Is it the best of times? Is it the worst of times? Sometimes Dickens still knocks
deep at the cerebral, even deeper at the heart. But to the segment of profession we
belong to, this is surely the power time, the perplexed power time. Are we content
with this power time? This season's scorchy summer with its devilish 43 degree
has imparted anxious agony to environmentalists and pain to the people at large.
But relief has been with the ecstasy of almost no shedding of loads. Our Company
may deserve people's blessings for such uninterrupted supply in metropolis or
suburbs or the minimum shedding in rural arena.
But Charles Dickens's masterpiece sometimes reminds us whether such cozy &
illuminated reality show of power bears the dreadful darkness on other facet. If
you have enough inputs (read your own generation), you highly deserve the
ambience of no shedding. If you lack, shedding would be showered as the natural
consequence. Alternative is there. Buy power at high costs, Rs 6, 8, 10, if you
have penny in your purse. And you may recite too that no Power is costlier than
No Power.
But if you haven't? If your exchequer doesn't favour you. What may be your
option? Behind the scene are there camouflaged advisors pushing you &
governance to the revolving stage of reality show with cunningly crafted scenes
and scenarios - but not to be seen by the audience because of the total darkness oi
pauperism of advisory-to-governance and bankruptcy of exchequer.
Let there be light, but to be visible by the inner eye.

AGENDUM - I : Discussion on precarious working
condition of the Site Engineers
Resolution :
1. Arranging necessary men and materials to the field
units along with a structure and system which is
conducive for delivery of the service, i.e., re-
assessment of infrastructure.
2. Responsibility of any lapses must not be passed
on the field engineers only.
3. Engineers should not be unnecessarily harassed
in the name of vigilence enquiry.
4. Mobile Phone to be given to the Civil Engineers
of Circles/Sites.
5. Turnkey order system to be reviewed as these
are inviting sub-contract systems and there by
reduction of quality of work.
6. Transfer order of class-I officers should not be
signed by the officer below the rank of the Director.
7. Restoration of earlier structure in both Transmission
and Distribution field which is conducive for smooth
functioning of fast enhancement of consumers'
strength and network.
RESOLUTIONS ADOPTED IN 51st ANNUAL GENERAL MEETING, 2012
AGENDUM II : Discussion on Repartition/Absorptionof Engineers on deputation in WBSETCL
Resolution :
1. The house opined that the matter of absorption
of WBSEDCL employees in WBSETCL should be
decided after discussion with all stakeholders.
2. Employees' past service benefit should be
protected.
3. Employees' right to repatriation to parent
organisation cannot be denied.
AGENDUM - III : Discussion on introduction ofdecentralised voting system for the election of officebearers and CEC members of WBSEBEA
1. A committee will be formed by CEC to formulate
details of the procedure, which will have the prime
objective for ensuring maximum participation,
including suitable alternate provision such as
electronic voting system. The same committee
will also explore the tenur of new committee
formed by new system of voting.
2. The CEC will place an agenda for approval of
new election process and suitable amendments
of the constitution of Association in next AGM.
The 1st meeting of CEC for the year 2011-12 started
at 14.30 hrs. Er. Samir Das, President, WBSEBEA
welcome all the members present in the meeting.
Er. President invited the house to start agenda
wise discussion and requested Er. Secretary to
intimate present development to the house.
AGENDUM - I : Up to Date Developments
l Er. Secretary welcome the new CEC and the
Zonal Secretary / Members present from different
Zone and started up to date Developments.
l He briefed that the EA has communicated the
CMD about the Resolution of the AGM and the
newly formed committee.
l He said that before AGM, EA meet with the CMD
and all the Directors and stressed on the key
issues of different site problems, man power
planning, Vigilance cases, Recruitment etc.
l He appraised the house that as learnt extension
of service will be stalled shortly at Generation
wing. Immediately EA sit with Director (Gen.) and
requested to stop the extension of service and one
letter will be submitted shortly in the above line.
MINUTES OF THE 1ST CEC MEETING OF WBSEBEA, HELD ON 28.04.2012
l He appraised the house about the problem of
Er. Samaresh Roy, Ex. SE retired from SLDC
lastly attached at Howrah Zone. He previously
submitted one application for change from CPF
to GPF which is pending for long days. One
committee was formed and they have already
submitted the report. EA will meet with Director
(HR) regarding the above issue shortly.
AGENDUM - II : Option from WBSEDCL to
WBSETCL and vice versa
l Er. President requested Er. Secretary to narrate
about the above agenda.
l Er. Secretary firstly appraised about the Gazette
notification issued on 29.03.2012 where stated
that all transfer of Personnel from the Board to
WBSEDCL shall be provisional for a period of 6
years from the transfer. Er. Secretary narrated
the recent option form circulated to the Employee
of WBSEDCL who are deputed at WBSETCL. He
narrated that one committee is there for the above
transfer. Again two sub-committee were formed,
namely, HR Committee and Finance Committee.
Both the committee will submit report to the main

Committee. HR sub-committee called EA informally
to submit the views of the Association. In the above
meeting attended by EA told that they will discuss
the issue and intimated accordingly. Afterwards after
discussion with the available CEC, one letter
already issued to DIR (HR) stating that all the related
papers and the report of the sub-committee should
be submitted to EA then only EA can submit their
views.
AGENDUM - III : Review of Restructuring of
WBSEDCL and WBSETCL
Er. Secretary pointed out the recent problems of
maintenance of steady power supply and delay in
attending the breakdown work after abolition of O&M
Sub-Division. After threadbare discussion in the
CEC, it is decided to form the two committee, one
for WBSEDCL and one for WBSETCL to suggest the
proposed structure. The committee will submit the
report in the next CEC.

