In 2012, the Fairfax County Economic Development Authority (FCEDA) worked with 186 businesses adding 8,438 jobs to the Fairfax County economy. Companies in the professional services and information technology sectors dominated the year’s announcements.

The most prominent announcement during the year came from Intelsat, the world’s leading provider of satellite services. It will relocate its U.S. headquarters to the Tysons Corner area of Fairfax County from Washington, D.C., bringing more than 430 employees when it relocates in 2014. Another high-profile announcement came from TASC, which provides systems engineering and decision-support services to intelligence and defense communities and is adding 494 jobs to the county economy.

Of the 186 companies, 138 are U.S.-based businesses. Announcements in 2012 came from healthcare provider Kaiser Permanente, adding 146 jobs with the opening of a Tysons Corner medical center; IT solutions provider Carahsoft Technology, adding 109 jobs; and Fulcrum IT Services, an IT services provider, adding 80 jobs.

Seventeen small, minority-, woman- or veteran-owned companies are among the U.S.-based expansions. The threat of federal budget cuts has caused many employers in Fairfax County and the

Washington area to delay hiring or expansion plans until they better understand the economic landscape ahead. The year ended without any resolution on possible federal budget cuts so the uncertainty continues. This makes the FCEDA’s long-standing strategy of economic diversification ever more important and the FCEDA’s achievements in 2012 all the more remarkable.

In 2012, the FCEDA worked with 186 companies that will add almost 8,500 jobs to Fairfax County’s primary economy. The announcement that garnered the most attention came from Intelsat, the largest satellite services company in the world, which will relocate its U.S. headquarters to the Tysons Corner area and bring more than 430 jobs to Fairfax County in 2014. Importantly, Intelsat’s broadly based global customer base helps ensure its stability—and those of the jobs it will bring to the county.

Fairfax County’s unemployment rate ended the year at 3.7 percent, far less than the state and national averages and a testament to the overall economic stability of the county. This is, in large measure, due to several decades of efforts to diversify the county’s commercial base.

Nevertheless, the work of broadening that economic base continues—as the Intelsat announcement illustrates—and will continue in 2013 and beyond. The perils of being a one-industry town are well-documented, and for that reason the FCEDA works unceasingly to broaden Fairfax County’s economic base beyond government contracting.

The companies that worked with the FCEDA in 2012 will take nearly 2 million square feet of additional office space, which will increase the commercial tax base.

The Fairfax County Board of Supervisors charged the FCEDA with enlarging the commercial tax base, which enables the board to pay for public services for a growing and changing population and minimizing the burden of the expenses of those services on residents. The FCEDA’s focus on an expanded, diversified and sustainable economic base will be a key to stabilizing and building the tax base—and sustaining our quality of life. n

G erald L. Gordon, Ph.D., president and CEO of the FCEDA, has been elected to the board of directors of the Virginia Chamber of Commerce for a one-year term. The chamber announced the appointment at its 2013 annual meeting, held January 15 in Richmond.

“The Virginia Chamber is privileged to have a board composed of the best executive leadership for advancing the economic competitiveness of Virginia,” said Chamber President and CEO Barry DuVal. “Jerry Gordon understands the importance of a strong pro-business climate and brings to the Board a level of expertise and knowledge of the northern Virginia region that will strengthen our organization’s impact on growing Virginia’s economy.”

The Virginia Chamber is the state’s largest business advocacy organization. As the voice for business, the chamber works in the legislative, regulatory and political arenas to act as a catalyst for enhancing Virginia’s economic competitiveness and pro-business climate.

“I am honored to be a member of the Virginia Chamber board,” Gordon said. “Virginia’s reputation as a pro-business state is an important asset for Fairfax County’s business attraction and retention efforts, and the chamber plays an important role in helping guide state policies that make the Commonwealth an attractive business location. FCEDA, Brickwork India host February 11 event in Bangalore to spotlight U.S. market-entry opportunities for Indian companies

The Fairfax County EDA and its Bangalore-based representatives at Brickwork India presented “Business Opportunities in the U.S.: 2013 Trends” on February 11 to highlight U.S. market-entry opportunities for Indian firms in the information technology, software development, aerospace, defense, health

IT, business-process management and mobile communications sectors.

Highlights of the seminar include a presentation by Vivek Kulkarni, chairman, Brickwork India, on business opportunities in the U.S. market. FCEDA International Business Development Manager Asher Kotz spoke on Fairfax County as a gateway to the U.S. market. The event also featured a case study of NEWGEN Software, which is based in Bangalore and established its U.S. headquarters in Fairfax County.

