LO INTRODUCTION
1.1 Scope of Work and Purpose
The United States Environmental Protection Agency (EPA) Region III tasked TechLaw,
Inc., (TechLaw) to conduct a removal site evaluation of the Carr China Site (Site), located in
Grafton, Taylor County, West Virginia. Tasking included collecting soil and sediment samples
from the Site and the adjacent Tygart Valley River, which forms the northern site boundary.
TechLaw conducted the sampling event under Technical Direction Document (TDD) No. W23-
014-08-05-003, issued under EPA Region III, Superfiind Technical Assessment and Response
Team (START) Contract No. EP-S3-05-03. This report was prepared under Contract Option
Year No. 3 TDD No. W33-020-08-07-021.
Activities completed by TechLaw as part of the assessment included: prepared a
sampling quality assurance plan (SQAP) to conduct soil and sediment sampling; arranged
analytical services through the U.S. EPA Region III Office of Analytical Services and Quality
Assurance (OASQA) Client Services Team (CST); collected soil and sediment samples;
submitted samples to the assigned Contract Laboratory Program (CLP) laboratories to be
analyzed; reviewed analytical data and the data validation report; compared analytical results
with EPA Region III soil screening levels, prepared site and sample location maps, and prepared
this report.
The primary goal of the sampling activities was to characterize the site for potential
contamination and determine if contaminants have migrated off site.

2.0 SITE BACKGROUND
2.1 Site Description and Features
The Carr China Site is located on the right descending bank of the Tygart Valley River
south of Grafton, Taylor County, West Virginia. The Site area encompasses approximately 9
acres of land. The Site is divided into a eastem and westem portion by an access road to a river
gauging station. The Site is thickly vegetated with trees and underbrush throughout the Site.
Steep banks descend to the Tygart Valley River, which forms the northem boundary of the Site.
Piles of debris from the former manufacture of china ceramics are scattered throughout the
eastem portion of the Site and along the steep river banks on the westem portion of the Site, as
well as in the River. Remnants of the former Carr China facility buildings, foundations, and
roadways remain in the westem portion of the Site. A cluster of electric poles is located near the
edge of the bank on the westem portion of the Site. A dilapidated chain-link fence extends along
portions of the top of the bank on the westem portion of the Site and along the westem boundary
of the Site. The Site can easily be accessed by pedestrians and vehicles from the road to the
gauging station. Trespassers accessed the Site during the sampling event on all terrain vehicles
(ATV) and a pick up tmck. The roadways and paths across the westem portion of the Site
appeared to have frequent traffic. The Site is bordered to the north by the Tygart Valley River, to
the south by a residential area, and to the east and west by wooded areas.
2.2 Site History
The Carr China Site produced commercial grade china at the site from 1916 through 1952
(OTC, 2008). The factory bumed in 1966 (CCCC, 2008).
WVDEP records indicated that historical sampling at the Site by EPA had discovered
high concentrations of lead. TechLaw did not have a copy of this documentation to reference
details in this Trip report.

3.0 INVESTIGATION ACTIVITIES
A Draft Sampling QA/QC Work Plan (SQAP) was submitted electronically to EPA On-
Scene Coordinator (OSC) Dominic Ventura on May 21, 2008. The Sampling Plan outlined
methodologies for collecting and analyzing surface soil samples and sediment samples. Analytical
services were requested through the EPA Region III Office of Analytical Services and Quality
Assurance (OASQA) Client Services Team (CST). Laboratory services were provided under
Contract Laboratory Program (CLP) Case No. 37527.
Sampling activities were conducted on May 28 - 29, 2008. All sampling was accomplished
as outlined in the SQAP, except as noted in this report.
3.1 Sampling and Analytical Methodology for Soil and Sediment
3.1.1 Soil Sampling Activities
TechLaw collected a total of 21 surface soil samples, including two duplicate samples.
Geographic coordinates for sample locations were measured using Trimble ProXH® and Garmin
GPS Plus III global position system (GPS) receivers. Refer to Figure 2 for a depiction of sampling
locations and Table 1 for sampling depth intervals and descriptions.
Surface samples were collected using stainless steel trowels or dedicated plastic scoops and
placed into certified pre-cleaned sample jars. All samples were placed into sample coolers and
stored on ice at 4° Celsius until the samples were packaged and shipped to the assigned laboratory
to be analyzed under Contract Laboratory Program (CLP) Case No. 37527. All soil samples were
analyzed for Target Analyte List (TAL) metals by CLP Statement of Work (SOW) ILM05.4
Inductively Coupled Plasma-Atomic Emission Spectroscopy (ICP-AES). Five of the soil samples
(including one duplicate sample) were also analyzed for Target Compound List (TCL) Semi-
volatile organic compounds (SVOC), pesticides, and Aroclors (PCBs).
3.1.2 Sediment Sampling Activities
TechLaw collected a total of seven sediment samples, including one duplicate sample.
Sediment sample SDOl was collected firom the north side of a small pond on the eastern portion of
the property. Sample SD03 was collected fi-om a drainage basin on the eastem portion of the Site

