Preamble

Ladies and Gentlemen,

this document contains the Fire Safety Regulations (BSO).

Research areas, too, entail risks of fire that can be prevented by prudent and correct behavior. Therefore, all employees of Helmholtz Zentrum München are obliged to help prevent fire and damage by exercising the utmost care. They must act in accordance with these Fire Safety Regulations. Fires endanger human life and destroy work places and research.

These Fire Safety Regulations are divided into 3 parts:

Part A: applies to EVERYONE (visitors, employees, lecturers, students, and contractors‘ staff); it is an integral part of these Fire Safety Regulations (site 4). In addition, it is displayed clearly visible at the entrance to buildings, in corridors and stairwells.

Part B: of the Fire Safety Regulations applies to all employees, lecturers, students, and contractors‘ staff that are not just temporarily at Helmholtz Zentrum München. It contains binding regulations and information on fire safety. You must comply with these regulations.

Part C: of the Fire Safety Regulations is aimed at anyone with specific responsibilities for fire safety (fire safety officer, evacuation assistant) and is not part of this brochure.

Preventive Fire Safety MeasuresAll employees are obliged to prevent fire and other damage by exercising the utmost care. They must familiarize themselves with fire hazards at their work place and its surroundings as well as measures to be taken in case of danger (e.g. manual fire alarms (push-button-alarms), location of escape routes, location of assembly points, and facili-ties for self-protection such as fire extinguisher, wall hydrant, and fire blanket).

Particular attention must be paid to the following fire safety measures:

• Tidiness and cleanliness are important prerequisites of operational fire safety.

• Fire-hazardous jobs such as welding, burning, (thermal) cutting, preheating and other fire-related work require prior written permission by the ZT (Central Facility Manage-ment) before they are commenced and completed. This does not apply to fire-hazar-dous jobs carried out in the designated work area or technical workshops by compe-tent staff, or work requiring naked flames to perform set tasks (e.g. in a laboratory), provided employees were briefed and advised of the particular risks.

• Smoking is prohibited in all buildings of Helmholtz Zentrum München; tobacco remains must only be deposited in non-flammable ashtrays. The latter must not be emptied into waste paper bins.

• Storage rooms for wood, paper, flammable liquids, or gases and other easily flam-mable substances must not be entered with naked flames. The smoking ban must be strictly adhered to.

• In laboratories and workshops, fire-hazardous and potentially explosive substances must only be kept in the amounts required to continue the work. They must be stored in suitable and designated containers. Any further regulations regarding the handling of these substances must be adhered to.

• In Laboratorien und Werkstätten dürfen feuer- und explosionsgefährliche Stoffe nur in den für den Fortgang der Arbeiten erforderlichen Mengen bereitgehalten werden. Sie müssen in geeigneten und gekennzeichneten Behältern aufbewahrt werden. Weiterge-hende Vorschriften für den Umgang mit diesen Stoffen sind zu beachten.

• Electrical resources must by checked and repaired by skilled staff only. Checked appliances shall be labelled and recorded in inspection protocols. The use of gang plugs and / or consecutive extension leads is strictly prohibited. Defective machinery, appliances and connection cables must immediately be withdrawn from use. Fan hea-ters, cooking appliances, kettles, microwaves etc. must be placed on non-flammable surfaces (e.g. ceramic tiles).

• In case of defects in fire safety equipment or damage to electrical installations or signs thereof (flickering light, smell of a smoldering fire etc.), notify the ZT / works fire bri-gade / emergency services immediately.

• After office hours, lights and all electrical appliances must be switched off, if possible. Fireplaces or furnaces must be extinguished and ashes and flammable waste be remo-ved to avoid any fire hazard. Windows and doors must be closed.

• Any signposted access for the fire brigade, hard standings for the fire brigade and rescue vehicles, as well as access to hydrants must be kept clear. Access to this area must not be restricted in any way through parked vehicles or any other storage. Any signs and markings must be observed.

• In case of an event with more than 200 invited guests, the works fire brigade must provide a security guard. This security guard must be registered in good time with the works fire brigade, generally 10 days before the event,

Compliance with these fire prevention measures will be checked by means of inspections.

All employees of Helmholtz Zentrum München will be requested every 2 years to attend a briefing about fire prevention measures and fighting fires with the fire extinguishers provided.

Prevention of Fire and Smoke PropagationThe main risk to people is not the fire itself but the smoke and its toxic fumes! Smoke and fumes claim far more lives than the direct effects of the fire! Even small amounts of flammable material can fill large areas with smoke!

