About FSFN User Guide

The Florida Safe Families Network (FSFN) User Guide helps you understand the steps to

complete your work in the FSFN system. This user guide does not cover every system feature

built into FSFN but describes the most commonly used functions to complete your day-to-day

work in the FSFN application. This user guide, when used with Online Help and the How Do I

Guides, helps you successfully use the FSFN system as a support tool in your important work

of safeguarding the safety, permanence, and well-being of children, families, and adults of

Florida.

The Intended Audience

This user guide serves a wide audience of FSFN end users who include:

• Revenue Maximization Specialists

• Adoption Specialists

• Fiscal Workers

• Ongoing Case Managers

• Supervisors

• Support and Data Entry Staff

Prerequisite Knowledge

This user guide was developed with specific prerequisite expectations. Before reading this

Security Information

FSFN restricts your ability to create, modify, and view specific information through the security

profile associated with the Login Profile you used to access FSFN. Specific security is applied

across all information. For example, if you do not have authorization to create pieces of work

from the Create Financial Work page, you cannot access that page.

Title IV-E Foster Care Eligibility Overview

The Title IV-E Foster Care Eligibility determination is fully determined within the FSFN

application. The FSFN Title IV-E Foster Care Eligibility page provides the user with the ability to

evaluate a child’s eligibility for Title IV-E funding. The Title IV-E Foster Care Eligibility page

provides access to various modules within FSFN which inform on the final eligibility

determination.

The Title IV-E Foster Care Eligibility page functionality helps you by:

1. Dynamically displaying the questions to be shown based on the manner of removal

from home.

2. Provides access to various FSFN modules through quick links to minimize the

number of steps it takes to update necessary information across FSFN.

3. Allowing you to manually create the Title IV-E Foster Care Eligibility page for

children removed and placed in a Relative or Non-Relative Out of Home Placement.

NOTE: The following hyperlinks in the Actions panel will appear only when accessed through Edit mode from the desktop or through Financial Work and are hidden when accessed through Search function:

Create a Title IV-E Foster Care Eligibility page

There are a couple ways to create the Title IV-E Foster Care Eligibility page. First, the Title IV-E

Foster Care Eligibility page is auto-generated by FSFN upon an Out of Home Placement or

Private Adoption. Additionally, the Title IV-E Foster Care Eligibility page can be manually

created via the Create Case Work or Create Financial Work page if there is an existing,

approved Out of Home Placement.

Key Tasks

To create the Title IV-E Foster Care Eligibility from Create Case Work

1. On the FSFN Banner, click the Case Work icon.

OR

From the Create menu, click Case Work.

OR

From Case Book, click the Create Case Work hyperlink.

2. The Create Case Work page displays.

If the Create Case Work hyperlink is selected on Case Book, the Cases group box

will only contain the one FSFN Case and you will not be required to select the FSFN

Case.

3. From the Eligibility drop down, select Create Eligibility.

4. In the Cases group box, select a case.

5. In the Case Participants group box, select a participant.

6. Click Create.

7. The Title IV-E Foster Care Eligibility page displays.

A FSFN case will not close if there is a Title IV-E FC Eligibility page in a “Pending”

state or without an episode end date.

For a young adult to appear on the Create Young Adult Case Selection pop-up page,

they cannot have a “Pending” Title IV-E Foster Care Eligibility Determination (Initial

or Redetermination).

Once the Title IV-E is saved for the first time or auto-generated based on the

Removal/Placement, it will remain was it was upon creation (EFC flag not checked or

EFC IV-E flag being checked), even if the date of birth is modified on Person

Management. If the user made a mistake on the date of birth, they will have to end

the placement as made in error or void the IV-E and recreate it. Only the

Redetermination tab will update for an individual Redetermination if the child turns 18

and a Redetermination is documented.

If a placement is discharged with the reason "Permanent Guardianship" or

"Placed with a Fit and Willing Relative" and a consecutive placement with the

same Provider ID is made, no new Title IV-E Foster Care Eligibility will be

generated.

The Episode End Date on the IV-E Eligibility record is removed by the system if

the Removal discharge is overridden and if any changes are made to a Placement

Change.

The Adoption Finalization Date is populated for the Episode End Date on a Private Adoption Title IV-E once the Outcome is Adoption Finalization and the Complete checkbox has been selected. When the Outcome is Adoption Disruption, the Date Completed will populate the Episode End Date.

