For this project undertaken for the Superior School District, Krech Ojard provided the structural design, plan preparation, and construction staking and layout for the new $24.5 million Superior Middle School, in Superior, Wisconsin.

This striking facility houses a gymnasium with three full-size playing courts, a “cafetorium” with an elevated stage and a 400 seat stadium/lecture hall. The main visual feature of the school is a vaulted main corridor consisting of a visible structural support system blended into the architecture. Krech Ojard coordinated with Architectural Resources, Inc., the architects for the project, to develop plans and solutions for the design which featured 2,600,000sf of enclosed space.

Krech Ojard structural engineers, as well as mechanical and civil engineers, have provided engineering services on the Boswell Energy Center for repeat customer, Minnesota Power. At the Boswell plant, Krech Ojard engineers have recently been involved in numerous upgrades, such as:

BNSF and Lunda Construction Company had concerns related to corrosion and structural deficiencies in BNSF’s McDowell Wellman Stacker, constructed in the 1960’s, at the Allouez taconite storage yard in Wisconsin. Krech Ojard performed visual assessments and non-destructive testing for a limited structural evaluation on the stacker and related equipment. 3D laser scanning was also performed on the site to aid in current and future needs. Other services included:

• Comparative demand/capacity analysis was complete on the “C” frame and the primary crossover girders

• Fatigue considerations were limited to comparison of the proposed repairs to the original construction detailing to minimize increases to fatigue susceptibility in the future

Krech Ojard was hired for the civil and structural design of renovations to Staples distribution and fulfillment centers throughout the nation:

Krech Ojard provided engineering services to RAPAT Corporation for a 80ft tall bucket elevator support tower and bents for a sand storage and rail transload facility client in Dickinson, North Dakota. KOA structural engineers also supported RAPAT with conveyor lif t points, connection detailing, and for the elevating of the rail line. Services included performing structural analysis of the tower, develop estimated loads for a future conveyor, and reviewing Solid Works models of the tower prior to fabrication.

KOA designed two elevated trails for the containment of large cats/carnivores. One trail connects the leopard enclosure to the new carnivore bridge in the Big Cat Falls area of the zoo. The carnivore bridge then spans the zoo’s main walkway and connects to the carnivore ground trial. This bridge, curving both horizontally and vertically, was a challenge to design as it snaked its way through existing columns and walls. It consists of rolled steel pipe with a mesh chute on top and provides a place for the large cats to hang out above the main path for all visitors to see.

Krech Ojard was initially secured by Cleveland-Cliffs and United Taconite’s iron ore mine to conduct scoping and feasibility level studies. Based on initial findings and recommendations, a decision was made to move forward with complete design development and construction to install new equipment, repurpose existing equipment, and make necessary process modifications to produce a highly fluxed pellet at the existing mine facility. An initial scoping study evaluated fluxstone delivery, storage, reclaim, and delivery options to an existing regrind mill. The feasibility level study included the original scoping items as well as additions to plant processing required to incorporate production modifications to produce a Flux Pellet. A decision to move into design development was the result.

This project involved the development of plans for facility and equipment upgrades to increase the rate of rail car unloading, stockpiling, reclaiming, and ship-loading at the Seward Coal Transfer Facility.

Improvements were designed to increase rail car unloading and stockpiling rates were to increase from 3000TPH to 4800TPH, while reclaiming and ship- loading rates were projected to increase from 1200TPH to 2000TPH.

The scope of the new design included modifications to conveyors, chutes, drives, structures, and electrical systems.

Krech Ojard has performed multiple services for this facility, the largest coal transshipment facility on the Great Lakes. Midwest Energy Resources (MERC) has been a repeat customer for KOA’s Mechanical, Marine, and Structural Groups. This facility has been extensively upgraded in recent years and has been a source of variable and unique projects for KOA, a brief summary of some of these projects and services are: Provide personnel for plant engineering on an interim basis, fatigue analysis of 25 MT/yr shiploader, mechanical & structural design of systems for expansion from 18 MT/yr to 25 MT/yr throughput, and many other diverse projects.

