64.3 Minute 44a COG to send a letter requesting analysis and inviting Barnet Assistant Director for SEND and Inclusion to a future LAC meeting.

The COG informed governors that she had written a letter to Helen Phelan(HP) (Barnet Assistant Director for SEND) asking for an analysis of school data in relation to SEND and inviting her to a future LAC meeting. HP had responded quickly and positively and had agreed to attend the LAC meeting in March 2019. Governors were requested to think about questions they would like to ask HP at the meeting.

The Link Governor for SEND was meeting the SENDco on 23rd January.

64.8 Minute 46b VCOG to send list of what would be required on school website and around the school for GDPR to HT.

This had been done and Robert Bullit (LAT GDPR Officer) had carried out the GDPR check at the school. The HT advised that it had been a useful exercise with a number of helpful suggestions. The school had been compliant in most aspects and a couple of issues were highlighted with regards to simplifying the school sign-in sheets and adding CCTV signage to the exterior of the

building. The GDPR officer will produce a report which will be provided to the LAC. There will be a follow up visit on 5th March 2019.The HT thanked the School Administrator and the VCOG for all their work in making the school GDPR compliant.

The monitoring visit had been carried out by the Link Governor for RE. The report will be available for the meeting in January.

65. FINANCE REPORT65.1 Sensory Room

Governors were informed that the HT and SENDCO had felt a need for a Sensory room which as part of the sensory curriculum was required for some SEN children. It was to assist with the Programme of work and some of the school targets. There was nothing in place for the nursery room. The SENDco had invited a few companies in to have a look round and to provide quotes

65.2 There had been 3 quotes, Spacekraft £8,278.15, Rompa £7,417.00 and Sense Sensory £5,199.00. The HT informed governors that the preferred company was Spacekraft as they tailored everything to the school’s needs. They could provide a suitcase of things and the school could start small. As 10 of the SEN children were also in receipt of Pupil Premium there would be a predicted contribution of £6000 from PP which would leave about £3,000 to find. The school was asking whether the LAC would agree the concept.

65.3 In response to a governor’s question on where the Sensory room would be located, the HT advised that it would be the SENDco’s former office. It was a small room with a small window and soft walls could be added all around the room. A governor queried whether the SENDco had spoken to Sarah Whittock who could advise the school on the various sources of grant available. A governor also suggested that the school check with a local charity whether they were interested in providing assistance.

65.4 The LAC AGREED in principle for the school to go ahead with the Sensory room but to explore any funding in the meantime.

68. LOCAL ACADEMY COMMITTEE GOVERNORS UPDATE AND LINK GOVERNOR APPOINTMENTS

68.1 No update to report.

69. ANALYSIS OF NON- SEND PUPIL PREMIUM PUPILS AND SEND PUPIL PREMIUM PUPILS 2017-1869.1 The Link Governor for PP and Data Analysis informed governors that she had attended a

meeting at the school with the HT just after the last LAC meeting to analyse attainment/ progress of PP pupils. She would be writing a report for the LAC.

69.2 Year 4 at the school were doing well, so it was decided that the analysis would focus on Years 1,2 and 3. Non- SEND PP pupils were analysed separately from SEND PP pupils. There were 24 Non- SEND PP and 10 SEND PP pupils.

69.3 With regards to Non- SEND PP pupils all year groups were doing well except for year 2. In year 2 there were pupils with significant attendance and child protection issues.

In Reading: Y3 Non SEND PP in respect of attainment were 2.4% up compared to all other Y3 pupils. Y2 Non SEND PP in respect of attainment were 6.7% down compared to all other Y2 pupils Y1 Non SEND PP in respect of attainment were 25% up compared to all other Y1 pupils In Writing: Y3 Non SEND PP in respect of attainment were 4.1% up compared to all other Y3 pupils. Y2 Non SEND PP in respect of attainment were17.3% down compared to all other Y2 pupils Y1 Non SEND PP in respect of attainment were 13.4% up compared to all other Y1 pupils

In Maths Y3 Non SEND PP in respect of attainment were 0.3% up compared to all other Y3 pupils. Y2 Non SEND PP in respect of attainment were 10.3% down compared to all other Y2 pupils Y1 Non SEND PP in respect of attainment were 10% up compared to all other Y1 pupils

69.4 In respect of progress, where 5 was expected progress, 6 was good progress and 7 was rapid progress

69.6 With regards to SEND PP pupils Y2 was the year group with the most complex needs. There was a new catch up Programme which targeted the children’s numeracy and literacy. Non SEND PP attainment in Reading Y1 was exceptional as it was 25% up on attainment of the average child. It was noted that Read, Write, Inc allowed for 5 minute 1 to 1 sessions. There had also been Y1 maths interventions. Y3 Non SEND PP had received breakfast booster classes. Y3 SEND progress was 0.4 steps above average. This was down to staff training and teaching and launchpad being replaced by breakfast booster. With regards to writing PP pupils appeared not have made as much progress compared to Non PP pupils. The HT advised that Writing would be changed to literacy but given Ofsted’s comments, focus would remain on writing

