Dubai is one of the renowned cities within the Gulf countries, as well as internationally, for business, security & tourism, which is becoming one of the modern citiy of the world. Therefore, reliability of Electricity becomes one of the basic requirements for modernization.

Electricity is one of the basic needs, for the human beings health, education, business, agriculture, transportation, communication, industrialization & etc. This is to be considered a measuring parameter of the citizen’s living standard, industrialization and economic growth for a country. The mentioned parameters will affect, if there is shortage of electricity or frequent failure, due to any reasons.

Transmission lines are the backbone of electricity network which transmit power from generating stations to distribution system, for supplying power to the customer.

DEWA 400 / 132kV OHL & Cable lines are in open fields and passing through desert / hilly terrain, urban areas and crossing roads / bridge / underpass / canals & utility services etc.

The risk of damages due to contractor’s are very high, due to Possible unauthorized and unsafe construction activities in the vicinity of the lines. In the following consequences, it may lead to partial or full blackout in the Emirates of Dubai, if there are any damages with lines.

To achieve Dubai government‘s vision of supplying uninterrupted electricity, to our valuable customer(s) and to promote development activities, we feel it is quiet essential & noteworthy, sharing the information which is of vital importance with contractor / consultant & utility depts about “DEWA protective rules & regulations” to protect Transmission lines from unwanted damages.

Nevertheless, this handbook will streamline DEWA’s regulations, to the contractor in the implementation of works safety, quality near the Extg. Transmission lines, which will in turn support the purpose of the contractors time & cost, which generally gets affected due to unprofessional work practices.

This handbook will help the contractor / consultant & utility depts, with the information about the NOC requirements, DEWA Protective Rules & Regulations to work in the vicinity of OHL & Cables lines, to avoid the unexpected damage to Transmission lines & human injury / death.

We hope contractor / consultant / utility departments & private parties will follow “DEWA protective rules & regulations” and cooperate to achieve Dubai governments vision of uninterrupted electricity supply, in the Emirates of Dubai.

1.4 AccessoriesA. Cable Accessories1.4.1 Cable Joints & TerminationsCable joint and termination is the integral part of the Transmission under ground lines system as a whole.

1.4.1 A 132kV Cable joint location

Note: Joint is a weak point in transmission cable system. The joint area to be maintained and protected properly to ensure reliability of power supply.

Power cable joint normally enclosed in 2.4 meter wide concrete trough. Few Transition joints are enclosed in UG Manholes and joint location is identified with red & white route markers for all type of installation.

1.4.2 Earth Link BoxesThis is one of the accessories for the transmission system used for easy access to cable sheath test.

1.4.2 A Types of installation of link boxa. Vertical mounted b. Flush mounted (Underground)

1.4.3 Cable Route Marker (Power, Fiber Optic, or Pilot) Cablesa. This is used for cable route identification and it helps

to indicate the presence of Transmission cable in subject area. There are two types of installation of route markers

1. Surface / pole mounted (Figure: 1.4.6) 2. Flush mounted (Figure: 1.4.7)

b. Surface / Pole type route marker is installed for direct buried or cable trough under any un-paved area.

c. Flush type cable route marker (Concrete) is installed for direct buried or cable trough under any paved area, road way, parking etc with suitable marking for straight and angle run, cable joint etc.

d. All type of route markers should be installed 50 Meters interval for straight route.

Most common hazard is damage to the EHV Transmission lines due to contractor’s unsafe construction activities:

a) Works within & around the Transmission Lines without obtaining NOC, violation of NOC condition & Method statement.

b) Works without verification / Identification of the underground cables.c) Works without verification / checking clearance of the Overhead lines.d) Usage of machinery for excavation over / in the close vicinity of Transmission lines.

NOC FOR CONSTRUCTION WORKS

3.1 General Provisions3.1.1 Definitions

No Objection Certificate is usually abbreviated as NOC and defined as a written permission issued by Infrastructure Information and Permit / Connection service Department of DEWA to any desiring to carry out the proposed construction as indicated on the submitted and approved Drawings.

3.1.2 Purpose Issuance of NOC prior to construction works provide first line of protection to all existing DEWA’s assets from proposed construction, as it contents sets of regulatory requirements, protective rules, precautionary measures, engineering construction standards, etc that require clear understanding of every constructors for adherence.

