Shri Bhupendrasinh Chudasama Honorable Minister for Education, Government of Gujarat. Shri Bhupendrasinh Chudasama is in Council of Ministers of Gujarat in 13th Gujarat Legislative Assembly. He is the cabinet minister of Education (Primary, Secondary and Adult), Higher and Technical Education, Food and Civil Supplies, Consumer Affairs and Science and Technology in 13th Gujarat Legislative Assembly. He is a lawyer by profession.

He is a firm believer of Ekatm Manavavaad of Pandit Dinadayal Upadhyay. He has envisage the importance of the Narmada Project for the State and played a

crucial role for the Narmada Dam. Water conservation has been his area of interest. He studied the problems and solved it by experience in the rural area. The best example of that can be seen at Dholka Primary School, where he had developed rain water Harvesting System since 1995. He is pioneer for the Horticulture in the Gujarat State. He established the Horticulture Department, separately from the agriculture.

Shri Dhansukh Bhanderi Chairman, Gujarat Municipal Finance Board (GMFB), Gandhinagar.

Shri Dhansukh Bhanderi is holding Position as a Chairman of Gujarat Municipal Finance Board, Gandhiagar. He joined BJP in the year 1982 and took active part in Yuva Morcha at Ahmedabad. In 1983, he became G.S. of Bhavan’s Science Collage and was elected as Senator in 1986 at Gujarat University. He worked as Co-in-charge of BJP YUVA MORCHA of Saurastra Region in 1990. He was elected as a Counselor in Rajkot Municipal Corporation in 1995 to 2010. He has worked As a Chairman of Standing Committee in Rajkot Municipal Corporation, in 1999.

He was nominated as an Executive Member of Gujarat State BJP Committee. He has also worked as a Prabhari of Porbandar District BJP. He held position as a President of Rajkot Mahanagar BJP during 2003 to 2006 and 2009 to 2012. Currently, he is also working as a Prabhari of Jamnagar mahanagar & Jamnagar District since 2013.

Gujarat Technological University

Dr. Akshai Aggarwal Hon’ble Vice Chancellor, Gujarat Technological University Dr. Aggarwal started his teaching career at Faculty of Technology, M.S. University of Baroda. From 1984-89 he was Professor and Head of Department of Electrical and Electronic Engineering. From 1987-1989, he worked as the Dean of Students. He was also Chairman of Computer Society of India, Vadodara Center during 1988-90. He was active in the Book Bank for poor students and in helping the citizens organize cultural activities.

From 1989-99, Dr Aggarwal worked as Professor and Head, Department of Computer Science, Rollwalla Computer Center, Gujarat University. He was also Chairman of IEEE Gujarat Section and its Computer Society Chapter from 1990 to 1998. For two years 1998-1999, he was Chairman of IEEE India Council.

At University of Windsor, Dr. Aggarwal was recognized as both a passionate teacher and researcher in his field. He has earned numerous awards. At Windsor, when he saw that the economy of the city was bleeding due to high unemployment, he founded Softech Alliance and chaired it till September 2009 so that University researchers and the ICT community could work together with the government to help generate new jobs in the knowledge sector

He joined GTU on 8th June 2010. During these years he has taken several initiatives like Excellence in learning processes by using IT and by bringing together the resources from the large numbers and using them optimally; Making the technology teaching more practice oriented; GTU Innovation Council; Improving the quality of Master’s dissertations; World class doctoral program; The greatest contribution is that the University community has started feeling that it can become an excellence university.

Shri Rajnikant Patel Honorary Director, Graduate School for Smart Cities Development and Advisor (RCSC), Gujarat Technological University

Shri Rajnikant Patel is honorary director of Graduate School for Smart Cities Development at GTU. He is also leading the Research and Consultancy Services Cell at GTU. He is director, Ecotech Consultants, Ahmedabad. Shri Rajnikant Patel is also active as National Consultant to Kalpasar Infrastructure Project, Government of

Gujarat, Gandhinagar, Visiting Faculty, CEPT University, Ahmedabad; Visiting Faculty at PDPU, Gandhinagar; and Chairman I Q Forum for Justice, Ahmedabad, (A Registered NGO). He has received several National and International achievement Awards and Medals for Project Management Consultancy work over 3 decades.