AGENDUM - IV : Lateral Entry and Extension
l Er. Secretary briefly narrated the above issue and
informed the house that EA already protested the
above issues during discussion as well as submitted
letter to CMD and demanded for investigation as
well as the performance of the engineers through
lateral entry. EA also protested the extension of
employee and demanded investigation about the
benefit achieved through extension.
AGENDUM - V : Appointment of Auditor
l Er. Treasurer pointed out that last few years
M/s. Dhar & Co. audit our accounts. He is very much
aged and not working properly. House agreed to
change the auditor. Er. Treasurer submitted one
name of Pratip Kalyan & Associates (FCA) for
appointment of auditor at the same financial
involvement. House approved the above proposal.
l Er. Treasurer also pointed out that at present
there is no PAN No. of our EA without which some
companies can not give any advertisement as per
present rule. House requested Treasurer to take
up with the auditor about the future burden / help
EA can received and accordingly action may be
taken.
AGENDUM - VI : Formation of different Sub-
Committee and Co-opt members
l Er. President requested Er. Secretary to briefly
narrate about the agenda.
l Er. Secretary placed the name of different sub-
committee and the co-opt members. After
threadbare discussion in the CEC the names was
finalaised and which was printed in page no. 2 & 3
of this bulletin.
AGENDUM - VII : Review of Election Process
l The issue is discussed and further detailed
discussion will be made in the next CEC for
formation of Sub Committee for recommendation
regarding review of election process.
AGENDUM - VIII : Miscellaneous
l Er. Madhu, Zonal Secretary 24 Parganas (North)
Pointed out some fixation problem. One Batch of
(F&A) officers joined in 1998 have received more
salary than one batch of engineer joined in 1997
due to some fixation problem. Er. Secretary assured
to take up the issue with the appropriate authority.
l One Circular issued by The Director (HR) Vide
O.O. NO. 386 dated 06.12.2010. There are some
ambiguity in the circular for which EA can write
letter to the Director (HR) to protest and demand
clarification.
l Er. P. Nayek placed the issue that at present the
panel for promotion from SE to Addl. CE had
already been exhausted and interview should be
cal led immediately based on the vacancy
position. Besides above one panel of SE already
prepared but order not issued. Promotion scope
to be increased in case of engineers like (HR&A),
(F&A) wing.
l Er. Tikader, Zonal Secretary of Salt lake Zone,
placed one issue that they are joined on 2005 as
contract but A.E. benefit given on 2006. He
requested EA to consider the training period as
regular service. He also requested EA to inform
to the incumbent who are unsuccessful should
be informed about their defects.
l In some CE post, Junior Addl. CE act as CE and
in some cases though they are CE but placed in
the post of addl. CE. Immediate action must be
taken particularly in the WBSETCL.

l Er. B. Pandit pointed out that recently 50 to 125
KVA, consumers now apply in the RM office but
no infrastructure are there.
l Er. R. Islam pointed out that some engineers
posted in the charge of Division in Transmission
wing before restructuring but they are now posted
at area office or head office. Recently Er. Milan
Mukherjee, DE, Durgapur area Office are now
transferred to Gokarna Sub-Div. EA is requested
to take the issue in general.
l In WBSETCL/WBSEDCL some Engineers goes
outside for inspection of materials /equipments
where only Rs. 300.00 is allowed for fooding
which is very less. EA should take up the issue.
l House approved the reimbursement of mobile call
charge of the actual subject to limit of Rs. 1000.00
for the President and Secretary, WBSEBEA.
l Er. Barun Biswas, DE (Com.), Malda pointed out
that he is serving four years at Malda and again
posted at Malda Division. He requested EA to look
into the matter.
l Meeting ended with vote of thanks to the chair at
6:00 PM.
The 2nd meeting of CEC for the year 2011-2012
started at 14.30 hrs. Er. Samir Das, President,
WBSEBEA welcome all the members present in the
meeting.
Er. President invited the house to start agenda
wise discussion and requested Er. Secretary to
intimate present development to the house.
AGENDUM-I : Confirmation of minutes of 1st CEC
meeting held on 28.04.2012
l The minutes has been accepted by the house with
the following correction
1. The name of the BFT Committee at page-3 :
a. Convenor should be read as Secretary.
b. Er.Minarul Islam Should be read as Er. Md.
Minarul Islam.
2. The name of the MAS Committee at page-4 :
a. Er. Hapshar Rahaman Should be read as Er.
Hafsha Rahaman.
3. The Miscellaneous column of page-6, in the line
just before last line a. Training period should be
read as Contract period.
4. The name of newly appointed Auditor of Agendum
5, will be read as Pratip Kalyan & Associates (FCA)
instead of Pratip Sanyal & Associates (FCA).
AGENDUM - II : Up to Date Developments
l Er. Secretary welcome the CEC members and the
Zonal Secretary / Members present from different
Zone and started up to date Developments.
l He briefed the case of Er. Palash Mazumdar, AE,
WBSETCL. EA sit with the GM (F&A) and
ultimately sit with the MD,WBSETCL and he
assured to rectify the problem of Er. Palash
Mazumdar.
MINUTES OF THE 2nd CEC MEETING OF WBSEBEA, HELD ON 26.05.2012
l EA Sit with the MD, WBSETCL and discussed
the following points :
a. At present order of class-1 Officer signed by
GM (HR&A). EA protest the above.
b. In WBSETCL Visiting card allowed only for SE
& above. EA requested to allow the same for
all Class-1 officer in line with the WBSEDCL.
c. In WBSETCL one Engineer recruited through
lateral entry as Head (IT). But as seen that
again one retired Person engaged to help
Head (IT).
EA issued one letter to MD, WBSETCL also
covering all the above points.
l EA Sit with the Director (HR), WBSEDCL and
discussed the following points :
a. At present there are no manpower planning
in the company. No manpower recruited as
per Budget.
b. EA strongly protest against the advertisement
of ED (Projects).
EA also issued one letter to Director (HR),
WBSEDCL also covering all the above points.
l He appraised the house that all the letters of the
EA are posted in our Website : www.wbsebea.in
and he also requested to all the members that
any member can give their valued suggestion in
our website or the mail ID of the Secretary,
WBSEBEA : [email protected].
l He appraised the house regarding anomaly of
selection of Division in the prize award ceremony.
Initially the two Divisions namely Ghatal &
Diamond Harbour Division selected for Prize as
intimated through letter. Afterwards at the last
moment intimated over phone that they should