that drains into the Tygart Valley River. Sample SD05 was collected fi'om a tributary at the westem
end of the west portion of the Site that also drains into the River. The following sediment sample
were collected fi-om the Tygart Valley River, near the river edge: SD04 and duplicate sample SD07
were background samples collected upstream of the Site; SD06 was collected at the approximate
midpoint of the westem portion of the property, downstream of piles of china debris strewn down
the bank/hill side; and SD02 was collected dowTistream of the Site, just beyond the approximate
eastem property boundary.
Sediment samples were collected using stainless steel trowels or dedicated plastic scoops.
Samples were placed into certified pre-cleaned sample jars and placed into a sample cooler and
stored on ice at 4° Celsius until the samples were packaged and shipped to the assigned laboratory.
The sediment samples were shipped to the same CLP laboratory as the soil samples to be analyzed
for TAL metals by CLP SOW ILM05.4 ICP-AES. None of the sediment samples were analyzed
for organics.
3.1.3 Soil and Sediment Quality Control (QC) Samples
Quality control samples collected included two field soil duplicate samples, a field sediment
duplicate sample, and an equipment rinsate blank. Field duplicate samples are identified in Tables
1 through 3, and Appendices A and B. Additionally, one soil and one sediment sample per batch of
up to 20 samples were designated for matrix spike/matrix spike duplicate (MS/MSD) analysis at the
laboratory.

4.0 ANALYTICAL RESULTS
4.1 Soil Sample Results
Analytical results for soil and sediment samples were compared to soil screening levels
derived from EPA Regional Screening Levels for Chemical Contaminants at Superfund Sites for
residential soil (ORNL, 2008a). The screening levels used for carcinogens were the Screening
Levels for Residential Soil obtained directly firom the Regional Screening Levels for Chemical
Contaminants at Superfund Sites table (ORNL, 2008a). The screening levels used for non-
carcinogens were derived by dividing the respective analyte concentrations obtained fi-om the
Regional Screening Levels for Chemical Contaminants at Superfund Sites table by 10 to represent a
Hazard Quotient (HQ) of 0.1. This is done during the screening process to account for potential
additive effects (EPA, 2008). The resulting screening level concentrations do not necessarily
represent clean up levels and typical background concentrations for some of the metal analytes
exceed the derived screening levels. Analyte concentrations that exceeded the respective screening
levels were also compared to typical Emergency Removal Goals (ERGs). ERG concentrations
were derived by multiplying the derived residential screening levels for soil by 100. The derived
ERG concentration for carcinogens is representative of 10"* cancer risk and the non-carcinogen
concentrations are representative of an HQ = 10. Note that an ERG for lead cannot be calculated in
this manner because the 400 milligram per kilogram (mg/kg) residential soil screening level listed
in the table was calculated differently than the other metal analytes by using the Integrated
Exposure-Uptake Biokinetic Model (lEUBK) (ORNL, 2008b).
Analytical results for the following metal analytes exceeded the residential soil screening
levels in one or more samples: aluminum; antimony; arsenic; cadmium; iron; lead; manganese; and
thallium (all samples exceeding screening level for thallium were qualified with "B", indicating
likely due to lab cross contamination). Lead concentrations exceeded 1,000 mg/kg in eight of the
21 soil samples. The highest lead concentration was detected in sample SSI5 at 21,600 mg/kg.
Sample SSI 5 was collected in a pile of mixed soil and shredded china debris. The samplers
estimated that the china debris constituted approximately 50 percent of the sample submitted for
analysis. None of the detected analyte concentrations exceeded the respective ERGs. Note that an

