When properly implemented, conscription
• links together different actors of society
• contributes to the maintanance of the values of society, promotes willingness to defend our country and a peacefulsociety
• provides young people with various competences, the mostsignificant being management training, drivers´training and first aid training
• socializes and teaches how to act as members of a group
• prevents marginalization and acts as a familiarizing actor for immigrants
• improves national health
• provides scientific material for research use
• provides a reserve for other authorities as well
• produces personnel for crisis management tasks
• works as a recruitment channel for the Defence Forcesand other authorities

General conscription-
• Constitution of Finland (731/1999)
– § 127 "Every Finnish citizen is obligated to participate orassist in national defence, as provided by an Act."
• Conscription Act (1438/2007)
– § 2 (1) "Every male Finnish citizen is liable for military servicestarting from the beginning of the year in which he turns18 years until the end of the year in which he turns 60”.

• Health care, catering, accommodation and clothing are free
• Reservist's pay and daily allowance are:
– 59,50e + 5,10e Ranks
– 62,20e + 5,10e NCO
– 65,20e + 5,10e OFF
• Travel free of charge
• Reserve promotions based on the training and wartime role, the position and suitability

Predeployment Training for Units Deploying Operations
TRG conducted in a mission specific context
(cultural awareness, ROEs etc).
Training continues after deployment 1 – 2 weeks during HOTO
period.
Full Operational Capability achieved after PDT and HOTO
e.g. In UNIFIL PDT 2014:
- 60 army regular personnel and 140 reservists,
- all volunteers, 82% first timers and
- training of reservists limited to 45 days by law on peace
keeping.
