The Government is investing up to $20 million to deliver Tasmania’s next iconic multi-day, hut-based walk. The call for Public Submissions was released on 29 September.

The new Screen Innovation Fund is supporting a vibrant cultural and creative industry. This $2 million initiative over three years will drive the production of strategically significant and new innovative screen productions. Funding is available under three different streams and is already flowing. Tasmania’s racing industry supports jobs in rural and regional communities, and injects about $103 million a year into the economy. Over 5000 Tasmanians are employed in, or participate in, the industry. Launched in July, the new grant will provide incentives to increase breeding of racehorses in Tasmania, creating new jobs, and boosting prize money to the owners of winning, locally-bred horses.

The Summit, currently being planned for Hobart, will take place on 19 October 2018. The ICT summit will occur twice a year, and will provide opportunities for representatives of the IT industry, key stakeholders and the private sector to meet with the Minister and senior Government officials responsible for ICT across Government.

The Government has committed $1 million to build a permanent children’s exhibition at TMAG. Planning discussions commenced in May 2018, and research and preparation of a Project Plan, including consultation, will take place during 2018-19.

The September Trade and Investment Mission to China and Hong Kong focused on areas where Tasmania has a strong competitive advantage, to further boost agriculture, tourism and export trade. Over 35 industry delegates from Tasmania made up the delegation.

The Government is supporting the Forest Industry Growth Plan for the Tasmanian Forests, Fine Timber and Wood Fibre industry and has set a target of doubling the “industry value add” to $1.2 billion by 2036. The marketing campaign will help grow the profile of Tasmania’s sustainable timber industry, opening up more jobs in regional areas. Phase 2 will deliver additional funding to the Tasmanian Timber Promotion Board, with a Deed now signed.

Release tender for feasibility studies into potential sites for Tasmania’s Next Iconic Walk.

Launch the Screen Innovation Fund to provide an additional $2 million to Tasmania’s growing screen industry.

Deliver a $350,000 grant towards thoroughbred and harness breeding programs.

First ICT Summit to be held, including representatives of the sector, peak bodies, TasICT and the Australian Computer Society, and the private sector.

Start planning for the delivery of the new permanent Children’s exhibition space at TMAG.

Deliver a multi-sector trade mission to China.

Commence Phase 2 of the Forest Industry Growth Plan marketing campaign.

The $4 million jointly-funded grant program opened in mid-June with grants available from $50,000 to $500,000 to support cutting-edge research, collaboration, innovation, increased profitability and jobs growth in the forestry industry. Nineteen proposals were received with the assessment process now underway.

The sale of Murray Goulburn’s Edith Creek facility to Dutch Mill was great news for the Circular Head community, with the company looking to create 112 jobs over the next two years when the plant reaches full capacity. The Government are supporting Dutch Mill Australia in its commitment to the North-West, and are currently finalising terms and conditions of the support package.

The Government’s new $4 million Event Attraction Fund will draw thousands more visitors to Tasmania and will target and secure participatory events to bring the greatest return for investment to our State. The Special Olympics 2020 Junior National Games and 2022 National Games, to be held in Launceston and announced in September, were the first events secured under the new fund.

Tasmania has 19 national parks and more than 800 reserves, encompassing approximately 50 per cent of the State. The Government recognises the vital role our rangers play, and are honouring an election commitment to recruit more rangers. Recruitment has commenced for an additional 15 new frontline positions. All successful applicants will have commenced employment by the end of October 2018.

This Program is aimed at developing practical strategies to improve on-farm productivity and profitability through the supply chain across red-meat, dairy, wine, fruit and vegetables, organics, wool, hemp and honey industries. Specific projects are already underway in hemp and wine, and consultation has advanced with other sectors.

The Government has committed $2 million over four years for truck and machinery wash-down stations, partnering with farmers, agribusiness and local government to improve biosecurity and farm hygiene. Project planning is underway. Consultation with key stakeholders including transporters, livestock agents, TasWater and Councils, commenced in September.

Open up applications for project funding from the National Institute for Forest Products Innovation.

Finalise support package to Dutch Mill (Australia) to support its takeover of the Edith Creek Milk Processing Facility.

