SUMMARY OF FLOOD CONTINGENCY PLAN
Conservation Authorities are mandated by the Province of Ontario to provide flood forecasting and warning within
their jurisdictions. For this purpose, the Cataraqui Region Conservation Authority (CRCA) maintains the Flood
Contingency Plan and is responsible for forecasting flooding conditions as well as issuing Flood Messages to
municipalities within CRCA’s area of jurisdiction. The key aspects of the Flood Contingency Plan are summarized
below.
The aim of Flood Messages is to provide advanced notice of flood conditions so municipal officials and citizens can
respond to, avoid, or minimize the loss of life or property. Less than 24-hour notice may be provided. A directory is
provided in this Plan containing the contact information for various municipalities, agencies, and other organizations
that may be contacted by the CRCA when a Flood Message is issued, or during the event of a flood emergency.
It should be noted that the CRCA is responsible for forecasting floods, issuing messages, and overseeing the
operation of CRCA-owned and/or maintained water control structures only. During a flood emergency, the
municipality holds the initial responsibility for the safety and welfare of residents. As such, the municipality
should be a resident’s first point of contact when reporting flooding and/or when in need of assistance.
The municipality will:
• Implement a response based on its municipal emergency plan;
• Maintain contact with the Conservation Authority for updated or new flood forecasts, flood information, and
to obtain additional resources; and/or
• Contact the Ontario Ministry of Natural Resources & Forestry (MNRF) or The Office of the Fire Marshal &
Emergency Management Ontario (EMO), should provincial resources be necessary.
The CRCA can assist by:
• Updating flood forecasts, and issuing new Flood Messages by email;
• Monitoring and operating CRCA water control structures;
• Coordinating discussions with other dam operators and water managers within the area of jurisdiction (e.g.
Parks Canada, MNRF, Energy Ottawa); and/or
• Communicating the need for provincial resources by requesting the declaration of a Provincial Flood
Emergency to the MNRF or EMO.
Should the municipality receive complaints of imminent or pending flooding, please contact CRCA staff using the
email addresses and phone numbers listed in Section 7.1. Please keep these contacts on hand to be prepared for
The CRCA issues the following Flood Messages, which are provided below in increasing order of flood risk or
potential:
• Watershed Conditions Statement: includes Water Safety Statements and Flood Outlook Statements, which
provide general notice of potential flooding or other conditions that pose a risk to personal safety, such as high
flows, unsafe ice, and high lake levels.
• Flood Watch: indicates that there is the potential for flooding within specific watercourses and municipalities.
• Flood Warning: indicates that flooding is imminent or occurring within specific watercourses and
municipalities.

INTRODUCTION
The Cataraqui Region of southeastern Ontario extends from Brockville to Greater Napanee, including Amherst Island
and many of the Thousand Islands. The population of the region is approximately 210,000 people, with a total area
of approximately 3,500 square kilometers. Eleven (11) watersheds and all or part of eleven (11) municipalities are
located within the region, and the Cataraqui Region Conservation Authority (CRCA) maintains and/or operates ten
(10) water control structures in the region. CRCA’s area of jurisdiction is provided on the map in Appendix 1.
A summary of this Flood Contingency Plan is provided on Page iii. This plan was formerly titled Flood Message
System, but for consistency with terminology provided in the Ontario Flood Forecasting and Warning Implementation
Guidelines (PFFWC, Version 1.2, 2014), the title has been updated in 2018 to Flood Contingency Plan.
The Emergency Management and Civil Protection Act (R.S.O. 1990, c.E.9, amended 2009) in Ontario stipulates that
the province and municipalities must develop and implement emergency management programs. A risk management
approach is taken when dealing with emergency management, which includes prevention, mitigation, preparedness,
response, and recovery (MCSCS, 2016). Some features of risk management include emergency plans, emergency
operations centres, emergency information, training programs and exercises, public education, and Hazard
Identification and Risk Assessments (HIRA). One of the natural hazards identified in Ontario through HIRA is
flooding.
The Province of Ontario has delegated the responsibility for flood warning and forecasting to the Conservation
Authorities of Ontario within their areas of jurisdiction (MNR, 1984, 2013). For this purpose, the CRCA is responsible
for forecasting floods or flooding potential and for issuing Flood Messages to municipalities within the area of
jurisdiction shown on the map in Appendix 1. Part of this responsibility includes appointing CRCA Flood Duty
Officers (FDOs) who follow a Daily Planning Cycle (DPC) to ensure that flooding potential is identified in a timely
manner (at any hour, any day of the week) and to communicate Flood Messages to the municipalities and the Province
when required. It should be noted that the municipality is responsible for responding to Flood Messages according to
their municipal emergency plan, and the CRCA does not physically assist with combating floods.
The Flood Contingency Plan is intended for use by the public officials and agency staff who are involved with flood
emergencies. The key components of this Plan are outlined below, and are discussed in greater detail in the sections
that follow.
• The Plan defines Flood Messages, including Watershed Conditions Statement, Flood Watch, and Flood
Warning messages, which are used by the CRCA to distribute important information to municipalities and
the Province regarding floods and flood potential;
• The Plan defines the roles and responsibilities of various agencies during a flooding event, notably the
responsibilities of the CRCA, the Ministry of Natural Resources and Forestry (MNRF), and the
municipalities;
• The Plan provides contact information for CRCA personnel (including the CRCA Flood Duty Officers), and
for the persons who the CRCA will contact to distribute Flood Messages; and
• The Plan provides the contact information for the persons or agencies that can provide additional information
on the flood event, who can help secure Provincial and/or Conservation Authority resources, and who can
request the declaration of a provincial flood emergency.
1.1 ACRONYMS AND DEFINITIONS
Acronyms and definitions are below to provide a reference for various terms and titles used throughout the Plan.
CEMC – Community Emergency Management Coordinator: coordinates the development, implementation, and
maintenance of a community’s emergency management program. (MCSCS, 2016).