ERG was not calculated for lead. Table 2 presents complete validated analytical results for metals
in soil samples and provides the residential soil screening levels and ERGs for reference. The
complete data validation report for metals is provided in Appendix A.
Analytical results for the following organic compounds exceeded the residential soil
screening levels in one or more samples: benzo(a)anthracene; benzo(b)fluoranthene;
benzo(a)pyrene; indeno(l,2,3-cd)pyrene; and dibenzo(a,h)anthracene. There were no PCBs
detected in any samples. None of the detected organic compound concentrations exceeded the
respective ERGs. Table 3 presents validated analytical results for organic compounds that were
detected in at least one sample and provides the residential soil screening levels and ERGs for
reference. The complete data validation report for metals is provided in Appendix B.
4.2 Sediment Sample Results
Sediment samples were only analyzed for TAL metals. Table 2 presents complete validated
analytical results for sediment samples and provides the residential soil screening levels and ERGs
( for reference. Note that soil screening levels are not directly applicable to sediment samples and
are provided as a general reference only. All the sediment samples exceeded the residential soil
screening levels for arsenic, iron, and manganese. All sediment samples except SD02 and SD03
also exceeded for thallium. Sample SDOl had the most significant concentrations of detected
analytes, including 59,800 milligrams per kilogram (mg/kg) manganese, which also exceeded the
ERG for residential soil.
The primary evaluation for sediment sample results was a comparison with the background
samples (SD04 and duplicate sample SD07), which were collected in the Tygart Valley River
upstream of the Site. Sediment sample SDOl, which was collected fi-om the pond on the eastem
portion of the property, had concentrations for the following analytes that were significantly
elevated above background (approximately > three times background concentration): barium;
cadmium; calcium; cobalt; lead; manganese; and silver. The pond receives drainage via a culvert
firom off site from the direction of a residential area. (Note that the background sample was
collected in the river and may not be a representative background for SDOL SD03, and SD05.)

The only analytes detected at concentrations elevated above background in river sediment
samples were lead and manganese in SD06. Lead was detected at 74.5 mg/kg, slightly higher than
two times the background concentration. Manganese was detected at 1,450 mg/kg, slightly greater
than three times the average concentration in the two background samples. The complete data
validation report for metals in sediment samples is provided in Appendix A.

5.0 FINDINGS/CONCLUSION
Analytical results for soil and sediment samples indicate exceedances of soil screening
levels for many metal analytes and some organic compounds. None of the soil analyte
concentrations exceeded the typical ERG values that were calculated. Note that the method for
calculating the ERGs was not applicable to lead.
The primary contaminant in soil was lead. Elevated lead concentrations were found
throughout the Site, with the highest concentrations apparently associated with the presence of
china debris. However, very high lead concentrations were also detected in the following areas: a
dumping area near the westem end of the Site (8,880 mg/kg in SSI 8); in a sump/pit by a brick kibi
(15,100 mg/kg in SSI9); and in a hole beside a concrete roadway near the center of the westem
portion of the Site (5,860 mg/kg in SS20).
The most significant concentrations of metal analytes in sediment samples were detected in
SDOl, which was collected from a pond which receives drainage from nearby residential areas.
The elevated concentrations detected in SDOl may not be attributable to contaminants from the
Site.
Lead was detected in a sediment sample collected fi-om the Tygart Valley River at a
concentration slightly elevated above the river background (74.5 mg/kg in SD06). Manganese was
also detected in sediment sample SD06 at a concentration significantly greater than background.
These results, as well as the visible china debris in the Tygart Valley River, indicate an off-site
release of contaminants from the Site into the River.

OVERVIEW
Case 37527, Sample Delivery Groups (SDGs) MC0087 & MC0096, consisted of twenty-eight (28) soil samples and one (1) rinsate blank submitted to Datachem Laboratories, Inc. (DATAC) for total metals analyses. The sample set included three (3) field duplicate pairs. Samples were analyzed in accordance with Contract Laboratory Program (CLP) Statement of Work (SOW) ILM05.4 through the Routine Analytical Services (RAS) program.
SUMMARY
Data were validated according to the Region III Modifications to the National Fimctional Guidelines for Inorganic Data Review, level IM2. Areas of concern wdth respect to data usability are listed below.
Data in this Case have been impacted by outliers present in laboratory blanks as well as laboratory duplicate and matrix spike analyses. E)etails for these outliers are discussed under "Major and Minor Problems", specific samples affected are outlined in "Table 1 A" and qualified analytical results for all samples are summarized on the Data Summary Forms (DSFs).
Positive results reported in the rinsate blank were used to evaluate field contamination in both SDGs. No data were impacted by the rinsate blank results.

