From 1809 to 1870 Fiume was administered directly by Austria. Fiume was an important seaport and to some extent a rival with Trieste for the Adriatic trade. Fiume acquired the status of a free port, which helped trade. The Croat element of the population resented Austro-Hungarian rule, and felt that the independence of the city was best protected with Italian support. Italian merchants increasingly dominated the trade of the city, and Italian political and military influence was expanding in the Adriatic between WWI and WWII. This is reflected in the revenue stamp issues of the period. In the aftermath of WWI, first the Croats, then the Italians, tried to control the city without long-term success, and lawlessness became rife, leading to intervention by British and French troops. The Italian poet Gabriele d'Annunzio seized the city in September 1919, setting up the self-styled and self- proclaimed "Regency of Cornaro", until Italian troops took control on December 1919. A Free State existed until 1924, but with control constantly fluctuating between rival factions. From March 1922 Italian military forces effectively held control. Under the Treaty of Rome of 1924, the main part of Fiume was returned to Italy, but Yugoslavia gained Susak. With the progressive defeat of Italy in WWII, German troops took control of Fiume and the Adriatic coast. As they, in turn, withdrew, pro-Tito Communist partisans took over control of Fiume and the surrounding rural district. During 1945 Fiume remained an autonomous district, but was renamed Rijeka and was gradually incorporated into Yugoslavia in 1946. Kupa-Fiume was the hinterland to the northof Fiume. When the city of Fiume becameItalian, this area had been given toYugoslavia. In 1941 Italian troops occupiedKupa, and stocks of captured Yugoslavrevenues were overprinted for the newrégime. With the capitulation of Italy in1943, German troops took effective controlbut did not change the revenue stamps.