3.1.3 ScopeThe extent of application of approved NOC are those areas within or in close proximity to the transmission line networks (400 / 132kV Over Head Line and underground cables)

3.2 Type Of NOC’s3.2.1 Design NOC

Design NOC is a permission given to consultant to proceed to the proposed project as indicated on the Tender Design Drawing which indicates the approximate locations and clearance of all the existing transmission underground cables and overhead lines.

3.2.2 Trial Pit NOCTrial Pit NOC is a permission given to contractor to proceed digging-in the number of Trial Pits based on the proposed scope of work limit demarcated on the site as directed by the Patrolling Staff.

A. Purpose of Trial PitTo confirm the real identification and exact location of existing utility’s assets in relation to proposed construction works and to be the only parameters used in the evaluation and approval of the subsequent Construction NOC.

B. Requirements for Trial Pit Preparationa. Trial Pit digging should only be initiated with

the supervision of DEWA’s representative (TLM-Patrolling). According to the scope of work, Trial Pit location will be marked by the supervisor.

b. The required supervision specified in above should be requested by using DEWA work supervision request format and FAX to DEWA, threet (03) days before to start of any digging works. (Annex 3.1.1)

c. Trial Pit is a trench made across and over the suspected location of underground cable, trough, joint, etc. (Figure: 3.1.2)

d. Trial Pit should only be dig manually by hand to ensure that the buried unconfirmed location of cables may not be penetrated and unaware. (Figure: 3.1.3)

e. Trial Pit Checklist should be satisfied before initiation of digging Trial Pit. (Annex 3.1.1)

C. Trial Pit VerificationAfter exposing all existing cables, troughs, joints, etc. DEWA’s representative (TLP-Supervisor) to be confirming the exact location of the cables, depth and clearance from the proposed scope of work limit.

Such confirmation should be written and signed by the same Supervisor. The Contractor should submit the verified trial pit details along with construction NOC

Special Cases:1. In case of 132kV cable not found (HDD area), DEWA

supervisor will write in the verification, that cable is not found at x meter depth.

2. Additionally, coordinates from As-Built drg. can be provided for trial pits.

3. Sensor method can be used for identification of 132kV cable.

D. OHL Clearance verificationTo confirm the horizontal and vertical clearance details from the proposed scope of work limit to the OHL to be identified as per the demarcation. Such confirmation should be written and signed by the TLP supervisor. The Contractor should submit the verified OHL clearance details along with construction NOC, if the proposed work within the vicinity of the OHL’s.

3.2.3 Construction NOC.Construction NOC is a permission given to Contractor to proceed the proposed construction works as indicated on accompanying shop drawing.

3.2.4 Revalidation or Renewal of Expired Construction NOC

a. Whenever, the six (6) months life span or validity of the issued Construction NOC may be insufficient for completion of any project, the NOC holder should submit application for Revalidation to DEWA II & P or CS Dept. as two weeks before the date of expiration to ensure that there may have a valid NOC at all times.

3.3 Requirements For The Application Of NOCA. Road work

a. Proposed scope of work drawing to be submitted in scale (1:1000) with DLTM coordinates incorporating the Existing 400 / 132kV OHL / cable route, circuit names, cable joint / link box location, clearance from the

proposed road edge to the cable / trough edge, OHL Horizontal and vertical clearance from the proposed road, Horizontal clearance from the tower foundation to the road edge.

b. Clearance details from the proposed bridge, ramp, and side wall of ramp, bridge pillar/ pier, and underpass to the transmission lines, crossing and protection details to be submitted.

c. ROW Cross section details.d. Details of OHL tower protection (crash

barrier) Height limit gantry, fencing details, access from the proposed road to the OHL corridor (If the proposed road is close / crossing to the OHL corridor).

e. If the proposed road is over the existing 132kV cable / trough, Length of the cable protection, spare duct details with ends coordinates to be shown to the drawing.

f. The proposed road / road widening over the existing duct bank, edge of the proposed road to the existing cable duct bank edge to be shown. If the duct bank is extended details and ends coordinates to be provided.

g. If the Proposed road edge is close to the cable joint / link box locations, 4 corners coordinates of the joint box, Horizontal clearance from the joint / link box to the road edge to be shown to the drawing.

h. If any utility services / diversions included in the proposed road work contract, clearance details of the services, (Water, Drainage, storm water, Irrigation pipelines Etc., Etisalat duct, Electricity HV and LV) Crossing details, Protection details to be submitted.

i. If any landscaping work included under the road project within the vicinity of the existing 400 / 132kV OHL / cable services those details to be submitted.

j. Clearance from the road signal post, street light poles to the existing 400 / 132kV OHL / cable to be provided.

k. If the 132kV Cable diversions / OHL rising included under the road contract, detailed drawing to be submitted.

l. Access to the substation to be shown to the drawing. (If the proposed road close to the substation).

m. TLP staff verified Cable / OHL clearance details.n. If any additional information required other

than the above to be provided.

