I. Call to Order Chairperson Ryan Bertsch called the meeting to order at 7:35 am

On a motion by Tom Boyce, seconded by Selin Gurses-Acar, the agenda was approved as presented with a 6/0 vote.

There was no public comment.
V. Administrative Reports
A. Superintendent’s Report There was no report. Superintendent Diana Abbati was not present
VI. New Business
A. Approval of Minutes: October 19, 2016 On a motion of Andrew Howard, seconded by Tom Boyce, the minutes were approved by a 6/0 vote.

B. Review and approval of Parcel Tax Expenditures FY16/17
Parcel Tax Presentation FY2016/17 Tom Gray reviewed the Ballot Language of Measure B. Tom Gray also reviewed the promise to Voters in 2013. Measure B stated that it would fund the following specific types of programs:
Protect outstanding core academic programs in reading, writing, math, and science.
Retain highly-qualified teachers Maintain art & music programs Keep classroom technology, science resources, books and instructional
materials updated.
Tom Gray reviewed the Tax Revenue Received for FY16/17 and expenditures for FY16/17 to the committee and addressed any questions or concerns that were brought forth by the committee members.
Resolution #14-12-13 Approval of Parcel Tax Expenditures
A motion to approve the Parcel Tax Expenditures from FY2016/2017 as presented by Tom Gray was made by Kathy Granger, seconded by Andrew Howard. The motion was passed 7/0 vote.
C. Process to Prepare the Parcel Tax Annual Report to the Board of Trustees on November 13, 2017 A motion to authorize the Development of the Annual Report to the Board of Trustees by Ryan Bertsch, Andrew Howard, and Kathy Granger was made by Tom Boyce, and seconded by Kathy Granger. The motion was passed 7/0 vote.
VII. FUTURE AGENDA ITEMS
It was discussed that Ryan Bertsch, with the assistance of Andrew Howard, would present the final FAPTOC report to the Board of Trustees at the Monday, November 13, 2017 Board Meeting.
VIII. ADJOURNMENT
The meeting was adjourned at 8:20 am.

• Measure E: Voter approved $290 per parcel tax in June 2008
• Measure B: Extended $290 per parcel tax in May 2013
• 8-year term expiring in June 2022
• Measure B Accountability Measures
• Tax collections applied as prescribed in ballot measure
• Collections deposited into a separate fund apart from other revenues
• District to report on parcel tax collections and disbursements for each year of the parcel tax; includes status of any project authorized for funding with parcel tax proceeds
• Board of Trustees to appoint a citizen advisory committee to confirm parcel tax collections are spent as promised in the ballot measure
• Advisory committee to produce an annual oversight report detailing the District’s use of parcel tax collections

Findings and recommendations
• Committee finds parcel tax collections in the 2017-18 budget year were used in accordance with the ballot language of Measure B and in the spirit of the promise made to voters
• Recommendation to release communication (as part of annual report) that:
– Reinforces essential benefits provided
– Conveys how parcel tax collections have remained mostly static and become a smaller contribution to the District’s operating budget
