you veer into a restricted area. If you want to go swimming, forget about it. But “wading” is OK as long as it’s associated with fishing or launching. Shore fishing is allowed, but not at the formal Quabbin Park.Weddings are allowed, but don’t pop a cork, because alcohol is off the list. Public access to the watershed is carefully regulated and controlled to protect the drinking water supply for 2.5 million people in 51 Mas-sachusetts communities, according to the department. Certain areas, such as Prescott Peninsula, constitute strict no-trespassing zones.Created in the 1930s, the reservoir is mostly fed by the Swift River. The water body is 18 miles long and has 181 miles of shoreline. When full, Quabbin holds 412 billion gallons. The public access survey does not address rules around hunting, which is a separate matter.
