În deschiderea primei sesiuni a conferinţei, Dl. Bogdan Popescu a subliniat importanţa reinstaurării dialogului dintre autorităţi şi industria de petrol şi gaze, fără de care nu pot fi realizate o serie de investiţii extrem de valoroase în România. Astfel, acesta s-a referit la exploatările din Marea Neagră, proces întârziat de instituţiile statului, dar şi la potenţialul României în ceea ce priveşte gazul de şist, potenţial comparabil cu cel al Statelor Unite şi al Poloniei. De asemenea, Directorul Zeta Petroleum a menţionat faptul că producerea gazelor de şist nu pune probleme de securitate a mediului.

Prima sesiune a debutat cu prezentarea companiei Prospecţiuni, important furnizor de servicii geologice şi geofizice, cu peste 60 de ani de experienţă în industria românească de petrol şi gaze. Compania oferă o gamă largă de servicii geologice şi geofizice, inclusiv proiectare şi achiziţie de date seismice on shore 2D, 3D şi 4D, procesare a datelor seismice, stocare a datelor, analize geologice şi geochimice, prospecţiuni magnetotelurice, magnetice şi gravimetrice.Începând cu 2010 şi până în prezent, compania a derulat trei proiecte majore în Portugalia. Romania Upstream Conference reprezintă evenimentul de marcă organizat anual în Bucureşti de către Industry Media Vector şi Petroleum Club of Romania. Conferinţa oferă managerilor şi consultanţilor de înalt nivel ce activează în industria de petrol şi gaze în corporaţii şi în companii naţionale, dar şi celor din structurile guvernamentale şi agenţiile de reglementare, analize şi perspective detaliate ale dinamicilor sectorului de explorare şi producţie din România.

Obiectivul principal al conferinţei este acela de a facilita partenerilor interesaţi accesul la cele mai noi informaţii cu privire la evoluţiile în domeniul tehnologiei, echipamentelor şi strategiilor de dezvoltare a domeniului upstream din România, precum şi a practicilor comerciale curente şi a oportunităţilor din sectorul de explorare şi producţie.

First Eastern Europe HSE Forum este o iniţiativă a Prospecţiuni, Industry Media Vector şi Petroleum Club of Romania, destinată să ajute companiile europene implicate în industria de petrol şi gaze în derularea operaţiunilor de explorare şi producţie într-un mod sigur, responsabil şi sustenabil.

Anul acesta, cea de a patra ediţie a Romania Upstream Conference s-a desfăşurat împreună cu First Eastern Europe HSE Forum, în perioada 13-14 martie, la Bucureşti. Evenimentul a fost structurat pe patru sesiuni, în cadrul cărora au fost dezbătute subiecte de maxim interes cu privire la activitatea de explorare şi producţie a hidrocarburilor din România, soluţii moderne de tehnologii, echipamente şi servicii la sondă, statistici comparative de siguranţă şi securitatea operaţiunilor în industria de petrol şi gaze, rolul factorilor de decizie în îmbunătăţirea standardelor HSE, sistemele de management ale contractorilor – realităţi şi aşteptări, siguranţa rutieră.

Products, disponibile acum şi pe piaţa din România, susţine Dl. Andrew Thompson. Compania proiectează şi realizează o gamă largă de produse de vârf destinată sectorului upstream al industriei de petrol şi gaze, combinând tehnologia inovativă cu expertiza unică a unui furnizor de servicii petroliere diversificate la nivel mondial. Având sediul central în Orientul Mijlociu, Tercel continuă să-şi extindă portofoliul, prin cercetări globale, eforturi susţinute de dezvoltare şi cooptarea de noi furnizori de tehnologii de nişă. Tercel pune la dispoziţia celor interesaţi sape de foraj tip PDC, furnizate de fabrica DBI din India, sape cu role, contribuind la optimizarea procesului de foraj.O nouă tehnologie, dezvoltată de Tercel împreună cu Total - Micro-Coring Bit (MCB), oferă industriei locale accesul la tehnologie performantă prin obţinerea de microcarote cu sape speciale.

