For San Mateo and Solano counties in California, the addition of biometric inmate ID to their ATIMS Jail Management Software systems provides an extra layer of security while saving administrative time

County jails, and the sheriff’s offices that usually manage them, are required to track a large amount of information related to jail operations and the processing of inmates as they go through the legal system. This requires robust information management systems, such as the ATIMS Jail Management System, that integrate with victim notification, commissary and court information systems while also connecting to outside databases from agencies such as the FBI and Immigration and Customs Enforcement (ICE). The fingerprinting of suspected criminals is standard operating procedure for law enforcement agencies, however most jails do not continue to use the inmate’s fingerprint as an ongoing form of ID as the inmate goes through the legal system. The San Mateo and Solano County Sheriff’s offices in California decided to take their security and information management to the next level by implementing the Fulcrum Biometrics fingerprint ID system in conjunction with the ATIMS JMS.

Innocent until proven guilty...60% to 70% of the inmates in county jails are detainees who have not yet been convicted of (or released from) the crimes for which they were arrested. Unlike inmates in state prisons, these pre-trial detainees are considered innocent until proven guilty. This means county jails have a far more complex set of rules, regulations and processes than prisons, and jail inmates who are going through the court system’s pre-trial, trial and sentencing processes must leave and return to the jail multiple times. Each time an inmate is checked in or out of the facility for any reason, a positive identification is required. In large jails where multiple inmates might have the same or similar names,

and in situations where inmates do not speak English (or do not speak it well), an extra measure of certainty is required for positive identification. The FbF bioServer, a key component of the rapid biometric enablement suite of tools from Fulcrum Biometrics, provides a fast and accurate way for jail personnel to confirm the identity of inmates as they go through the system.

At the jails in Solano and San Mateo counties, each inmate is fingerprinted on intake using the Fulcrum Biometrics FbF bioClient which provides an easy desktop enrollment into the FbF bioServer and creates the linking between the biometrics of the inmate and the ATIMS JMS. After a successful enrollment, fingerprints become the inmate’s secure ID during the entire length of his or her stay. If the inmate has been in the county jail system before, based on fingerprints alone, the inmate’s records and previous information will automatically be pulled up by the ATIMS JMS. This saves considerable time in the intake process and helps reduce the risk of duplicate record creation, particularly if the detainee is under the influence or otherwise unable to clearly articulate his or her identification information. Each time an inmate is released from the jail, his or her identity is verified using the biometric system, providing an extra measure of security, safety and peace-of-mind.

Biometric-enabled kiosks enable inmates to quickly and easily access important records

The Solano County jail took further advantage of the Fulcrum biometric ID system by enabling its use in POD kiosks placed in common areas throughout the jail. Inmates use these kiosks, which run the inmate self-service module of ATIMS JMS, to make requests and access information that is pertinent to their legal processes. The kiosks also enable inmates to log grievances directly into the JMS so they can be processed. California’s justice system requires that all inmates in county jails be able to file grievances if they feel any manner of their treatment or process has been unfair or unjust. In the past, these grievances were filed on paper, making them subject to loss and requiring jail personnel to enter the information into the system for processing.

By simply putting a finger on a scanner, the inmate can easily log into his or her unique account on the kiosk and all requests and grievances automatically become part of the inmate’s record. Without biometric ID, each inmate would have to be assigned (and remember) a username and password, resulting in considerable IT management to assign, track and replace forgotten passwords.