B. Installation of Electrical cable / trougha. Proposed scope of work drawing to be

submitted in scale (1:1000) with DLTM coordinates incorporating the Existing 400 / 132kV OHL / cable route, circuit names, and cable joint / link box location.

b. Clearance from the proposed scope of work / excavation edge to the 132 / 400kV cable / trough edge and Horizontal and vertical clearance from the OHL to the proposed scope of work, Horizontal clearance from the tower foundation to the excavation edge.

c. ROW cross section details.d. Method statement, crossing details, cable /

trough protection details.e. Clearance details of equipment / machinery to

be submitted along with method of statement, if the works are near / close to the OHL.

f. Details of tower protection (crash barrier) temporary height limit gantry, etc. safety arrangement to be provided if the works are close to the OHL.

g. Underground structural works details like cable joint / duct bank.

h. Clearance from the existing joint location to the proposed joint lotion for LILO / Existing cable diversion works.

i. TLP staff verified Cable / OHL clearance details.

j. If any additional information required other than the above to be provided.

C. Installation of Pipelines.a. Posed scope of work drawing shall be

furnished in details such as Main pipe, PVC duct for control cables, RTU, Valve chamber Etc. to be submitted in scale (1:1000) with DLTM coordinates incorporating the Existing drawing route, circuit names, cable joint / link box location.

b. Clearance from the proposed scope of work / excavation edge to the 132 / 400kV cable / trough edge and Horizontal and vertical clearance from the OHL to the proposed scope of work, Horizontal clearance from the tower foundation to the excavation edge.

c. ROW cross section details.d. Method statement, crossing details, cable /

trough protection details.e. Clearance details of equipment / machinery

to be submitted along with method of statement, if the works are near / close to the OHL.

h. TLP staff verified Cable / OHL clearance details.

i. If any additional information required other than the above to be provided.

D. Construction of building, Boundary walls, Temporary fencing and interlocking.

a. Proposed plot details / affection plan.b. Scope of work details / setting out plan

including the access details. If the access to the plot / building is over the existing cable routes, shall be protected with additional protection slab and spare ducts. Detailed drawing for protection / spare ducts shall be provided.

c. The original TLM stamped drawing of expired NOC and all its accompanying drawings and method statement should be submitted while applying for revalidation.

d. Drawing showing the part of completed works and the remaining works which should be the work scope of the Revalidated NOC should be submitted.

e. Application for NOC renewal should be submitted as early as two weeks before the date of expiration to ensure that there may have a valid NOC at all times.

I. Requirements of Project completion certificate

This is to confirm by DEWA that the contractor has completed the work as per the Issued NOC drawing / s and Method of statement. In general, the following documents / details are required to submit for completion certificate and As Built drawing approval.a. Full set of the Construction NOC drawing

/ shop drawing / Diversion drawings Etc. issued by DEWA (TLM) for the full project / contract area to be submitted along with the as built drawing and all those works details included in the As built drawing within the vicinity of the existing 400 / 132kV OHL / cable area.

b. As built drawing submitted in scale (1:1000) incorporating the Existing 400 / 132kV OHL / cable route, circuit names, cable joint / link

box location, clearance from the proposed scope of work to the cable / trough edge, OHL Horizontal and vertical clearance from the proposed work, Horizontal clearance from the tower foundation.

c. Clearance details from the proposed bridge, ramp, and side wall of ramp, bridge pillar / pier, and underpass to the existing 132 / 400kV cable and crossing details, cable protection details to be submitted.

d. Details of OHL tower protection (crash barrier) Height limit gantry, fencing details, access from the proposed road to the OHL corridor (If the proposed road is close / crossing to the OHL corridor).