Cele mai noi tehnologii utilizate la tratarea apei pentru creşterea gradului de recuperare a ţiţeiului au fost dezbătute pe larg de Dl. Robert Vranitzky. Cu o tradiţie de peste 100 de ani în România, Siemens oferă soluţii tehnologice inovatoare în toate sectoarele industriei

de petrol şi gaze. Reprezentantul companiei a insistat asupra celor mai noi şi eficiente metode de tratare a apei rezultate în urma operaţiunilor de explorare şi producţie, precum şi a proceselor de injecţie, reinjecţie, drenajul de gravitaţie asistat cu aburi (SAGD) şi tratarea apelor uzate. Un alt segment important al departamentului Oil & Gas al Siemens este reprezentat de sistemele de tratare a apei destinate sectorului rafinare şi petrochimie, utilizate în peste 1500 de instalaţii în întreaga lume.

Cu peste 20 de ani de experienţă în dezvoltarea echipamentelor pentru industria de petrol şi gaze, Confind Câmpina este unul dintre cei mai importanţi fabricanţi din România de echipamente pentru cimentare şi reparaţii sonde aflate în foraj sau în exploatare. Începând cu anul

Vedras au fost trecute în revistă de Dl. Tim Branch, în cadrul expunerii Alegerea tehnologiei corespunzătoare pentru a optimiza calitatea datelor şi producţia în condiţii dificile de teren. Este vorba despre proiectele Torres Vedras, Aljubarrota şi Montejunto, întreaga arie de achiziţie a datelor fiind de 234 de km pătraţi. Distribuţia surselor de energie în perimetrul Montejunto a inclus următoarele: trei vibratoare ION de 60,000 lb (27.200 kg), cinci minivibratoare IVI de 15,000 lb (6.804 kg) şi explozibil (1,5 kg) pentru zonele inaccesibile împădurite. Echipa tehnică a fost constituită în proporţie de 95% din români. S-a operat cu canale Sercel Unite de înregistrare wireless şi două aparate PPV (Peak Particle Velocity), plasate în apropierea clădirilor în timpul operaţiilor vibroseismice.Echipa Prospecţiuni a demonstrat astfel că este în măsură să furnizeze date de o calitate excepţională, care a depăşit cu mult calitatea celor furnizate de contractorii anteriori. De asemenea, datorită selectării cu atenţie a tipului de surse şi receptori, impactul asupra mediului a fost unul minim.

OMV Petrom a confirmat încă o dată preocuparea continuă legată de evaluarea riscurilor şi integritatea activelor. Expunerea susţinută de Dl. Roderick Easton, Managementul integrităţii operaţiunilor de suprafaţă, a plecat de la definiţia conceptului de integritate a activelor şi a insistat asupra siguranţei proceselor şi a relaţiei dintre aceste două noţiuni. Reprezentantul companiei a arătat că în cadrul OMV Petrom a fost elaborat un program de management al integrităţii, ce acoperă 14 zone cu risc ridicat. Începând cu 2012, în cadrul companiei a fost înfiinţat un departament special - SOI (Surface Operation Integrity), ce are ca responsabilităţi anul acesta managementul, controlul şi execuţia unui număr

ridicat de proiecte de integritate, cu impact semnificativ asupra sectorului E&P, HSSE şi siguranţei proceselor. Managementul siguranţei proceselor se concentrează pe reducerea probabilităţii şi a gravităţii emisiilor neplanificate, ce pot duce la producerea de incidente ce afectează mediul sau siguranţa. În acest sens OMV a elaborat standarde solide de integritate a bunurilor, care sunt şi mai puternic întărite la nivelul tuturor entităţilor operaţionale.