Fire doors and smoke control doors serve to prevent the propagation of fire and smoke. These doors can be identified by the fact that they are usually self-closing (e.g. via a door closer) or labelled additionally as fire doors or smoke control doors. In addition, these doors might be equipped with a hold-open device that keeps the door permanently open

and releases the door to close automatically upon expo-sure to smoke. However, these doors can only fulfil the above-mentioned functions if they are fully functional. Fire doors must be self-closing (snap closure). Smoke control doors must additionally be sealed.

Fire and smoke control doors must not be wedged, blocked, tied up or restricted in their function in any way. The closing area of the doors and roller shutters must be kept clear at all times. Every employee is obliged to remove any wedges or obstacles that prevent

the doors and gates from locking properly and to report any damage. Avoid any unnecessary exposure of the fire source to oxygen until the fire brigade arrives. Door or shutter assemblies (fire doors and gates), windows and doors must be closed or kept closed, but not locked.

Smoke and heat venting systems (RWA) are installed in stairwells, corridors and foyers. These vents can be opened at least from the ground fl oor and from the top fl oor. They allow the smoke to escape in case of a fi re. The vents are usually closed and will only be opened in case of a fi re. This is either done automatically via a smo-ke detector or by breaking the glass in the cover frame marked „Rauchabzug“ („Smoke vent“) and activating the push button or lever. Any misuse of this appliance (e.g. for ventilation purposes) is forbidden.

Escape and Rescue RoutesEscape and rescue routes are hallways, corridors, necessary stairs and, where availab-le, rescue balconies that are identifi ed by signs (icons). In case of an incident, everyone should be able to leave the building quickly and safely.

Escape and rescue routes must be kept clear at all times, as objects can present a fi re hazard or a risk of falling. Corridors are no storage rooms.

Escape and evacuation plans must not be be concealed or blocked. Any areas on the property designated for the fi re brigade and access to those areas must be kept clear at all times.

In case of a fi re, the smoke vents should be opened by the staff !!

Every employee must ensure he/she is suffi ciently familiar with the route and layout of the rescue and evacuation routes (cf. escape and evacuation plan)!

Alarm DevicesAlarm devices are devices such as smoke detectors, push-button alarms, and telephones. The alarm is raised most quickly and safely by using the existing push-button alarm. The emergency contact number 333 can be called from any telephone within the Helm-holtz telephone network and requires no prefi x. When using a mobile phone, please call 089/3187-333. Push-button alarms are located in the stairwells and landings, corridors and on wall- mounted hydrant cabinets.

Fire-Fighting EquipmentExamples of fi re-fi ghting equipment are fi re extinguishers, wall hydrants, fi re blankets, and fi re extinguishing systems. You will fi nd these appliances in the wall-mounted hydrant cabinets marked with red icons; additional fi re extinguishers are also installed near exits and in corridors.

Fire extinguishers: There are diff erent types of fi re extinguishers. Each type is only suitable for extinguishing particular substances and materials. Flammable substances are divided into fi re classifi cations A to D and F; accordingly, fi re extinguishers are divided into classes A, B, C, D, and F. The fi re extinguisher shows clearly, for which fi re classifi -cation it is suitable.

With each fire extinguisher, the safety pin must be removed first and the extinguishing agent activated, i.e. pressurized. This is done, depending on the extinguisher type, by opening the valve on the propellant bottle attached to the outside or by pressing a firing pin or a hand-operated lever on the fire extinguisher head. In any case, a short hissing noise (approx. 3-5 seconds) indicates that the extinguisher has been activated. It is now ready to be used. The extinguishing agent will not be discharged until the lever at the end of the hose or the extin-guisher head is pressed. Carbon dioxide extinguishers are under permanent pressure and ready to be used immediately after removing the safety pin.

Attention: The extinguishing time is limited, depending on the type of extinguisher, to around 10 seconds! Do not „fire off“ the extinguisher until you have reached the site of the fire.

Handling of Fire Extinguishers

Pay attention to the wind direction and keep a safe distance.

Extinguish large-scale fi res from the front to the back!

But: Extinguish dripping or fl owing liquid fi res from top to bottom!

If possible, use several fi re extinguishers at the same time rather than consecutively!

Caution!

Watch out for rekindling until the fi re brigade arrives!

Do not put fi re used or activated fi re ex-tinguishers activated away again; instead, have them fully charged again, ready for use!

In case your first attempt to extinguish the fire is unsuccessful, leave the room imme-diately and close the door behind you. However, do not lock it!

It is imperative that you wait for the fire brigade to brief them and/or hand over keys.

Wall-mounted hydrants with fire hoses are located in wall-mounted cabinets that are installed either in corridors or stairwells, but not in all buildings. The hose is on a reel and already connected to the water pipe. Between the reel and the water pipe, there is a hand wheel for opening up the water supply.