CANADIAN NATIONAL RAILWAYIRON ORE STORAGE FACILITY STUDY

Canadian National (CN) considered developing and managing an iron ore storage facility for multiple customers in conjunction with a study that explored the viability of providing rail service from potential iron ore mines under development in Quebec. The facility would have been at the southern terminal point of the proposed CN rail alignment. The storage facility would have connected to a multi-user shiploader facility to be built and managed by the Port of Sept-Iles. CN looked to develop the capability of providing the service by acquiring land and/or securing easements, constructing the facility (equipment, rail yards and associated facilities), managing the stockpiles and rail service, and maintain the equipment and conveyor systems that would feed the port’s central conveyance system.

Krech Ojard was engaged to engineer, design, and coordinate flow control valves on line #1 of a Wisconsin Terminal. Further projects involved PCV Vibration reductions and flow metering on extended lines at the terminal. Engineering staff utilized 3D modeling for the design of the flow meter upgrades. Animated process flow of existing and new designs was also utilized.

The client was having difficulty regulating the flow between meters because there was no actuated flow control valves. Existing steps involved manual pinching of meter valves. By way of the upgraded flow meters, the client’s control center is able to manipulate flow through the meters remotely, which offers a number of benefits to the client.

Hallett Dock is a multimodal facility, accommodating shipping and receiving by rail, truck, and ship. Several divisions of Krech Ojard coordinated their services to complete this project. KOA’s Civil Group performed site surveying and site design, our structural group designed the new rail car dump facility, the material handling team designed the rail car dump and unique conveyor systems. The location of the rail dump facility provided a unique challenge for our structural engineers; the underground facility is adjacent to a wetland area, twenty feet below the water level. The installation of fifty-foot sheet piles formed a coffer dam, allowing the site to be safely excavated. One hundred vertical piles were driven into the silt below, utilizing the friction of the soil against the surface of the piles to anchor the facility in place.

MECHANICAL PROJECTS

Enbridge retained Krech Ojard to design a relief system to provide overpressure protection for five mainline oil and NGL pipelines from Floodwood, Minnesota to Superior, Wisconsin in the event of a control valve failure. KOA’s scope of work included the development of a macro relief plan that would be based on fluid properties, flow rates, line pressures, and a transient hydraulic study that included comprehensive flow analysis. KOA was also responsible for the development of bid documents including drawings, BOM’s, and specification sheets for bidding and construction purposes. Some of the additional tasks undertaken during the project execution phase included: permitting, hazard assessments, construction support, and project close-out documents.

United States Gypsum engaged Krech Ojard & Associates for the design of environmental upgrades. The project included the design and integration of five new dust collection systems and two new exhaust systems within the existing plant. The plant had to remain in operation for the majority of the upgrade work with only short outages for tie-in of the new system to existing production equipment. Significant features of the project included analysis and reinforcement of existing roof structure, equipment selection, dust collection and pickup design, dust handling and recycling system design, exhaust systems, duct work and support structures, as well as foundations for the replacement fans and stacks

Krech Ojard served as construction project engineers for the construction of a concrete slab span bridge to replace a failing metal girder suspension bridge over the Nemadji River. Bridge approaches and river bank stabilization services were also performed during the update. What was once a closed, or limited one-lane questionable access across the Nemadji River, is now a safer, more visually pleasing, and usable connection. The new bridge helps to salvage a road in South Superior that local residents have been without for years.

Krech Ojard was hired by Canada Chrome Corporation to recommend a route and to produce a feasibility study for a 210 mile (338km) rail line in Northwestern Ontario, Canada. The $2 billion (USD) rail project, the largest in North America in nearly 50 years, is planned to provide service and a means to haul the massive chromite deposits in the Ring of Fire area to market. With a potential mine life over 100 years, the proposed rail line is the critical infrastructure for the development and support of the entire Ring of Fire mineral region. Krech Ojard’s engineers provided field reconnaissance of the project area to map possible alignment alternatives. Based on this work a string of high ground was discovered traversing the James Bay Lowland bog

Krech Ojard was hired as construction project engineer for the resurfacing of twelve miles of STH 70, in Burnett County Wisconsin. The project was funded by the American Recovery and Reinvestment Act (ARRA). The project consisted of resurfacing of the highway and improvements to a wayside rest area. Work included asphalt milling, HMA pavement, sign replacement and permanent pavement markings.