2010, compania produce industrial, cu particularităţi constructive proprii, compresorul de gaze asociate CGA - o soluţie pentru reducerea presiunii din coloana sondelor, prezentată de Dl. Dorin Racotă. Acesta este între primele compresoare antrenate de grinda balansier utilizate în România. Conceput în mai multe variante tipizate, compresorul CGA vizează utilizarea pe unităţi de pompare din întreaga gamă uzuală - de la 3 tone la 19 tone. Cele mai importante beneficii ale CGA includ: producţie crescută de petrol şi gaze; instalare uşoară şi rapidă; recuperarea integrală a gazelor de sondă şi comprimarea acestora; îmbunătăţirea curgerii în conductă; cost relativ redus; recuperare rapidă a investiţiei; funcţionare sigură şi silenţioasă, fără defecţiuni; compresorul acţionează ca un atenuator al variaţiei cuplului; este suficientă o scurtă inspecţie vizuală a produsului cu ocazia inspecţiei unităţii; mentenanţă minimă; nu necesită lubrifiere ş.a.Cea de a doua intervenţie a Confind a vizat pompele cu cavităţi progresive (PCP) cu presiuni şi debite mari pentru injecţia apei sărate în zăcămintele de ţiţei şi gaze. PCP sunt utilizate în aplicaţii precum vehicularea diverselor tipuri de fluide, injecţia de apă sărată în sonde, preluarea scurgerilor din parcuri (colectate în rezervoare îngropate). Dl. Dr.ing. Gheorghe Miloiu a descris evoluţia tehnicilor de injecţie de apă sărată, urmată de prezentarea soluţiilor moderne realizate de Confind, şi anume GP 15.100 şi GP 25.80. În perioada 2002 - 2004 compania a realizat primele unităţi PCP, în parteneriat cu firma Kachele Germania, cel mai important producător mondial de seturi stator-rotor pentru pompe cu şurub excentric. Confind a extins astfel domeniul de debite pentru presiuni de 48 - 100 bar. Deoarece pompele Confind sunt dezvoltate special pentru aplicaţii din industria de petrol şi gaze, sistemul de lucru cu beneficiarul asigură o cunoaştere directă a eficacităţii măsurilor de îmbunătăţire coninuă a produselor. Acest feedback completează rezultatele obţinute pe standul de probe, unde fiecare pompă este probată la sarcina maximă din comandă.

Un alt aspect legat de activitatea de producţie a fost analizat în cadrul expunerii realizate de Dl. Prof.dr.ing. Lazăr Avram şi Dl. ing. Ion Foidaş - cercetări privind optimizarea echilibrului de presiuni la forajul sondelor de gaze. Dificultăţile şi complicaţiile prilejuite de dezechilibrul de presiuni sondă-strat din timpul forajului sunt fenomene ce îngreunează, întârzie şi scumpesc procesul. Studiul a relevat cele mai eficiente metode şi tehnologii utilizate pentru controlul presiunilor în timpul forajului. Concluziile arată că estimarea presiunii din pori trebuie făcută cu cât mai mare acurateţe şi trebuie verificată/corectată în timp real în timpul forajului. Densitatea optimă a fluidului de foraj trebuie determinată pe baza unei modelări geomecanice a găurii de sondă. Un raport optim între presiunea fluidelor din pori şi presiunea fluidului de foraj previne problemele legate de stabilitatea găurii

sondei, reduce costurile şi riscurile asociate forajului şi minimizează deteriorarea formaţiunii productive. Astfel, forajul la subechilibru poate fi cea mai bună tehnică atunci când se forează în zăcăminte cu presiuni mici, zăcăminte mature sau fisurate natural. Gradul avansat de depletare a zăcămintelor de gaze din România face ca multe dintre acestea să îndeplinească condiţiile de zăcăminte candidate pentru forajul la subechilibru.

Scagnoli. De asemenea, acesta consideră că satelitul reprezintă o soluţie viabilă pentru multe dintre problemele cu care se confruntă industria de petrol şi gaze.

Atlas Copco, lider mondial în furnizarea de soluţii sustenabile în industrie, a oferit, de data aceasta, auditoriului soluţii tehnice pentru aer comprimat, azot şi energie. Produsele grupului cuprind compresoare, generatoare, echipamente pentru construcţii şi minerit,

scule industriale şi sisteme de asamblat, până la service şi închirieri. Dl. Marius Cristescu s-a referit în special la echipamentele portabile dedicate sectorului upstream, exemplificând cu câteva aplicaţii ale acestora (în Rusia, SUA, China, India, Italia, Orientul Mijlociu, Africa, Australia). Arderea gazelor de faclă reprezintă o altă zonă în care sunt utilizate soluţiile Atlas Copco.Compania poate asigura aer comprimat şi energie eficientă şi fiabilă inclusiv clienţilor internaţionali, în orice locaţie sau perioadă a anului, 24/7.