Open up the new Event Attraction Fund

Commence recruitment for 15 new parks rangers and field officers.

Commence consultation with agricultural stakeholders to develop the agricultural industry development and farmer extension program.

Planning for new biosecurity statewide truck and machinery wash down stations underway in consultation with agribusiness and councils.

In August, the Government signed the Tasmanian Shellfish Market Access Program (ShellMAP) with Oysters Tasmania and the Tasmanian Seafood Industry Council. Backed by $400,000 over four years, the Program works to enhance Tasmania’s reputation for quality seafood through market access and enhance the real-time monitoring sensor network.

The hospitality sector is the third largest employing industry in Tasmania, with more than 22,300 employees. To ensure the sector continues to grow, it must have the workforce to meet demand today and into the future. The Government is investing $3 million into the Tasmanian Hospitality Industry’s Strategic Plan and Workforce Development, with a dedicated Hospitality Unit being established within the Department of State Growth. The Hospitality Unit Manager position was advertised on September 29.

The State Government is investing $28 million over five years into the Tasmanian Institute of Agriculture (TIA), including specific industry-aligned priority research programs. Delivering on our 2017 White Paper on Agricultural RD&E for 2050, we are also investing $7 million to modernise our Crown and TIA research farm assets to make our research farms the centre of excellence for practical research and demonstration. Consultation with TIA and rural stakeholders has commenced on our new Research Farm Portfolio Plan.

The $1.95 million Program was opened on 27 August to support innovative projects to improve the skills and employment opportunities for Tasmanians who need additional help in education and finding work.

Cap regulated energy price increases to no more than CPI

Commence a range of new taxation measures including a reduction in payroll tax; a three year payroll tax exemption for businesses that move to Tasmania and relocate to regional areas, and a foreign investor surcharge on residential property and primary production land.commitments.

The Economic Regulator has reported that Tasmania now has the lowest power prices in the nation. The 2018-19 price cap put in place by the Tasmanian Government is delivering an annual saving of around $153 a year to the average household and $169 for the average small business (compared to the 10.6% increase that would have occurred without a cap). The Government’s decision to cap power price increases at CPI will ensure that prices will remain affordable for Tasmanians.

Legislation has passed both Houses of Parliament. The Government’s payroll tax initiatives means Tasmania will have one of the most competitive payroll tax systems in the country for businesses with payrolls up to $4.84 million. These measures will help businesses to grow and invest in the State, including in our regions, creating even more jobs.

Work has begun on the assessment and prioritisation of promised $15 million new investment in regional hospitals and rural and regional ambulance stations. The Fund invests in better facilities for staff and patients in our rural hospitals, and paramedics and volunteers at rural ambulance stations.

Planning has commenced, with a commitment to the State’s key health stakeholders and clinicians, to finalise the master planning process by February 2019.

The Government is honouring its election commitment to recruit an additional 30 graduate nurses every year over the next six years to support our health system. The Registered Nurse – Transition to Practice 2019 intake is now open for recruitment.

Commence the assessment and prioritisation of new investment in regional hospitals and upgrades of rural and regional ambulance stations.

Clinical Planning Taskforce to begin planning for the 250 new beds at the Royal Hobart Hospital.

Commence recruitment for additional graduate nurses.

The new $7 million, 22-bed ward at the Repatriation Hospital opened in July, and is operating to free up more capacity for acute and emergency cases at the Royal Hobart Hospital. The ward provides care for longer-staying patients in a quieter, more rehabilitative environment. In just two months, the new Ward has facilitated an estimated 200 additional patients to be admitted to the RHH.

The Government is delivering on its promise to provide $400,000 over two years in a partnership with the Butterfly Foundation to recruit peer workers to support Tasmanians living with eating disorders, with work underway on the right model. These workers will provide support to both adolescents and adults, and their families and loved ones.

After Labor promised the new Royal Hobart Hospital redevelopment by 2016, and failed to even start it by 2014, the Government has got the project on track for practical completion in mid-2019.

A funding agreement is with the Mental Health Council for signing, delivering on an election commitment of $120,000 over two years to develop a Tasmanian Peer Workforce Strategy, providing even more support for mental health consumers.