not come for prize for which the respective
Divisional Managers are very much insulted. EA
intimated the same to the Director (HR) in writing
and wanted to know the method of selection.
l He appraised the house that two nos. committee
formed for restructuring, one in WBSEDCL and
one in WBSETCL. He requested the two
convenor to submit primafaci report within 30th
may so that same may be discussed in the
proposed meeting with CMD on 30.05.2012.
AGENDUM - III : Review of Election Process of
WBSEBEA
Er. President requested Er. Secretary to narrate
about the above agenda.
l The issue is discussed in details regarding
different methodology and further detailed
discussion will be made in the next CEC for
formation of Sub Committee for recommendation
regarding review of election process. All the Zonal
Secretary & members requested to think over the
issue and nominate the name in the next meeting.
AGENDUM - IV : Submission of Review Committee
report i .r.o. Re-structuring & re-forms of
WBSEDCL and WBSETCL
l Convener of both the committee submitted the
Draft Report regarding review of re-structuring.
The Zonal Secretaries & C.E.C. members present
in the house submit their valuable opinion. As
decided that the report considering all the
opinions to be submitted at the earliest.
AGENDUM - V : Lateral Entry and Extension of
Retire Employee
l Er. Secretary briefly narrated the above issue and
informed the house that EA already protested the
above issues during discussion as well as through
letter to CMD and demanded for investigation as
well as the performance of the engineers of lateral
entry. EA also protested the extension of
employee and demanded investigation about the
benefit achieved thro' extension.
l E.A. also meet with MD, WBSETCL & protest the
above issue and one letter also submitted. But it is
observed that they are working in their own style
without any cognigence to our letter. After
discussion in the house as decided that one strong
reminder letter to be issued to MD, WBSETCL.
AGENDUM - VI : Appointment of Auditor &
application for PAN
l M/s. Pratip Kalyan & Associates (FCA) met with
the Association and after discussion with the
Auditor, appointment order already placed to the
above Company. As per advised of the Company,
one letter issued to the previous Auditor M/s. Dhar
& Co. for their no dues certificate.
l Regarding PAN No. of our EA without which some
companies can not give any advertisement as per
present rule, the issue was discussed with the
Auditor & he assured that he will arrange for the
PAN No. of our EA
AGENDUM - VII : Program for the Zonal Meeting
l Er. Secretary pointed out that all the Zonal A.G.M.
should be started from the next week and all the
meeting should be completed within July, 2012.
l Er. Secretary requested to al l the Zonal
Secretaries fixed up the date accordingly &
int imate wel l in advance so that C.E.C.
representative can be present in the Zonal A.G.M.
AGENDUM – VIII : Miscellaneous
l One panel for promotion from D.E. to S.E. has
already been done long ago but promotional order
not yet issued. ER. Secretary assured to take up
the issue with the appropriate authority.
l It is observed that Junior Addl. C. E. has been
posted in the charge of Chief Engineer in
WBSEDCL though there are already paneled
Chief Engineer. The matter should be look into
with due importance.
l As noted that Rammam & PPSP are not getting
proper H.R. allowance though both are very
remote places and no such infrastructure is
available in the above area. ER. Secretary
assured to take up the issue with the appropriate
authority.
l One Office Order issued by G. M. (HR&A),
WBSEDCL with the direction to report Sri Das to
S.E., Malda Testing Circle. Though in the set up
there are no such provision which should be look
into by the E.A.
l Er. A. Biswas stated that the Testing Wing for the
Hydel should be opened immediately & secondly
pointed out that Er. Dilip Bose, Ex-Chief Engineer
after retirement again posted at Chief Executive
Officer in our regular Chief Engineer post. House
strongly opposed the above & requested to
C.E.C. to look into the matter.
l Er. R. Islam pointed out that some engineers
posted in the difficult Zone. EA should write a
letter to Director (HR) that Engineers posted at
difficult Zone should be transferred within three
years.