There are two types of hoses:

• Pleated hoses (grey fabric) must first be fully unwound from the reel and unfolded without kinks before turning on the water supply.

At the end of the hose, there is a nozzle with a lever handle. In a horizontal position, the nozzle is closed. If the lever is turned vertically, the nozzle is open for the water jet.

• Semi-rigid hoses (black rubber) that only have to be unwound as far as needed; with these types, the water supply can be turned on immediately.

At the end of the hose, there is either a nozzle with a lever handle or a nozzle that is opened for the water jet by clockwise rotation.

In both cases it can take up to one minute after turning the hand wheel in the wall cabi-net, before the hose pipe is fully de-aerated and the water jet emerges from the nozzle! The nozzle must be held with both hands, as kickback is likely when the water emerges.

Emergency showers are usually located near laboratories. They do not just serve to clean yourself after exposure to dangerous substances but also to douse the flames if a person has caught fire.

Carbon dioxide (CO2) or inert gas (argon) extinguishing systems might be installed in storage areas for dangerous substances or in labora-tories. Please be aware that the gas emitted by the extinguishing sys-tems is extremely dangerous to humans. For that reason, a penetrating warning signal sounds before the extinguishing system is used.

Behavior in Case of a Fire• To ensure effective evacuation and fire fighting measures or technical help, correct behavior is vitally important.

• It is of paramount importance that each individual tries to prevent the onset of panic by being level-headed and staying calm.

• In case of imminent danger, leave the danger zone immediately!

• When the fire alarm sounds, leave your work place via the signposted escape routes or emergency exits. If possible, take your personal belongings with you.

• Not all employees or other persons present at the work place notice the outbreak of fire. It is particularly dangerous to mistake a real fire alarm for a practice alarm and therefore not take it seriously.

• Warn your staff/employees and any other personnel!

• Any instructions by evacuations assistants must be observed!

• In case of a fire, it is imperative to tell the fire brigade about any missing persons. They could still be in the building and be helpless.

• In rooms, stairwells etc. filled with a lot of smoke, walk with a stoop or crawl; near the ground there is usually still some respirable air. For better orientation, feel your way along the wall.

• If it is no longer safe to leave a room (e.g. in case of heavy smoke), stay in the room, close the doors behind you and seal the door with damp fabric or paper.

• Draw attention to yourself at the window and wait to be rescued by the fire brigade!

• Fight the incipient fire with the nearest suitable fire extinguisher.

• Should the first attempts to extinguish the fire be unsuccessful, close the doors and leave the building.

Saving human lives takes priority over fighting fire!!

Do not use lifts!!

• Fires involving electrical appliances and installations up to 1000 volt can be doused with suitable extinguishers. When using water or foam fi re extinguishers, keep a dis-tance of 3m, for CO2 or dry powder fi re extinguishers keep a minimum distance of 1m.

• Never douse a fi re involving installations exceeding 1000 volts with hand-held fi re extinguishers unless the power supply has been switched off ! The minimum distance must be observed at all times.

• In case of fi res involving gaseous substances, close the cut-off valves or the supply lines on the compressed gas cylinder immediately (emergency shut-off for gas).

• For the location of the assembly points used for your building, please refer to the respective escape and evacuation plans in your area.

• Upon arrival, the fi re brigade must be briefed by a person familiar with the facility.

• In case of emergencies, the fi re brigade is authorized to issue directions to all persons.

• In case of a fi re, lifts can be fatal traps!

Reporting the FireEvery fire must be reported immediately via the nearest push-button alarm or the phone using

emergency contact number: 333 (campus Neuherberg)

112 (external facilities)

The emergency contact number 333 can be called from any telephone in the Helmholtz telephone network (campus Neuherberg); when using a mobile phone, call 089/ 3187-333. At the external facilities use emergency contact number 112 (also with mobile phone).

Where did it happen? Building, floor, room

What happened? Fire, emergency, hazardous incident …

How many are affected? Number of injured persons or persons at risk

Who is reporting this? First name and last name

Wait for any questions! Only the rescue co-ordination center/gate terminates the call

The emergency call will be put through to the works security service in the entrance building.

Pay Attention to Alarm Signals and InstructionsWhen the fire alarm sounds, leave your work place via the signposted escape routes or emergency exits. If possible, take your personal belongings with you.

Take the shortest route to the assembly point (cf. escape and evacuation plan).

Very soon, loudspeakers will be directly connected to all telephones in the affected area, reporting the alarm and issuing requests to leave the building. For this purpose, active phone calls will be interrupted.

Upon arrival of the fire brigade, only their instructions should be followed!!