To create the Title IV-E Foster Care Eligibility from Create Financial Work

1. On the FSFN Banner, click Financial Work.

2. From the Eligibility drop down, select Create Eligibility.

3. Click Continue.

4. The Title IV-E Foster Care Eligibility page displays.

5. Click the Child Name Search hyperlink

6. Person Search page displays.

7. Enter the applicable Search Criteria and click Search. Search results are returned and

displayed within the Person Returned group box.

8. Click on the applicable Person icon > click on the Case Folder icon > select the radio

button for the applicable FSFN Case in which you wish to create the Title IV-E Foster

Care Eligibility page > click the Continue button > the Title IV-E Foster Care Eligibility

page is displayed.

If the IV-E Foster Care Eligibility page is created as the result of a Private

Adoption, the words “Private Adoption” display in bold, red text to the right of the

IV-E Remvl Dt field.

The Do not refer to Child Support Enforcement check box and the Reason

drop down are in the Eligibility group box. There are times when a child should

not be referred for child support services. This check box allows you to

manually stop the CSE referral when otherwise the child is Eligible. FSFN

communicates with CAMS for all Eligible children. To meet the Child Support

Enforcement Referral criteria in FSFN a child must:

• Be in an open, paid Out of Home Placement that does not have the

Service Category of “Adoption”

• Does not have the Exclude from CAMS check box selected on their

Title IV-E Foster Care Eligibility

• Have the Determination Complete check box checked for an Initial

Title IV-E Eligibility Determination?

• Have their Initial Medicaid Eligibility determined by the State of

Florida Child In Care (CIC) worker and the FLORIDA System must

return a Medicaid Eligibility Status of MCFE (Title IV-E Eligible),

MCFN (Non-Title IV-E Eligible) or NCFN (Medically Needy Foster

Care) for the child?

If the legal mother’s parental rights are terminated, no referral will go to child

support.

The Child Name and Case Name hyperlinks launch the Person Management

and Maintain Case pages, respectively.

The Episode End Date on the IV-E Eligibility record is removed by the system if

the Removal discharge is overridden and if any changes are made to a

Placement Change.

The Adoption Finalization Date is populated for the Episode End Date on a Private Adoption Title IV-E once the Outcome is Adoption Finalization and the Complete checkbox has been selected. When the Outcome is Adoption Disruption, the Date Completed will populate the Episode End Date.

1. Verify IV-E Rmvl Dt is accurately reflected and only update if necessary.

If system generated from a licensed, paid Out of Home Placement, system

derived from the Removal Begin Date captured on the current Removal

Episode. If created from Private Adoption, system derived as the date the

Private Adoption page was created. If created manually through Create Case

Work or Create Financial Work, it is not system derived and must be entered.

The IV-E Removal Date can be the same date as a previously discharged

Episode End Date.

2. If created from Private Adoption, Manner of Removal is derived as Court Ordered

and Child Removed from home of defaults to Mother but is user modifiable.

3. If created from Private Adoption, select the Primary Caregiver and Secondary

Caregiver, if applicable. Otherwise, Primary and Secondary Caregiver pre-fill from

the current Removal Episode.

Removal Home Address is system derived from the Primary Residence

address, in effect as of the removal, of the Primary Caregiver identified

4. Select the appropriate check boxes to identify whether a participant is part of the

Assistance Group.

The check box associated with the child for whom the Eligibility is being

determined, defaults to selected and is grayed out, and their associated Role

defaults to Child and is grayed out, disabled and not user modifiable.

If “Unable to Obtain Income/Asset Verification is checked for a person in the

Assistance group, the AFDC question on the Initial Determination tab will be

set to No and the child will be Ineligible.

The Role(s) selected drive how the income is calculated. It is conditionally

enabled and required if the Assistance Group checkbox is selected for the

participant. However, selecting the Household Member role does not require

that the Assistance Group checkbox is selected. The Roles display as

follows:

• The Role of Parent will be available for selection ONLY if the

participant is selected as part of the Assistance Group AND the

Relationship documented on Maintain Case for that participant to

the child is one of the following: Mother; Mother – Birth; Mother –

Adoptive; Mother – Step; Father; Father – Birth; Father – Legal;

Father – Adoptive or Father – Step.

• The Role of Stepparent can only be selected if the participant is

identified on the Relationship tab of Maintain Case as the “Mother-

Step” or “Father-Step” of the child for whom the Eligibility is being

determined; otherwise it isn’t shown in the drop down. The

participant does not need the Assistance Group check box selected

to have Stepparent available in the Role drop down.