“NEWGEN has been at the forefront of innovation in software products and technology since 1992. We decided to establish our Americas headquarters in Fairfax County and have been in the county since 1998 due to attractive business policies of the county, access to high-caliber talent and a value-added partner network,” said Max Dixit, regional vice president for NEWGEN Software.

“We have recently expanded our office in Fairfax County with more sales, support and delivery personnel, and we also are proud to hire veterans.” n

Rasky Baerlein Strategic Communications to represent FCEDA in Greater Boston, assist New England firms considering D.C.-area expansion

The Fairfax County EDA selected Rasky Baerlein Strategic Communications Inc. to run the FCEDA’s new Boston marketing efforts and work with New England companies considering

expansion to the Washington, D.C., area for business opportunities.

With offices in Boston and Washington, Rasky Baerlein Strategic Communications has become one of the largest independent public relations and public affairs firms in New England. Vice President Patrick Bench, a 1997 graduate of Lake Braddock Secondary School in Fairfax County, and Senior Adviser Edwin G. “Ted” Carr will direct the FCEDA’s Boston office.

“With our deep background and knowledge of the Boston area and New England business and venture capital communities, Rasky Baerlein is uniquely positioned to partner with the Fairfax County

EDA to show companies the benefits that a Fairfax County location can offer as they consider expansion into new markets,” said Rasky Baerlein President Joseph T. Baerlein.

MKW GmbH to run Fairfax County EDA Munich office and work with European companies considering U.S. expansion

The FCEDA selected MKW GmbH to run its Munich marketing office and work with European companies considering expansion to the United States.

Founded in 1994 as an economic research and consulting company, MKW (which stands for “Make Knowledge Work”) today also focuses on knowledge management and information management. CEO Andreas Woidich and Managing Partner Stefan Pommer will lead FCEDA initiatives in continental Europe.

“We are looking forward to a close and fruitful collaboration with the Fairfax County EDA,” Pommer said. “With more than 6,700 tech companies, 140,000 tech jobs and 130 European companies already there, we look forward to showing how Fairfax County has the perfect environment for innovative European companies that are considering expanding in the U.S.” n

Thirty-one foreign-owned firms announced expansions in 2012, including Volkswagen Group of America (Germany), adding 107 jobs; Newgen Software (India), adding 40 jobs; Ascom Network Testing (Switzerland), which develops technologies to analyze mobile networks and is adding 11 jobs; and MobileAccess (Israel), adding 15 jobs. Almost 400 foreign-owned firms from 44 companies maintain operations in Fairfax County.

“For close to 200 companies to announce the addition of almost 8,500 jobs in 2012, while much of the rest of the Washington area continued to struggle economically, is a testament to the kind of economy that we have worked so hard to create in Fairfax County,” said Gerald L. On Location: Springfield/FranconiaThe Springfield/Franconia area surrounds the intersection of the Capital Beltway (I-495), Shirley Highway (I-395) and I-95. In addition to a well-developed road network, the area has excellent mass-transit options, including the Franconia-Springfield Metro Station and two Virginia Railway Express stations.

The Springfield/Franconia area is the largest industrial/flex market in the county, with more than 10.7 million square feet of space. Additionally, more than 5 million square feet of office space is located in Springfield/Franconia. The area has more

than 6.4 million square feet of retail space and 11 hotels. The Springfield Mall is closed for redevelopment, but its anchor stores, Macys, Target and JC Penney, remain open during construction. The National Geospatial-Intelligence Agency’s Campus East complex is located on the north post of Fort Belvoir. Springfield also is home to the Northern Virginia Community College’s Medical Education Campus, which provides training and continuing education in nursing and allied health care occupations. n

What does your company/organization do?OBXtek is an experienced and proven organization that provides IT engineering and support, software development, information security and testing, and project and program management services to federal government agencies.

When was it established? OBXtek started as a marketing consulting venture in July 2008 and incorporated in April 2009 as OBXtek Inc., in order to provide federal government services.

What is the origin of your company/organization name? The “OBX” part of name comes from the Outer Banks beach area in North Carolina. The “tek” part of the name comes from the mission of OBXtek to provide technology that enhances knowledge.

Who owns your company/organization?Bruce “Ed” Jesson is the majority owner of OBXtek.

What is the main business focus of your Fairfax County office? OBXtek headquarters is in Tysons Corner. Our executive management, security, finance, human resources, and recruiting personnel are located in the office and provide oversight and support to our projects and personnel throughout the U.S.

Who are your primary customers? The Department of Defense, federal civilian agencies such as the departments of Labor, State, Veterans Affairs, Transportation and Agriculture, the General Services Administration, the Social Security Administration, and the U.S. Army, Navy and Air Force.