The project was the recipient of the region’s Excellence in Asphalt Paving Award for 2010.

Krech Ojard worked with the Canadian National Railway to devise a plan that would reconfigure the layout of its existing corridor track to increase the speed at which corridor trains could pass through the junction. Since this project was located on CN’s mainline between International Falls and Chicago, and carried an average of 20 trains a day, the project required a phased implementation to construct modifications within standard work blocks, thus minimizing operating costs to CN. KOA provided topographic survey, route layout, phasing plan, environmental permit coordination, plans and specifications, and construction administration as well as inspection/oversight.

Lake Superior College hired Krech Ojard to design their Parking Lot B reconstruction on their campus in Duluth, Minnesota. The project included full replacement of the pavement section, removal of one existing entrance and addition of two new entrance/exits to the parking lot, new walkways from Lot B to both Lot C and Trinity Road, new curb and gutter, storm sewer and a new stormwater management system.

The reconstruction of Lot B slightly increases the amount of impervious surface, but decreases the stormwater runoff peak discharge rate and vastly improves water quality of the site’s runoff. The project follows the requirements of the NDPES General Permit and City of Duluth’s MS4 Permit.

Krech Ojard was secured by Hibbing Taconite Company to complete an investigation of the costs, permitting requirements, and timeframe for removal and relocation of the existing infrastructure in the North Hibbing Area to permit advancing their mine planning efforts to determine if the minerals in this area are economic and would provide potential future mineral reserves.

The KOA team completed a thorough review identifying all infrastructure in the North Hibbing Area including the Mine View Stand, BMX Park, Dog Park, campground, disc golf course, RC air field, concrete structures, asphalt roadways, fencing, and electrical power lines.

Structural design of three-span steel and concrete bridge

Krech Ojard provided support in a due diligence review of Baffinland Iron Mines (BIM) Operations on Baffin Island, Nunavut, Canada. The review included site visits to assess operational and maintenance practices for transportation and material handling systems. This mining company operates an active mine at Mary River located in central Baffin Island and a port facility on the north shore of the island with marine access to Baffin Bay, which are both located north of the arctic circle. The mine operates year-round in arctic conditions. Transportation systems evaluation considered review of CAPEX plans for improvements and maintenance projects on BIM’s 100 KM haul road from mine site to northern port facility.

Scenic Highway 61 located between Duluth and Two Harbors, Minnesota runs parallel to the railroad and crosses under the rail line just south of Knife River. The reversing horizontal curves of the under passing highway required advisory speed limits, and during inclement weather, the bridge’s concrete abutments were struck by vehicles and snowplows alike. Vertical clearance at the bridge was also limited to 13’-8”.

The solution was to replace the bridge and realign the current highway. Krech Ojard’s Infrastructure Group handled the redesign of the bridge and under passing highway, correcting the flaws in the existing bridge and highway.

Krech Ojard developed a plan to ship high sulfur diesel product by rail in large tank cars. Ultimately the project evolved to encompass 7600 feet of new track and a spill catchment and underground containment system at the loading facility. The project reconfigured some of the existing railroad tracks, and Krech Ojard developed a construction staging plan that allowed full use of the existing tracks until the time that the new tracks could come into service. Additionally, since the new configuration affected the way that BNSF Railway services the facility, Krech Ojard coordinated with BNSF Operations to enhance the serviceability of the new facility.

Krech Ojard was hired by the developer of Larsmont Cottages near Two Harbors, Minnesota to design the repairs of damaged shoreline caused by a severe Lake Superior storm. It was discussed that the expectations for designs would not be to withstand another storm of this magnitude, as the cost would be far too high, but at a minimum, restore the bank back to pre-storm conditions to prevent further erosion and sloughing, and most importantly, to eliminate the trip and fall hazards that the sheared bank poses. The pre-storm bank condition had been able to withstand “normal” lake conditions. Engineering services included:

Krech Ojard provided construction administrative services on the new Superior Weight and Enforcement Facility (SWEF) #72 for the Wisconsin Department of Transportation. KOA provided an experienced project manager and support staff for on-site inspection, monitoring, planning, and coordination for the duration of the project. The SWEF building is comprised of both an operations and training area as well as a two-truck inspection bay. The building includes a complex geothermal heating and cooling system that includes both an in-floor and forced air heating system. The facility includes a Weigh In Motion system with mainline and ramp weighing, axle, and loop detection. A major environmental component of the project was the wetland mitigation at both the old SWEF facility and a segment of land north of the new facility.