69.7 In response to governors’ questions about teaching in Y3, it was noted that experienced teachers taught in Y3, the staff also received more personal support and training. The school received PP for nursery pupils which was called Early Years PP. It was noted that this was a useful analysis and a thorough way of looking at pupils’ progress. The LAC COMMENDED the SENDco and Link Governor for PP and Data Analysis for their brilliant work noting that this could be used as a template for analyzing the attainment and progress of the children going forward.

69.8 The HT, Link Governor for PP and Data Analysis and SENDco would meet to decide what could be done to improve the progress and attainment of the pupils. The COG also posed a question for the LAT, asking whether the LAT would look at this way of analyzing data?

70. LEADERSHIP REPORT

70.1 SIAMS The HT reported that she had met with the, Link Governor for RE and Rev. Jo James on 27th

November to progress work on the School vision. Further to that meeting the HT met with Jayne Pavlou to discuss the rationale and created a draft vision statement. There was also consideration given to how the MBP vision worked alongside the LAT vision. The HT advised that she would bring the draft rationale and vision to the LAC meeting in January 2019.

70.2 Premises and Safety Governors were informed that the HT and school caretaker were developing a plan for a

comprehensive ‘Lock Down Procedure.’ A number of options had already been explored such

as utilizing an existing sound system, creating a central message to the classroom phones and adapting the fire alarm but all these had flaws. A single button system with individual room slide-locks was currently the preferred option. Once trialed and finalized the school would have regular lock down procedure tests as well as fire evacuation tests.

70.3 There were suggestions to have bolts on the inside of every classroom, or even have a computer signal which could alert the school in the case of emergency.

70.4 Governors were informed that there had been an unexpected fire alarm which served as good practice for the school.

70.5 Meat on the Menu The HT informed governors that the LAT CEO and LAT Heads explained the rationale behind the

LAT decision to remove pork from the Caterlink menu. It was in large part because the majority of families attending many of the LAT schools were from the Caribbean. Rastafarian and many Caribbean families did not eat pork so it made sense to remove it and offer alternatives. In addition, neither Muslims or Jews ate pork which supported the idea of removal.

70.6 The decision for MBP to make the removal or inclusion of meats on the menu to ensure equality with the groups in the school would be part of the discussions with the new Chefs in Schools Staff.

70.7 Kathy Gisborne Report The HT informed governors that Kathy Gisborne had advised that as the senior leadership

structure in the school had changed, the school should consider the appointment of a Lead Practioner for Teaching and Learning who would be available to work alongside individual staff to improve their practice. It would be a fluid role with the Lead Practitioner providing support where it was most needed. The HT advised that she would have further discussions with Kathy Gisborne in January and update the LAC.

70.8 Frith School The HT advised that 2 local schools would be changing from 2 form to 3 form entry. In response

to a governors’ questions about who initiated this, it was noted that it was Barnet Council. In respect of secondary provision Neil Marlow had stated this was not needed. The LAC raised concerns about Barnet s and their management of placing pupils.

70.9 SEIP Extended SEIP was not available. This will be brought to the January 2019 meeting.

71. SAFEGUARDING71.1 The HT informed governors that she had attended training and a briefing with Chris Kelly (CSE

Lead and Strategic Coordinator) on 3rd December.

71.2 The briefing had indicated that some of the most active gangs operated in Barnet around the

Graham Park and Deansbrook areas. There were tensions between the two gangs so areas

between the two patches had a high level of incidents. There were also some less organized

operatives in Barnet, Quinta Drive area and in North Finchley. The risks were highest around

the time MBP Y6 children would transition to secondary schools, some of which were likely to

be in those areas. A suggested action was to educate Y6 pupils at MBP to help them recognize

the risks of being groomed to join a gang. Another suggestion was to provide information to

parents via links to the SEIP.

72. POLICIES

72.1 The following policies were adopted by the LAC: Behaviour and Anti Bullying Policy Educational Visits \policy Pay Policy Teaching Staff Relationship and Sex Education Policy

72.2 Following Safer Recruitment Training undertaken by the COG and VCOG, it was recommended

that Governors review how policies were implemented in school in particular those policies with

safeguarding aspects. The MBP Policy review document on Governorhub highlighted the

statutory policies that fell into this category. Governors were tasked with reading the policies

and checking to see if practices in the school matched the policies. The following policies were