A legislative review of the Mental Health Act has commenced, with internal consultation currently underway. This review will be completed in 2020, consistent with the requirements under the Act.

The Government is delivering on its election commitment with $1.8 million for ongoing funding to Rural Alive and Well (RAW) to support people with mental health concerns in rural and regional areas throughout Tasmania.

Following advocacy from the Government, the Hobart City Council has approved the retention of the $22 million, 54-bed J-block facility through to 2025.

The Government has honoured an election commitment to deliver more core funding to the Neighbourhood House network. The new Strategic Framework was launched at the Neighbourhood House Conference 2018 on 28 September.

The Government is investing $125 million into Stage Two of our Affordable Housing Action Plan. Along with an extensive survey, roundtables have been held in Launceston, Hobart and Devonport, with around 100 stakeholders taking part in discussions.

A five-day Connecting with People train the trainer program has been delivered to frontline staff in Tasmania. This program is an internationally-recognised, evidence-based suicide and self-harm mitigation and prevention training program developed by in the UK. In addition, Tasmania is the first State to adopt the Suicide Prevention National Communications Charter, to help all Tasmanians talk about and communicate around mental ill health.

The Elderly Units at Somerset are all fully tenanted and are providing affordable independent living for older Tasmanians. Stage One of the Government’s Affordable Housing Action Plan (2015-2019) is on track to assist over 1600 households, including new supply of 941 affordable lots and homes.

The largest ever teacher recruitment drive has begun, with advertisements placed nationally in print and through social media. The Government is delivering on our election commitment to employ an extra 250 teachers over the next six years, with as many positions as possible to begin from next year.

The Government is delivering on its election commitment to continue funding for Bravehearts to deliver its education program in schools, teaching children about personal safety. Bravehearts’ education program has now been delivered to 100,000 children in Tasmania.

The Government is delivering on its $16.1 million commitment to revitalise school farms, including 10 new full-time equivalent school farm teaching staff, with the first teachers to be in place by the start of Term 4, 2018.

A detailed analysis is currently underway for each new Hub. The Early Learning Hubs will provide a one-stop-shop service to families in the aarly years of a child’s life, with services to include health, support and outreach, just like those found in Child and Family Centres. They will also include Early Childhood Education and Care (child care) facilities in partnership with the sector, all located on a school site.

Consultation has occurred with a range of stakeholders, including principals, schools, families and education and community sector stakeholders, with further consultation planned in the next two months.

Consultation has begun, with capital upgrades at the Sheffield farm school to be brought forward. Capital upgrades for the Brighton school farm will be conducted concurrently with planning for the new Brighton High School.

Consultation has commenced with key stakeholders around a preferred site and model for the new indoor Multi-Sports Facility in Glenorchy, including the range of sport and recreation activities.

At Providore Place, Devonport, architects have been engaged and a preliminary design received. At Claremont, preliminary meetings have been held, with major planning decisions to be made pending the relocation of plumbing from Claremont to the new Trades and Water Centre at Clarence.

The Government is providing $3 million in additional funding to revitalise Tasmania’s Library resources. This will include the purchase of contemporary library resources in a wider range of formats, such as digital materials and subscriptions to online materials.

The Government is delivering on its $1 million election promise to deliver the Stay ChatTY schools program, to strengthen young people’s awareness of mental health and resilience, build confidence and achieve positive mental health for themselves and their peers.

The Government has provided increased funding of $1.1 million over four years to our peak bodies, including the Youth Network of Tasmania, Council on the Ageing, Volunteering Tasmania, the Multicultural Council of Tasmania, Carers Tasmania, the Tasmanian Men’s Shed Association and the RSL (Tasmania Branch). This includes an increase in core annual funding as well as ongoing indexation, for the first time.

The Financial Security for Women Action Plan 2018-21 will be the first in a series of action plans under the Tasmanian Women’s Strategy 2018-21. It has been informed by submissions and survey responses and sets out a range of initiatives across Government to address women’s financial security. The Action Plan was launched on 29 September.