l Er. Md. Minarul Islam, Member of Gratuity Fund
of WBSETCL pointed out that in the first meeting
main discussion was regarding the investment of
the money so that Members can get all the facility
& Company will also be benefited. As decided by
the Management Committee that the money will
be invested in LIC where only the Engineers’
Association protest the above. He also intimated
in the house that the next meeting will be on 6th
June, 2012.
l Er. Bibhash Bhattacharya, Member of CPF
Trustee Committee, WBSETCL pointed out that
there are two committee namely GPF & CPF
Trustee Committee & placed the house that the
new Engineers joined in the WBSETCL should
get the same facil ity l ike the Engineers of
WBSEDCL posted at WBSETCL on deputation.
The House also are in the same opinion.
l Meeting ended with vote of thanks to the chair at
6:00 PM.
Next CEC meeting will be held on 30.06.12.at 14:00 Hrs.
Introduction
Technologies have evolved over a period of years,
and so have meters. Today Energy meters are not
just a measuring instrument, rather a powerhouse
of information. Energy meters are necessary in every
part of a distribution system and the Indian Power
Sector has felt the need for installation of meters on
all distribution transformers (DT) as a part of its drive
for 100% metering. Meters are primarily meant for
measuring the energy flow and the idea behind
installing meters on DTs is to find out how much of
energy has been sent out from the DT to the group
of consumes connected below a DT and arrive at
the loss for each DT. In this way high loss DTs can
be identified for corrective action. All this is well
known. Perhaps what is not widely known is that
meters on DTs can serve a much wider role like
monitoring the loading and overloading of the DT,
the degree of unbalance in the DT and many other
such measurements which provide an insight into
the operation and maintenance of the LT distribution
system. To realize these benefits from a DT meter, it
is necessary to first visualize the DT meter as a data
logger and then work out the data logging
requirements for obtaining these benefits.
Electronic Meters
Four important differences between an electronic
meter and electromechanical meter are that in
electronic meters one can:
l Log load survey data
l Measure and log multiple parameters
l Record illogical electrical conditions or events
(called tampers)
l Extract the logged data electronically
CONCEPTS AND APPLICATION FOR DT METERS

The most relevant, particularly in context with DT
metering is the capability to log load survey data for
multiple parameters. Typically load survey data
logging is done at half hour intervals. That is, the
meters can log data for every half hour interval and
electronics makes it possible that any electrical
quantity, including energy (kWh) can be measured
and logged by the meter. The data so logged by the
meter is stored in the meter memory and can be
extracted in the normal meter reading process by
use of a hand held device or CMRI1. At the end of a
month when this data is extracted, there is actually
a large volume of data which the user rarely makes
use of in an effective manner.
But why the user rarely uses this data?
The reason why the user rarely uses this data is
because the data logging features asked for by the
user to the meter supplier is rarely purpose oriented,
and the user looks at the energy meter as an energy
measuring device and gives importance to only the
energy data while perhaps either ignoring or giving
little importance to everything else. If the user does
not use the data logged by a meter, the meter is as
good or as bad as any convent ional
electromechanical meter of yester-years which
simply logged kWh. The benefit of an electronic
meter is therefore never fully realized.
Distribution Transformer Meters
Distribution transformer meters are those meters
that are installed at the LT side of distribution
transformers. These are typically 3 phase 4 wire CT
connected LT meters. It is necessary to note that
all distribution transformer meters are installed at
the LT side and not on the HT side of distribution
transformers. The reason is that (i) installation is

convenient without need of PTs (ii) measurement of
unbalanced phase to grounds loads in LT side is
possible (iii) 4 wire meters can be used to measure/
monitor the unbalance.
l What is the reliability of supply for the DT in terms
of hours of supply and number of interruptions?
l What is the number of times fuse has failed in
the HT side of DT and how long it has taken to
be restored?
l What is the number of times the DT has been
subjected to a jerk of currents due to a
downstream fault?
l This fault has affected which phases and what is
the type of fault?
And of course, what is the energy sent out by the
DT so that we find out the loss in the LT system, and
loss in the HT system (between the 11 kV feeders
and groups of DTs below it). Surely if we can find
out the data logging needs to obtain the above
information, we can work out the funct ional
requirements.
For a DT meter. And, it may be seen from above
that if at all the DT meter can deliver the above
management information, its utility is far beyond a
simple energy meter.

Needs For Distribution Transformer

c) For revenue protection & DMS
Meters installed on DTs can be of great use, only if
they are read unfailingly on a regular (monthly) basis.
Let us now examine the general needs for a DT
and not merely metering needs. Because, if we
examine the needs for DT metering, all one can think
of is simply measuring the kWh and may be kVARh
but little else. If we imagine we are logging data for
a DT we would surely be interested to find out the
following:
l Is the DT overloaded, and if so, what is the
duration of overloading?
l What is the trend of overloading in the DT so that
up-gradation can be planned in time?
l Is the DT unbalanced, and if so what is the
measure of unbalance so that the unbalance can
be corrected?
l What is the neutral current on the DT?
l What is the minimum and maximum reactive
power drawn from the DT so that fixed or switched
capacitance can be planned?
Role of distribution transformer meters (DT
meters)
The role of distribution transformer (DT) meters is:
l Determining the extent of overloading: There
are two parameters important to determine the
overloading effect on a DT. They are the peak
loading in kVA and duration for which the loading
has exceeded the nominal kVA rating (or any pre-
decided percentage of its nominal rating). Hence,
logging the kVA for each ½ hour period is
necessary for this purpose. This kVA can be
obtained in case either kVA is logged, or in case
kW and kVAr (both) are logged. Once the peak
load & duration of overloading of a transformer
can be obtained, one can obtain the month to
month trend of loading and overloading. Advance
action for planning up-gradation for the DT can
be obtained from this trend information.
l Underloading of distribution transformer: It is
not only the overloading, but the under-loading
of DTs that is important in distribution system