• The Role of Minor Parent will be displayed in place of Parent ONLY

if the following criteria is met: The Relationship documented on

Maintain Case equals one of those identified for “Parent” AND the

parent, based on their Person Management record – Date of Birth,

is less than 18 years of age “as of” the AFDC Month/ Day/ Year.

• The Role of Sponsor will be displayed ONLY if the participant is

NOT selected in the Assistance Group AND there is another

participant that IS in the Assistance Group with the Role = Parent

AND the Parent, per their Person Management record, is either a

Qualified – Non-Citizen OR Non-Qualified – Non-Citizen AND the

Entry Date documented on Person Management is less than 3

years from the AFDC Month. Note this is based on less than 36

months, not days. In addition, there can only be one Sponsor

selected.

• The Role of Sponsor’s Spouse will be displayed ONLY if the

participant is NOT selected in the Assistance Group AND there is

another participant selected as Sponsor. Note there can only be one

Sponsor’s Spouse selected.

5. Click the Obligated Monies hyperlink, if applicable.

The Obligated Monies hyperlink only displays if the Role selected is Parent,

Stepparent, Sponsor or Sponsor’s Spouse. The Obligated Monies hyperlink

is available for Role = Household Member even if the person in the

Assistance Group is not selected.

If the Initial Determination is Voluntary, there will be no expandos and the

questions will display on the tab.

Question 1 compares the Date AFDC Applies field, when populated, to Date of

Birth to determine if the participant is under 18 years old; otherwise, Question

1 will remain unanswered.

Questions 1 and 2B are system derived. For any system derived field, if an

Questions 3b, 3c, 6a and 6b are user entered. Question 4 is required only if

3b is No. Otherwise, it is disabled and grayed out.

4. Link a Legal Document with either Question 3A or Question 4, if applicable.

To link a Legal Document, click the Select Legal Document hyperlink. This

hyperlink is conditionally displayed if the answer to Question 3A is Yes;

Otherwise, if a response is either not selected or No, this hyperlink will not

display. Upon selecting the hyperlink, the Select Legal Document pop-up page

displays; Once a Legal Document is selected and the user clicks Continue

from the Select Legal Document pop-up, the Select Legal Document hyperlink

will no longer display.

If "Less than 60 days" is selected for Question 4 the determination cannot be

completed. When attempting to click the Refer to Supervisor hyperlink, the

user should receive a validation message that Question 4 cannot be Less than

60 days when attempting to complete the Initial Determination; if Question 4 is

not answered when attempting to refer to the supervisor the validation

message would be as it is today, which is that Question 4 must be completed.

Upon selecting Yes to Question 4, the date field displayed to the right of the

Yes radio button will become enabled and required, and a Select Legal

Document hyperlink will be displayed to the right of the Less than 60 Days

radio button. In order to refer the Initial Determination to the supervisor for

completion, if Yes is selected, the user must enter the applicable date and the

user must select and link the applicable order (Legal Document). If the date

entered is not within 60 days of the IV-E Removal Begin Date, FSFN will throw

a validation message upon attempting to save. Question 4 must be within 60

days of the IV-E Removal Begin Date.

If Question 4 = No, the determination = Ineligible. If Yes, and the date entered

for Question 4 is not in the same month as the Removal Begin Date (this

means in the same year), the Eligibility Determination will be Eligible, Not-

Reimbursable. If Yes, and the date entered for question 4 is in the same month

as the Removal Begin Date, the Eligibility Determination will be based on all

the questions’ responses accordingly, and no redetermination record will be

autogenerated.

If Question 4 is Yes and the child is Eligible and Not Reimbursable and the

date is not in the same month and year as the Removal Begin Date, upon

completion of the Initial Determination, FSFN will autogenerate a

Redetermination row that will be completed by FSFN. See section 2.7 in the

topic paper for more information.

5. On Voluntary IV-E FC forms, answer Question 5B.

If “Yes” is selected,

o the Date field is enabled and the user is required to enter the applicable

date;

▪ The date entered should be within 180 days of the date of the VPA. If the date entered falls outside of the 180 days, a validation prompt indicating that the date is not within 180 days of the Date of VPA. The user will not be able to save until a valid date is entered.

o the select legal document hyperlink is displayed, and the user is required to

attach the associated legal document.

