1. Introduction and Objectives:
Universities need a long term strategic vision and plan. Therefore, universities need to prepare
and implement Strategic Institutional Development Plans (SIDPs) aimed at progressively
increasing the quality and relevance of their degree programs, research outputs and community
services, and utilizing feedback from external and internal quality assurance reviews. It is
important that the SIDPs are consistent with the second National Higher Education Strategic Plan
(NHESP-II) and present a realistic and sustainable financial framework. However, it is equally
important that the SIDPs are not thoroughly manipulated by the NHESP-II. If there are some of
the particular needs of the universities, which have not been addressed in the NHESP-II. The
universities should have a free hand in addressing those needs and improve the quality of
teaching, learning, research and community service. Thus MoHE under the HEDP project
supported KU, KMSU, and SREU universities to prepare their ever first approved Strategic
Institutional Development Plans for the period 2016-2020.
In order for universities to develop SIDPs, a two day workshop was organized by HEDP Strategic
Planning and Research component in February 2016 and then the mentioned universities were
provided with continue support and technical assistance by HEDP and MoHE. According to the
SIDP follow up plan, the universities were supposed to finalize and present their SIDPs to MoHE
by December 21, 2016. However, the universities could not finalize and present the SIDPs until
January 31, 2017, due to a couple of challenges:
First of all, a major challenge in developing the universities’ SIDPs was that still the NHESP-II has
not been finalized. This has affected the SIDPs of the universities. Everything they have on the
universities’ SIDPs is tentative and based on the draft NHESP-II.
Secondly, the universities till the discussion meeting (December 27, 2016) were reluctant to take
the ownership of the SIDPs; they used to think that SIDP is an externally imposed document
required of them by the HEDP or the World Bank. The delay of the SIDPs Finalization by the
universities further proves this point.
In order for universities to finalize and publish their SIDPs, a meeting organized by HEDP and
chaired by H.E. Minster of Higher Education, Prof. Farida Momand was conducted on January 31,
2017 with the following objectives:
1.1 Objectives:
The Final SIDP meeting was organized to have the Chancellors of KU, KMSU, and SREU universities
to give short presentations on final SIDPs of their respected universities and get approval for
publishing their plans on the universities websites as well as on the website of MoHE.
2. Venue and Period:

The Final SIDP meeting for KU, KMSU, and SREU universities was held at Conference Room#8 of
MoHE on Tuesday, January 31, 2017 at 1:30 pm. The meeting location was well secure and easy
accessible for all the participants. Therefore, everybody arrived on time. In addition, the
conference room was big enough to accommodate all the participants and was well equipped
with the facilities such as dais, microphones, projectors etc.
3. Attendance and Participants:
The SIDP finalizing and publishing meeting was attended by 50 participants, including KU, KMSU,
and SREU chancellors, vice chancellors, faculties and department heads. In addition, the Minister
for Higher Education, H.E. Farida Momand, and the Deputy Minister for Academic Affairs, Abdul
Tawab Balakarzai, the director of Policy and Planning, Fayaz Ahmad Syar, and the director of
QAAU, Dr. Syed Sher Shah Sadat, universities SIDP and HEDP teams participated in the workshop.
4. Program Sessions:
The SIDP finalizing and publishing meeting had multiple sessions. First of all the HEDP team
extended warm welcome to the participants and distributed the program agenda to them. Later
on, the program formally started with the recitation of a few verses from Holly Quraan by
Rahmatullah Kakar, HEDP staff member. After the recitation, H.E Prof. Farida Momand, minister
for MoHE, was invited to address the program participants. H.E. Minster started her speech by
welcoming the participants and extending her sincere gratitude and appreciations toward both
HEDP and the universities on successful completion the SIDPs. Later on, Her Excellency minister
talked about the importance and role of the Strategic Institutional plan in higher education
institutions. Her Excellency said that SIDP is vital for every university and with the help of a well-
developed and realistic plan a university can easily reach its intended goals and objectives and
can assure its internal antimony within a period of time.
In addition. Her Excellency emphasized on the proper implementation of the plans with the
suggested period for better results. Her Excellency also pointed to the NHESP-II which is about to
be finalized. Her Excellency Minister further added that Strategic Institutional plan is not a
onetime ending act. It is open to changes and the universities must have strong and committed
SIDP committees to not only continually update the universities’ plans but to also monitor the
plan implementation on time to time.
At the end, Her Excellency Prof. Farida Momand once again thanked HEDP and the universities
for their efforts and handwork on preparing the SIDPs. Her Excellency also thanked World Bank
for its continue support to Minister of Higher Education of Afghanistan.