management. Very lightly loaded DTs are the
cause of higher (avoidable) technical loss in a
system (because their no load loss figures
prominently). In the very first month of monitoring
the DT loads the following were the observation:
l Unbalance in DT: Unbalanced loading of DTs can
cause
v Damage to transformers
v Low voltage at consumer end in affected
phases
v Avoidable loss (due to unbalance) in LT
systems
Data logged by DT meters can provide an
indication of the degree of unbalance in the LT loads
connected to a DT. Conventional methods to balance
the loads on a DT are to f ind out how many
consumers are connected to each phase, measuring
the phase wise currents during peak load etc. None
of these however can give information to balance
the loads on a DT because balancing the number of
consumers may not lead to balancing their loads,
and unbalance during peak load may not be an
indication of unbalance for the entire day or month.
A more useful information is the phase wise current
duration curves, which give a measure of the phase
currents together with duration of time. In addition
to above a measure of phase wise unbalance (in %)
can be obtained for each phase by summating the
weighted unbalance for each ½ hour interval. This
will give a value in terms of percentage like R phase
120%, Y phase 85% & B Phase 95%. Hence
approximately 15% of loads should be shifted from
R phase to Y phase and 5% of loads should be
shifted from R phase to B phase. All this is possible
if phase-wise currents are logged by the DT for each
½ hour interval. Now, since the kW & kVAr is being
logged, if one were to also log the phase wise
Voltages corresponding to the phase-wise kW & kVAr
values, then one can surely obtain (by computation)
the phase-wise currents for each ½ hour interval.
Hence, the data logging requirements for the DT
meter is load survey value for Voltage, kW and kVAr
for each phase during the peak kVA of each ½ hour
interval.
l Neutral current: Quite often it is assumed that
the neutral current of a DT is small or negligible.
This might not be the case even if the currents in
all three phases are balanced. The neutral
currents are caused due to magnitude and power
factor unbalance of the phase currents and can
be (theoretically) as high as the phase current
itself. If one were measuring the kVA, kW and
kVAr for each ½ hour period, one can obtain not
only the magnitude but the angle of the respective
phase currents. By vector addition of these phase
currents one can arrive at the neutral current of
the DT. When one does this, one may in for a
surprise because the reality is, the neutral
currents in many of the DTs are substantially high
and need corrective action like balancing loads
and improving the earthing of transformers.
l Reactive Power: Providing reactive correction for
the distribution network is often a concern for
distribution utilities. Assessing the capacitor
requirement and the capacitor placement is often
done by complicated software. An easier option
is to f ind out the base & peak capacitor
requirement for each DT from the kVAr data
logged by the DT meter. This is by far easier and
more reliable than theoretical computations. The
DT meter also provides this data.
l Reliability supply for the DT: Reliability of supply
for a DT can be expressed as no. of hours of
supply and no. of interruptions of supply to the
DT. This information can be obtained from the
phase-wise voltage recorded by the DT meter,
as shown below:

l Fuse Failure in HT side and restoration time:
The voltage data can also be used to determine
the fuse failure (in HT side) and time taken by
maintenance team to restore the fuse. When the
fuse in the HT side of a DT fails, then the sum of
voltage of other two phases is same as the
voltage of the healthy phase.

l Faults on LT side of a DT: The LT system is
prone to the highest number of faults in the
entire power system. Unfortunately, DTs have
neither relays not switchgear (except fuses) in
the LT side. As a result the fuse blows if the
fault is severe enough. But most faults in the
downstream of a DT are of a temporary nature
and are not that severe enough to cause the
fuse to blow. Now, since half hourly data is
being logged for the peak kVA conditions, the
faults in the LT system, even if they are of a
minor nature cause a surge in the DT load and
this surge is captured and logged by the DT
meter because it will surely correspond to the
peak kVA during a ½ hour interval. A unity PF
surge will indicate a resistive fault (like tree
touching) and a low PF surge will indicate a
reactive fault like flashovers and short circuits.
Whenever a fault happens, the voltage of the
concerned phase is reduced. Hence, if we were
to filter out the ½ hourly data for ½ hour intervals
in which voltage was normal and ½ hour
intervals for which voltage of any phase was
less than (say) 160 Volts, one would obtain (a)
the loading, unbalance, neutral current, reactive
demand etc. for normal operating conditions
and, (b) the number of incidents during fault
conditions. After all, one expects the load on
DT, neutral current and phase unbalance to be
temporarily high during fault conditions and we
do not want to mix up this information with the
normal operating information of the DT.
l DT-wise Energy accounting: Needless to say,
measurement of the energy (kWh) by the meter
is of course a requirement. Hence kWh needs
to be measured by the DT for each ½ hour
interval. This energy can be used for assessing
the loss in the LT system and the loss in the HT
system.
DT meter project in WBSEDCL
Using these above concepts, under R-APDRP
project, WBSEDCL is installing huge DTR meters in
town areas apart from earlier installed in other
geographical areas of interest under APDRP scheme
to introduce accountability of energy from upstream
location to consumer premises. The challenges
faced however, are, how to ensure:
v Meters to be supplied to the desired functional
specifications.
v Meters to be installed in time
v Meters to be installed correctly
v Meters to be read timely
v Data from meters to be processed and analyzed
in time
v Useful MIS reports understanding and application
v Maintenance of Meters
Conclusion
A meter on a distribution transformer can provide
a range of information on the loading conditions of
the transformer, reliability of supply, occurrences of
faults and response of maintenance team for
repairing/replacing fuses, and of course the energy
and loss for the DT and loss for the 11 kV feeder (up
to DTs). To realize these benefits one need to look
at the DT meter as a ‘data logger’ making full use of
the potential of electronics, rather than look at it as
a ‘simplistic energy meter’. If one can do so, then
the DT meters serve as the ears and eyes of a
distribution system, provided they are specified
appropriately. Deriving MIS from the data logged by
a DT meter is not at all an easy task. A single meter
logs a large volume of data, and services of any third
party or agency who can read all meters regularly,
analyse the data and provide timely MIS is perhaps
necessary and therefore recommended keeping in
mind that DT meters are watchdog to the health of
your electrical system.