▪ Upon selecting the Refer/ Return to Supervisor hyperlink, if Yes is

selected, the system will validate that a Legal Document has been

linked. If a Legal Document has not been linked the following

validation message is displayed:

• A Legal Document must be linked in relation to Question 5B. Please make the necessary updates. <Close>

If “No” is selected and the child has been in Out-of-Home care for more than

180 days, the child is Ineligible, and the Date field is disabled and grayed out

and the select legal document hyperlink is not displayed.

The Eligibility Determination can be completed with the Pending Judicial Finding

radio button selected and no Date or Legal Document linked and, all other

questions considered, will be Eligible and Reimbursable. If the Eligibility

Determination is completed with Pending Judicial Finding selected, then the Yes

radio button and the Date field will be disabled.

6. Answer each of the Questions within the Questions 6a-6b expando.

Questions 6a and 6b are user entered.

For Question 6A, upon selecting Yes and entering a date, if the date entered is

not either in the same month as AFDC Month, within one of the six months

"prior to" the AFDC Month, or after the AFDC Month, the following validation

message displays: The date entered for Question 6A is not within 6 calendars

months of the initiation of court proceedings. Please either select No or enter a

valid date, whichever is applicable.

Question 6b will automatically default to ‘Yes’ when entering the AFDC month

and saving only if two parents are selected on the basic tab and the

Deprivation Type is Underemployment or Unemployment based on the logic in

the Deprivation Type as described in Title IV-E Foster Care Eligibility topic

paper.

7. Answer each of the Questions within the Questions 7-10 expando.

8. The Assistance Group/Standard Filing Unit Information group box is located within the

Questions 7-10 expando. For a detailed explanation on AFDC Income Calculations,

SFU and the Budgeting Process, please refer to the IV-E Foster Care Eligibility Topic

Paper.

Assistance Group is system derived based on the participants for whom their

check box is selected for Assistance Group within the AFDC Information group

box on the Basic tab. If the Assistance Group is “0” that does not make the

child Ineligible for Title IV-E Foster Care Eligibility. Instead, the Eligibility

Determination will be based on the responses documented for the remaining

Questions on the Initial and Redetermination tabs.

The Standard Filing Unit field is system derived from stores SFU calculation

procedure.

Step 1, Step 2 and Assets are strictly derived based on the Employment

Income, Unearned Income and Applied Income documented on Assets &

Employment, respectively.

Assets is system derived from the Assets and Employment pages.

Users may link income and asset verification by clicking the Link Income/

Assets Verification hyperlink from the Actions panel. After clicking the

hyperlink, the Link Income and Assets pop-up page displays where users may

select an Income and Assets image to associate to the IV-E Eligibility in order

to support eligibility determinations.

ONLY if the Initial Determination was “Ineligible” due to incorrect data entered

FSFN can you void the Initial Determination. If circumstances change after

completing the Initial Determination and the child was Ineligible, a

Redetermination cannot be made and the child remains Ineligible, at which

point a TANF Eligibility Determination can be documented.

Questions 7-10 and the associated AFDC Question are system derived. For

questions 7-10 system derived from Assets & Employment, you must access

Assets & Employment to make any necessary changes.

The AFDC Criteria question is system derived based on the following:

o System derived as Yes if all of the following questions are Yes: Question 1

Question 2B, Question 6A, Question 6B, Question 7 and Question 8;

o Otherwise, system derived as No and Ineligible.

AFDC Criteria is not met and the answer will be No if the Removal Address is

Placements in Current Removal Episode table displays all placements created

within the Removal Episode based on the Effective From Date while the IV-E is

Pending except placements ended as ‘Made in Error’. This will also display any

additional placements that are added through Placement Correction to the

current Removal Episode while the IV-E is pending.

Reimbursable and Licensed columns are only checked if the Provider had an

active license for the specific Service Type that the child is placed in as of the

Effective Date; otherwise not checked. If the Provider no longer has an active

license but the Placement has not changed, the status will show as Not-

Reimbursable.

In the Placements in Current Removal Episode table, the current placement

will be not checked as reimbursable if the provider with whom the child is

placed has a CCA License Type with a Sub-Type of "Public Institution > 25

beds".

Question 9 response is system derived as Yes if the child is receiving SSI “as

of” the Effective Date of the Initial Determination.

9. Document any applicable Eligibility Notes.

10. Click Save.

To complete the Title IV-E Foster Care Eligibility Initial Determination

4. From the Initial Determination tab, click the Refer/Return to Supervisor hyperlink within the Actions panel.

Based on the responses to each of the Questions, if the determination is

Ineligible you will get a validation prompt indicating that the Eligibility Status

will be set to Ineligible and asks if you wish to continue. If all information is

documented accurately, click Yes; Otherwise, click No and make the

necessary updates.