e. Access to the substation to be shown to the drawing (If the proposed road close to the substation)

f. If the proposed road is over the existing 400 / 132kV cable / trough, Length of the cable protection, spare duct details with ends coordinates to be shown to the drawing.

g. The proposed road / road widening over the existing duct bank, edge of the proposed road to the existing cable duct bank edge to be shown. If the duct bank is extended details and ends coordinates to be provided.

h. If the Proposed road edge is close to the cable joint / link box locations, 4 corners coordinates of the joint box, Horizontal clearance from the joint / link box to the road edge to be shown to the drawing.

i. If any utility services / diversions included in the proposed road work contract, clearance

l. If the 132kV Cable diversions / OHL raising included under the road contract, Separate As built drawing to be submitted as per DEWA standard.(Standard requirements list attached).

m. The contractor and the consultant make sure that back filling works over the existing cable route where the construction related works carried out over / within the vicinity of the 400 / 132kV OHL / cable area and route markers displaced / removed / damaged during the work execution are replaced.(If any)

n. Joint site inspection from TLM personnel may be required to confirm the above details provided.

o. Note:-If any work carried out without DEWA NOC or Violation of DEWA NOC conditions during the work execution, such cases the clearance certificate may be not issued.

J. Requirements of as built drawings for 400 / 132kV OHL rising / Cable diversions a. Clearance from the B / L / ROW / Road edge

to the cable diversion to be marked on the drawing.

b. Cross section details of services crossing i.e. mainly for water and other pressure pipe line crossings, Existing 132kV cable crossing, Road crossing etc. to be provided.

c. Copy of RTA NOC to be attached with the Final as Built Drawing along with ROW cross section.

i. Updated substation layout showing new 132kV cable route along with existing (If any).

2. No Machinery Excavation: Machinery, construction equipment / excavator / Vehicles etc. are not allowed to work / move or park over the cable route and use of heavy vibratory compaction is prohibited. If any particular locations are required to cross over the Extg.cables, then that portion separate NOC to be obtained & cable route to be protected for the crossing area. Only Manual excavation is allowed. Figure: 4.1.4

3. Separate Noc criteria: No construction of road or services where joints & link boxes exit and joint bay access to be available at all times. If any activity within this area, separate NOC to be obtained.

4. Miscellan\eous installations: Streetlight poles, crash barriers, road signboards, excessive filling on cable cor ridor are prohibited. Only grass / shrubs allowed in cable corridor. Trees should be 5.0 m. away. Figure: 4.1.5

5. Cable protection: Shifting / slewing or exposing of cables will not be permitted without NOC explicit written permission. Exposed cable to be protected in wooden box after wrapping with hessian cloth and supported properly. Figure: 4.2.2 - (Pg) & 4.2.3 (Pg)

6. Road construction: Carriageway is not allowed to run longitudinally over 132kV Power, Fiber Optic, and Pilot Cables. Existing cables / Trough coming under / along the proposed road to be diverted and abandoned portion of the cable / trough to be removed. Steel protection barrier to be provided for Link boxes in the vicinity of Road. A new trough design is used for Asphalt Road (carriage way) by replacing the Existing Protection slab with heavy duty slab. Figure: 1.4.4 (Pg.21) and Figure: 4.1.6 (pg 48)

7. Road crossing: New Carriageway and Service Road are allowed to cross over the existing Transmission lines if the following additional protections are provided:

8. New service Road: New Service Road is allowed to run longitudinally over Fiber Optic or Pilot Cables if the following requirements and additional protections / spare duct are met and provided respectively:

a. Providing the depth of existing Fiber Optic or Pilot Cables is not less than 1.0 meter below the ground and protection tiles are installed over the cables. Figure: 4.1.8.

b. Providing Cable Joint Box outside the proposed service road, otherwise, it should be made inside approved type of manhole.

b. Protection Slab should be extended along the width of the proposed road and extended at least one meter from the edge of each side of the road.

c. Provide 4 x 150mm dia spare ducts inside the trough and terminate the spare ducts to both ends of protection slab, for future use, without disturbing the surface of the road.

7.2 132kV directly buried power / pilot / F.O cablesa. Each of the existing cable should be encased by new

150 mm dia (split duct) and all ducts plus two spare ducts should be encased by concrete to be called as “Concrete Duct Bank”. Figure: 4.1.8

b. There concrete duct bank should extend at least one meter away, from edges of the proposed road.