MAJOR PROBLEM
The matrix spike recovery was extremely low (< 30%) for antimony (Sb) in SDG MC0096. Positive results reported for this analyte may be biased extremely low. The "L" qualifier for this outlier has been superseded by "J" or "B" on the Data Summary Forms (DSFs), Quantitation limits for this analyte in affected samples were rejected and qualified "R" on the SDGs.
MINOR PROBLEMS
Preparation (PB) and/or Continuing Calibration (CCB) Blanks had reported results greater than the Method Detection Limits (MDLs) for the analytes listed below. Positive results reported for these analytes in affected samples which are less than or equal to five times (i5X) the blank concentrations may be biased high and have been qualified "B" on the DSFs,

The following samples were reanalyzed at dilution in order to bring the concentrations of analytes listed below within the established calibration range. The results for these analytes in these samples are reported from the diluted analysis and annotated with a "+" on the DSFs.

However, RPDs for these analytes in this SDG were within Region 3 established control limits (35% RPD, or ±2XCRQL) for soil analysis. No data were qualified for these analytes in these SDGs based on laboratory duplicate imprecision.
Reported results for field duplicate pair MC0093/MC0095 in SDG MC0087 were within 35% RPD, ± 2XCRQL for all analytes.
Reported results for field duplicate pair MC00A4/MC00A5 (SDG MC0096/MC0087) were within 35% RPD, ± 2XCRQL for all analytes.
Reported results for field duplicate pair MCOOBO/MCOOB1 in SDG MC0096 were within 35% RPD, -t 2XCRQL for all analytes except for Fe and Pb.

CODES RELATED TO IDENTIFICATION (confidence concerning presence or absence of analytes):
U = Not detected. The associated number indicates approximate sample concentration necessary to be detected.
(NO CODE) = Confirmed identification.
B = Not detected substantially above the level reported in laboratory or field blanks.
R = Unreliable result. Analyte may or may not be present in the sample. Supporting data necessaty to confirm result
CODES RELATED TO OIJANTITATION (can be used for both positive results and sample quantitation limits):
J - Analyte Present. Reported value may not be accurate or precise.
K ^ Analyte present. Reported value may be biased high. Actual value is expected to be lower.

Case 37527, Sample Delivery Groups (SDGs) C0087 and C0097, consisted of one (1) rinsate blank and five (5) soil samples submitted to Mikem, Laboratories, Inc. (MITKEM) for semivolatile, pesticide and aroclor analyses. The sample set included one (I) field duplicate pair. Samples were analyzed according to Contract Laboratory Program (CLP) Statement of Work (SOW) SOMOl.2 through the Routine Analytical Services (RAS) program.
SUMMARY
Data were validated according to the Region in Modifications to the National Functional Guidelines for Organic Data Review, Level M3. Areas that may impact data usability are listed below.
MAJOR PROBLEM
• Semivolatile samples C00A3RE, C0097 reported zero percent (0%) recoveries of Deuterated Monitoring Compound (DMC) 4-chloroaniline-d4. Quantitation limits for compounds associated with this DMC were rejected and qualified "R" on the Data Summary Forms (DSFs).
MINOR PROBLEMS
• Several compounds failed precision criteria [Percent Difference (%D)] in the semivolatile continuing calibrations. Positive results reported for these compounds in affected samples were qualified "J" on the DSFs. Quantitation limits were qualified "UJ" for compounds with %Ds greater than fifty percent (>50%).