Shri Ramakant Jha Managing Director & Group CEO Gujarat International Finance Tec-City Co. Ltd. (GIFT)

Mr. R K Jha, Managing Director & Group CEO, Gujarat International Finance Tec-City Co. Ltd. (GIFT City), has over 49 years of professional experience in planning, design, project development, execution (including financing), research & development of large projects covering Town Planning, Transportation Planning,

Detailed planning and design of Integrated Urban infrastructure as well and execution of the Projects.

Mr. R. K. Jha was born on 18th July 1945. Mr. Jha is a Civil Engineer, has Master’s Degrees from India, Canada, U.K. and USA with specialization in Transportation Engineering and Project Financing.

His assignments include Head of Transportation & Communication, Dept. of City and Industrial Development Corporation of Maharashtra (CIDCO), New Town Development Authority of Navi Mumbai for over 25 years, Executive Director of the Maharashtra State Road Development Corporation (MSRDC), a specialized agency of the Government of Maharashtra for Transport Infrastructure development in Maharashtra state. A Professor of Civil Engineering at Indian Institute of Technology (IIT), Mumbai, visiting Professor at a number of prestigious national institutions like, Indian Institute of Management (IIM) Bangalore, Delhi School of Planning & Architecture, New Delhi, Railway Staff College, Baroda, etc. President / Executive President of Navi Mumbai Special Economic Zone (NMSEZ) and Project Director of Transportation Infrastructure Business Group (TIBG) of NMSEZ/MSEZ.

His topic for the speech is “Smart City Initiative- A case study of GIFT City”.

Shri Pratap Padode Founder Director Smart Cities Council India

A chartered account by qualification, Pratap Padode, has specialized in financial research when he set up Corporate & Economic Research Centre in 1986 and developed financial models to evaluate corporate performance. He pioneered equity research in India by launching India’s most successful specialized equity

journal. He is the founder of ASAPP Media Information Group and his passion for infrastructure over last 17 years is reflected in the innovative thought leadership through ten specialized magazines, conferences & awards organized in the fields of construction, infrastructure & engineering. Further he is the President of FIRST (Foundation of Infrastructure Research Studies Training) which was set up in 2003, that brings out research reports and newsletters on various infrastructure segments. His research encompasses construction, infrastructure, real estate, economy and finance sectors. He has received the award for his research in the construction sector at CIDC Vishwakarma Awards 2010 at the hands of Dr C Rangarajan, Chairman of Prime Minister’s Economic Advisory Committee. Since early 2014 he has been promoting the cause of “Smart Cities” in India and is now Founder & Director of Smart Cities Council India.

Dr. Sudhir Krishna – IAS (Retired) Former Secretary, Ministry of Urban Development, Gov. of India.

Dr. Sudhir Krishna was a member of the Indian Administrative Service for 37 years, till superannuation in June 2014 as Secretary, Ministry of Urban Development, where he was in-charge of urban planning, infrastructure development and urban transport. He was also Chairman of the Metro Rail Companies of Bangalore,

Chennai, Delhi, Kolkata and Kochi and the Urban Mass Transit Company, a PPP venture.

He has held other senior positions also in the Central Government in the Ministry of Panchayati Raj, Ministry of Fertilisers, Finance Commission and LBS National Academy of Administration, Mussoorie and in the Government of Karnataka, as Metropolitan Commissioner, BMRDA, Principal Secretary, Public Works, Ports & Inland Water Transport, Commissioner of Commercial Taxes, Director Sugar, Divisional Commissioner, Deputy Commissioner, etc.

He holds a PhD in Federal Studies from Jamia Hamdard, Delhi, Master of Public Management from Carnegie Mellon University, Pittsburgh (USA) and MSc (Physics) from Benaras Hindu University. He has published several books and articles on issues relating to public administration, including decentralized planning, public policy and public finance. He is currently chairman of the Expert Committee on determining the Standards for the various components of Smart Cities, set up recently by the Bureau of Indian Standards.

His topic for today’s speech is "Framework for Smart Cities.”

Dr. Chandra Nath Ray Professor, CEPT University, Ahmedabad.