DPC – Daily Planning Cycle: this is a series of daily tasks performed by the CRCA Flood Duty Officer to ensure that
flooding potential can be identified efficiently and at any time, and then communicated to the parties within
the system. (PFFWC, 2014).
EMO – Emergency Management Ontario: leads the coordination, monitoring, development, and implementation of
emergency management plans in Ontario. (MCSCS, 2016).
FDO – Flood Duty Officer: the CRCA staff who is on call and responsible for forecasting flooding conditions and
issuing Flood Messages. There are three (3) FDOs at the CRCA who rotate the responsibility.
Flood – the overflowing of the normal confines of a stream or other body of water caused by natural phenomena that
threatens the safety, welfare of people, and/or damage to public and/or private property. (PFFWC, 2014).
MCSCS – Ministry of Community Safety and Correctional Services, in Ontario.
MNRF – Ministry of Natural Resources and Forestry, in Ontario.
Municipal emergency plan – a plan by a municipality that outlines how employees of the municipality and other
persons will respond during an emergency, and provision of the necessary services
during the emergency.
PFFWC – Provincial Flood Forecasting and Warning Committee: provides a program link between agencies
responsible for flood forecasting and warning, flow measurement and data collection, and partners, to
address policy and implementation needs and issues. (PFFWC, 2014).
Provincial emergency plan – a plan by a provincial government body that outlines the procedures and manner by
which public servants and others will respond during an emergency, and provision
of the necessary services required during the emergency.
SWMC – Surface Water Monitoring Centre: the SWMC primarily forecasts and minimizes the potential impacts of
flooding and low water levels, and provides the province and partners with many other management
activities. (PFFWC, 2014).
AREAS OF JURISDICTION
2.1 CRCA JURISDICTION
There are eleven (11) watersheds and all or part of eleven (11) municipalities within CRCA's jurisdiction, as shown
on the map included in Appendix 1. It includes inland watersheds in the area between Brockville and Greater Napanee,
as well as Amherst Island and most of the Thousand Islands. The Township of Frontenac Islands is not a CRCA
member municipality; however, the CRCA works cooperatively with the Township on matters of shared interest.
During a flood emergency, municipal staff should establish communications with the Conservation Authority.
2.2 EASTERN LAKE ONTARIO AND THE UPPER ST. LAWRENCE RIVER
In addition to the inland watersheds shown in Appendix 1, the CRCA also issues Flood Messages for coastal areas
and offshore islands within its jurisdiction along the eastern end of Lake Ontario and the upper part of the St. Lawrence
River.
Water levels on Lake Ontario and the upper St. Lawrence River are managed at Cornwall by the International Lake
Ontario – St. Lawrence River Board. The Board is established by the International Joint Commission (IJC) and
functions as a partnership between Canada and the United States of America.