Sir,
This letter is being placed before you in reference
of our earlier letter on the above mentioned subject
citing our grievances on the practice of inducting
outsiders into regular Senior positions of our
organization through 'Lateral Entry' and allowing
Extension of Service of retired Engineers/Employees.
Lately, it has come into our notice that an
advertisement for Lateral Entry in the post of
Executive Director (Project) has been published in
a local Daily. It is unfortunate that even after placing
our grievances such instances are taking place with
one event happening recently, wherein, the former
C.E (Hydel), has been inducted as CEO even after
his retirement. It has been brought in the notice of
our esteemed management earlier also that such
incidents are demotivating for the existing engineers
and will also affect the Succession Planning of the
organization in the long run.
We suggest that said Executive Director (Project)

With reference to our earlier discussion held in
your chamber on 04/05/12, we would like to request
you to recall our demand placed before you. We had
requested you on that day for solving the following
problems.
1. Salary deducted in respect of Sr i Palash
Majumder, AE in the month of April’12 & changed
the date of joining in the salary slip of the above
month may please be set right and action to be
taken against the delinquent employees and
officers.
2. Any office orders/circulars or transfer orders in
case of any class-I officers should be under
signature of the Director (HR&A). This is for
healthy industrial atmosphere of mutual respect
in the organisation.
3. Facility for providing visiting card to all Class-I
officers in WBSETCL according to the earlier
Circular and fixing up responsibility who had
ordered to curtail the same.
4. Re-employment order of Sri Sunil Debnath [Ex
AGM (F&A), WBSEDCL] who had been re-
appointed after retirement for helping the Head
IT who herself is an expert and come to this
organisation through lateral entry to be withdrawn
immediately.
5. Same status like chamber, vehicle, phone and
other facilities to be provided for the officers of
same rank in all streams.
6. No post of Chief Engineer and Additional Chief
Engineer should be kept vacant.
Already ten days passed away and we observed
that not a single action has yet been taken from your
end. On the other, same activities are going on in
respect of signing transfer order of different class-I
officers. One of such office order no.191/2012 dated
: 10.05.2012 is mentioned for your ready reference.
We already mentioned that General Manager is
equivalent rank of Chief Engineer, so, he cannot sign
order for any Chief Engineer or any Class-I officers.
This is simply one type of humiliation.
We are also requesting you please create
separate structures for both test ing and
communication wing with separate manning,
administrative control and accounts at the earliest
for smooth functioning accordingly.

At the very outset we would like to convey our
regards to you for given us your valuable time for
l istening of our grievance. In the l ine of our
discussion, we are giving the following points for your
kind perusal and necessary consideration please.

l Proper (O&M) activity demands reopening of Sub-
Divisional Offices which should be given top most
priority. Presently there are severe crunch of
manpower to supervise H.T. (O&M) activities
which is growing very fast with addition of new
Sub-Station, Network & Customers.
l Immediate processing to fill-up the prevailing
vacancies of 3 nos. C.E (including one which will
fell vacant on 31st May, 2012) & Addl. 7 nos. C.E.
(including three nos. who will be posted as CE)
as per sanctioned set-up. The matter appeared
to be got delayed unnecessarily, causing expiry
of panel of Chief Engineers on 18.05.2012. Apart
from this 4 nos. CE and 3 nos. Addl. CE will be
retiring by 31st March 2013. The process of
interview to be started accordingly.
l Engineers should be posted as per their
designations. Presently two Chief Engineers,
namely T. K. Ghosh Chowdhury and Bipul Kr.
Biswas are working in the post of Addl. CE.
l Placement of A.M. (F&A) at all the Divisions
including those is opened recently. Special
attention is invited to provide minimum quality
staff at newly created Divisions. It is seen that
the same has not been followed in case of newly
created North Malda Division.
l Prevai l ing Manpower Planning vis-a-vis
recruitment performance demands profound
activity for which accountability may be brought
by f ixing target to the concern Manpower
Recruitment Cell. This will be in line with target
given to the site Officers / Site In-Charges who
are the most sufferers and are accountable to
Company as well as to the customers.
l Large number of Customer Care Centers is
operating with acute crisis of manpower. This
results no supervis ion of work done by
contractors. Priority for providing staff as per
sanctioned set-up at CCC & Division level has to
be ensured for efficient operation of the Business.
l Promotional Order from D.E. to S.E. is to be
issued without further delay.
l The option for transfer from CPF to GPF in
respect of Er. Samaresh Roy who has been
retired from service 10 months back should settle
immediately.
l The recent transfer order of Er. Aforoj Ahamed to
be cancelled immediately.
l Review of Vigilance cases i.r.o. Er. Rathin Ghosh,
Er. Subir Mukherjee, Er. Paresh Chandra Routh,
Er. Pinaki Bhusan Bakshi who were the victim of
the circumstances.
l Any unintentional mistake in discharging duties
should not be brought under the purview of
Vigilance case which creates fear-psychosis and
becoming detrimental to the congenial working
environment. Some recent such cases need to
be reviewed.

Note of discussion held between CMD and
WBSEBEA held on 30.05.2012
1) Lateral Entry : From the very inception of this
method of manpower recruitment, our Association
has been opposing the same. During our
discussion with you, we had mentioned that our
organisation is rich with around 1200 working
engineers who were recruited and promoted to
different posts through various screening tests
and with the passage of time they acquired vast
experience in This Industry. So, their experience
and expertise can never be lesser than that of
any person from Other Industry. So, we think
that searching for a suitable candidate among our

