Scope of ServicesFounded in 1980, Engineering Planning and Management, Inc. (EPM) is a full

service fire protection engineering firm offering a range of services to assist our clients in meeting their fire protection and life safety needs.

EPM has licensed fire protection engineers, holding Masters Degrees, who pro-vide code consulting services, prepare conceptual design and performance-based specifications, and prepare detailed fire protection and fire alarm drawing pack-ages to ensure accurate bids and to ensure contractor accountability. EPM can also serve as the Owner’s Representative to make sure change orders and cost overruns are reduced or eliminated. Examples of our services include:

New Construction

EPM can provide code consulting services and prepare construction design pack-ages for fire protection systems for new facilities. As code consultants, we are aware of current code requirements and have great working relationships with local municipalities to determine the level of protection required.

Renovations

EPM can evaluate existing building renovations, additions and changes of use, which may trigger alteration requirements for existing fire and life safety systems.

Retrofit

EPM can prepare modification design packages for existing sprinkler and fire alarm systems to ensure code compli-ance and building safety based on architectural / tenant program changes to the building and/or tenant space.

System Upgrades to Remedy Maintenance Issues

EPM can perform feasibility studies to investigate fire protection mainte-nance issues, such as false fire alarms and sprinkler system pipe leaks. The studies provide recommendations to improve the site condition and reduce building maintenance and testing costs over the long run.

Industrial Hazards

EPM is experienced in industrial haz-ards, laboratories, power generation and special uses such as warehouses and storage facilities. EPM offers a fully integrated range of services to

provide solutions from concept, code compliance and systems design, to testing and third party review.

Pre-Fire Plans

EPM develops plans which include both graphics and text to depict the neces-sary information for fire fighting, hazard identification, and egress routes. Pre-fire plans can be integrated with municipal GIS systems for use by emergency response teams.

Due Diligence Assessments

EPM evaluates buildings and facilities to identify code deficiencies in fire protec-tion systems and building life safety features.

Fire Modeling

EPM has expertise in the use of state-of-the-art fire modeling software includ-ing Fire Dynamics Simulator (FDS) and CFAST. These tools can be used to support performance-based fire protection analysis to justify alternatives to pre-scriptive code requirements or to assist in failure analysis and fire reconstruction projects.

EPM utilizes fire modeling extensively in support of performance-based analysis. For nuclear power plants in the US and Canada, fire modeling tools are used to evaluate the plant hazards and their impact on plant safe shutdown. Fire modeling is used to calculate damage threshold distances for plume impingement, thermal radiant exposure, ceiling jet, and hot gas layer conditions for nuclear components, as well as suppression and detection analysis, multi-compartment analysis and ventilation conditions for habitability.

Personnel ProfilesThe following is a list of key personnel in the Fire Protection Engineering Division at EPM.

Mr. Thomas Jutras, P.E.Mr. Jutras holds a Master of Science Degree in Fire Protection Engineering and has over twenty-three years of experience in this field. His strong knowledge base encompasses commercial, industrial and utility fire safety. Mr. Jutras has had exten-sive exposure to fire protection system design, building and fire code consulting, fire risk analyses and evalua-tions, fire modeling and the development of fire protec-tion programs. Mr. Jutras is the Vice President of EPM’s Fire Protection and Risk Services divisions.

Mr. James Blum, P.E.Mr. Blum holds a Master of Science Degree in Fire Protection Engineering and has over eighteen years of experience in fire protection engineering consulting support. Mr. Blum’s experience includes fire modeling, risk-informed performance-based analyses, Fire Probabilistic Risk Assessments (PRA), fire protection system design, code conformance evaluations, fire hazards assessments, combustible loading calculations, review of active and passive fire protection systems and fire protection evaluations of penetration seals.

Mr. Mark Schairer, P.E.Mr. Schairer holds a Master of Science Degree in Fire Protection Engineering and has over eighteen years of consulting and project management experience in both commercial and utility fire protection. Mr. Schairer’s expertise includes perfor-mance-based analysis, fire modeling, NFPA 805 transi-tion, Fire PRA, design of fire suppression systems, code conformance evaluations, and fire hazards assessments.

Mr. Ronald Melucci, P.E.Mr. Melucci holds a Master of Science Degree in Fire Protection Engineering and has over twenty-one years of experience in code consulting and fire protection systems design. His experience spans a wide variety of both new and existing building types including commercial, hospitality, resi-dential, industrial, healthcare and government/military. Mr. Melucci’s building code consulting experience includes developing unique solutions to code compli-ance challenges and negotiating with building and fire officials. His project experience with fire protection systems design includes preparation of drawings, speci-fications, feasibility studies, third party commissioning and construction management as well as smoke control system design and testing using both prescriptive and performance-based criteria.

Mr. Edward Orazine, P.E.

Mr. Edward Orazine holds a Master of Science Degree in Fire Protection Engi-neering and has over thirteen years of experience in code consulting and fire protection systems design. His experience includes extensive design of suppression and detection systems, fire alarm system design, fire pumps, sprinkler systems, system troubleshooting, and as well as building life safety and fire code work. Work experiences include laboratories, academic institutions including dormitories and assembly occupancies, fire protection of industrial facilities (manufacturing, vehicle fueling, power generating stations and substations), and mission critical facilities.
