That Council set aside a suitable parcel of council owned land within the St Clair Reserve adjacent and parallel to Woodville Road within Volume: 6063 - Folio: 757. That, within this council owned land a dedicated St Clair War Memorial is formally established. (Map attached).

That the Chief Executive Officer / delegate write to the State Executive of the Returned Service League (SA/NT & Broken Hill) for the purpose of inviting any contributory comments. The CEO may give consideration to

any received comments, in creating the St Clair War Memorial on council owned land as per part one above for the purpose of a War Memorial for all veterans and recognising peace time engagements.

That the Chief Executive Officer / delegate apply for support funding for the dedication and creation of the St Clair War Memorial from the Commemorations Group Department of Veteran Affairs or other responsible sections within the Federal Department of Veteran Affairs. That these commemorations comply with any requirements as prescribed within the Commemorations Act or other relative legislation.

That the Chief Executive Officer / delegate write to the Hon Jay Weatherill MP, State Treasurer, Premier and Cabinet, Minister for Public Sector to

formally apply for funding support towards the development and recognition of a War Memorial on Council owned land as per part one above.

NOTICE OF MOTION - ST CLAIR RESERVE WAR MEMORIAL Item 7.14 Continued

Preamble

The purpose of this motion is to seek support to create and recognise land within the St Clair

precinct as the St Clair War Memorial. To duly recognise those that served in all forms that

their service could never be repaid. That council set aside a suitable parcel of council owned

land within the St Clair Reserve adjacent and parallel to Woodville Road within Volume: 6063 - Folio757 for the purpose of creating a dedicated St Clair War Memorial.

That the St Clair War Memorial recognise and formally acknowledge the service and sacrifice

of all those who served Australia and its allies in wars, conflicts and peacetime operations.

That this dedicated memorial take on board modern recognition of not only honouring

those who have served and died but those that did not return and those that returned but

died post war and whose deaths were caused as a result of their war service.

To honour the governing principles of memorials which harbours equality and uniformity

that are behind the way in which Australia commemorates its war dead. To invite discussion

and achieve a way forward from the State Executive of the Returned Service League (SA/NT

& Broken Hill). To dedicate this land not simply for the sake of having another memorial but

to compliment the other (approximate) 15 memorials across the City of Charles Sturt. To

enhance and respect other Memorials is acknowledging the sacrifice of Australia's Men and Women.

To take note that a war memorial can take many forms and this council can embrace a more

general in nature approach and create a dedicated area as described above. This further

allows and encourages all public access and become a meeting place without restriction or

imposing on the other 15 memorials sites across the City of Charles Sturt.

These types of memorials are often noted and recognised as "living memorials" which are also reminders of the wartime history, recognition and local historical stories related to local

communities. It could also bring communities closer by connecting young people today to

young people from the past by understanding differing experiences from those that have a

story to tell. Recognising the mothers, sisters and wives that lost their love ones and still served the war effort from their shattered homes.

Remembering, it is human nature to feel the need to recognise the profound losses and achievements of war. War Memorials fill this need and invite us - challenge us - to remember and learn. I commend the following motion to Council for the St Clair War Memorial.

That Council writes to the Premier Jay Weatherill and Planning Minister John Rau asking them to halt the plans to sell and develop the Renewal South Australia Land and to meet with the Mayor and Community Representatives including the peak ex-service body The Returned and Services League.

That, following the local government election, Council consults with the

Community over the renaming of all recreational space in the area bounded by the Railway Line, Woodville Road, Brocas Avenue and Actil Avenue from St Clair Reserve to St Clair War Memorial Park.

Re: City of Charles Sturt Draft Residential City-Wide Policies Development Plan Amendment

Thank you for providing the Adelaide and Mount Lofty Ranges (AMLR) Natural Resources Management

(NRM) Board and the Department of Environment, Water and Natural Resources (DEWNR) with the

opportunity to comment on Draft Residential City-Wide Policies Development Plan Amendment (DPA).

It is understood that the purpose of this DPA is to propose changes to the residential zone and policy

area.

The DPA has been reviewed with the following comments provided for Councils consideration.

Coastal Planning

Building Restriction Areas - coastal building setbacks in Residential Zone

The change to the non-complying criteria such that only dwellings, rather than other buildings, are

non-complying, is acceptable provided that the following amendments are made to the proposed

provisions:

In Attachments R, U and X:

Building work on allotments that have frontage to a coastal reserve or zone should only exceed the

set-backs identified on Concept Plans ChSt/14, 15, 16 and 17 - Building Restriction Areas, where it

complies with the following:

it is not integral to the structural or functional requirements of an associated dwelling

it is readily removable or sacrificial in the event of coastal inundation, coastal erosion or the

construction of coast protection works

it is designed and sited to minimise their visual impact on the seaside character.

In Attachments P, S and V:

The maintenance of appropriate building setbacks from the Coastal Open Space Zone boundary, and

the establishment of a landscaped setting within this setback area, will both assist in mitigating flood

and erosion risks to development, providing space for any future coast protection works, and

maintaining a more open seaside character.