internal Human Resource is better method rather
than filling up of different higher posts with
candidates from outside the organisation. Again
from our past experience we have seen that those
who were recruited through lateral entry from
outside are neither good performers nor good
managers. So, we are once again requesting you
to stop such lateral entry for the betterment of
WBSEDCL.
2) Abolition of Distribution Sub-Division :
Distribution Sub-Divisions were created by our
predecessors after rigorous experiment in the
field of distribution of electricity. This was a
proven structure. Abolition of this Sub-Division
was the greatest blunder in the history of this
organisation. If the thing is not taken care with
priority basis, the days are not in far when the
whole network of WBSEDCL will collapse. At the
same time contractors will continue to loot our
hard earned money in the name of maintenance
without proper supervision. We are also against
the outsourcing of the operation and maintenance
of 33/11KV sub-stations.
3) Creation of Town Division : We have mentioned
during our discussion that creation of town
division by abolishing the CCC in the town will
create problem rather than better service for town
consumers. We have suggested that everywhere
the service can be made better by dividing all big
divis ions to smal ler one with specif ic
accountability. One such Town Division was
created at Asansol, Burdwan which failed to yield
any result and the idea of creating Town Division
was given up by the Company.
4) Recruitment of retired employee : We have also
registered our gr ievance related to re-
appointment of retired employee. This practice
will not only restrict the succession planning*but
also block the career advancement of existing
engineers and thereby demotivate them. We
would like to mention that we are lacking man
power in lower level not in higher level .
Unfortunately, retired persons are appointed in
higher level and for this purpose, there is no
planning. So, we are earnestly requesting you to
stop this practice of re-employment of retired
person and not to encroach upon the job
opportunity for the new generation. None of us
can avoid our social responsibility.
5) Unplanned Activity at different functional level :
We have also mentioned that many activities are
undertaken without proper planning. As a result
money are being spent without any results. It has
been mentioned during our discussion with you
that a large number of MRI (meter reading
instrument) has been procured without any proper
plan for utilising these. As a result, these MRI
costing of few crores of rupees are laying idle at
different divisions and CCC and going to be
defunct. Again introduction of SAP instead of
existing Oracle Apps is another example of
unplanned activity undertaken by our company.
Nothing has been considered to protect the
existing asset before introducing the new system.
At the same it is also not clear to us, why the old
system in which almost all concerned engineers
who were conversant, was by-passed without
ensuring better performance from new system.
During our discussion we had mentioned that pilot
project was not completed before rolling out of
SAP in mass scale. Again it is beyond our
understanding why this system is being
undertaken in Non-RAPDRP area when the same
is not proved successful in RAPDRP area. We
are drawing your attention to these unplanned
activities that are going on in WBSEDCL causing
huge financial loss of the company as well as are
creat ing system hazards and is invi t ing
consumers’ grievance.
6) Review of vigilance cases : We have mentioned
it at different meetings with you that in past, some
vigilance enquiries were constituted for other
purpose than organisation’s betterment. And in
many cases, punishments have been given
without sufficient ground. This has broken-down
the morale of many engineers. An atmosphere
of fear psychosis has been created which is
detrimental to our organisation. For restoring the
healthy situation and to give natural justice to the
victims of the circumstances, reviews of some
selected cases are urgent. Some of such cases
will be placed before you shortly.
7) Posting of Engineer as head of MR and HRD
department : Previously, both MR and HRD
department were headed by Engineers. There
were many reasons for that. In present format,
WBSEDCL is a Techno-commercial organisation.
For this simple reason only an engineer of senior
level can be the head of MR Cell and that of HRD
department. We are placing our demand for
posting of two senior engineers as head of these
two departments.
8) Full pension for 20 years of service : We have
also demanded full pension for the employees
with continuous service for minimum 20 years.

9) Filling up of vacant posts of Addl. C.E. and
Chief Engineer : During our discussion we had
also requested to look into the matter related to
filling up of vacant post in the rank of Additional
Chief Engineer and Chief Engineer at the earliest.

Please recall discussions had with you on
13.06.2012 & 14.06.2012 regarding var ious
demands of our Association.
Following are the excerpts of the above referred
discussions :
1. The association had expressed its resentment
regarding employment through ‘Lateral Entry’ and
re-deployment of employees after their
retirement. Such attempts of employment acts as
an impediment to the career prospects of the
existing employees and thus is a matter of grave
concern for us. WBSEBEA demands that the above
practice be discontinued with immediate effect.
However, no commitment towards redressal of our
grievance could be made by you on the score.
2. It is noticed by the Association that transfer orders
and other off ice orders pertaining to HR
department are regularly being issued under the
signature of an official who is subordinate to the
Director (HR), WBSETCL. WBSEBEA therefore
demands that all orders in respect of Class-I
Officers be issued under the signature of the
Director (HR) only. During discussion you had
agreed to look into the matter.
3. The anomaly of employment condition, date of
joining, pay, etc. of one of our member Sri Palash
Majumder, A.E , was again brought to your notice
for redressal. It was reported that Sri Majumder
is subjected to regular harassment from different
wings of WBSETCL. WBSEBEA strongly object
to the treatment meted out to one of its innocent
member and demanded that the case be resolved
without any further delay.
4. WBSEBEA demanded that the present trend of
posting Additional Chief Engineers to hold the
charge of Chief Engineers should be stopped
immediately. Your opinion on the matter was not
forth coming during the discussion.
5. During discussion WBSEBEA demanded for
providing visiting cards and mobile facilities to
all Engineers up to the level of AE. You had
agreed to look into the matter.
6. The association had expressed concern in sitting
arrangement of its Engineer members in Vidyut
Bhavan. During discussion you had agreed to
look into the matter.
We hope that the demands, as above, be settled
without any further delay to maintain a congenial
atmosphere within WBSETCL.

Dear Sir,
We are very much thankful to you for giving us
your valuable time for discussing the following
issues.
1) Filling up the vacant post
Vacant post of Chief Engineers and Addl. Chief
Engineers are to be filled up as per our discussion
and subsequent letter deposited on 18.05.12 vide
our memo no. WBSEBEA/ Admin/2012-13/16. We
are also lodging our protest against non-fulfillment
of post of Chief Engineer, although there was clear
vacancy as on 18.05.2012, the date of expiry of the
related panel. Engineers’ Association demands for
filling up the vacant post of Chief Engineers from
the above panel. In this context we further to mention
that the post the Head IT, WBSETCL should not be
considered as regular Chief Engineer.