Krech Ojard was retained by Peru Copper Company to evaluate the capability of an existing railroad constructed in the late 1800’s to handle the increased tonnage from a proposed copper mine. This mine would greatly increase the tonnage that this line currently carries and is shipped through the port at Lima, Peru. The railroad extended from the Port of Lima and climbed 18,000 feet to go over the top of the Andes Mountains creating which was until recently the highest railroad in the world. Krech Ojard also reviewed the shipping facilities at the Port in Lima to handle the increased tonnage of copper concentrate.

Krech Ojard handled construction administration for this project. The construction completed in 2017 on the DSPA’s C and D Dock Reconstruction in the Duluth Superior Harbor, involving replacement of steel dock sheet piling, grading and site rehabilitation, railroad spur additions, road accesses, site security, site lighting, cement aprons and ship mooring.

Krech Ojard was previously engaged to perform an intermodal rail/truck/ship transshipment facility study at the C & D docks, considering transportation infrastructure, commodities handling, rail and truck layouts, and site structure improvements, offering multiple alternative plans.

The city of Duluth retained Krech Ojard to design and manage the reconstruction of West Third Street, from 19th Avenue West to Carlton Avenue.

The project involved development of full plans, specifications, and estimates, as well as construction management services for the reconstruction and street improvements for fif teen blocks in the Lincoln Park neighborhood of Duluth.

The project required design and provisions for general street reconstruction and intersection geometrics, traffic signals, utility replacements (sanitary and water services), storm and sanitary sewer replacement, ornamental street lighting, landscaping, construction phasing, and traffic control.

Krech Ojard & Associates was contacted by Reynolds, Smith & Hills (RS&H) to assist with the stormwater handling and stormwater management associated with the Phase I Landside Development of the Replacement Terminal project at the Duluth International Airport. The project consisted of the reconstruction/ relocation of the access loop road and construction of vehicle parking lots. As portions of this project were funded by the American Recovery and Reinvestment Act (ARRA), design needed to be completed quickly to avoid jeopardizing the project’s funding. Krech Ojard worked with RS&H to quickly develop a phasing plan for the installation of the new storm water system in order to minimize interruptions to the operation of existing terminal parking lot and traffic flow.

Krech Ojard has performed the underwater inspections, design of repairs and modifications for the Canadian National Railway’s three ore docks in Duluth and Two Harbors, Minnesota as well as Escanaba, Michigan for the last twenty years. These massive structures are founded on pilings and enclosed with a sheet pile wall. Repairs and modifications over the years included grouting concrete foundations to reestablish pile bearing, sheet piling repairs, design and construction of twenty feet wide fender extensions to accommodate the loading of 1000 ft vessels as well as numerous modifications to the material handling systems.

Krech Ojard worked with Baird to support Gavilon’s effort in developing a new transloading facility for grain along the Mississippi River near Cora, Illinois. KOA provided permit ting support as well as engineering development from concepts to detailed design, to construction documents.

Underwater imaging was used to investigate potential hazards and identify conditions along the dock.

Elevations were used to identify longitudinal relationships along the dock, and discrete sections were taken to identify transverse relationships at locations of interest. Imaging was taken to allow subsequent investigations to be spatially referenced to this original data.

The General Mills facility in Superior, Wisconsin was experiencing a deteriorated dock face, which was impacting efficiency and general safety of the site. Krech Ojard was retained to develop rehabilitation plans for the 1,200 feet of loading dock. Features developed for the project included a grain loading dock and a retaining wall composed of wood cribbing, steel piling, cement mooring dolphins and sheet pile with a timber deck. The berthing and mooring structures were designed to be independent from the bulkhead wall, which provides support to the grain elevators.

