Mayor PatrickHawkins called the meet-ing to order at 7:04 p.m.with Tellico Plains CityRecorder David Bookout,Aldermen Kenny Davis,Larry Harris, Sherri Raby,and Robert Hamiltonpresent to work through abrief agenda. All was quiet in thesmall room of the TellicoPlains Community Centeras minutes from the previ-ous month were reviewed.

Approved was the de-velopment of a parcel onMaple Springs Road forresidential purposes. MikeJamison was the applicantfor the project involvingnine lots on 11.5 acres. Commission membersexpressed concern overthe presence of wetlands. “I went out there anddidn’t see anything thatwould be a problem,”

Stephenson said hemight need more time toconfer with one residentinvolved in the situation.Discussion was thentabled to next month’smeeting.

Further continuingthe topic of beer sales,Hawkins turned to thematter of beer permit fees.He asked the council toconsider a change in thenon-refundable aspect ofthe $250 fee for beer per-mits. “It’s my understandingthat the $250 fee is for thepermit and the first year oflicense,” said Harris. “I would like to see uschange that if we can,”Raby said.

Raby made a motionfor a new ordinance to in-clude a $50 non-refund-able application fee withthe current $250 fee dueupon approval of permitand license. “They can pay the $50application fee and thenwhen they are approvedthe $250 will be paid forthe permit and first yearof license,” she said. Hamilton supportedRaby’s motion with a sec-ond and the motion ap-proved with all ayes. While on the topic,Hawkins brought thematter of Sunday beersales before the board. “Right now beer sales
in establishments end at 6p.m. on Sundays,”Hawkins said. “That putsa crimp in their businesswhen people can go out-side the city limits whereit’s served later. Especiallyin the summertime.” “We should at least dowhat the county does,”said Davis. Harris made a motionto amend beer sales by theserving to 9 p.m. with asecond by Raby. The mo-tion carried with all infavor. With the business ofbeer sales settled,Hawkins asked the coun-cil to review a list of itemsfor surplus. Harris mo-tioned to approve the listof items selling as surpluswith a second by Hamil-ton. The motion passedunopposed. Hawkins applauded
the great success of TheLady Bears for the 2017-2018 season. “Tellico Plains is ex-tremely proud of TheLady Bears,” he said. “Ihope they travel toMurfreesboro and cutdown some nets.” “On and off the court,they are really great exam-ples to be proud of,” saidDavis. With no further busi-ness, Davis motioned toadjourn the meeting at 7:32p.m. with a second byHamilton.

With tax filing seasonunderway, the TennesseeDepartment of Com-merce and Insurance’s Di-vision of ConsumerAffairs is sharing that cau-tions consumers about anew scam tactic involvingerroneous tax refund de-posits. According to the IRS,the scam began with cy-bercriminals employingmalware to mine clientdata from tax profession-als’ computers. The crim-inals use the stolen data tofile fraudulent tax returns,listing the taxpayers' realbank accounts for the de-posit. Thieves then utilizevarious, ever-evolving tac-tics to reclaim the refundfrom the taxpayers. In one version of thescam, criminals pose asdebt collection agency of-ficials acting on behalf ofthe IRS. They contact thetaxpayers to say a refundwas deposited in error,and they ask the taxpayersto forward the money totheir collection agency. In another version, thetaxpayer who received theerroneous refund gets anautomated call with arecorded voice saying he isfrom the IRS and threat-ens the taxpayer with
New Twist on Tax Refund Scamcriminal fraud charges, anarrest warrant and a“blacklisting” of their So-cial Security Number. Therecorded voice gives thetaxpayer a case numberand a telephone numberto call to return the re-fund. The IRS urges taxpay-ers who are affected bythis scam to follow theseestablished official proce-dures for returning an er-roneous refund to theagency. The IRS also en-courages taxpayers to dis-cuss the issue with theirfinancial institutions be-cause there may be a needto close bank accounts.Taxpayers receiving erro-neous refunds also shouldcontact their tax prepar-ers immediately. TDCI reminds con-sumers that the IRS willnever: • Ask for credit or debit
card numbers over thephone or email. • Call or email you toverify your identity byasking for personal and fi-nancial information. • Call to demand im-mediate payment using aspecific payment methodsuch as a prepaid debitcard, gift card, or wiretransfer. Generally, theIRS will first mail you abill if you owe any taxes. • Threaten to immedi-ately bring in local policeor other law-enforcementgroups to have you ar-rested for not paying. • Demand paymentwithout giving you the op-portunity to question orappeal the amount theysay you owe. Cline said he took a callfrom a Madisonville manwho said he had left hiswallet on the counter atthe Aztec on Highway 411and when he returned toretrieve it the billfold wasgone. According to Cline,video camera footageshowed Bailey stashingthe wallet in her hoodieand leaving the store. Cline said he recog-nized Bailey from a drugarrest a few weeks earlier.
