DISCUSSION:The Governing Body will discuss the current County Survey Reviewer appointment. Dave Matthews has expressed his interest in being the County Survey Reviewer and keepingKevin Knoll as his deputy until his license expires at the end of March 2023. A letter from Mr. Matthews is attached. Neighborhood Development Services staff as well as Finney County GIS and Appraiser staff willbe present to participate in the discussion as needed.
BACKGROUND:July 2021, the Board of County Commissioners discussed how the review process was going forthe County Survey Reviewer. During the discussion there were surveyors that had issues with theCounty Survey Reviewer and surveyors that did not have issues. During the discussion, the Boardof County Commissioners discussed the idea of opting out of the County Survey Reviewer, staffwould not recommend this option as Neighborhood & Development Services does not have theresources or capability to perform these duties a County Survey Review would.
RECOMMENDATION:No action is required; however, the Governing Body may choose to take action in the matter.

58-2005. Review of survey plats; requirements; procedure; costs; recording of plat, when;waiver. (a) Before a subdivision plat, or survey plat required to be recorded pursuant to K.S.A. 2019 Supp.19-1434, and amendments thereto, can be recorded, it shall be reviewed by the county surveyor or a landsurveyor designated by the county. The county shall be responsible for the enforcement of this act. Thecounty surveyor or other land surveyor designated by the county shall certify that such plat meets all therequirements of this act.
(b) (1) The survey plat shall be reviewed for: (A) Closure of the exterior boundary; (B)monumentation of the exterior boundary and United States public land survey corners; (C) legaldescription; and (D) compliance with K.S.A. 58-2011, and amendments thereto.
(2) A townhouse plat shall be reviewed in accordance with paragraph (1), and shall also be reviewedfor compliance with K.S.A. 58-3707, and amendments thereto.
(3) A condominium plat shall be reviewed in accordance with paragraph (1), and shall also bereviewed for compliance with K.S.A. 58-3115, and amendments thereto.
(4) The board of county commissioners may, by resolution, adopt additional review requirements,including, but not limited to, review of proposed new tracts for compliance with zoning ordinances andregulations.
(c) Costs for the plat review and approval may be charged to the applicant for plat approval. All costscharged pursuant to this section shall be based on actual costs of the review and approval as approved bythe board of county commissioners. There shall be no charge to the applicant for the completion of adeficiency correction verification. If new deficiencies are identified on an amended plat, and were notpresent on the initial plat, then the cost of the additional review may be charged to the applicant, provided,such charge does not exceed the charge for the initial review.
(d) If a survey plat is required to be reviewed, the register of deeds for such county may:(1) Accept a survey plat for recordation only after the county surveyor, or such surveyor's designee,
signs the face of the plat; or(2) accept the survey plat, filing fee and review fee prior to review, then deliver the plat along with the
review fee to the county surveyor or such surveyor's designee. The county surveyor, or such surveyor'sdesignee, shall return the plat to the register of deeds, or to the submitting land surveyor, if necessary, uponcompletion of the review.
(e) The county surveyor, or such surveyor's designee, shall complete any initial plat review anddeliver such plat to the submitting land surveyor or the register of deeds, as the case may be, no later thaneight business days after such plat was submitted for review. During the initial review of a plat, the countysurveyor, or such surveyor's designee, shall identify deficiencies related to those items described insubsection (b), if applicable. The county surveyor, or such surveyor's designee, shall complete anyamended plat review and deliver such amended plat and the deficiency correction verification to thesubmitting land surveyor or the register of deeds, as the case may be, no later than three business daysafter such amended plat was submitted for review.
(f) Except for subdivision plats, townhouse plats and condominium plats, the board of countycommissioners may, by resolution, waive the requirement for review of survey plats prior to recordingwith the register of deeds.

I would like to continue doing survey reviews for Finney County until I until my license expires
at the end of March, 2023.
I know Ken Parks does not like the review law and would like to see it repealed, but since I have
started reviewing surveys I have found to many errors on plats (including on Parks surveys) to
think this is a good idea.
Parks also would like you to allow any licensed surveyor to review his plats. I think this is also a
bad idea, as it leads to conflicts of interest and “good old boy” situations.
I would also like to keep Kevin Noll as my backup reviewer. This has worked well if I’m out of
town or unavailable.

