O’Rielly to Broadcasters: ‘Near Certainty’ C-Band Reallocation Will HappenUPDATE While reassuring broadcasters about the spectrum repack this week, FCC Commissioner Michael O’Riellyalso delivered a sobering message about the agency’s plans for C-band. Speaking to attendees of the NAB StateLeadership Conference in Washington D.C. Tuesday, O’Rielly said there’s “near certainty” that C-Band reallocationwill occur.

He’s involved in the Commission debate about repurposing what he calls “a good portion” of the C-Band satellitespectrum downlink – 3.7 to 4.2 GHz – to provide a new mid-band spectrum play for 5G wireless services. This wouldbe accompanied by expanding unlicensed services into the corresponding uplink band at 6 GHz.

Broadcasters are concerned about plans to open up the spectrum they use for satellite program distribution towireless use. The Commission is pondering proposals that call for sharing the spectrum or moving broadcasts use toanother portion of the band. Continue Reading

FCC Moves to Next Step for CAF II Winning Auction Bidders The FCC is ready to authorize Connect America Fund Phase II auction support for the Auction 903 winning bids. InAugust, the agency announced the 103 winning bidders and established deadlines for them to submit long-formapplications. Last October, after an opportunity for winning bidders to assign some or all of their winning bids torelated entities, the Commission said there were 134 long-form applicants.

To be authorized to receive the total 10-year support amounts, long-form applicants must submit, “acceptableirrevocable standby letter(s) of credit and Bankruptcy Code opinion letter(s)” from their legal counsel for each statewhere they have winning bids, according to the FCC. The information is due by 6 p.m. ET on Wednesday, March 13.(See submission instructions here.)

Those who don’t file on time will be in default on their bids and subject to forfeiture. Commission staff is reviewinginformation that is submitted with long-form applications on a rolling basis. That means a qualified long-form applicantthat has submitted the required information will be included in a future notice, once Commission staff finalizes itsapplication review.

Jennifer Fritzsche, Senior Analyst of Wells Fargo Securities, LLC got to spend three days of this week in Barcelona,Spain attending Mobile World Congress (MWC). While there, she said her team was able to identify key themeswhich she believes will have an impact on different verticals within her sector. The bottom line, in her view, was thehype of 5G seems to be reaching a point of too much euphoria.

“As VZ indicated last week, the real 5G revenue opportunity likely will not be seen until the 2020/2021 timeframe. Wecontinue to believe the early 5G winners will be the ‘arms dealers’ which supply the infrastructure. There seems to beparticular focus on the Edge infrastructure theme with mobile edge computing capabilities,” Fritzsche said. “In ourview, those names leveraged to this theme should be well positioned in the initial stages of the 5G buildout.”

So while hype on 5G is high, she said the reality is a bit tougher such as “what’s the key app?” Depends on who youask. Continue Reading

New MexicoA Tough Road to Hoe on Cell Tower HillHigh in the Rocky Mountains, a 180-ft cell tower reaches out to the residents on Lincoln County, New Mexico,according to the Ruidoso News. The tower first moved into the neighborhood in 2007. Access to the tower requires adrive up a steep road originally maintained by the owner of the property at the base of the road. Upon the passing ofthe original owner, the land is now managed by the Norman L. Stevens Revocable Trust, which is looking to sell theproperty.

Maintenance of the road up to the cell tower was initially handled by the Stevens family, who received $2,500annually for upkeep. The town's original investment in the tower was $58,000. With the prospect of the property beingsold, interested parties have been discussing how future maintenance issues should be addressed. ContinueReading

Holding the Reins on Canadian DronesStarting on June 1, Canada will crack down on drones, reports VancouverIsAwesome.com. “Our new regulations willcreate new opportunities for Canadians by establishing a safe and predictable regulatory environment where theindustry can innovate and where recreational and non-recreational drone pilots can safely access Canadianairspace,” said the Honourable Marc Garneau, Minister of Transport.