9. Parking installation: Parking (Asphalted or Interlocking Tiles) is allowed above the existing 132kV cables in trough or direct buried Fiber optic / Pilot Cables and the following requirements and additional protections should be met and provided respectively.

a. Providing of protection / spare duct as shown in the Figure: 4.1.8 & 4.1.9.

b. No part of parking area should be constructed over underground cable joint and flush type Link box.

c. Flush type cable route marker should be installed over the cable route at maximum interval of 50 meters for straight cable run. Figure: 1.4.7 (Pg 21)

10. Road widening: Existing protection & spare ducts to be extended to the proposed road widening / crossing area. New spare ducts (end to end) to be provided, if not possible and maintain minimum 1.0 meter either side of the proposed road edge. Figure: 4.1.10

11. No Blocking of Access: Entrance to DEWA substation and access to DEWA Corridor should not be blocked for the new project / work by any means temporary or permanently

12. Backfilling: Backfilling of transmission cable route to be carried out as per DEWA standard. Backfilling materials / excavated soil or any other materials which is used for placement of buried pipe shall not be left at the site. The stored / dumped materials or soil shall be disposed immediately and the site shall

be cleaned before demobilization. Figure: 4.1.11, 4.1.12, 4.1.13

5. Permanent Crash Barrier: Permanent steel Crash barrier need to be provided, if the horizontal clearance from the Tower concrete foundation to the edge of the road / bridge is less than 40 m and 25 m for dual carriage way and service roads respectively.

Profile - Directonal Drilling

4. Parallel installation: New cable installation is not allowed to run parallel exactly above or below the existing 132kV cables and troughs, irrespective of any vertical clearance but allowed besides (adjacent), provided the clearances should be complied as per the approved NOC.

5. Crossing over: New cable crossing over the Existing trough is not allowed. All crossing shall be underneath of the trough except joint area through HDD only (Fig 4.2.5)

6. Any crossing of new 132kV / 11kV cables above Existing direct buried Transmission cable, existing cable to be protected by spilt duct and surround concrete with spare duct to ensure that no load will be transferred to the cables. (Figure: 4.1.8 - Pg 47). While crossing below the existing direct buried Transmission cable, affected cable should be protected in splict duct / wooden coffin box and supported with cross beam & vertical steel angle / nylon rope. (Figure: 4.2.2 & 4.2.3)

7. Crossing under trough: 132kV trough / direct buried cable to be protected as per approved method while installation of duct bank by open cut method (if trench width exceeds 1.5 m) underneath of cable trough of 6 m length. (Figure: 4.2.4)

8. GPS coordinates: For crossing existing 132kV cable by HDD Method all existing Transmission services to be identified by trial pit. HDD entry / exit pit location shall be marked by GPS coordinates and shall be verified by DEWA-TLP supervisor during T.P verification & before starting the construction work.

9. Diversion / LILO cable length: New cable length for existing cable diversion & LILO should not be less than 100m from joint to joint or joint to cable termination at GIS.

4. Enclosing by fence: Cable corridor should not be enclosed by fence and if the corridor is inside boundary of project area, then should not be used as a storage of excavated / construction materials, equipments, site offices, parking area Etc. Figure: 4.4.1

5. Access Road: Access road to the building necessary protection to be made for the existing cable route as per the approved NOC.

6. Shoring / Anchoring: Shoring / Anchoring should be minimum 2.0 M away from the existing cable / Trough edge. Figure: 4.4.2

Drilling location to be ensured as per the approved profile and coordinates before starting the work by Transmission Line Patrolling supervisor.

6. Clearance: Micro tunneling / Thrust boring / Directional drilling should have a minimum vertical clearance of 2.0m from the bottom of the cable / trough and the horizontal clearance of 2.0m from the edge of the cable / trough to the entry / exit pit. Drilling profile to be approved by DEWA TLMD.