Upon clicking the Refer to Supervisor hyperlink if a participant has a Role =

Sponsor on the Basic tab AND there is not a documented "Number of

Dependent Children in Sponsor's Household" on the associated Obligated

Monies pop-up page, the following validation message is thrown: A sponsor

has been identified. The number of sponsor's dependent children must be

documented on Obligated Monies to refer to the supervisor. Please make the

necessary updates and review the determination.

5. Worker Search page displays.

6. Enter the necessary Search Criteria and click Search.

7. Search results are returned and displayed within the Workers Returned group box.

8. Select the appropriate radio button and click Continue.

9. Upon returning to the Title IV-E Foster Care Eligibility Determination page the Initial Determination tab is automatically refreshed, page saved, and automated message sent to the selected worker.

Upon referring the Initial Determination to the Supervisor, FSFN creates the

Medicaid Eligibility page.

10. Logged in as the identified worker to whom the Initial Determination was sent, launch the Title IV-E Foster Care Eligibility Determination page.

11. Click the Complete Determination hyperlink.

If there is an issue with the Initial Determination and the Revenue Maximization

Specialist must make updates to the Initial Determination, you can click the

Return to Eligibility Specialist hyperlink within the Actions panel. If the Return

to Eligibility Specialist hyperlink is clicked a validation prompt is displayed

indicating that this will reset the flags and return to the Eligibility worker. Click

Yes to return the Initial Determination to the Eligibility Specialist or No to return

to the Initial Determination tab and complete the Initial Determination.

12. A validation prompt is displayed indicating that upon completing the Initial

Determination, the Eligibility Determination can only be altered through

Redeterminations and asks if you wish to continue. Click Yes to complete the

Initial Determination or No to return to the Title IV-E Foster Care Eligibility

Determination without having completed the Initial Determination.

13. Click Yes.

The Title IV-E Foster Care Eligibility Determination Initial Determination is

complete and all fields on the Initial Determination tab are frozen, disabled and

grayed out. The determination Complete flag is checked; no further processing

is needed to complete the Initial Determination.

Once the Initial Determination is completed, the associated Placements in

Current Removal Episode table and related fields will freeze and no longer

update. If the page is returned from the Eligibility Supervisor without approval,

the table will become unfrozen again.

To document and complete the Title IV-E Foster Care Eligibility page (Redeterminations tab)

1. Launch the Title IV-E Foster Care Eligibility Determination page and click the

Redeterminations tab.

Just as with the Initial Determination tab, within each set of Questions, only

those Questions applicable to the Manner of Removal display.

If the Initial Determination is “Ineligible”, a Redetermination cannot be

completed.

Upon completing the Initial Determination as Eligible, the Insert button

becomes enabled. If the Initial Determination is Ineligible or a Redetermination

is Ineligible, the Insert button will remain disabled and grayed out. If the

Ineligible Redetermination is subsequently voided, the Insert button becomes

enabled. If a pending Redetermination is voided because of a placement being

ended as made in error, the Insert button will be enabled if the most recent

Redetermination or Initial Determination was completed and not Ineligible.

Additionally, the Insert button is disabled once the associated Removal

Episode is discharged. The insert button becomes enabled again if the

discharged Removal is overridden and re-opened. For example, if the user

changes the discharge to another status within the Removal episode, the

Removal will be re-opened, enabling the insert button again.

Until a Redetermination row in inserted, the questions on the tab are disabled

and grayed out.

If the Title IV-E is a voluntary removal, questions 3, 5, and 6 will not appear

under the Redetermination Tab.

The Redetermination tab will update for an individual Redetermination if the

child turns 18 and a Redetermination is documented.

FSFN automatically creates and completes a Redetermination row based on

the following scenarios:

o A new row will be automatically created based off answers on a Court Ordered Initial Determination. If Question 4 on the Initial Determination is Yes and the child is Eligible and Not Reimbursable and the date is not in the same month and year as the Removal Begin Date, upon competition of the Initial Determination, FSFN will automatically create a Redetermination row and it will automatically be completed by FSFN.

o A new row will be automatically created if another Redetermination has not been completed at the 14th month from the initial Effective From date or the most recent Redetermination Question 4 Date. The Effective Date of the auto-generated row will be equal to the 1st day of the 13th month, and Question 4 on the Initial Determination tab will be 'No'.

