ENPI CBC Calls for proposals

• Joint Managing Authority (JMA): Romanian Ministry for European Integration

>>> will launch calls for proposals in the second quarter of 2008

• Eligibility criteria:

• Only up to 20% of a project budget may be spent for activities carried out by partners located in the adjoining regions.

• At least one partner must have nationality from an eligible MS and the other must have eligible NC nationality. Projects between partners from NC only will not be accepted.

• Lead Partner and the partners must have the headquarters in the eligible area of the programme.

• Final eligibility criteria will be in the guidelines of the calls

• IPA covers candidate countries (currently Croatia, the FYROM, Turkey) and potential candidates (Albania, Bosnia and Herzegovina,

Montenegro, Serbia incl.Kosovo).

• Country, multi-country and cross-border cooperation programmes

• Objective: “assist the countries in their progressive alignment with the standards and policies of the EU, including where appropriate theacquis communautaire, with a view to membership” (IPA Regulation)

Programming at country level(2)

• Becoming more involved in this policy process would be valuable to ensure that your fields of interest are given due

attention, but this requires capacity on the ground.

• Need to be aware of what will be financed, when and how well

in advance.

• Regular contacts with EC delegations (ENPI) are essential as well as with relevant beneficiary country stakeholders (IPA) to share ideas ahead of the calls and feed in the programming

process.

Some Tips

• Be pro-active!

- Identify which programme (country, regional, CBC, thematic?) is

most relevant to your planned activities

- On the basis of the programme, identify potential project opportunities

- Meet regularly with EC Delegation(Ukraine) and/or Ministry of Environment (Serbia) to feed in the programming process at

country level and share ideas ahead of the calls

- Start thinking about project ideas ahead of the calls

- Be ready for the publication of the AAPs and calls for proposals on Europeaid website: http://ec.europa.eu/europeaid/cgi/frame12.pl
