Large Businesses Among the Top 100 Federal Small Business Contractors in FY 2013

We looked at the federal government’s FY 2013 procurement data and found that, of the top 100

companies receiving the highest dollar amount in federal small business contracts, 79 were large

companies that exceeded the SBA’s small business size standards, 5 were anomalous and 16 were

legitimate small businesses.

Large corporations that received federal small business contracts in FY 2013 include: Lockheed

Martin, General Dynamics, Boeing, General Electric, Oracle, Apple, Verizon, Bank of America,

Citigroup, PepsiCo, Comcast, Intel, John Deere and many more.

The data for FY 2013 shows a significant increase in the number of large businesses on the top 100

list, up from 71 large businesses and 2 anomalies. However, the total still remains higher than the

2008 -2010 numbers, which hovered around 60 large businesses in the top 100.

Method:

Many companies receive contracts as both large and small businesses. If a company received small

business contracts in violation of the SBA’s size standards, it was included in our list. Anomalous

entries are highlighted in red and accompanied with an explanation.

Statistics from the research:

79 of the top 100 are large firms with five firms as anomalies = 84%

Dollar total of the top 100 = $14,818,755,405

Dollar total of 79 large firms and five anomaly firms = $11,197,766,085 Percent of dollar total to large firms = 75.5%

Conclusion:

This most recent report from the ASBL shows that once again, large companies are the fraudulent

recipients of a large portion of federal small business contracts. This practice is disastrous to our

economy and hurting the American people. The ASBL urges leaders to enforce renewed oversight

and monitoring of federal small business programs.