Dr. Chandranath Ray is Professor at Faculty of Planning at CEPT University. He has also held the position of Chairman Academic Affairs, Faculty of Planning for the period of four years. Prof. Ray took the initiative to start a new Post Graduate Program in Rural Planning and remained its head for the period of 2009 to 2013. He

has a Doctorate in Rural Development from Kumaun University, Nainital and Master’s in Sociology from the Calcutta University. He was the recipient of Doctoral Fellowship from Indian Council of Social Science Research, New Delhi at Giri Institute of Development Studies, Lucknow in 1981. Prof. Ray has authored two books and several articles in recognized journals in India and abroad. He has worked on various research and consultancy projects and visited various countries for research purpose. He has been actively affiliated with different universities as examiner for Doctoral and M.Phil. theses in India. He has presented many papers, delivered lectures, organized field research and guided many Doctoral and Post graduate students. He was a Consultant for the Regional Urban Development Office of the USAID, New Delhi during the period of 1995-2000. He has conducted international Training Program in Dhaka, Bangladesh and also in Colombo, Sri Lanka. Prof. Ray has attended international training programs at Asian Institute of Technology, Bangkok and Asian Disaster Preparedness Centre in Bangkok, Thailand. He is interested in understanding human behavior, community organization and issues of poverty, environment, and governance. Personally he likes travelling, photography, making new friends and is a gourmand.

Prof Saswat Bandyopadhyay, Professor, CEPT University, Ahmedabad.

Saswat Bandyopadhyay, is a Civil Engineer with advance qualifications in Urban Planning and Infrastructure Management. His ongoing doctoral research work focuses on Climate Change and Urban Vulnerability in India. He is presently a Professor and Head of Infrastructure Planning program at the CEPT University.

Saswat Bandyopadhyay has over 22 years of experience in the Urban Development sector in South Asia with a focus on City Development Planning and designing of environmental infrastructure. Since 2007, he has been spear heading urban capacity development activities in several Indian JNNURM cities in India, extending support in City development Planning and Infrastructure prioritization.

As a Team Leader, he has been involved preparation and appraisals of several city and comprehensive development plans across various regions of India. He has also leaded the roll out of National Urban Capacity development initiatives such as RTP and RCBH under the JnNURM by Government of India. He has also been involved in several pan-asia pilot initiatives such as Green Cities Toolkit in Asia, Localisation of CIIPP Toolkits in India & Nepal, piloting of Cultural Heritage and Tourism Assets based City Development strategies and Sustainable Tourism Assessment Toolkit for India.

Prof. Saswat has also worked extensively in the field of Urban Water and Sanitation studies in South Asian as well as cleaning up of lakes and water bodies such as Management of Bhoj Wetlands in Bhopal and East Kolkata Wetlands amongst several others. Prof. Saswat has worked in India, Bhutan, Bangladesh, China, Nepal and in Pacific Island Countries.

Prof V. Srinivas Chary Director, Centre for Urban Governance, Environment and Infrastructure Development, Administrative Staff College of India (ASCI), Hyderabad

Prof V. Srinivas Chary is the Director, Centre for Urban Governance, Environment and Infrastructure Development at the Administrative Staff College of India (ASCI),

Hyderabad, India. ASCI is a leading think in India specializes in water and sanitation. He specializes in institutional reforms, PPP and capacity building for improvements in urban service delivery with particular reference to water and sanitation sector. Prof Chary has over 24 years of work experience in the areas of urban governance, urban data systems, service delivery improvement (24-7 water supply), pro poor strategies, PPP and ICT for urban development. He is leading the campaign for continuous water supply (24-7) and open defecation free cities in India and is providing handholding support to service delivery agencies. He was conferred Ashoka Fellowship for this endeavor. An engineer, urban planner and management professional by training, Prof. Chary, had education at University of Pennsylvania, Philadelphia, University of Bradford, UK, and Water Engineering Development Centre, UK. Prof Chary has lead over 150 advisory, consulting and research assignments both in India and South Asia. As a member of the urban sanitation taskforce of the MoUD, he played a catalytic role in the formulation of the National Urban Sanitation Policy of the Government of India. He was a member of the Steering Committee on Urbanisation established by the Planning Commission for drafting approach paper for the 12th Five Year Plan (2012-2017). He is also a global steering committee member of the City Protocol and Smart City initiative of Barcelona.