2) Processing Interview for CE and Addl. CE
The ratio of projected vacant post and number of
candidate call for interview should not exceed the
ratio of 1:3 for all stages of interview.
3) Roll Back of Sub-Division Office at WBSEDCL
After restructuring, Sub-Division offices were
abolished that has created lot of problems. Some of
these are noted.
a) Delay in restoration of break down.
b) Preventive maintenance of 33/11KV Sub-Station
are being hampered.
c) Supervision over the out-sourced maintenance
gang of both 33KV & 11 KV OH Line could not be
done properly.
d) Supervision or verification over new construction
of 33KV OH line/11KV OH line/ new 33/11 KV
sub-station is being affected badly.
e) Less time could be spared for supervision or
verification of safety activities or contract labour
management activities.
f) Number of accidents is increasing.
g) Increasing failure rate of both PTR & DTR,
thereby increases capital drainage.
Engineers’ Association demands for the rollback
of (O&M) Sub-Division. In this context we further to
mention that WBSEBEA has constituted re-structure
review committee the report of which will be sent
you shortly.
4) Proper manning at site offices
Acute crisis of manpower at every level has
paralyzed all the organizational activities which in
turn are affecting the revenue growth and consumer
grievances.
Engineers’ Association demands for proper
manpower at all site offices. It also demands for
keeping transparency in recruitment process and the
way of engagement of agency for recruitment of new
man power.
5) Unplanned activities of Contract Labour
Management Cell
Sometimes, it is also noticed that Audit Firm are
not auditing the clauses properly and no one is there
to evaluate their performance, it is also not clear to
us what is the basis of appointment of such audit
firm. Here the fundamental question arises upon
which section of labour and contractors will come
under the purview of such audit when most of the
job is not perennial in nature.
As per provision of contract labour (Regulation &
Abolition Act), 1970 “The Act applies to every
establishment/contractor in which 20 or more
workmen are employed or where employed on any
day in the preceding 12 months as contract labour.
It does not apply to establishments wherein work of
intermittent or seasonal in nature. An establishment
wherein work is of intermittent or seasonal in nature
will be covered by the Act if the work performed is
more than 120 days and 60 days in a year
respectively”.
In hilly area, there is merely such scope available
and the HR officials available at site should have
taken responsibility to identify the perennial jobs
there if any as they are supposed to be experts in
the above field. But they didn’t do the same
presumably due to incompetence which calls for
action against such audit. Such wrong perception is
bound to yield wrong assessment. It is surprising
that not a single cross checking was made by the
CLM cell over the observation of the said audit firm.
This may please be viewed as an irregularity.
The attitude of CLM cell should be a holistic
approach encompassing the study of site reality,
mode of implementation, holding regular workshop
for not only our concern employees but also for
concern contractors and labours.
Engineers’ Association demands here to review
all the activities of CLM cell along with the process
of engagement of Auditors with their performances
& track records. Association also demands for
withdrawing such contradictory letters issued from
CLM cell without any delay for maintaining healthy
and harmonious atmosphere in the industry.
6) Withdrawal of Circular vide Office Order No.
04/2012
Engineers' Association demands for withdrawal
of the recent circular vide office order no. 04/2012
dt. 04.04.12 of the Director (HR), WBSEDCL. The
circular itself has enough short comings. Only Zonal
Manager/ Regional Manager /Divisional Manager/
Station Manager are not responsible for any
accident. I f there is lack of manpower, total
supervision of any work may not be possible and
that may lead to accidents. Then why the person
responsible for providing man power will be spared.
Apart from this there are lots of functionaries in the
organization who are supposed to look into safety
activit ies. In case of any accident, why their
responsibilities will not be fixed. Mere circulars
cannot prevent any accident; on the other, it will bring
more and more complicacy & incompetence among
the engineers which in turn damage the healthy
working atmosphere.

7) Enquiry of vigilance activities of WBSEDCL
Engineers’ Association demands an enquiry on
the performance of vigilance cell along with their day
to day activities into the field. We further demand to
enquire/investigation the following issues.
a) How an Enquiry Officer is selected or engaged?
b) How the different cases are being handled?
c) In last 3-4 years, how many cases have come to
the vigilance cell? Out of which, how many cases
have been disposed off?
d) How many cases have been ended with
punishment and without punishment?
e) How the incoming cases are distributed among
the Enquiry Officers?
We believe that your personal intervention can
solve the above issues and our demand before you
that CVC guide line may please be followed in case
of officer posted at vigilance cell.
In this context it is to mention here that the
Vigilance Cell must be comprising of Engineer,
Account Off icers and Off icers from Personal
Department and being Engineering organisation the
Cell should be headed by an Engineer.
8) Transparent Transfer Policy
Officer staying at same place mainly at Kolkata
& Siliguri surroundings for more than (4-5) years
should be transferred from one place to another, so
that other engineers, posted at some difficult areas,
may be posted in better place. Engineers posted at
different hydro power station should be transferred
from above areas to the area where it is easily
commutable and such transfer should be within a
gap of 2-3 years.
9) Mobile facilities
Mobile facilities to be provided to all class-l
officers along with transport facilities up to the
distance of 20 KM from their office.
10) Withdrawal of land phone facility
Some officers are using land phone along with
mobile which may be withdrawn to save guard the
unnecessary misuse of money.
11) We demand for full pension for the Employees
serving at least for 20 years
