In the chamber profession, one must remain optimistic. This is not ajob for a naysayer. That being said, though, it is sometimes difficult toremain positive when big industries are leaving town and floodwater isup over the window sills. It’s easy to feel good when things are going great, but the real testcomes when we are faced with adversity. But as the old cliché goes,when the going gets tough, the tough get going! That’s how I would characterize the work of the Chamber staff so farthis year. They have remained positive, stayed focused, and made goodthings happen. I can’t say enough to thank Tammy Hall, Tonya Traylor,Steve Guttery, Judy Gregory, and our newest staff member, EllenCarrington, for the work they have done so far this year. Bart Jowers andDoris Smith do a great job keeping the Lannom Center running smoothlyall year long. I am equally grateful for and impressed with the efforts of our grantwriter, Monique Hazelwood, and our videographer-in-residence, KenTeutsch, for their contributions. The bottom line for me is this: In spite of the Great Recession and all ofthe uncertainty we face going forward, I feel privileged to work withsome great people who refuse to give up on building a better future forour community. We are making a difference!

Hot enough for everybody? Are we enjoying the summer heat wave?Well, it’s August in West Tennessee, so we all keep the iced tea handy,right? But before we know it, temperatures will begin to cool down, and fallwill arrive. Crops will be harvested, the holidays will roll around, andthe year 2010 will draw to a close. As your Chairman this year, I’m reminded of that old Chinese proverbthat says: “May you live in interesting times.” This year has certainlybeen an interesting one so far! We started off with news that one of our largest industries,WorldColor, was going to close by the end of the year, if not sooner.That was back in March; it was bad news then, and it’s still tough tocontemplate the impact this will have on our local economy. Then, in May, we were hit with the worst flooding in our history! South Dyersburg was under water,hundreds of people were displaced, and some of the retail businesses in the area simply had to shut downfor good because of the extensive damage. But, thankfully, no life was lost. Most of the industries were back up and running in short order. Thecity and county responded swiftly and effectively, and the generosity of Dyer Countians was quicklyevident as everyone pitched in to help those who needed a hand. As your Chairman, I have had an opportunity to see first hand the work that the board, the staff andvarious volunteers are doing on behalf of the community, and I can tell you this with certainty: Asmembers, you should be very proud. Our organization remained undaunted in the face of theseextraordinary tough economic times and the temporary setbacks that have come our way. I would alsolike to take this opportunity to thank the Board Members for their continued support and dedication to theChamber. In spite of everything that has happened, we continue to forge ahead. From our Downtown Dyersburgrevitalization project and Riverfront Park efforts, to several existing industry expansion projects, tocreation and/or sponsorship of exciting community events like the Big River Bowl, the first-everDyersburg Duckfest and the upcoming Halls Air Show, we are actively engaged in moving the communityforward. Please take a few minutes to read through the information in this report, and keep it on file in yourhome or office. Share it with your friends, neighbors and business associates. Talk up the positive thingsthat are going on. Finally, take pride in the fact that you are supporting all these efforts, across many different aspects ofcommunity life, that combine to make Dyersburg and Dyer County a great place to live, work, raise afamily and do business – rain or shine!

Happenings of Downtown Dyersburg

Main Street Dyersburg continues effortsto restore downtown, including a newstreetscape around the Court Square.

As Main Street Farmers Market entersinto its fourth year, there are record

numbers of growers and buyers.

Fundraising efforts continued with atotal of $741,000 now pledged over thethree year period 2009-2011.

A total of 12 new industry inquirieshave beenanswered so farin 2010. Fourare currentlyactive on theExpect IIindustrialbuilding.

We are con-tinuing ourtourism efforts,with support ofthe DSCCBaseball/SoftballTournament inMay 2010, support for the DyersburgDuckfest in August 2010, support forthe upcoming Big River Bowl inAugust 2010, support for the upcomingHalls Air Show in September 2010,and support for the Mississippi RiverCorridor Project and related tourismevents such as canoeing, hiking, birdwatching, etc., with various forms ofadvertising and promo materials.Videos, print ads, brochures, etc.,including the Destination Dyersburgmagazine, which contains articles abouttourism and cultural events.

The Chamber continues to support newefforts in assisting the Port Authorityin obtaining a new TIGER II Grantfrom the federal government to com-plete the port project. We are providingongoing support for completion of I-69through West Tennessee.

Halls Air Show - September 11-12

A walking tour was conducted around theruins of the Mengel Box Company. Thetour consisted of Chamber representativesand members of the Dyer County Histori-cal Society.

The Young Farmers and RanchersProgram is still in place and has been avery positive partnership.

The Big River Bowl - August 28

Work continues on obtaining andimplenting various grants from USDAand other sources to complete renova-tions to the Farmers Market buildingand to construct a floating boat dockfrom which canoes and kayaks can belaunched. The Downtown Develop-ment Association was recentlyawarded grant funds for these projects.