Development Regulations

We support the recommended change to the Development Regulations so that new dwellings in the

Building Restriction Areas are excluded from being complying development: this change is very

important.

Coastal Areas Section

We support proposed Amendments 1 and 2, which brings PDC's 17 and 18 into accord with the SA

Planning Policy Library, and also proposed Amendment 3 which proposes a new PDC to follow PDC

21.

Coastal zoning at the end of Bournemouth Avenue

In accord with the state wide coastal zoning strategy and the Department of Environment, Water and

Natural Resources responses (10 April 2013) to the Council's Strategic Directions Report and also to

the Statement of Intent for this DPA (November 2013), the Coastal Open Space Zone boundary at the

end of Bournemouth Avenue should be realigned as per the green line on the attached Bournemouth

Avenue map. The land that would change from the Residential Zone to the Coastal Open Space Zone

is either in the ownership of the Coast Protection Board (lots 32 and 28), the Minister of the

Environment (lots 32, 10 and 11 (which is now Lot 500)), or is council road reserve, with the exception

of the seaward portion of Strata Plan 140 which is in private ownership.

Subject to some further investigation in regards to coastal hazards, it may also be appropriate that the

land in Strata Plan 383 containing dwellings on the northern side of Bournemouth Avenue be changed

from its current coastal zoning to the Residential Zone.

Stormwater Management

There are two approved Stormwater Management Plans (SMPs) in the City of Charles Sturt area; the

Port Road Rejuvenation SMP (2007) and the Torrens Road SMP (2015). Of these SMPs, only the Torrens

Rd SMP has any development control requirements which should be implemented in its catchment

area, however we suggest that these requirements are easily applicable to the whole of the city of Charles Sturt.

Torrens Rd SMP

• The Torrens Rd SMP proposes changes to development controls for retention of flows onsite

for residential development, to ensure flows are restricted to pre-development levels for a 5yr

event.

• The SMP supports implementation of Water Sensitive Urban Design (WSUD),to improve water

quality, amenity, recreation, and environmental enhancement in an already heavily built-up

area. The SMP suggests (Section 7.6) to use WSUD to increase biodiversity and create green

corridors where possible.

• The SMP proposes that floor levels in new development should be set above the 100 year

flood level (for the long term planning horizon i.e. not current) - this is already a requirement

of Council's development plan (2016).

• The SMP requests the incorporation of WSUD into new road designs.

Water Sensitive Urban Design

WSUD has been defined as a key measure to improve water quality in the Torrens Rd SMP from a

general catchment perspective. As it applies to new developable areas, WSUD is warranted and

encouraged as it can easily be designed to suit a new development area. Infill development and

existing areas are slightly more complicated to retrofit into (particularly infill as there is generally less

verge available for WSUD treatments), but it is by no means impossible. It is essential that WSUD is

implemented in existing areas and infill development as there is likely to be limited other treatment

opportunities. Council will require new developments to meet certain outfall requirements such as

limiting flow to pre-development flow rates and not deteriorating water quality compared to pre-

development levels. WSUD measures will not solve flooding issues but some may help reduce nuisance

ponding.

The City of Charles Sturt contains a number of wetlands and managed aquifer recharge (MAR) schemes

(private and public) which are expected to have been designed based on the existing catchment;

increased impervious areas due to new developments and infill of the existing catchments is unlikely

to be accommodated by these existing systems unless there is sufficient space to accommodate

expansion of the wetlands and potentially additional wells and bores for MAR. Unless a WSUD or MAR

scheme has been designed for an increased impervious area (new development or infill) then these

existing measures are unlikely to be able to treat the additional stormwater quantities coming from

their catchments unless they are augmented to accommodate the new developments, or the

developments themselves limit outflows to pre-development levels by retaining a portion of their

stormwater onsite.

AMLR acknowledge Council's progress to date with developing various wetland I MAR systems and

encourage augmentation of these systems with WSUD and development controls, to further enhance

the amenity and environmental characteristics of the area whilst further improving water quality.

Green Infrastructure and Biodiversity

It is recommended that the incorporation of water sensitive urban design, green infrastructure

objectives and community open spaces are encouraged for each new infill development, renewal of

housing trust property clusters and the land to be remediated from industrial to residential use at

Devon Park.

With increased development and infill development as proposed by the DPA, the threat to remaning

pockets of native habitats and their biodiversity increases. Council should ensure that their

Development Plan provides robust protection for wildlife corridors and solitary trees which may be

present on allotments proposed for infill development. The 2014 Tree Canopy Cover Assessment

completed for Council in 2014 by A. Charlton, confirms that hard surfaces have been increasing at the

expense of tree canopy, shrubs and bare ground since 1998 in the selected suburbs of Woodville,

Findon and St Clair; all factors attributable to increased infill development. In an increasingly urbanised

area, green space and green infrastructure offer valuable aesthetic and cooling properties to adjacent

housing, and this should be balanced against the ability to facilitate more infill development as

proposed by this DPA.