Getting out of Harm‘s WayAssembly point: It is important to warn everyone, including persons that may, by chance, be in less frequently accessed areas when the fire breaks out. Remove people at risk,

disabled or injured persons from the danger zone. Calm down those affected and render first aid if necessary. Leave the danger zone imme-diately via signposted escape routes. Make your way to the assembly point to ensure that everyone‘s presence can be checked (cf. escape and evacuation plans).

Do not put yourself at risk with any measures you take! Close windows and doors (do not lock)! This makes it harder for the fire or smoke to spread.

Assembly points at the external facilities:

• The assembly points for the Institute of Hematology are located at the car park by Feodor-Lynen-Straße or Marchioninistraße.

• The assembly point for the Comprehensive Pneumology Centre (CPC) is located at the car park by Max-Lebsche-Platz.

• The assembly point for the Institute of Diabetes in Garching is located at the car park by Parkring.

Attempt to Extinguish the Flames• Use fire-fighting equipment as per respective instructions.

• Inside the buildings, fire extinguishers (with different extinguishing agents suitable for different areas and degrees of danger) and wall hydrants are installed. In some areas (laboratories etc.), fire blankets are available.

• Extinguish incipient fires immediately. Do not use hand-held fire extinguishers until reaching the source of the fire and call for assistance. If possible, use several fire extinguishers at the same time. This is more effective than using several fire extinguishers consecutively.

• Remove flammable objects immediately from the danger zone of the fire.

• To extinguish fires in electrical installations (up to 1000 volt), use CO2 extinguishers or dry powder extinguishers (severe restriction of sight). Keep a safety distance of at least 1m.

• Should initial attempts to extinguish the fire be unsuccessful, close the doors and leave the building. Warn your staff/employees and any other personnel!

• Be careful when opening closed doors. This may result in an explosive flame caused by the inflow of oxygen. Always take cover when opening doors.

• The works fire brigade organizes regular fire drills. All employees are called upon to take part in these fire drills.

• People catching fire are rare but very dramatic incidents, as the consequences for the life and health of the affected person can be particularly severe. The most important

thing is to immediately fight the fire engulfing that person, while not risking your own life. There are different procedures that are suitable for extinguishing the flames engulfing a person. The main criterion should always be quick availability – a special fire extinguisher or agent is not necessary. Attempts to minimize exposure of the body surface to the fire have top priority. The fact that damage through burns occurs within a very short period of time conveys the importance of quick and decisive action by the first aider.

Always expect irrational behavior (running away) by the injured person. A variety of methods can be used to put out the flames engulfing a person, such as water, fire ex-tinguishers, dense fabric (fire blanket) or rolling on the floor (no patting!). If necessary, life-saving measures (resuscitation) should be carried out immediately after putting out the fire.

Remember to call an ambulance immediately.

Briefly cool down the affected body parts with water. However, to prevent the danger of hypothermia, this should only be done for a few minutes.

However, the following advice must be complied with when using a fire extinguisher. The person on fire should be asked to close eyes and mouth, if possible. When using a CO2 extinguisher to douse the flames, keep a minimum distance of 1.5 m.

Focus initially on putting out the fire on the chest and shoulders in order to protect the throat and head from the flames. Afterwards, direct the beam downwards and to the sides.

Behavior after a Fire• Every fire, even the smallest one, must immediately be reported to the emergency call center (telephone no. 333 campus Neuherberg or 112 at external facilities) and your superior to ensure that the site of the fire can be double-checked by the fire brigade.

• When leaving burning and smoke-filled rooms, close the doors (do no lock) to prevent quick propagation of fire and smoke.

• Move material assets to a place without risk of fire if it is safe to do so.

• Electrical installations and resources must be checked before they are restarted.

• Fire extinguishers that have been activated (as soon as the seal is broken) must not be

reinstalled under any circumstances. These fire extinguishers must be sent on to be professionally refilled. Please notify the works fire brigade of any activated or used fire extinguishers.

• Access to cooled-down fire areas is prohibited until approval has been granted by the fire brigade.

• Are you familiar with escape and rescue routes?

• Where is the assembly point?

Final ProvisionsIn many cases, fi re resulting in signifi cant damage was found to be attributable to preventable causes. Unfortunately, people in many work areas lack the necessary awareness to eliminate human error in terms of existing fi re hazards from the start.

Therefore, these Fire Safety Regulations aim to eff ectively improve the prevention of fi re by raising staff awareness for fi re prevention by providing in-house information and rules of conduct.

In general, every person is obliged to study these Fire Safety Regulations extensively and to act accordingly.

These Fire Safety Regulations are internal rules and standards based on DIN 14096 and do not release you from the obligation to observe and comply with other occupational health and safety regulations and generally recognized codes of practice.

These Fire Safety Regulations will be eff ective from 01 September 2013 and supersede the previous regulations. They will be amended and supplemented as needed.