7. Trough protection: While laying of steel sleeve / pipe line underneath of trough for crossing by open cut method, 132kV cable trough to be supported with suitable steel supports Figure: 4.2.4 (Pg no 60)

8. Entry / Exit pit: While making entry / Exit pit close to 132kV cable for for drilling,132kV cable to be protected by sheet piling. (Figure: 4.5.1)

4.7 Miscellaneous Construction Works (Sign Board, Lighting Pole, Bore Holes, Piling, Parking Area, Tree Plantation Etc)

A. In the vicinity of Existing 400 / 132kV Cable1. Existing cable identification: Existing Transmission

lines to be identified in the vicinity of new cable installation area, by trial pit and fix danger sign board along the cable route & area to be barricaded, before starting the work at site. (Figure: 4.1.1, 4.1.2, 4.1.3 - Pg no - 44)

2. No Machinery Excavation: Machinery, construction equipment / excavator / Vehicles etc. are not allowed to work / move or park over the cable route and use of heavy vibratory compaction is prohibited. If any particular locations are required to cross over the Extg.cables, then that portion separate NOC to be obtained & cable route to be protected for the crossing area. Only Manual excavation is allowed. (Figure: 4.1.4 - Pg no - 45)

3. Prohibited installations: Any streetlight poles, crash barriers, road signboards installation over the Transmission cable are prohibited.

4. Bore holes and piling works: Bore holes and piling works will be approved only after all the services and clearances have been identified and verified with coordinates. Method statement and shop drawing to be approved by DEWA before execution of the work. Drilling location to be ensured as per the approved profile and coordinates before starting the work by Transmission Line Patrolling supervisor.

b) Crash barrier: Temporary concrete crash barriers need to be installed around nearby tower foundation. (Figure: 4.1.16 - Pg 53)

c) Excavations near Tower foundations: Minimum horizontal distance of 5m to be ensured for any excavations near the concrete foundation of the tower. (Figure: 4.2.6 - Pg 61)

d) Minimum vertical clearance: Any poles / structure erected in the vicinity of OHL should have minimum falling clearance of 6.0 / 5.0 meter for 400 / 132kV lines. (Figure: 4.7.2)

e) Access road: DEWA patrolling access road must be repaired by the contractor, if damaged.

f) Removal of unwanted materials: Leftover / Waste / debris materials should be removed from the OHL Corridor, after the completion of work.

g) Parking of vehicle: Parking of Light / Heavy Vehicle over or beneath the Transmission services (Cable / OHL) corridor is prohibited.

3 Construction parking:

a. Parking area construction is not allowed within DEWA Transmission OHL Corridor. OHL Corridor details shall be confirmed from TMD NOC center.

b. DEWA patrolling access road must be repaired by the contractor, if damaged.

c. Leftover / Waste / debris materials should be removed from the OHL Corridor, after the completion of work.

d. Parking of Light / Heavy Vehicle within the OHL corridor is prohibited.

To ensure implementation of all the provisions of Protective Regulations of this Handbook during execution of any activities near or within the vicinity of the existing OHL and UG Cable corridors.

5.1 Patrolling Patrolling of all existing OHL / cable routes is carried out in a scheduled frequency to monitor the DEWA’s Transmission lines network from damages & third party violations by observing, reporting & preventive actions.

5.1.1 Routine PatrollingDEWA’s Transmission Networks / Grids are divided into number of patrolling zones of which each zone should be patrolled twice a day.

5.1.2 Emergency PatrollingThis type of patrol should be conducted as requested to specific area where damaged / tripping has occurred or where transmission facilities needs special attention or priority actions to minimize or prevent the possibility of damage.

5.1.3 Intensive PatrollingThis type of patrol is acted upon the request from concerned parties to exert additional attention (extra patrol) to specific circuit on the

following reasons: To ensure healthiness of the remaining cables / lines in Ring network feeder, if any one or more of the Ring network feeder is / are shut down for repair and maintenance or s requested for approved purposes.

5.1.4 Special PatrollingThis type of patrol is acted upon the request from concerned parties to exert additional attention (extra patrol) to specific circuit on the following reasons:To ensure healthiness of all transmission lines / cables supplying substation that is to serve important occassions / VVIP visit to the emirates.

5.2 Precommission InspectionThis type of Inspection is conducted in response to the request for joint inspection of completed project. This will ensure that all installed components of transmission system were installed according to the DEWA’s Standards.