Începând cu anul 2004, ASMOCO International și OMV Petrom au testat o nouă tehnologie de liftare artificială a țițeiului din sonde, diferită de toate celelalte metode cunoscute și aplicate în prezent pe plan mondial.

Tehnologia COVA nu pompează țițeiul, ci îl transportă la suprafață cu ajutorul unor elemente flexibile, continue și oleofile (EFCO). Principiul de producere la suprafață a țițeiului, în totalitate nou, precum și rezultatele obținute încă de la prima aplicație au obligat la o abordare riguroasă a fazei de extindere a aplicării acestei noi tehnologii. În final, după mai bine de șapte ani de testare, tehnologia COVA s-a dovedit a fi fezabilă, fiabilă și foarte profitabilă, susţine Dl. Dr.ing. Vasile Comşa. În comparație cu tehnologiile clasice de liftare artificială a țițeiului din sondă prin pompaj cu pompe cu piston sau cu pompe elicoidale (PCP), soluţia propusă are importante avantaje. Aceasta necesită o investiţie iniţială redusă, se reduc costurile de producţie, datorită economiei de energie electrică şi costurilor scăzute de intervenţie. În plus, în anumite condiții tehnice, utilizarea tehnologiei COVA poate conduce la creșteri, uneori importante, ale producției de țiței a sondelor.

Soluţiile de Heat Management (managementul căldurii) de la Tyco Thermal Controls se adresează sectorului upstream în vederea creşterii ratei de producţie a ţiţeiului şi rezolvării problemelor specifice acestui proces. Acestea contribuie la scăderea viscozităţii, eliminarea hidraţilor şi prevenirea depunerilor de parafină. Aplicaţii

O soluţie mai puţin cunoscută în domeniul serviciilor pentru industria de petrol şi gaze a fost propusă de reprezentantul companiei Rartel, prin intermediul expunerii cu tema aplicaţii satelitare pentru sectorul

E&P. Rartel este o societate mixtă româno-italiană ce oferă servicii la cheie în domeniul tehnologiilor satelitare, folosind echipamente la cele mai înalte standarde. Cele mai importante aplicaţii destinate industriei de petrol şi gaze – comunicaţii de date pentru parcurile de extracţii, date în timp real pentru operaţiunile de explorare onshore şi offshore, comunicaţii de date şi voce pentru platformele maritime, legături internaţionale pentru sucursale, comunicaţii mobile, monitorizare conducte (sistem SCADA), precum şi principalele beneficii ale

acestora au constituit punctele cheie ale expunerii Dl. Roberto Scagnoli. În prezent, imagistica satelitară oferă noi posibilităţi în ceea ce priveşte analizarea şi monitorizarea activităţilor din sectorul de petrol şi gaze, susţine Dl.

precum PetroTrace-DHSX (pentru creşterea factorului de recuperare a ţiţeiului), cablurile însoţitoare de căldură cu izolaţie minerală, sistemele de încălzire STS Skin Effect (cu cel mai redus cost şi cel mai sigur sistem de management al căldurii), sau TracLoc sunt doar câteva exemple descrise de Dl. Valentin Ilie.Tyco Thermal Controls, parte a grupului Tyco International, este lider în domeniul sistemelor de încălzire electrică, cu un portofoliu vast de produse şi servicii pentru industrie, construcţii comerciale şi rezidenţiale, de la sisteme de însoţire a conductelor şi încălzire electrică în pardoseală până la măsurarea temperaturii şi compensarea pierderilor de căldură.

Impactul Noului Cod Civil (NCC) asupra reglementării contractului de concesiune petrolieră a constituit tema expunerii Dlui. Cornel Popa, care a adus în atenţia auditoriului principalele amendamente, extensii şi posibilităţile de aplicare a noii legi inclusiv pentru contractele încheiate înainte de data de 1 octombrie 2011. NCC prevalează celelalte legi, inclusiv Legea Petrolului, anulând orice alte prevederi legislative contrare, chiar dacă acestea fac obiectul unor reglementări legale speciale. Implicaţiile posibile se referă la expirarea acordurilor de concesiune, efectele cazurilor de forţă majoră, punerea în întârziere a debitorului, natura contractelor de asociere dintre acţionari, dreptul de servitute legală.