The Downtown Dyersburg Develop-ment Association continued to executethe Sub-Master Plan as designed byAskew, Hargraves and Harcourt andalso continued developmet of the RiverPark on the Forked Deer River.

This year’s Farmers Market presenteda record number of vendors and alsoincorporated the Know Your Growerinitiative.

Membership DevelopmentJeff Agee, Vice Chair

The Chamber held the AnnualMembershp Banquet and AwardsPresentation in January and featuredguest speaker Bob Farmer and TheFarmers Almanac.

The Chamber continues to hostmonthly 12 @ 12 luncheons forChamber and prospective members tolearn about current programs andmember benefits.

The Chamber has held several RibbonCuttings for new members this yearwith assistance from our Diplomats,Mayors, and other dignitaries.

The Membership Development Sub-Committee continues to focus onretention efforts for 2010 with Chambermembers and other valued addedbenefits.

Business DevelopmentDon Crews, Vice Chair

The Chamber’s staff and board mem-bers have been actively involved in thisyear’s CREST Program (Creating aRural Entrepreneurial System inTennessee) through a partnership withDyersburg State Small Business Devel-opment and community leaders. TheCREST Program will help to fosterprograms and services to meet thediverse needs current and futureentrepreneurs.

We are currently working on a SmallBusiness Development Kit that willprovide a one-stop-shop approach forbusinesses to access pertinent informa-tion related to licenses, taxes, state andlocal contacts, along with informationfrom the Department of Economic &Community Development. This kit willalso be avialable electronically for smallbusiness members to download fromthe Chamber’s website.

Once again in 2010, the Chamber willpartner with Vicki Lake to provide threeGrant Writing Workshops on October28th, November 4th, and November11th.

The Business Development Sub-Committee and Chamber staff arecurrently discussing new partnershipopportunities and the possibility offacilitating a Jump Start Workshop inthe Spring of 2011.

The Chamber awarded two local smallbusinesses Business of the Year Awardat the 2010 Annual Banquet. TheChamber also partnered with TNDepartment of Economic & Commu-nity, F-3 Media, and Pennington Seed& Supply, to develop and submit avideo as part of the first annualentrepreneurship video competition“What Makes You an Entrepreneur?”Pennington Seed & Supply was chosenas the winner of the statewide compe-tition and was awarded a $500 cashprize and a professional marketingpackage valued at $2,000.00.

The Chamber’s Annual Business Expowas held on April 29th with recordbreaking attendance by both vendors andvisitors. Approximately 20% of thevendors were new businesses that tookadvantage of the expo’s benefits inpromoting new and existing productsand services.

Bob Farmer was the guestspeaker and entertainer forthe 2010 Annual Member-ship Banquet.

The Chamber continues to encourageplant tours of local industry as acomponent of Existing IndustryRoundtable meetings.

We held the Annual Industry Appre-ciation Cookout and encourage moreparticipation. Held on May 27th witha good turnout. Comedian MichaelClayton entertained the crowd.

We conducted the Annual Wage andBenefit Survey with guidance fromHR Managers. Completed in Marchof 2010 with good participation.

Retail DevelopmentBen Edwards, Vice Chair

Team Members have determined thatI-69 is mission critical for RetailDevelopment and we need to prioritizethat effort.

There is current and ongoing retaildevelopment activity at DyersburgMall, Dyersburg Square, along majorthoroughfares.

We are reviewing the TVA ConsumerConnection update/checklist andhave found that we are already doingmany of the action plans they recom-mend.

We attend ICSC Events to get face-to-face meetings with retail prospects.

Governmental &LegislativeBob Kirk, Vice Chair

We invited the major gubernatorial andthe 8th District Congressional candi-dates to the Annual MembershipMatters Luncheon.

We are continuing our partnering effortswith other organizations that engage inlegislative affairs.

Web Based Membership Data-base: Chamber staff have met withindividual small business membersto provide one-on-one training as tohow to setup their membershipportal that allows for enhancedwebsite benefits related to searchengine optimization, uploading ofphotos related to business prod-ucts/services, and an integratedGoogle map.

Chamber staff and the Vice Chair arescheduled to attend the County Com-mission meeting to present the 2010Three Star Annual Report and to alsorequest adoption of the 2010-2014 5-year Strategic Action Plan.

In May 2010, the Chamber graduatedover 30 Youth Leadership partici-pants; over 35 youth have been selectedfor the 2010-2011 program.

In June 2010, the Chamber graduatedapproximately 8 Adult Leadershipparticipants.

The Chamber continues to work with aregional grant writer to provide grantwriting assistance for community wideprojects.

Year-to-date the Chamber has helped tofacilitate over $2 million in grantfunds for Dyersburg and Dyer County.

Chamber provided an Open House/Ribbon Cutting event for the newWomen’s Center at Dyersburg RegionalMedical Center and also for theDyersburg Allergy Clinic.

The Chamber partnered with DyerCounty YMCA and Y-USA for thePioneering Healthy Communitiesinitiative. This program is designed toadvocate healthier lifestyles throughenvironmental change.