The NDIS has now been extended to all participants aged from 0-49 years. The final age range (those aged 50-64) will begin transitioning from 1 January 2019. The Government is supporting people with disability and their carers by investing $900 million over the next four years into disability services and support, which includes $878.7 million to fund the NDIS.

The Flinders Island Sports and RSL Club is a community hub and the commitment, which has been delivered, will improve existing facilities and develop new tennis courts, as part of the Government’s commitment to a healthier Tasmania.

The Terrorism (Restrictions on Bail and Parole) Bill passed Parliament on 30 August 2018, providing that parole and bail should only be granted to terrorist offenders in the most exceptional of circumstances.

Consultation has occurred and the new Family Violence Reforms Bill was introduced into Parliament on 25 September 2018. The legislation delivers on the Government’s election promise to create a new offence of persistent family violence, and simplifies the processes for victims where multiple offences have occurred over a prolonged period of time.

The Crime (Confiscation of Profits) legislation was introduced on 20 September 2018, and passed the House of Assembly on 25 September 2018. These new laws will strengthen the Government’s ability to fight against organised crime.

The Corrections (Prisoner Remission) Amendment Bill has passed the House of Assembly and is before the Upper House. The legislation abolishes the outdated practice of granting prisoners early release from prison of up to three months, with Tasmania the last State or Territory to phase out the practice.

A Capability Review is currently underway. The Government is committed to a well-resourced, well-equipped and appropriately trained and structured police service to meet the future requirements of our State.

Planning for all three projects is well advanced. Project teams have been established, negotiations with local councils in each region have commenced, and suitable sites have been short-listed. Architects will be appointed during the next quarter to undertake design work

Introduce laws to restrict bail and parole for people with terrorist links.

Consult on new laws to further strengthen family violence legislation. This reflects our commitment to create a nation-leading new offence targeting persistent family violence offenders.

Introduce laws to amend Tasmania’s unexplained wealth legislation.

Re-introduce laws to remove remission for prisoners in Tasmania.

Undertake a project to identify future capability requirements for a next generation Tasmania Police Service, including special operations and drug detection services.

Commence planning for a new $5 million Police Station at New Norfolk, $5 million Longford Police Station, and $12 million Emergency Services Hub in Sorell.

Keeping Tasmanians SafeSecond Quarter Initiatives and Outcomes cont.

The first meeting of the reconvened forum was held on 14 August 2018. The forums bring together all key stakeholders to ensure all parties are taking a coordinated response to issues facing the Tasmanian Justice system.

The Government has delivered on its commitment to remove Police from court security duties in Launceston, allowing them back on the beat in the north of the State, with new correctional officers recruited to take on the responsibility for court security and prisoner transport in the Launceston Supreme Court.

Two new recruit courses are underway. The first commenced on 20 May and will run until 20 December; the second commenced on 3 September and will run until 5 April 2019. These new recruit courses are part of the Government’s commitment to increase sworn Police Officers by a further 125 over the next four years.

Legislation to amend the Police Powers (Surveillance Devices) Act and the Listening Devices Act have passed the Parliament, and the roll-out of the Government’s $3.4 million commitment to provide body-worn cameras to frontline Tasmania Police is now underway.

Funding Deeds are with the RACT and the Bicycle Network for signing, and are aimed at improving road safety for children, cyclists and older drivers, with programs such as Ride2School and driver education for years 10-12 students, while Years Ahead and CarFit are aimed at helping drivers choose a more suitable vehicle for their needs.

Funding Deeds are now in place to help more young Tasmanians from disadvantaged backgrounds to get their driver’s licence.

Funding Deeds are now in place for this program, which focuses on 16 to 25 year olds to raise awareness of the responsibilities of being a driver.

Funding has been provided for these programs, which will educate young riders, as well as cover public liability and licensing fees.

Reconvene the Administration of Justice forums.

Remove Police from court security duties in the north of the State.

Commence two new recruit courses as part of the Government’s four-year police recruitment schedule.

Introduce legislation for body-worn cameras for Police, to improve safety for police and the community.

Increase funding over three years to the RACT and the Bicycle Network to grow participation in road safety education programs.

Support the Learner Driver Mentor Program with further funding.