Semivolatile sample C00A5 had recoveries of DMCs dimethyiphthalate-d6 and fluorene-dlO outside the lower Quality Control (QC) limits. The "L" qualifier for positive results associated with these DMCs was superseded by'T' on the DSFs. Quantitation limits for compounds associated with these DMCs were qualified "UL" on the DSFs unless superseded by "UJ".
Internal standards (ISs) area counts for \ ,4-dichlorobenzene-d4, naphthalene-d8, acenaphthene-dlO and phenanthrene-dlO were outside the upper control limits in semivolatile samples C00A3. This sample was reanalyzed with area counts for l,4-dichlorobenzene-d4, naphthalene-d8 and perylene-dl2 outside the QC limits. The reanalyses results for this sample were reported on the DSFs. Reported results and quantitation limits for compounds associated with these internal standards were qualified "J" and "UJ" on the DSFs unless superseded by "R".
Positive results for pesticide and aroclor compounds with percent differences (%Ds) greater than twenty-five percent (>25%) between the two analytical columns were qualified "J" on the DSFs.

No positive results were reported in the analyses of rinsate and method blanks associated with this data set.
Reported recoveries for pesticide in Laboratory Control Samples (LCS) and/or Matrix Spike/Matrix Spike Duplicate (MS/MSD) analyses were within QC limits on both columns.
Reported results for field duplicate pairs samples C00A4/C00A5, were not comparable for all compounds in semivolatile and pesticide analyses.
No positive results were reported in the analysis of aroclor field duplicate pair C0OA4/COOA5.
A sample weight other than thirty (30) grams in the semivolatile, pesticide and aroclor analysis was used for samples associated with this case. Dilution factors reported on DSFs reflect actual sample weight used.
Tentatively Identified Compounds (TICs) were reviewed during data validation. Several TICs were identified as the same target compounds at different retention time. Identification for these TICs was changed to "unknown" by the reviewer. TIC Form Is for samples in which TICs were identified are included in Appendix E.

Mitkem Corporation submits the enclosed data package in response to USEPA Caise # 37527 and SDG# C0087. Analyses were performed for one aqueous sample that was received on May 30, 2008. The analyses were performed under USEPA Contract # EP-W-05-030. Please note that the sample-shipping cooler received was measured at 2°C.
The case was originally scheduled for VOA, SVOA, Pesticides and Aroclors. Per the Region, no VOA samples will be shipped for this case.

Mitkem Corporation submits the enclosed data package in response to USEPA Case # 37527 and SDG# C0097. Analyses were performed for five soil samples that were received on May 30, 2008. The analyses were performed under USEPA Contract # EP-W-05-030. The sample-shipping cooler received on was measured at 2°C.
The case was originally scheduled for VO.A, SVOA, Pesticides and Aroclors. Per the Region, no VOA samples will be shipped for this case.
Sample C00A3 is designated as the sample for laboratory QC. The analyses for this sample are SVOA, pesticides and Aroclors. The scheduling notification form notes that laboratoiy QC is not required for SVOA. Per the Region, laboratory QC is only required for the pesticides and Aroclor fractions.
Only one 8oz jar was received for sample COO A3, which is designated as the sample for laboratory QC. The sample was extracted for the pesticides and Aroclor analysis with about 40gram of sample remaining. It is possible to extract lOgram of sample each for the pesticides and Aroclor laboratory QC and adjust the spike and final volume as best as possible. Per the Region, this is acceptable.
During extraction of the pesticides laboratory QC, the incorrect mafrix spike solution was used. There is no remaining sample for pesticides laboratory QC for sample COO A3. If possible, the laboratory would like to perform laboratory QC on a different sample. Per the Region, the laboratory may select a different sample for the pesticides laboratory QC. Laboratory QC for pesticides was performed on sample C00A4.

Alkanes were determined as part of tentatively identified compounds. The alkanes are reported on the Alkane Narrative Report following the SDG narrative.
DMC recoveries were within the QC limits with the exception of no recovery of 4-chloroaniline-d4 in samples COO A3 and C0097 and low recovery of dimethylphthalate-d6 and fluorene-dIO in sample C00A5. Sample C00A3 was re-analyzed with similar findings.
Internal standard area counts were within QC criteria with the exception of sample C00A3. The sample was re-analyzed with similar findings.
Endmg CCVs, SSTD0202J and SSTD0202N did not meet QC criteria. All the samples in there two analytical sequences were re-analyzed. In the re-analysis, the opening CCV was within QC criteria. After analysis of the samples, the ending CCV did not meet QC criteria.
The re-analysis of sample C00A3 is billable. The re-analysis was performed due to internal standard area counts outside of QC criteria. The re-anfJysis of sample COO A3 exhibited findings similar to the initial analysis.
No manual integrations were performed.
No other unusual observation was made for the analysis.