Krech Ojard’s Marine Group was retained by the St. Paul Port Authority (SPPA) for underwater investigations of dock walls, bollards and other facility conditions. Underwater imaging took place in both fall and winter conditions, through the ice. Krech Ojard’s Marine Engineer Group made recommendations for repair and design solutions based off the underwater imagery, which was also provided to the client.

Alter Terminals retained Krech Ojard engineers to develop a master site plan and produce visual graphics to support stakeholder engagement and the permitting processes. The site handles multiple bulk commodities (scrap steel, salt, fertilizer, & aggregate) across multiple transportation streams (river barge, truck & rail). The facility is located along the Mississippi River in St, Paul, Minnesota. Alter placed high priority on the existing handling of fertilizer, scrap steel, salt, and aggregate while respecting future rail developments, environmental constraints and existing facility structures. Plans for the rehabilitation of the bulkhead wall on the Mississippi River is a key element that is vital to site functionality.

Krech Ojard performed engineering services for the design of a new coal receiving port for this new power generation plant in Michigan. Prior to the design of the new facility upgrades, studies were performed on existing facility upgrade needs and possibilities. Engineer divers performed underwater and above water investigations of the port facility. Mechanical, rail, and structural engineers performed studies on the existing buildings, material handling systems, rail and transshipment facilities.

Krech Ojard was authorized by XCEL Energy to perform an investigation using sonar technology on the screen house intake enclosure structure of the High Bridge Plant in St. Paul, Minnesota. The purpose of investigation was to identify observable anomalies and areas of scour to locate apparent breaches in the structure that would allow large material such as fish to pass into the enclosure. In addition, the investigation was to help identify if the possible reason for the loss of soil from the land side of an existing sheet pile wall is also connected to an undermining of the existing structures. Sonar was used to model the area of scour underneath a concrete slab supported by pipe piles with bottom modeling of the remainder of the intake enclosure.

Krech Ojard performed a hydrographic survey of the underwater portion of the concrete dam. The survey was conducted within the 350x350 foot area directly downstream of the gates and spillway of the concrete portion of the dam. The hydrographic survey of the tailrace was used to create a topographic style map with color coded depth, a color coded contour map, and an AutoCAD drawing with profiles at discrete locations.

Subsequent surveys were performed over a period of five years to provide time trend analysis of the spillway. Subsequent surveys were also mapped in relation to previous surveys to develop a trend analysis of the apron condition.

United States Gypsum required that an arc flash hazard analysis be performed at their USG Interiors, Inc. facility. The arc flash hazard analysis was to be performed from the main service entrance down to the Motor Control Center (MCC) level to establish the Personal Protective Equipment (PPE) required for personnel working on the plant’s electrical system. Krech Ojard provided on-site data collection during a weekend shutdown period. Data was gathered to retrieve information on the electrical power system design in preparation for the power system studies needed for the arc flash hazard analysis. Substation switchgear data and electrical protective device ratings and settings were collected along with conductor sizes and lengths down to the MCC and 480V panel level.

Krech Ojard was contracted by the Duluth Seaway Port Authority to design and develop plans, specifications and solicit bids for construction of a new 1500ft roadway, a truck scale, parking/storage lot pavement replacements, new guard shack and security gate enhancements, and 1200sf office remodel to serve as a security office and driver’s lounge. The solution was to construct a connecting roadway and relocate the security perimeter. The new road will accommodate truck queuing outside the security perimeter, in addition to providing a looping roadway around the various DSPA leaseholder facilities and improving traffic flow and site accessibility.

GENERAL MILLSDUST COLLECTION CONTROLS

Krech Ojard provided engineering services in support of dust collection upgrades at the General Mills S-Facility. Electrical design consisted of defining space requirements for MCC enclosures, sequencing considerations of phased installation, and identifying reserve capacity in the proposed replacement transformers. The electrical site visits identified opportunities to use reserve capacity of the north transformer and MCC to support future conveyor motor upgrades, while the south transformer may be able to support future SEF migration plans. The first phase is for the installation were the #2 and #3 dust collectors which replaced the existing south dust collection system and tied to the existing dust load out system. The second controls systems included the seven new dust collectors and the S-dust loadout tied into the X-dust loadout.