Prof. Sejal Patel Professor, CEPT University, Ahmedabad

Prof. Sejal Patel is Associate Professor and was the Coordinator of Undergraduate Program in Planning. She has 17 years’ experience in professional practice, research, training and teaching during which she has worked with National, State and Local governments, Multilateral Agencies and collaborated with National and

International Institutions/ Universities. She focuses on professional practice and research on urban development plans and legislations, urban regeneration and gentrification policies, housing policies, urban poor and slum redevelopment programs and collaborative and participatory planning. Her research papers have been well received in International Conferences such as APSA, AESOP, AESOP-YA, NAERUS etc. Her ongoing Doctoral Research from University of Twente, The Netherlands is supported by European Union and focuses on participatory planning in urban regeneration processes in cities of the global south. She has been a recipient of international grants for academic and research activities such as Erasmus Mundus, UKIERI etc. She teaches courses on Builtform and Landuse Planning, Urban Development Laws and Legislations, Housing Project Formulation and studios on Urban Development Plan and Neighborhood Planning. She has undertaken international studios in collaboration with universities in Srilanka, Thailand, Bhutan, Cardiff, etc.

Shri P K Ghosh – IAS (Retired) Chairman, Heritage Committee Ahmedabad Municipal Corporation

Mr. PK Ghosh is a retired Indian Administrative Service officer with over 38 years of experience in various levels of governance. As a municipal commissioner of Ahmedabad, Mr. Ghosh was instrumental in initiating area based urban renewal efforts in Ahmedabad. He is presently the Chairman of AMC Heritage Committee.

Mr. Balakrishnan Elangovan Senior Program Manager, Cities Development Initiative for Asia (CDIA)

Mr. Balakrishnan Elangovan is an Urban Planner and currently working with Cities Development Initiative for Asia (CDIA) as Senior Program Manager in India. He has specialized in the area of Urban Planning, Climate Change and Pre-Feasibility

Studies (PFS) that bridge the infrastructure investment gap and linking with Finance and has an extensive experience in South Asia. As Urban Planner from School of Architecture and Planning, Anna University and also possess educational background of MBA and PG dip in GIS Management from Madras University involved in several Projects and having 27 years of experience in urban management, transportation, Climate Change, Infrastructure planning, slums and livelihood program for resettlement.

CDIA since 2008 in India as key person in bringing all cities into the program network, assistance to Cities for preparation of PFS, linking with finance, interaction with state and city government at crucial juncture, taking Cities to international forum for capacity development and networking including knowledge sharing.

Recent achievements in helping Chennai City for putting up the successful application for selection of Chennai City under 100 Resilient Cities in 2014 as winner among 350 application around the world. Linking

Dr. Rajul K Gajjar has 30 years’ experience of teaching structural engineering. She is Dean of Post Graduate Studies and Research at Gujarat Technological University.

She has held various positions as Joint Director of Technical Education with Government of Gujarat; State Project Coordinator for Canada-India Project; State Project Coordinator for World Bank Aided TEQIP-I. Besides 36 Technical Papers in International and National Journals and Conferences, She has authored a book on Mechanics of Solids with McGraw Hill Education.

Dr. Gajjar is coordinating Research Week since 3 years during which 3000 PG and PhD students of the state are reviewed on their research work, by National and International experts from Foreign Universities, IITs, Central Labs and Industry. She has started PhD program at GTU with 160 candidates in 1st batch and 130 in 2nd batch. She has implemented various innovative initiatives such as first Open Book exam and self-study courses for all PhD students. She has conducted workshops at LDCE, CEPT and BVM on Research Methodology, and workshops at LDCE on Effective Teaching and Outcomes Based Curriculum. She has presented papers at AIT Bangkok, Budapest, Hungary and Singapore. She has also coordinated TEQIP project.

Dr. S O Junare has diversified combination of talent and experience. He has also completed one year FDP in Management with specialization in Financial Management at IIM Ahmedabad. Prior to joining as a Director at MBA Program, Dr Junare was working as a Director of Agriculture Cooperative Training Institute, accredited and funded by NABARD. He has been working in National Council for Cooperative Training, (Govt. of India), New Delhi at various capacities such as Lecturer, Assistant Director / Vice Principal for more than 11 years. He has also worked as a Statistician in Directorate of Economic Research, Khadi and Village Industries Commission (Govt. of India) Mumbai for two years. Apart from one book on “Securitization Act, applicable to Cooperative Banks”, he has more than 50 publications in his credit, published in various journals of repute.

warehouse based logistics hub, Industrial Estates/ Eco Industrial Parks. His Specialty is in ability to conceptualize and design-develop projects from scratch within fixed timeline and budget.

