The CommunityWestfield is located about 20 miles north of Indianapolis and within minutes of Carmel, Fishers, and Noblesville area. Westfield and the surrounding offers the amenities of shops, hotels, services, entertainment, and a great variety of restaurants that make living here ideal. The OrganizationThe Westfield Fire Department is a full service, all-risk Fire Department, providing state-of-the-art services such as ALS ambulance transport services, Mobile Integrated Health (MIH-CP), fire suppression, hazardous materials, technical rescue, water rescue fire prevention code enforcement, public education, and is an integral part of the City's Wellbeing Coalition initiative. Our core values of customer service and professionalism, just culture, safety & performance, and being a valued partner in the community, serve as the foundation as we go about our daily responsibilities of providing 24 hours a day, 7 days a week rapid response to medical aid calls, auto accidents, brush and structure fires.

From its beginning in 1904 as a volunteer organization, the Department has grown to 4 Administrative Staff members, 6 Executive team members, 66 career Captains, Engineers, and Firefighter/Paramedics that staff three strategically located stations within the Department. The Department provides service that extends beyond responding to emergencies to include numerous Fire Prevention programs, home safety inspections, and Wellbeing Coalition.

The Department serves a geographical area consisting of urban development that covers approximately 56square miles with an estimated population of 40,000.

The Position The Fire Marshal/Division Chief is appointed by the Fire Chief, is a member of the Department’s Executive Management Team, reporting to the

Deputy Chief of Business Operations. The Fire Marshal/Division Chief oversees the Fire Prevention Division. The Fire Marshal/Division Chief is responsible for maintaining a safe community through a professional balance of education, engineering, enforcement, emergency response and community outreach. The primary duty is to plan, direct, coordinate, organize, supervise and participate in the activities of fire investigation and fire prevention (including, triennial code adoption, code enforcement, plan checking, code enforcement inspections, community safety education, weed abatement, post fire activities, and engine company inspection assignments).

Critical Knowledge and Abilities Knowledge of:• Management and leadership principles and

methods.• Principles, practices, and techniques of

progressive fire administration includingorganization, administration, budget preparationand controls, program planning, implementationand administration, and staff managementtraining.

• State and local laws, codes, ordinances, and statuesrelated to fire prevention and control.

• Standing orders, rules, regulations, administrativepolicies, and operational procedures.

• Goals and objectives of the Westfield FireDepartment.

• Principles and practices of community riskassessment, major operations (earthquake,tornado, etc), fire inspection and prevention.

• Building construction and utility installations (i.e.electricity, gas, etc.).

• Physical sciences as they relate to the fire serviceand fire behavior, including chemistry and physics;specialized test procedures (hoses, ladders, pumps,etc); basic supervisory principles, procedures,methods and techniques.

• Emergency scene safety considerations.

of tasks and ensure that procedures arefollowed.

• Communicate the technical aspects of fire servicework in an understandable manner; express ideas,facts, and reasoning clearly and effectively inwriting; use appropriate grammar, phraseology,and sentence structure.

• Operate a computer and utilize a variety ofbusiness software.

Duties and Responsibilities

• Oversees all activities of the Community RiskReduction Division to ensure the effectiveenforcement of all fire and life safety laws andordinances to reduce of the risk of fires and othernatural or man-made disasters in the community.

• Plans, organizes and directs the activities ofpersonnel engaged in community risk reductionactivities.

• Exercises direct supervision over community riskreduction personnel. Evaluates work performanceboth formally and informally, oversees andcoordinates the functions and activities ofsubordinates to achieve desired goals, providesguidance to staff on difficult assignments, advisesstaff on career goals and provides opportunities forprofessional development, maintains morale andmotivates staff to perform their best work.

• Promotes the core values of the Westfield FireDepartment.

• Projects a positive image to the public as a fireservice professional. Develops and maintainspublic support for fire suppression and fireprevention activities.

• Plan, develop, direct, organize and participate in theDepartment’s fire and life safety engineeringprogram.

• Establishes and maintains communication withindividuals from other agencies in order toexchange information, and coordinate activities.

• Ensures that fire and life safety inspections aremade on commercial, industrial and otheroccupancies as prescribed by laws and ordinances.

• Makes recommendations to the Fire Chief forelimination of special hazards and dangerousconditions existing in the community.

• Evaluates and maintains the effectiveness of theCommunity Risk Reduction program makingadjustments as needed.

• Prepares and submits weekly, monthly and annualreports of all activities to the Fire Chief.

• Participates in the development and administrationof the Department budget; submits and administersa current Community Risk Reduction budget.

• Develop annual goals related to Public Education,Community Risk Reduction, Fire Investigation andFacility Maintenance. Continually evaluate the scopeand level of service relating to Fire Marshal/Division Chief duties. Make recommendations tothe Fire Chief for service level improvements andlong-term planning.

• Oversees the Department’s Knox Box andGated Entry program.

• Maintains a complete record of inspections;investigates complaints, as well as, special andpeculiar hazards; reports any violationsobserved.

• Operates a computer, including a variety ofsoftware programs and automated systems.

• Acts as a representative of the Department andCommunity Risk Reduction Division to otheragencies and the community. Meets with andmakes presentations to government officials,business groups, community representatives,special interest groups, professional groups, andthe general public to encourage a betterunderstanding of the Department and itsprograms/policies.

• May respond to incidents in a support/advisoryrole as it relates to Community Risk relatedissues.

While performing the duties of this job, the employee is frequently required to use hands and fingers to, handle or grasp objects, type on a keyboard, manipulate office equipment. The employee is frequently required to sit, stand, walk; and ascend and descend ladders, stairs, scaffolding, ramps, and poles using feet, legs, and hands. The employee is occasionally required to reach with hands and arms, stoop, kneel, crouch, or squat. The employee must frequently lift and carry up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus. The employee must have the ability to: operate vehicles and a personal computer, read small print on documents, hear and speak well enough to communicate over the telephone and in person.

Environmental Elements Work is performed both inside and outdoors, frequently at construction sites with slippery or uneven surfaces and around moving objects or vehicles, with occasional exposure to dust, fumes, silica, and temperatures above 100 degrees.

Education and Experience Required to Apply:

• A High School Diploma or GED

• NFPA Inspector I & II (or equivalent)

NFPA Firefighter I & II (or equivalent)

Must have a minimum of five (5) years ofexperience in emergency fire suppressionoperations or in a fire prevention or communityrisk reduction division. Not less than five (5)years shall have been as a full time, full paidInspector in a fire prevention or community riskreduction division, or two (2) years as a full time,full paid Lieutenant or higher.

NFPA as a Fire Investigator I (or equivalent) within 12 months of the date of hire.

Licenses; Certificates; Special Requirements:

• Possession of and ability to maintain a validIndiana Class C Driver’s License is required.

Desirable Qualifications:

• Commission Fire Accreditation InternationalCFO, FM, FO Credentialing

• National Fire Academy certifications in FireInspection Principles I & II

• Fire and Life Safety Plans Review

An Associates Degree in Fire Science

• Water-Based Fire Protection System Plan Review

• Fire/Arson Origin and Cause Investigations

• Completed achievements from National FireAcademy and Indiana Department of HomelandSecurity
