• Normal rate of department store arson cases one or two per year
• Spring 2007 saw more arson cases than in past 5 years
• Meeting arranged by Bob Milne & Peter Mansi to review cases & arrange Intelligence analysis
• Report sent to boroughs then Force wide briefing slide of Maccinni in the Savoy setting a fire
• Woman Police Officer identifies Maccini from slide – previously arrested him for stealing cans of lighter fuel.