DISCUSSION:The Governing Body is asked to consider roof sealing bids for the County Attorney's buildinglocated at 409 N. 9th Street. Finney County Building and Grounds published an advertisement for bids in the Garden CityTelegram on Saturday, September 25, 2021. A letter, along with an invitation to bid, andspecifications was sent to area roofing companies to include Weathercraft Companies of GardenCity, D.V. Douglass Roofing of Garden City, and Chambless Roofing of Scott City. Weathercraftand Douglass were the only respondents.
BACKGROUND:Building and Grounds staff has responded to numerous reports of leaks at the County Attorney'sbuilding. An assessment determined the source to be the roof. Resealing the roof is expected toaddress the issue.
ALTERNATIVES:1. Accept from Weathercraft Companies the bid in the amount of $17,903.73 2. Accept the bid from D.V. Douglass Roofing in the amount of $17,740.003. Do not accept either bid and direct staff to reissue a request for bids
RECOMMENDATION:Staff recommends the Governing Body accept of the low bid of $17,740.00 from D.V. DouglassRoofing
FISCAL And/Or POLICY IMPACT:Project will be funded from budgeted funds.

This is an invitation to bid on Roof Sealing at the Finney County Attorney's Office, with specifications as shown on the attached sheet, to be purchased by Finney County. Bids will be received until 10:00 a.m., Monday, October 11, 2021 by the Finney County Maintenance Department. Bids will then be publicly opened and read. The Board reserves the right to reject any or all bids. The bid may be awarded to the bidder whose product best fits the specifications.
VARIANCE FROM SPECIFICATIONS All bids will be subject to the bidders showing their product meets the minimum
specifications as given. If any bidder is unable to meet specifications as stated, bidder will state variances on his bid sheet.
PAYMENT Finney County issues checks for payment of services and goods on the third Monday
of each month. Payment to vendor will be made only on Finney County's normal payment schedule following delivery of the unit purchased and invoice received.

Commercial, Residential, and Ag Real Estate:
• Residential, Ag and Commercial working on (146) sales and (312) building permits for October to do.

September 2021 - Monthly Department Report Staffing
The GIS Department is staffed with 2 full time employees
Projects
• Finney County GIS – Our software provider Esri is looking to do quarterly meetings with us to
see what we are doing in the GIS world. They are interested in our Drone program and want us
to talk to their software solutions team since our Drone program uses the full spectrum of Esri
software.
• Finney County GIS – With Finney County’s Communications Specialist/Project Manager leaving
we have taken over the templates for Letterheads, Business Cards, and E-mail Signatures. We
have also added running the tech for the commission meetings
• Garden City Public Utilities – Started the processes of migrating the Water Model to a new
database. Part of this migration will implement checks for lead mains that is required by the feds
for them to track and replace
• Finney County GIS – Versioning has been fully tested. We are working on training for the users
that will be the QA/QC users.
• Finney County GIS – The new GPS Base Station has been installed. We have been testing the
new GPS units by shooting Ground Control for the Aerial projects.
• Finney County GIS – The state NG911 has flown 1ft aerials for 2021 and have asked us help
quality control review the aerials. We will be receiving those sometime in Q1 of 2022.
• Finney County GIS – NG911 Q3 mandatory upload of Address Points and Road Centerlines has
been submitted and accepted.

HR Department Activities / Updates o Title VI audit was completed virtually on September 2, 2021, and we are working
through deficiencies. Kelly Munyan has been named as Title VI Coordinator moving
forward.

o Kronos project has kicked off, we will go live January 1, 2022.
o Occupational Health RFP’s have been responded to and awarded to the lowest bid.

Asphalt contractor has completed Mill & overlay from U.S. 83 to Jennie Barker Rd.
Milling has been completed from U.S. 83 to Big Lowe Rd. & asphalt over lay is completed from U.S. 83 to ½ Mile West of Sherlock Rd. As of 10/12.