Two Great Lakes water level gauges are operated by the Canadian Hydrographic Service in this vicinity, one located
at Brockville and one at Kingston. The contact information for each gauge is below.

Wind and waves can raise water levels on Lake Ontario and St. Lawrence River and contribute to coastal flooding and
erosion. Emergency responders are therefore encouraged to monitor marine weather forecasts during high water
conditions on the Lake and River. The relevant Environment Canada marine forecast websites are below.

2.3 MNRF JURISDICTION
The MNRF also has two District Offices with jurisdiction that overlap the CRCA’s area of jurisdiction. These two
District offices include Peterborough District in the west and Kemptville District in the east, which are illustrated on
the figure provided in Appendix 1.
RESPONSIBILITIES OF AGENCIES
3.1 CRCA RESPONSIBILITIES
The Province of Ontario has delegated the responsibility for flood warning and forecasting to the Conservation
Authorities of Ontario (MNR, 1984, 2013). The CRCA fulfils this responsibility for their area of jurisdiction by
maintaining and distributing the Flood Contingency Plan, and by forecasting flooding potential and issuing Flood
Messages to the municipalities and the Province.
Flood forecasting provides advanced notice of potential and/or imminent flood conditions. The CRCA analyses and
forecasts flooding potential using information from a wide range sources, such as weather forecasts, rain gauges, real-
time hydrometric data from the watercourses (e.g. water levels and flow rates), visual monitoring (e.g. frazil ice, snow
depths, ice dams), and geographical information. The CRCA issues Flood Messages to distribute important
information regarding the potential for flooding to the municipalities (PFFWC, 2014). The CRCA appoints Flood
Duty Officers (FDOs) who follow a Daily Planning Cycle (DPC) to ensure that flooding potential is identified in a
timely manner (at any hour, any day of the week) and to communicate Flood Messages to the municipalities and
province when required.
The general responsibilities of the CRCA with regards to flood warning and forecasting are outlined below.
• Maintain a data collection system and monitoring network to efficiently model and forecast flooding
potential. The FDO follows the DPC and uses this information for flood forecasting;
• Maintain a database on geographical areas within the jurisdiction, particularly areas prone to flooding;

• Determine the nature and possible consequences of the flood threat;
• Determine the timing and extent of the flood hazard;
• Identify the watercourses that may be affected and the municipalities that should be notified;
• Prepare messages that summarize the above information (called Flood Messages), for distribution to the
necessary municipalities or representatives of the municipality, as well as the MNRF if required;
• Document correspondence and communications; and
• Monitor conditions to update or cancel Flood Messages as required.
Flood Messages may provide less than 24-hour notice depending on the timing of the weather event. Once the
municipality has been advised of an impending flood emergency, it is the responsibility of the municipality to
respond to it according to their emergency plan.
Within the jurisdiction of the CRCA there exist low lying areas which have an inherent susceptibility to flooding.
Persons and buildings residing in or occupying these areas are at a greater risk during flood events.
3.2 MUNICIPAL RESPONSIBILITIES
Once the CRCA has issued a Flood Message, it is the responsibility of the municipality to distribute those messages
to their community and take any precautions or actions as deemed necessary.
In the event of a flood emergency, the municipality will have to initiate their municipal emergency plan and dedicate
resources to minimize personal risk and property damage. During a flood emergency, the initial responsibility for
the welfare of the residents rests with the municipality (MNR, 1984, 2013). The municipality will contact the
CRCA for flood forecast updates during an event.
If the municipal resources are fully committed and additional resources are required, the municipality should directly
contact the Ontario Ministry of Natural Resources & Forestry or the Office of the Fire Marshall and Emergency
Management Ontario (MNR, 2013). If necessary, the CRCA can help secure provincial assistance by requesting that
the Minister of Natural Resources & Forestry recommend the declaration of a Provincial Flood Emergency.
During a flood emergency, staff from the Conservation Authority or the Ministry of Natural Resources & Forestry
can be contacted day or night, at home or office. The CRCA Flood Duty Officers and alternate flood warning
coordinators are listed in the Directory in Section 7.1 with contact information, and the MNRF Provincial Flood
Response Coordinators are listed in Section 7.4. It is recommended to post this Flood Contingency Plan (particularly
the names and contact information in the Directory in Section 7.0) in a convenient location so the appropriate agencies
and individuals can be contacted during a flood event.
3.2.1 Municipal Emergency Plan
Each municipality is required to have its own municipal emergency plan (EMO, 2008). The amount of notice
that the CRCA can provide prior to the occurrence of a flood event is limited, sometimes less than one day. The
municipality's response to flood warnings must be fast and decisive. Hence, all member municipalities are encouraged
to prepare and regularly update a Flood Contingency Plan (or combined municipal emergency plan) that outlines the
way municipal staff will respond during a flood emergency. The plan should clearly indicate the name and specific
responsibilities of the person who is appointed as the municipality's Community Emergency Management Coordinator
(CEMC). All persons listed as having responsibilities in this document should be thoroughly familiar with it.
Additional information can be found in the document, "Ministry of Natural Resources Emergency Response Plan
2013" produced by the Ministry of Natural Resources (MNR, 2013).
The CRCA is committed to its responsibility to provide technical advice to its member municipalities so that the
effects of flooding can be prevented or reduced. On request, CRCA staff can provide input during the preparation or
updating of municipal flood contingency plans, or for the sections pertaining to flooding in a municipal emergency