A Redetermination will not be autogenerated, however, if the most recent Eligibility Redetermination is completed as Ineligible and not voided.

Upon completion of the Initial Eligibility, when a child moves from a licensed to

a non-licensed placement or from a non-licensed to a licensed placement

within the removal episode and that placement was approved, a

Redetermination row will be auto-generated. FSFN will flag the row as

"autogenerated" in the database. The approval process must occur before the

Redetermination row is autogenerated. It will not autogenerate if the

placement was submitted for approval. The Effective Date of the

autogenerated Redetermination will equal the Placement Begin Date of new

placement. There are two instances where no auto Redetermination row

should be created:

o In scenarios when the License closes due to a new address. The provider

is still licensed; however, the license needs to be associated with the new

address; and

o If the most recent Eligibility Redetermination is INELIGIBLE (completed)

and is NOT VOIDED.

If a placement change results in a Redetermination that is later Made in Error,

FSFN will only void the Redetermination row that was generated as a result of

the placement change made in error. Other Redetermination rows will not be

voided.

2. Click Insert to insert a new, pending Redetermination row.

The Eligibility Specialist can manually insert rows anywhere in the table on the

Redeterminations tab under the following logic:

• All subsequent Redeterminations must be auto-voided when a completed

Ineligible Redetermination is inserted.

• If a Redetermination is Ineligible, there should not be an additional

Redetermination.

• The rows in the table will automatically sort newest to oldest by the

Effective From date column when a Redetermination row is inserted and

saved.

3. Enter the Effective Date and click Save.

The Effective From date auto-sorts newest to oldest when a new row is

inserted and saved into the Redeterminations table.

If the Effective From date value is less than the Effective Date of the Initial

Determination, the user will receive an error validation stating, ‘The Effective

Date of the Redetermination cannot be prior to the Effective Date of the Initial

Determination’.

4. Answer each of the Questions which display on the Redeterminations tab.

Questions 1, 3, 4, 5, and the Placements in Current Removal Episode table

display for Court Ordered Redeterminations. Questions 1, 5, and Placements

table are system derived. If an update is necessary, the update must be made

at the source and then the Title IV-E Foster Care Eligibility page will refresh to

o The placement moves from a non-licensed to licensed placement, regardless of whether or not a previous Redetermination exists.

• Yes will be selected for Question 4 on all autogenerated Redeterminations when there is a previous Redetermination where Question 4 = Yes.

• No will be selected for Question 4 on the autogenerated Redetermination when there is a previous Redetermination where Question 4 = No.

Court Ordered Redetermination statuses:

• An Eligible and Reimbursable Determination status is obtained if the child -

meets the following criteria:

o Questions 1 and 3 = Yes;

o Question 4 = Yes or N/A;

o Question 5 = No, AND

o The provider is licensed for service at the time of placement "as of"

the Effective Date.

• An Eligible, Not-Reimbursable Determination status is obtained if the child

meets the following criteria:

o Question 1 = Yes AND

o Question 3 = No OR;

o Question 4 = No OR;

o Question 5 = Yes OR;

o The provider is not licensed for service at the time of placement "as

of" the Effective Date; OR

o A manual Redetermination is inserted, and the provider the child is placed with as of the ‘Effective From’ date has a non-compliance period documented with a Start Date and End Date on the Organization Provider Compliance History page or Person Provider Compliance History page for the entire month in which the ‘Effective From’ date occurs.

Once the Redetermination is completed, the associated Placements in Current

Removal Episode table and related fields will freeze and no longer update. If

the page is returned from the Eligibility Supervisor without approval, the table

will become unfrozen again.

If either a completed Initial Determination has Question 5B answered as Pending Judicial Finding or a completed Redetermination does not have Question 2 answered as Yes, a daily batch running at 6AM EST will autogenerate an Ineligible Redetermination row on the 181st day from the VPA date. FSFN will then autocomplete this row as follows:

For Redeterminations autogenerated by placement changes, the questions will autopopulate as follows:

• Question 1 – Child’s age as of Effective From date.

• Question 2 – Depending on which is present or more recent, will be prefilled as N/A if Question 5B on the Initial Determination is Yes, or Question 2 on the most recent Redetermination is either Yes or N/A. It will be prefilled as Pending Judicial Finding if either Question 5B on the Initial Determination or Question 2 on the most recent Redetermination is Pending Judicial Finding.