Fund the Rotary Youth Driver Awareness (RYDA) program over four years.

Through Motorcycle Tas, provide $160,000 over four years for education programs.

The Project Plans have been finalised, and the commissioning of consultants has commenced, at both Hellyer College and Launceston College. This investment is part of the Liberals’ $192.2 million in school and TasTAFE infrastructure projects over the next four years.

With the tender released, the preferred contractor is expected to be appointed in September and construction work expected to start on site in October 2018. This funding is part of the Government’s plan to provide students with access to modern and inspiring learning spaces.

The preferred plan has been developed and endorsed, and additional consultation with key community stakeholders has commenced prior to progressing to tender. This will mean the tender will now be let in mid-2019, and will ensure a quality outcome, and that the needs of students living with disability will be met prior to this major redevelopment proceeding.

The tender has been delayed pending the approval of this project through the Parliamentary Standing Committee on Public Works. The Committee will formally consider this state-of-the-art project in October 2018. It is expected the tender will also be released in October.

This project will see both current and future Lenah Valley Primary School children enjoy high quality educational facilities that meet the needs of modern learners, with new classrooms, staff offices and break-out spaces, as well as the redevelopment of existing classrooms to provide contemporary learning environments. All major works have been completed, with minor external works ongoing.

This major project – part of the Liberal Government’s record infrastructure spend on schools – has now been completed.

All works have been completed and the newly refurbished school has been officially opened.

Finalise project plans for science laboratory upgrades for Hellyer College and Launceston College.

Release the tender for Illawarra Primary School - $2.9 million construction of additional learning and support areas, and refurbishment of existing classrooms.

Release the $4.3 million tender for a major redevelopment of the Southern Support School.

Release the tender for Taroona High School for the redevelopment of contemporary learning environments, including music and drama facilities.

Officially open the $3 million Lenah Valley Primary School new general learning areas and staff and support rooms.

Complete $4 million capital works at Tasman District High School – a major redevelopment to provide contemporary learning environments.

Officially open the $1.8 million Somerset Primary School new general learning areas, support space and amenities.

A draft framework options paper will be publicly available for consultation on the Department of State Growth website in the first week of October and feedback is welcome.

A draft Master Plan has been completed and has now been released for public consultation and comment.The Plan will inform investment decisions in our national parks and reserves to meet the needs of visitors and protect our precious local areas.

The toilet facilities and stage one of the car park are open and operational, with the stage 2 car park expansion subject to land purchase. The purchase is in the process of being finalised.

Construction has commenced for a $2.5 million new captive breeding facility for the critically-endangered Orange-bellied Parrot. The first new breeding aviary is expected to be completed in the next few weeks, in time for the breeding season. The construction has created jobs for local businesses and will be fully completed in April 2019.

Tenders have been called for the next stage of works in the Richmond Road masterplan, with upgrades between Malcolm’s Hut Road and Dry Creek. The 10.6 km road works will be completed by mid-2019 and planning for the remaining six sections of the master plan are underway.

The $92.3 million Perth Links Road – the biggest Northern road project in decades – is underway, delivering the final link in a dual carriageway along the Midland Highway from Launceston to the south of Perth. The project will create an estimated 166 direct and 25 indirect jobs during construction.

Preliminary investigations have commenced for road widening and duplication to the Midway Point Causeway, turning pockets for entry and exit from the Tasmania Golf Club, and improvements to Midway Point as part of the Government’s South-East Traffic Solution.

Release draft regulatory framework for on-demand passenger transport sector for public consultation.

Commence public consultation on the Master Plan for Cockle Creek.

Complete new toilet facilities and upgraded car park at Cape Raoul

Commence construction of the new Orange Bellied Parrot Breeding Facility at Five Mile Beach.

The $13.9 billion Infrastructure Pipeline was released on 6 July 2018. It is the first ever detailed Pipeline, and clearly maps out planned infrastructure over the next decade, to enable medium to long-term private investment and employment decisions. The $22 million Huon Highway Summerleas Road intersection upgrade is complete, and was officially opened on 9 August 2018. The project was jointly funded with the Australian Government, and supported 80 jobs during construction, with over 20,000 sub-contractor hours during the life of the project.