plan. The Office of the Fire Marshall and Emergency Management Ontario (EMO) offers free courses on developing
municipal emergency plans.
3.3 PROVINCIAL RESPONSIBILITIES
The Ministry of Natural Resources and Forestry (MNRF) has two District Offices with jurisdiction that overlap
CRCA’s area of jurisdiction. Should the need for Provincial assistance be anticipated, the municipality in question
should communicate directly with the MNRF Provincial Flood Response Coordinator who will assess the need and
the Province’s capacity to respond to the event. MNRF can also respond to a municipal request for assistance during
a flood emergency through the District when it activates its District Emergency Response Operations Plan and
Response Team.
The MNRF Surface Water Monitoring Centre (SWMC) provides information to the CRCA through online databases
that help with forecasting and minimizing flooding potential, and issues Provincial Flood Messages when conditions
indicate the potential for flooding. This information and communication assists the CRCA with forecasting flooding
within their specific area of jurisdiction.
3.3.1 Provincial Response to a Flood Event
The Ministry of Natural Resources & Forestry (MNRF) monitors weather conditions, stream levels and precipitation
province-wide from the Surface Water Monitoring Centre (SWMC) in Peterborough (contact information provided in
Section 7.3). If conditions indicate the potential for flooding, the local Conservation Authorities are contacted. The
local CA confirms the local information, and issues Flood Messages as required.
The MNRF provides expertise in hazard management and response. MNRF owns and operates a variety of dams
based on dam operations plans, including assessment of potential for exceeding design capacity. Where MNRF is
aware that another dam owner is unavailable, MNRF has the authority to operate the dam in the absence of that dam
owner.
MNRF can also respond to a municipal request for assistance during a flood emergency through the District when it
activates its District Emergency Response Operations Plan and Response Team (Section 7.4 contains the contact
information for appropriate district-level staff). Assistance is coordinated through the Ministry Emergency Operations
Centre. MNRF provides personnel, equipment and other resources to the extent that it is able during an emergency.
The section “Responding to Flood Emergencies” on page 58 of MNR’s “Emergency Response Plan 2013” addresses
how the MNRF will respond to flood emergencies.
FLOOD MESSAGES AND COMMUNICATION
Flood Messages are used by the CRCA to communicate information on potential flooding or occurring flood events
to the municipalities in their jurisdiction. Flood Messages can also be issued to provide general information on
watershed conditions, including any personal safety risks, or where the conditions have the potential to lead to
flooding. The primary method of transmitting Flood Messages is by email. Watershed Conditions Statements and
Flood Watch messages are sent without follow-up confirmation. Where warranted (and time permitting), CRCA staff
may confirm receipt of Flood Warning messages by telephone. All flood event communications are documented and
filed.
Flood Messages make use of three standardized types of communications, including Watershed Conditions Statement,
Flood Watch and Flood Warning. These are described in more detail below, and samples of past Flood Messages
issued by the CRCA are provided in Appendix 6. Flood messages are also updated on CRCA’s website:

4.1 WATERSHED CONDITIONS STATEMENT

A Watershed Conditions Statement is issued to municipalities and to the media to give general information on
conditions for area streams and lakes. There are two sub-categories of a Watershed Conditions Statement, including
Water Safety and Flood Outlook. These are indicated by the following graphics, which can also be found on CRCA’s
website.
A statement on Water Safety could indicate that high flows, melting ice or other factors could be dangerous for users
such as boaters, anglers, and swimmers, but flooding is not expected.
A Flood Outlook statement gives early notice of the potential for flooding based on weather forecasts calling for
heavy rain, snow melt, high winds or other conditions. Typically, they do not identify wide-spread flooding, but
encourage awareness of conditions.
4.2 FLOOD WATCH
Flood Watch messages are issued to municipalities and the media when one factor or a combination of factors
exists that have the POTENTIAL to produce flooding within specific watercourses and municipalities.
A Flood Watch condition is indicated by the following graphic, which can also be found CRCA’s website.
A Flood Watch message is issued when overbank flow or high lake levels are expected. A Flood Watch message
describes watershed conditions, the potential impact, and a hydrometeorologic forecast. These messages do not
require specific action, but the municipal official responsible for emergency response (Community Emergency
Management Coordinator, or CEMC) should begin monitoring the weather, review the municipality's emergency plan,
may wish to alert specific residents, and should prepare to execute the Plan as required.
Many of the watercourses in the Cataraqui Region can rise very quickly during/following storm events, particularly
in urban centres such as Buell’s Creek and Butlers Creek in Brockville, and Little Cataraqui Creek in Kingston. To
help provide sufficient lead time to municipalities, weather forecasts are often used as an input into the flood
forecasting model. In such cases, Flood Watch messages are only as good as the current weather forecast.
It is recommended that persons responding to the Flood Watch message monitor the weather closely. Should the
weather forecast hold true, the streamflow forecast should be accurate. However, if the weather varies from the
forecast, flood conditions will also vary from those predicted. The current weather forecast may be included in the
Flood Watch message.
4.3 FLOOD WARNING
A Flood Warning is issued to all municipalities and media when a serious flood situation is IMMINENT or
OCCURRING within specific watercourses and municipalities. This is the most serious type of flood message
and requires action.
Communications during a Flood Warning will be coordinated as shown in the flow chart in Appendix 2. A Flood
Warning condition is indicated by the following graphic, which can also be found CRCA’s website.

The Flood Warning is issued based upon information received by the Conservation Authority’s weather and water
level monitoring systems, data and updates from other water managers, weather forecasts, and Conservation Authority
modelling of watershed conditions. It is intended to provide notice to municipalities, emergency services, and
residents that action is required on their part. Updates may be issued based upon new weather and water level
conditions. Following the event, a final update will be issued stating that the flood situation has ended, and the Flood
Warning has been terminated.
Upon receipt of a Flood Warning, the Community Emergency Management Coordinator (CEMC) should enact
the municipal emergency plan (EMO, 2008, MNR, 2013). During a flood event, communications should be
maintained between the affected municipalities and the CRCA (and other water managers if applicable).

This publication is produced by the Cataraqui Region Conservation Authority in compliance with a designation of
responsibility from the Ontario Ministry of Natural Resources & Forestry. The CRCA Flood Contingency Plan is
updated and distributed annually.

CRCA ISSUES WATER SAFETY STATEMENT FOR
BUELLS/BUTLERS CREEK AND DETENTION BASIN IN BROCKVILLE
Kingston – The Cataraqui Region Conservation Authority (CRCA) has issued a Watershed Conditions Statement – Water Safety today for Buells/Butlers Creek and the detention basin in Brockville Spring time operations have been performed to minimize the effects of an anticipated 45 – 55 mm of rain over the next three days. Residents are urged to stay away from the detention basin and the Buells/Butlers Creek due to high water levels and flows. CRCA staff will continue to monitor conditions, forecasts, and update statements as needed. Widespread flooding is NOT expected as a result of current conditions. This Watershed Conditions Statement will remain in effect until Wednesday May 10, 2017.

CRCA ISSUES WATERSHED CONDITIONS STATEMENT – FLOOD OUTLOOK
KINGSTON ON – The Cataraqui Region Conservation Authority (CRCA) has issued a Watershed Conditions Statement – Flood Outlook today. Environment Canada is forecasting a significant rainfall event for Eastern Ontario, including the CRCA region, with 50 – 100 mm of rain expected. Special Weather Statements have been issued for: Kingston – Prince Edward https://weather.gc.ca/warnings/report_e.html?on26, South Frontenac https://weather.gc.ca/warnings/report_e.html?on44, and Brockville – Leeds and Grenville https://weather.gc.ca/warnings/report_e.html?on10, indicating the following (paraphrased text, see links above for the latest full details):
‘Significant rainfall expected Sunday into Monday, with over 50 mm in 24 hours possible in many areas. Storm totals may in fact reach 75 to 100 mm by the time it tapers off during the day Monday. There is some uncertainty as to how far west the heaviest rain will get on Sunday and Sunday night. However, confidence is quite high that a large part of Eastern Ontario will receive significant rainfall. Warnings will likely be required as this event draws closer. Gusty westerly winds are likely Monday in the wake of this weather system. Environment Canada is closely monitoring this situation. Rainfall warnings may be required. Please continue to monitor alerts and forecasts issued by Environment Canada. To report severe weather, send an email to [email protected] or tweet reports using #ONStorm.’
Impacts from this amount of rain, over what weather forecasts are indicating will be about a 24 to 36-hour period, will begin in urban areas where overwhelmed drainage infrastructure can result in considerable roadway ponding, etc. Urban creeks will rise quickly in response to the expected rainfall. Most creeks across the CRCA region are below normal for this time of year which will assist in accommodating runoff from this storm. However, if the higher rainfall amounts do occur there is potential for localized flooding of low-lying areas adjacent to creeks. Widespread flooding is NOT expected as a result of the coming rainfall. CRCA staff will continue to monitor conditions, forecasts, and update statements as needed. This Watershed Conditions Statement will remain in effect until Friday, November 3, 2017.

CRCA FLOOD WATCH
KINGSTON ON – The Cataraqui Region Conservation Authority (CRCA) has issued a Flood Watch today for eastern Lake Ontario shorelines and areas of the upper St. Lawrence River close to the Lake. The Surface Water Monitoring Centre of the Ministry of Natural Resources and Forestry has issued a Provincial Flood Watch for Lower Great Lakes Region due to storm surge.
“Sustained Winds in excess of 50 km/h from south-‐southwest transitioning into west are forecast for the Lower Great Lakes Region on Sunday through the day into the evening/overnight hours. Wind Gusts could reach 80+ km/h.“
“Sustained winds/wind gusts has the potential to cause waves ... in excess of 1.5 m on Lake Ontario as per the Surface Water Monitoring Centre’s Storm Surge Model as of Saturday afternoon’s model run… As a result of high waves and storm surge flooding is expected along Lakes Erie, Ontario and St Clair coastlines in vulnerable areas.”
Residents are remined that in addition to the potential for flooding during period of high winds and waves, erosion that may occur along the shoreline is also a concern.

CRCA ISSUES FLOOD WARNING
KINGSTON ON – The Cataraqui Region Conservation Authority (CRCA) has issued a Flood Warning today for inland lakes and streams. Creeks have begun to rise following 15 – 25 mm of rain overnight and this morning. Another 40 - 50 mm is expected. Inland lakes are expected to rise above spring levels. Widespread flooding may occur or is already occurring in the affected areas. Water managers continue to conduct operations to minimize effects of this widespread flood event impacting all jurisdictions, beyond the CRCA watershed. Inundation has been reported on several shoreland areas, and in general inland lakes are already high. Widespread flooding is a possibility in the affected areas. Specific locations where water levels are exceptionally high include*: - Sydenham Lake - Charleston Lake - Opinicon Lake - Canoe Lake - Gananoque Lake - Cranberry Lake - Kingsford Lake - Marble Rock Rd. - Colonel By Lake - Devil Lake - Graham Lake - Newboro Lake - Buck Lake - Lyndhurst - Sand Lake - Loughborough Lake - Delta - Dog Lake * connected lakes and watercourses, associated with the above list, may also be affected. Water managers will continue to monitor conditions, forecasts, and update statements as needed. Stream and river banks are slippery, water currents are strong, and the water itself remains dangerously cold. The CRCA is urging residents to exercise caution outdoors around lakes and streams, and to stay away from the cold, deep, fast flowing watercourses, as well as any dams or flooded areas. Residents concerned about protecting their properties with sandbags should contact their municipality for more information.
This Flood Warning will remain in effect until May 10, 2017.