The new regulations start by breaking down basic and advanced rules, which have to do with the airspace occupiedand the distance from bystanders. All pilots will be required to register and mark their drones and pass an onlineexam that will classify them as either basic or advance fliers. Minimum ages of 14 (basic) and 16 (advanced) will beenforced. All drones must also operate below 400 feet and stay away from air traffic. Continue Reading

Does 5G Mean Faster Connectivity But Less Privacy? ‘Yes’ Says ResearcherDr. Steve Bellovin, a professor of computer science at Columbia University and former researcher at Bell Labs andAT&T Labs Research, raises privacy concerns regarding 5G. The first issue, he says, is location data. While iOSallows you to determine which apps can access your location, and when they can do it, carriers can locate you at celltower level regardless of those settings – and 5G will make it that much more precise, reported 9To5 Mac. With 5Gsignals being shorter, more towers - in buildings, hotels, etc. - will mean your location can be pinpointed with muchmore precision, according to Dr. Bellovin.

Another concern is the fact that Huawei is the leader in 5G base stations, and there has been much speculation oflate, about the possibility of spyware in its telecoms kit. “You’ve seen all the stories about whether Huawei is an agentof the Chinese government,” said Dr. Bellovin. “If the Huawei gear is backdoored then they can collect metadata andrelay unencrypted traffic.

VA Tower Owner in Hot Water for Light OutageThe FCC Enforcement Bureau issued a Notice of Violation to Faith Communications, licensee of WYRV-AM in CedarBluff, Virginia for breaking the agency’s tower and EAS rules.

During an inspection in November 2018, a field agent saw that both mid-level steady burning side markers were outon the 230-foot AGL tower (ASR 1013998). FCC rules dictate those side markers must be lit and the structure mustdisplay red obstruction lighting during the night that includes a top-level beacon, in addition to being painted fordaytime marking.

He also found the station had an EAS encoder-decoder, but it was not powered, nor connected to the internet. Thestation also had not logged EAS tests for a year, according to the agent.

The bureau ordered the licensee to submit a written statement within 20 days concerning the violations, includingwhat corrective actions have been taken and a timeline for completion. The bureau will consider the response andthen decide what, if any, enforcement action it will take against the station. Comments? Email Us.

Enough of the Crazy 5G Naming - Copy the Car Manufacturers!By Iain Gillott, President, iGR (iGillottResearch, Inc.)

Many of you know I am a car guy. Anything with wheels and a gas (petrol) engine is good byme, the bigger engine the better. So let’s look at how the auto industry deals with newtechnology – let’s use four-wheel drive as an example. 4wd has been around since the dawn ofthe auto industry but today’s systems are far more sophisticated and capable than systemseven 20 years ago. Just as today’s Release 15 networks are far more advanced than theoriginal cellular analog networks.

But car manufacturers brand the technology, instead of using the technology as a brand. Manycars have 4wd but each manufacturer has its own brand for 4wd to differentiate itself. Consider the various names for4wd:

Mercedes-Benz: 4maticBMW: xdriveAcura: SH-AWD for super-handling all wheel driveSubaru: Symmetrical All Wheel DriveAudi: quattroVW: 4motion

The list goes on. The point here is that these are all sophisticated systems that provide drive to all four wheels. If thecar industry worked the same as the wireless industry, all car manufacturers would use 2G 4wd, 3G 4wd, 4G 4wd,4G+ 4wd, 5G 4wd, real 5G 4wd…..you get the idea. Confusing. Continue Reading

MarylandMilestone Gets on Track in FrederickThe Frederick County Board of Education approved a ‘drop and swap’ of a light pole adjacent to the track at FrederickHigh School in favor of a monopole. Milestone Communications will install the tower for T-Mobile, its sixth, for theFrederick County Public School System (FCPS), according to the Frederick News Post. The five towers already inoperation have generated more than $163,000 in revenue for the school district’s general fund, said Paul Lebo,FCPS’ COO. The new site is expected to generate, at the minimum, $1,000 a month for FCPS, reported the Post.
