In summary

• Youth in Croatia have difficult entry

to the labour market

• Those with low skills are in a much

more difficult position

• The main impediment seems to be

the lack of practical skills

• A related barrier is the cost of labour

for the young

• Employers consider the State and the

young people themselves to be

responsible for skill development