5.3 Contractor’s Work SupervisionTLM directly supervise the execution of all construction activities near or in vicinity with line / cable corridor to ensure that such work executions are in accordance with the provisions of NOC & Method statement. The following types of supervision should be scheduled suitable to the kinds of work requirements. (Pls refer Annexure-3.1.1 Pg 22)

5.3.1 WorkSupervision RequestAll works near or in vicinity of OHL / UG Cables corridor, if with relevant NOC, should only be executed under direct supervision of TLM’s Standby Site Supervisor. The service of Standby Site Supervisor will be obtained through the following requirements: A. The Work Supervision Request Form should

be obtained from TLM Patrolling Section of DEWA or Patrolling & NOC Staff at site and should be appropriately completed.

B. Submission of completed Forms a. The completed forms should be submitted

within three (3) working days, before commencement of the proposed works, through TLM Patrolling FAX No. (04) 3984655.

b. Alternatively, for priority actions, the contractor should submit the completed form with the required attachment personally, one day before to commencement of work, to the office of TLM Patrolling & NOC Section.

5.3.2 Area Site Supervision

5.3.3 Critical Site SupervisionAny work execution near or in vicinity of OHL / UG cables corridor which likely needs special actions to protect the lines by additional cable protection in coordination with contractors / consultant or utility dept & for which requires more time.

5.4 Site Instruction NoticeDuring patrolling, the patroller checks the contractors work site & if any non-critical violations are found, then Site instruction notice is issued to contractor for correcting immediately. If contractor does not take necessary action, further the patroller will issue Notice to stop work.(Format attached Figure: 5.4)

5.5 Notice to Stop WorkDuring patrolling, the patroller checks the contractors work site, NOC documents & implementation of NOC conditions. In case, any of the criteria is not met, then the patroller will issue the Notice to stop work & immediately leave the contractors site, without waiting for further compliance from the contractor, to complete his patrolling, based on the landmark. Black points will be provided to the contractor based on the violation types under each Notice to stop work received by the contractor. (Format attached Figure: 5.5)

a. Action is taken against contractor pertaining to Category A, as per Table 6B.

b. Contractors’ works are stopped in locations wherever Notice to stop work was issued & new NOC issuance or suspension of issued NOC done.

c. Concerned utility / dept should take necessary actions against the contractor against the performed violations.

d. Action plan for safe construction works in the close vicinity of the of Extg. Trans.lines neds to be prepared by contractor & submitted to TLM-LP for approval.

e. CV’s of Project manager, Project Engineer & Site supervisor to be submitted for TLM-LP approval.

f. Undertaking letter shall be provided that all terms & conditions of issued NOC & method statement are understood & followed by Project Manager / Site Engineer.

g. After the contractor submits all the above documents, TLM-LP will review and approve the same.

h. The Contractor will resume the works after necessary clearance from TLM-LP.

i. Similar procedural action will be taken in accordance with the category - B & C, if the contractor falls in those categories.

j. Except that in category ‘B’, The contractor shall replace Safty Engineer and site supervisor of the project.

k. In category ‘C’, the contractor shall replace The project Engineer, Safty engineer and site supervisor of the project.

6.2.3 Procedure Of Accruing Black Points & Action Taken By TLM

Contractor performs violation at site repeatedly & accumulates say 20 points, as per the violations of NOC conditions & protective regulations.

7.1 Trial pit / OHL Verification & Supervision:To verify the clearance & geographic details of the transmission lines (Cable & OHL) & accessories from the proposed scope of works for NOC applications, trasmission Lines maintenance-Patrolling unit is providing the following services to the valued customer’s (constractor, consultant & other utilities) in the Emirates of Dubai.

7.1.1 Prior Intimation, Supervision for trial pit work & verification for the trial pit : DEWA Work supervision / Verification request format duly filled to be sent to DEWA “03” working days in advance by a) applying direct with DEWA TLM-TLP office, 4th floor, DEWA customer service building, Hudaiba office (During DEWA office hours 7:30am to 2:30pm) b) by fax no 04-3984655 and c) by email [email protected], sample attached in page no.31.

7.1.2 Telephonic confirmation: To be done with concerned DEWA Engineer, after sending fax or email to ensure the

availability of DEWA supervisor on the requested date, by the telephone numbers 04-5066670 / 04-5066680.

7.1.3 Work Hours: Works should be carried out during DEWA working hours only. Special approval to be obtained for emergency and very urgent works with justification to work beyond working hours.

7.2 Construction Work Supervision:To provide supervisor during the construction activities in the vicinity of 400 / 132kV OHL / Cable lines or in DEWA Corridor to give advice for safe guard & protection methods:
