A. Non-Landed Private Residential Rental Market

1. April 2020 rents decrease 0.9% from March2020. CCR, RCR and OCR rents decrease by0.1%, 1.6% and 1.0%, respectively.

• Year-on-year, rents increase 1.8% fromApril 2019.

• Rents are down 15.7% from the peak inJanuary 2013.

• Rents in all regions increase year-on-year:CCR by 2.4%, RCR by 1.7% and OCR by1.4%.

2. Volumes decrease 36.5% month-on-month. Anestimated 3,068 units are rented in April 2020 ascompared to 4,829 units in March 2020.

• Year-on-year, rental volumes are 40.6%lower.

• Volumes are 32.3% lower than the 5-yearaverage volume for the month of April.

• Breaking down by regions, in April 2020,41.5% of the total volumes are from OCR,30.3% from RCR and 28.2% from CCR.

B. HDB Rental Market

1. April 2020 HDB rents decrease 0.2% fromMarch 2020. Mature Estates rents decrease 0.9%while Non-Mature Estates rents increase 0.7%.According to room types, 3 Room and ExecutiveRoom rents fall by 0.3% and 1.6% respectively,while 4 Room rents increases by 0.1% and 5 Roomrents remain stable.

• Year-on-year, rents increase by 1.3%.

• Rents are down 14.1% from the peak inAugust 2013.

• Except for Executive Room rents whichdecreases by 0.7%, all room typesexperience rent increases year-on-year: 3Room by 1.5%, 4 Room by 1.0% and 5Room by 1.3%.

• Mature Estates and Non-Mature Estatesrents increase year-on-year by 0.3% and2.3% respectively.

2. Volumes decrease 36.7% month-on-month. Anestimated 1,260 HDB flats are rented in April2020 versus 1,990 units in March 2020.

• Year-on-year, rental volumes decrease41.3% from April 2019.

• Volumes are also 39.3% lower than the 5-year average volume for the month ofApril.

• Breaking down by room types, in April2020, 36.1% of the total volumes are from 4Room, 30.8% from 3 Room, 26.5% from 5Room and 6.6% from Executive Room.

Q: What is the SRX Residential Property FlashReport ?

A: The SRX Residential Property Flash Report is amonthly report that tracks and disseminates resaleand rental property prices for HDB and Non-Landed Private properties through the SRX PriceIndex (SPI). Due to the overwhelming amount ofinformation that needs to be covered for publicconsumption, the report is released in 3 separatephases covering different aspects of the propertymarket:

1. HDB Resale2. Non-Landed Private Resale3. HDB and Non-Landed Private Rental

Q: What are the advantages of this report overother property data and reports?

A:• Our monthly reporting provides a more real-

time update on the property market.• We supplement property transactions from

URA and HDB with real-time, pre-caveattransactions from 14 major real estate agencies,ensuring completeness and timeliness of thenumbers (Figure 1).

About SRX Flash Report

• We augment each transaction with geospatialand project-level attributes from public andproprietary data sources to account for eachhome’s hedonic factors (e.g. distance to MRTand good schools).

• We provide more granular data, such as‘Median Resale Price broken down by HDBEstates’ , ‘Median TOX in HDB Estates andPrivate Housing Districts’, ‘Sub-indices of HDBMature and Non-Mature Estates‘ and ‘MonthlyRental and Resale Volume’.

Q: What is X-Value?

A: The X-Value is a computer-generated propertyappraisal based on comparable market analysis(CMA). It uses real-time big data from trustedprivate and public sources, comparable marketanalysis, machine learning, and SRX propertyindices to calculate a home’s estimated marketvalue in seconds.

Q: What is Transaction-Over-X-Value (TOX)?

A: TOX measures how much a buyer is overpayingor underpaying the SRX Property X-Value’sestimated market value. It is analogous to thepreviously-used property market’s term of Cash-Over-Valuation (COV). The difference is the “V” iscomputer-generated. In the report for HDB Resaleand Non-Landed Private Resale, the SPI and themedian TOX are used complementarily to gaugeoverall property market sentiments.