Release the Government’s Infrastructure Pipeline, providing a blueprint of future state-wide significant infrastructure investment to support our growing economy.

Complete the Huon Highway Summerleas Road intersection upgrade.

Protecting the Tasmanian Way of LifeSecond Quarter Initiatives and Outcomes

The Community Service Order Clean-ups Project Plan has been approved and is expected to be implemented by mid-2019.

Grant deed has been paid and discussions progressing with RSL (Tasmania) regarding these important events to mark the 100th anniversary of the Armistice which ended the First World War.

A new Funding Agreement was signed on 26 June 2018 to support Keep Australia Beautiful programs in Tasmania, including Tidy Towns, Sustainable Cities, Clean Beaches and the School Environment Awards program.

Consultation with LGAT and other key stakeholders and land managers on the Crackdown on Illegal Dumping Project Plan has occurred. The Illegal Dumping Project Plan has been approved and is expected to be implemented by mid-2019.

Approve the Community Service Order Clean-ups Project Plan.

Finalise grant to RSL (Tasmania) for Armistice events in Tasmania.

Planning is well underway by the Inland Fisheries Service with Anglers Alliance Tasmania and relevant Councils for the new $300,000 program to build and upgrade toilets and amenities at popular fishing locations. Proposed sites identified include Bronte Lagoon, Four Springs Lake, Lake Crescent, Little Pine Lagoon, Penstock Lagoon, Wood Lake, Tungatinah Lagoon, Lake Binney, Bradys Lake and Lake Augusta. Trout fishing in Tasmania attracts over 5000 mainland and overseas anglers each year, and these upgrades also focus on potential venues for the World Fly Fishing Championship in 2019.

The membership of the new Tasmanian Game Council was announced on 22 August 2018. The Council will provide advice to the Minister on hunting and game management, browsing animal management and deer farming matters. $150,000 was provided in the State Budget for a comprehensive statewide census of wild fallow deer which is being coordinated by Game Services Tasmania in DPIPWE, in consultation with the new Council.

The Government has honoured its election commitment to provide additional funding of $1.1 million to our peak bodies, including recognising the RSL (Tasmania Branch) as a peak for the first time. Additional funding includes an increase in core annual funding as well as ongoing indexation, for the first time.

The Agricultural Show Development Grants Program 2018-19 opened on 5 September 2018 and will allow vital local infrastructure to be upgraded, ensuring these iconic community events in our rural and regional communities can continue into the future.

The first grant round under the Fund opened on 6 August and closed on 28 September. The Fund was established as a tribute to the bravery and sacrifice of Edward “Teddy” Sheean during a battle in 1942, and as a representative of the many Tasmanians who have given their lives in defence of this country.

Planning underway for the building of new community amenities at high visitation trout fishing locations in conjunction with the Anglers Alliance Tasmania.

Establish a new Independent Tasmanian Game Council to oversee issues related to game and browsing animals, and commence the State-wide Deer Census.

Recognise the Returned and Services League (RSL) Tasmania as the peak body for veterans.

Commence the rollout of the Agricultural Show Development Grants.

Open up applications for the first round of the Teddy Sheean grant fund for repairs and maintenance to RSLs and support for veterans organisations.

Marine and Safety Tasmania (MAST) has received all necessary approvals for the breakwater, including Reserved Activity Assessment approval from the Parks and Wildlife Service, and developmental approval from the Break O’Day Council. Tender documentation is now under development for the project, which will provide safer launch and retrieval conditions for all boats.

The Grant Deed has been executed and the Hotline was launched on 28 September 2018. In addition, the Government has passed legislation to amend the Threatened Species Protection Act to significantly increase penalties for those who deliberately kill threatened species, including eagles.

The Project Plan has been finalised and approved by the Director of the EPA for legislative amendments. First proposed amendments are expected to be introduced into Parliament in early 2019. The Project Plan has also substantially commenced for more significant amendment and overhaul of EMPCA planned for the introduction into Parliament in 2020-21.

Execute a Grant Deed of $7000 per annum for Raptor Refuge to run a dedicated hotline for the reporting, rescue and timely collection of injured birds.