• Question 4 – Maintain system logic.

For a child placed with a provider who is Out of Compliance with Background Screening Requirement for a full calendar month, FSFN enters a Title IV-E Redetermination entry.

• Step 1: FSFN determines if the provider is out of compliance for a full calendar month based on the Start Date and End Date of entries on the Person Provider Compliance History page or Organization Provider Compliance History page. This can occur across multiple compliance history entries with an end date. If yes, continue to Step 2.

• Step 2: FSFN then looks at completed, non-voided determinations and determines if any ‘Eligible’ children were placed with this provider in a service type that requires a license during the non-compliance month. FSFN determines if a Service Type requires a license by looking at the License Required field on the Maintain Service page. If yes, continue to Step 3.

• Step 3: FSFN inserts a completed and approved Title IV-E redetermination row with the following:

o Eligibility Determination: ‘Eligible, Not-Reimbursable’

o Effective From: Start date of the placement. If placed at the start of the non-compliance month, use first day of the month.

o Entry Date – Date system entered redetermination row

o Completed? – Yes

o Date Completed – Date system entered redetermination row

o Status Change – ‘Child not placed in reimbursable facility’

o Question 1: Answer based on DOB as of Effective From date

o Effective From: First date of the month after the full month of non-compliance or the last day the child was placed with the Provider during the non-compliant month

Upon entering a manual Redetermination that is Title IV-E Eligible and

Reimbursable based on the eligibility status of the redetermination that is being

completed, FSFN determines if the child’s placement provider on the Effective

Date has an open compliance entry. If the provider has an open non-compliance

entry after the Effective From date of the Redetermination being entered (meaning

no End Date for the non-compliance row), the following validation message

displays when clicking the Refer/Return to Supervisor or Complete Determination

hyperlink: ‘The child’s current provider is out of compliance for background

screening safety requirements. Do you want to proceed with the redetermination

entry at this time?’ <Yes><No>. If Yes is selected, the Title IV-E Redetermination

is either referred to the supervisor or completed based on the hyperlink selected.

If No is selected, the user is returned to the Title IV-E page.

Upon entering a manual Redetermination, FSFN compares the ‘Effective From’

date to the child’s placement provider’s background screening Compliance History

page. If the provider was not in compliance for the entire month in which the

‘Effective From’ date occurs, the Eligibility determination status will be ‘Not

Reimbursable’. FSFN also selects the check box for ‘Child not placed in

reimbursable facility’ on the Eligibility Status Change page and will not check the

Reimbursable flag on the provider row in the Placements in Current Removal

Episode table.

Questions 1, 2, 4, and the Placements in the Current Removal Episode table

display for Voluntary Redeterminations. Questions 1, 4, and the Placements

table are system derived. If an update is necessary, the update must be made

at the source and then the Title IV-E Foster Care Eligibility page will refresh to

pull in the updated information.

Voluntary Redetermination statuses:

• An Eligible, Not-Reimbursable Determination status is obtained if the child meets the following criteria:

o Question 1 = Yes;

o Question 2 = Yes, Pending Judicial Finding or N/A;

o Question 4 = Yes; OR

▪ The provider is not licensed for service at the time of placement “as of " the Effective Date.

If the License is "on hold" as of the Effective Date of the Redetermination,

FSFN will still treat it as reimbursable with all other questions considered.

IMPORTANT NOTE: Anything other than the above combinations in the

previous two bullet points for Eligible and Reimbursable or Eligible, Not

Reimbursable will make the child Ineligible.

Question 2 is user selected. If "Yes" is selected,

• the Date field is enabled and required. The date must be equal to or less than 180 days of the Date of VPA. A date greater than 180 days of the Date of VPA will result in a validation message requesting a valid date be entered.

• the select legal document hyperlink is displayed, and the user is required to attach the associated legal document.

If "No" is selected and the child has been in Out of Home care for more than 180 days, the child is Ineligible, and the date field is disabled and grayed out and the select legal document hyperlink does not display.

If N/A is selected, the background processing is the same as Yes, meaning selecting N/A would NOT make the child ineligible.

The Eligibility Determination can be completed with the Pending Judicial Finding radio button selected and without a Date or Legal Document linked. In this case, the Yes radio button and Date field will be disabled, and the Legal Document hyperlink will not display.

If the Redetermination is created as Ineligible, the date is disabled and grayed out and the Select Legal Document hyperlink is no longer displayed.

