Commercial oil discovered in Oman at Yibal in April 1962.1962
The Natih oil field was discovered, followed closely by success at Fahud.
The pipe laying was followed closely by the construction of an industrial complex at Saih al Maleh (later renamed Mina al Fahal). TOCO built the Mina Al Fahal tank farm – another first for Oman.
The first rig move in Oman was performed by TOCO at Fahud.The first export cargo of Omani oil was loaded on to The Mosprince, a 83,000 ton tanker on 27 July, 1967.
On 23 July, 1970, His Majesty Sultan Qaboos bin Said took charge as the ruler of Oman. Since then, the nation has embarked on a historical journey of tremendous progress, prosperity and glory under his wise rule.
On 15 February, 1975, the company was registered locally under the name ‘The Oman Construction Company LLC’, popularly known as ‘TOCO’.
TOCO (Formerly known as William Brothers Inc) started their operation in Oman. TOCO was assigned to construct a pipeline to the coast from Fahud and all the other hardware necessary to transport and export Oman’s crude oil. A 276-kilometre pipeline 36″ requiring 60,000 tons of steel pipe was laid, the labour being provided by the inhabitants of whichever villages happened to be close to the worksite. We built the very first flowlines to take oil from wells to the gathering pipelines in Fahud. We also built the first production station “Yibal A” and overhead power line from Fahud to Yibal.

The first oil transportation pipeline of Oman, Fahud to Mina Al Fahal, was built by TOCO in 1965. Since those early days, for over five decades, TOCO has built thousands of kilometres of pipelines and flowlines in Oman - 4,500 kilometres in the last twenty years alone.
Renowned as the ‘One-Stop-Shop’ for pipeline jobs of any size and complexity, TOCO delivers end-to-end services for pipeline projects starting from feasibility studies through FEED, survey, detailed engineering, to procurement, construction, testing and commissioning. Our experienced team of pipeline professionals meticulously plan and execute every stage of construction starting from the survey and marking through Right of Way (ROW) preparation, trenching, stringing, bending, welding, pre-padding, lowering, testing, pigging, post-padding, windrowing and installation of markers.
We have experience in fabricating and installing a variety of pipeline materials such as Carbon Steel, Stainless Steel, Alloy Steel and GRE. We have in-house QA/QC expertise in developing weld procedures for new materials.
We also have expertise in designing and installing ancillary systems such as pig launchers, receivers, manifolds, metering stations, fibre optic cables, and cathodic protection systems.

Our Construction division offers greenfield and brownfield site installation and construction services. These are delivered by a competent, multi-skilled, and highly trained workforce, supervised by experienced project management teams. Our experience includes oil field construction services such as the construction of flowlines, pipelines, production stations, processing facilities, tank farms and also the modification of live process plants, where we consistently deliver to project milestones, safely, with quality and on time.

TOCO differentiates shutdowns and turnarounds from regular maintenance and project work due to their unique characteristics and volatility. We assist global energy companies to form long-term turnaround protocols, then to plan and execute these safely within a defined budget and schedule. TOCO offers specialist logistics, heavy cargo haulage and rig moving solutions to Oil & Gas exploration companies, contractors and service providers operating in Oman. TOCO has a long heritage in rig moving and heavy cargo haulage. The first rig move in Oman was performed by TOCO in 1967 at Fahud. Since then we have accumulated a wealth of knowledge and expertise in cargo and rig move across civil and concession areas.
Equipped with an advanced fleet of trucks, cranes and material handling equipment, TOCO delivers any complex rig moving or logistics assignment safely and on time. We have retained a skilled multi-cultural workforce with several decades of experience in performing rig moving and heavy cargo haulage in desert locations.
Our logistics management hub in Muscat handles receipt of materials, inspection, packaging and delivery to the site locations. Our Fahud base is home for rig moving and heavy cargo haulage operations. We have a well-equipped workshop to carry out the routine and reactive maintenance of our fleet.
We have long term contracts with Oil & Gas companies to provide fully outsourced logistic solutions.

Making a positive impactTOCO is committed to creating and enhancing In-Country Value (ICV). ICV is defined as the total spend retained in country that benefits business development, contributes to human capability development and stimulates productivity in Oman’s economy. TOCO’s primary objective is to utilize Omani resources wherever practically possible such as local suppliers, local community contractors (LCC) and local subcontractors.
TOCO’s strategy of increasing local spend has been very successful, with the consistent achievement of targets set.
Our ICV strategy
Our strategy is to create pragmatic and relevant programs, tailored to specificprojects and services that we are associated with, to facilitate the development of Omani nationals and local industry with an objective of creating sustainable In-Country Value.
Omanisation
At TOCO, we are committed to promote Omanisation. We work closely with the local community in identifying their skills and matching these to TOCO’s requirements. In recent years, we have exceeded legalised Omanisation targets by a significantmargin of 10%.
Our ICV centred Procurement Practices
Our priority is to maximise utilisation of Omani goods and services within our business. To achieve this, our procurement team has established practices which enable sourcing of Omani goods and services through our standard procurement process.These practices include• Making use our extensive knowledge of the local market• Correct sizing of contract scopes to match supplier’s current capabilities, where possible• Ensuring that each project takes a realistic view regarding the goods and services available from Omani entities, identify gaps and seek potential development opportunities• Support development of Omani suppliers and service providers
Strategies to Support Omani Suppliers
To make ICV initiative successful, where possible and appropriate, preference is given to Omani Tenderers. The Procurement Plan will ensure that the following initiatives are adopted wherever possible:• Pre-qualification of Omani suppliers and contractors• Evaluation of the potential Omani suppliers to confirm they are technically approved by our customers and meet quality, deliverability and reliability requirements• Inclusion of Omani suppliers in all tenders where possible• Partnering initiatives to compliment skills and build capabilities
Joint Supplier Registration System (JSRS)
We are registered with Business Gateways’ Joint Supplier Registration System for the Oman oil and gas industry. We utilize this portal for local procurement to identify Omani vendors and suppliers and the products and services offered by each.

We ensure that our recruitment strategy is fully aligned with and meets the timetable required to deliver all phases of our projects. With our experience in theOmani labour market, we are aware of the challenges in recruiting suitably skilled and experienced Omanis in required numbers to fulfil the corresponding job descriptions and skill criteria.
In conjunction with our internship and graduate trainee programmes, we participate in local career fairs and engage with local institutions to recruit freshers.
Specific recruitment campaigns are conducted for projects and to source experienced Omani individuals by advertising such vacancies in local newspapers, company website and social media platforms. We also utilise Omani employee referrals for new employment.

A healthy work environmentWe focus on building a team environment that fosters a healthy and enjoyable work environment. Our accommodation, amenities and medical facilities are designed to ensure our employees have the infrastructure and support to maintain both a healthy body and mind.
In the Muscat area, employees can avail free medical treatment from any of the company registered health care facilities. For treatment outside of Muscat, we ensure each of our projects has a care contract set up with the local health care provider and/or, we provide a fully equipped medical facility, complete with Ambulance and company Doctor. Each project will also have a number of internationally recognised trained first aiders on site to offer first aid treatment as and when required.