Mr. Omkar Jani Principal Research Scientist (Solar Energy) Gujarat Energy Research and Management Institute (GERMI)

Dr. Omkar Jani is currently the Principal Research Scientist (Solar Energy) at the Gujarat Energy Research and Management Institute (GERMI). He initiated solar energy-related activities at GERMI, and today GERMI provides advisory for various solar and renewable energy-related government initiatives, policy and regulation;

undertakes or supports pilot programs in renewable energy for renewable energy for the Government of Gujarat; conducts fundamental and applied research; and undertakes capacity building at both professional and vocational levels. Dr. Jani is the main architect of the 5 MW Gandhinagar Photovoltaic Rooftop Program that has transitioned rooftop solar programs in India at the megawatt-scale, and responsible of setting up solar technician programs in several ITIs of Gujarat; both these initiatives are the first of its kind in India.

Dr. Jani is a member of the State Advisory Committee of the Gujarat Electricity Regulatory Commission. He is also an advisor to several clean energy-related companies and NGOs. Prior to his work with GERMI, Dr. Jani founded and headed the Kanoda group of companies, which is comprehensive solution provider in the field of solar and smart technologies.

During his research, Dr. Jani has worked on programs funded by U.S. Defense Advanced Research Projects Agency (DARPA), U.S. Department of Energy (DOE), National Renewable Energy Laboratory (NREL), National Aeronautics and Space Administration (NASA) and Solar America Initiative (SAI), and also on collaborative projects with solar photovoltaic companies such as BP Solar and SunPower Corp. Dr. Jani has over 50 national and international journal and conference publications.

Dr. Jani received his Ph.D. in Electrical Engineering from Georgia Institute of Technology with specialization in Solar Photovoltaic Science and Engineering; and his post-doctoral fellowship from the Institute of Energy Conversion, Delaware. His interests lie in high-efficiency silicon and related heterojunction photovoltaics; effective planning and implementation of renewable energy policy; and renewable energy capacity building.

Prof. Dr. N.S. Varandani is a Principal Research Scientist, Environment & Climate Change Research Wing at Gujarat Energy Research and Management Institute

(GERMI) Research, Innovation and Incubation Center, Gandhinagar, Gujarat, India. Prof. Dr. N. S. Varandani has extensive qualitative experience in academics and the field projects. As Professor of Environmental Engineering at L D College of Engineering, Ahmedabad - one of the prestigious technical institutes of Gujarat – he has led the team of Environmental Engineering Dept to solve the varied environmental problems related to water and waste water treatment, control of gaseous emissions, management and disposal of municipal and industrial hazardous solid wastes, environmental impact assessment etc. He has also contributed effectively, through fundamental and applied research in the field of ‘waste – to –energy’. He has supervised more than 100 master degree dissertations and is currently guiding eight Ph. D Students.

He has been awarded with Dr. Vikram Sarabhai Award for Science & Technology, 2009 -2010, for developing ‘Integrated Air Pollution Control System for Cupola based foundries’ of Ahmedabad city.

Through Environmental Engineering Department, he has also filed a patent application for ‘Integrated Air Pollution Control System for Cupola based Foundries’. He has also authored a book titled ‘Basics of Environmental Studies’.

Prof Dr K N Sheth is BE (Civil) 8th in the University, ME (Civil) with a specialization in Environmental Engineering from LD college of Engineering (Gold Medalist of

Gujarat University), PhD in Environmental Engineering – adsorption technology

Prof Dr Sheth is also LL.B (General), LL.B (Special), LL.M (Criminal Law) and PhD in Law (Environmental law) from University School of Law, Gujarat University. He is also MBA from TIU, USA in Marketing Management, MBA in Information Systems and about to complete his PhD (Management) in Human Resource management this year.

Dr Sheth worked in Government for 9 years as Executive Engineer (directly through GPSC), 9 years in industry- as Deputy General Manager (Administration) in Reliance Industries, General Manager in Arti Pipes ltd and reached to the position of CEO – Green Environment Cooperative Society, Vatva. He then entered Academics as a Head of Post Graduate Department of Environmental Engineering in ISTAR affiliated to Sardar Patel University. Prof Dr Sheth has been working as a Principal/Director of GTU affiliated colleges since more than 8 years. Presently he is a Director of Sardar Patel College of Engineering, Bakrol.