Later on, the universities were given chance to present their university Strategic Intuitional Development
Plans. Thus the three universities presented detailed presentations each for 20 to 30 minutes.
4.1 Kabul University Presentation:
The chancellor of KU was supposed to present the SIDP. However, due to another university
meeting he could not participate in SIDP Finalizing meeting. Therefore, Prof. Rihana Popalzai, the
Vice chancellor of KU for Academic affairs presented the SIDP of their respected university. She
prepared a thorough power point presentation which fully educated the participants regarding the
strategic plan of Kabul University. At the end of the presentation Prof. Popalzai shared the process
and experience of the SIDP preparation. She said that the SIDP team of KU is committed to the
implementation of their plan and everybody at KU we add their efforts to achieve the intended
goals within the period mentioned in the plan.

4.2 Shaheed Rabbani Education University Presentation:
The newly assigned chancellor of SREU could not attend the meeting due to his busy schedule at his
office. Therefore, the former acting chancellor and the current Vice Chancellor for Academic affair of
SREU, Prof. Ghulam Dastagir Khawrin, presented the SIDP of SREU. Prof. Khawrin was well prepared
and well educated about the SIDP of the SREU. He not only presented his university SIDP in a very
professional way but he also alerted the Ministry officials to help the universities in proper
implementation of the Strategic plans. Prof. Khawrin also thanks HEDP and World Bank for their
support not only in the preparation of the SIDP but also for the other HEDP programs going on at
SREU.

4.3 Kabul Medical Sciences University Presentation:
The chancellor of KMSU, Prof. Shereen Aqa Zarif was the only university chancellor who participated
in the meeting and presented his university SIDP. The KMSU presentation on their SIDP was well
organized and Prof. Zarif presented it in a professional way. During the presentation Prof. Zarif
pointed to the points which they have added and improved in their SIDP after the SIDP Discussion
meeting held on December 27, 2016. Prof. in addition, Prof. Zarif shared the experience and
problems they faced in SIDP preparation. He said that preparing the budget and financial plans were
parts of the SIDPs which too longer than the other parts. At the end of his presentation, Prof. Zarif
called on MoHE to give a bit free hand to universities in their decisions and activities.
4.4 Final Remarks:
After the universities’ presentations, H.E. Prof. Abdul Tawab Balakarzai, the deputy minister for
Academic Affairs MoHE, was invited to share his experience with the university SIDP teams and give
his feedback and final remarks about the publication of the three SIDPs. H.E Excellency deputy
minister thanked HEDP and the universities for their efforts on preparing the strategic plans. Later
on, he pointed to some very important points which the universities should consider in their plans:
The deputy minister said that the degree of the development which the universities have set for the
period of 5 years seem very high. The universities should glance on their past development and then

set a development range based on their past improvement. Because SIDP is not just a paper work.
The universities should be committed to it and should achieve the targets they set in their plans
The deputy minister also said that the ratio of teachers promotion from bachelor degrees to Master
and from Master to PhD mentioned in the SIDPs seems very high. The universities should present
realistic and achievable numbers in their SIDPs. At the end the deputy minster thanked the
participants for their participation and requested the HEDP and Universities to postpone the
publication of the SIDPs until the MoHE finalize the NHESP-II and post it on the ministry website.
However, the deputy minister on the request of Noor Ahmad Darwish, the HEDP director, agreed
that the universities can publish their SIDPs on their university websites within the coming ten days.