Upon entering the date and linking the Legal Document and successfully saving, the user must refer the Eligibility Determination to the supervisor a second time.

If the Redetermination is manually inserted and Question 5B on the Initial Determination was ‘Yes’ or Question 2 on the previous Redetermination was ‘Yes’, this question is system derived as ‘N/A’ and will be disabled, grayed out,

and not user modifiable. If ‘No’ was selected for Question 5B on the Initial Determination or ‘No’ was selected for the previous Redetermination, the response will be user selectable but ‘N/A’ is not enabled.

Question 4 Date field is conditionally enabled and required if ‘yes’ is selected.

This date must be within the last 12 months from the child’s removal (IV-E

Rvml Date) or the Effective From date of the previous REFPP finding, if any.

Placements in Current Removal Episode table displays all placements created

within the Removal Episode based on the Effective From Date while the IV-E is

Pending except placements ended as ‘Made in Error’. This will also display any

additional placements that are added through Placement Correction to the

current Removal Episode while the IV-E is pending.

In the Placements in Current Removal Episode table, the Reimbursable and

Licensed columns are only checked if the Provider had an active license for

the specific Service Type that the child is placed in as of the Effective Date;

otherwise not checked. If the Provider no longer has an active license but the

Placement has not changed, the status will show as Not-Reimbursable.

In the Placements in Current Removal Episode table, the current placement

will be not checked as reimbursable if the provider with whom the child is

placed has a CCA License Type with a Sub-Type of "Public Institution > 25

beds".

5. Link a Legal Document with Question 4, if applicable.

To link a Legal Document, click the Select Legal Document hyperlink. This

hyperlink is conditionally displayed if the answer to Question 4 is Yes;

Otherwise, if a response is either not selected or No or Less than 180 Days,

this hyperlink will not display. Upon selecting the hyperlink, the Select Legal

Document pop-up page displays; Once a Legal Document is selected and the

user clicks Continue from the Select Legal Document pop-up, the Select Legal

Document hyperlink will no longer display.

A Legal Document must be linked to Question 4 if it has a response of Yes in

order to refer the Redetermination to the supervisor.

6. Document any applicable Eligibility Notes.

7. Click Save.

8. Redeterminations are completed in the exact same manner as the Initial

Determination, which is described above.

To void an Initial Determination

1. Once the Initial Determination or Redetermination is completed, select the Submit

Void Determination hyperlink in the Actions panel.

2. Validation prompt is displayed indicating that the current Determination and all

the determination. Click Yes.

3. Once you have performed the Submit Void Determination step, a worker with the

appropriate security must access the Title IV-E Foster Care Eligibility page and

perform the Void Determination step, which is the 2nd and final step in the process

which will successfully void the Title IV-E Foster Care Eligibility Determination(s).

4. Logged in as a worked with the appropriate security to complete the void process,

access the applicable Title IV-E Foster Care Eligibility page through either the

Desktop or via the Financial Work page.

5. Click the Void Determination hyperlink in the Actions panel.

6. Validation prompt is displayed indicating that the current Determination and all

associated Redeterminations will be voided, asking if you wish to continue voiding

the determination. Click Yes.

7. The Title IV-E Foster Care Eligibility page refreshes and the “Determination

Voided” check box is flagged.

To void a Redetermination

1. Once the Redetermination is completed, select the Submit Void hyperlink in the

Redetermination row.

The Submit Void hyperlink does not display in the Actions panel when viewing

the Redetermination tab.

2. Validation prompt is displayed indicating that this will submit for voiding out the

eligibility redetermination and all eligibility redetermination records made after the

effective date, asking if you want to continue. Click Yes.

3. Once you have performed the Submit Void Determination step, a worker with the

appropriate security must access the Title IV-E Foster Care Eligibility page and

perform the Void Determination step, which is the 2nd and final step in the process

which will successfully void the Title IV-E Foster Care Eligibility Determination(s).

4. Logged in as a worker with the appropriate security to complete the void process,

access the applicable Title IV-E Foster Care Eligibility page through either the

Desktop or via the Financial Work page.

5. Click the Void Determination hyperlink in the Redetermination row.

6. Validation prompt is displayed indicating that this will void out the eligibility

redetermination records created after the effective date, asking if you want to

continue voiding the determination. Click Yes

7. The Title IV-E Eligibility page refreshes. 8. “Voided” displays in the Void Redetermination column.

The system date populates in the Void Date column in the Redetermination

row each time one or more Redetermination records are successfully voided.