Odată identificate temele de interes comun din zona HSE şi analizat istoricul procedurilor curente în industrie, organizatorii au ajuns la concluzia că trebuie construită o reţea permanentă de sprijin pentru companii, care să ofere acestora posibilitatea de a-şi împărtăşi experienţele, de a dezbate noile provocări cu care se confruntă, şi care să se constituie într-o platformă comună de cooperare.Încă de la prima ediţie, forumul şi-a propus următoarele obiective: să ajute la implementarea de îmbunătăţiri permanente în domeniile HSE, securitatea operaţiunilor, responsabilitate socială; să iniţieze proiecte speciale şi să susţină puncte de vedere referitoare la subiecte importante ce afectează industria de petrol şi gaze; să faciliteze cooperarea dintre companiile implicate în activităţi de E&P şi asociaţiile naţionale şi internaţionale active în domeniul HSE; să promoveze punctele de vedere şi iniţiativele companiilor active în sectorul upstream pe lângă organismele naţionale şi internaţionale de reglementare şi cele cu atribuţii de legiferare; să se constituie într-o platformă pentru schimbul de idei şi dezbaterea noilor provocări, bazată pe principii de cooperare, constanţă şi eficienţă.Prin organizarea acestui eveniment se doreşte ca

activităţile şi iniţiativele industriei de petrol şi gaze să fie mai bine cunoscute şi înţelese, forumul reprezentând o sursă de informaţii vizibilă, accesibilă, credibilă şi solidă. De asemenea, cu ajutorul lui se vor susţine în mod eficient punctele de vedere ale sectorului E&P şi se vor concretiza soluţii bazate pe argumente tehnice profesionale, viabile în context social. Printre scopurile forumului, mai trebuie menţionate colectarea, analizarea şi diseminarea informaţiilor legate de HSE, siguranţa şi securitatea operaţiunilor, responsabilitate socială şi sustenabilitate.

Pentru compania OMV Petrom, problemele de sănătate, siguranţă ocupaţională, securitate şi protecţia mediului (HSSE) constituie o preocupare la fel de importantă ca şi celelalte aspecte ale activităţii proprii. Despre

provocările HSSE şi planul E & P pentru 2012 a vorbit în cadrul forumului Dl. Hans Zepic. Plecând de la ideea că o abordare precaută şi un management proactiv de mediu asigură resurse pentru viitor, compania şi-a fixat ca principale priorităţi menţinerea riscurilor la cel mai redus nivel realizabil din punct de vedere practic, minimizarea impactului asupra mediului înconjurător, reducerea intensităţii de carbon a portofoliului de activităţi, utilizarea resurselor regenerabile. Provocările majore identificate pentru care s-au luat măsuri în 2011 au fost: siguranţa proceselor/integritatea activelor, managementul contractorilor, activitatea de intervenţie, campania antifurt, programele de formare profesională, pierderile din conducte, siguranţa rutieră. Pentru 2012 OMV Petrom şi-a propus un plan ce include noi programe şi campanii de promovare a sănătăţii şi de prevenire a accidentelor de muncă şi îmbolnăvirilor profesionale.

O altă prezentare ce a tratat aspecte şi provocări ale reglementărilor de mediu cu impact în activitatea de explorare şi producţie petrolieră a fost susţinută de Dna. Varinia Radu, care a pus accentul pe cele mai importante reglementări naţionale şi europene. Aceasta a atras atenţia asupra faptului că metodologia pentru activitatea de explorare şi producţie prevede că orice proiect major,

ce depăşeşte valoarea de 50 de milioane de euro, necesită aprobare potrivit „Natura 2000”. Reţeaua Natura 2000, principalul instrument al Uniunii Europene de conservare a biodiversităţii, se bazează pe principiul dezvoltării durabile. Scopul acesteia nu este de a opri activităţile economice,

ci de a stabili limitele în care acestea se pot desfăşura simultan cu protejarea biodiversităţii. De asemenea, au fost luate în discuţie o serie de reguli şi reglementări cu privire la siguranţa offshore, propuneri legislative ale Uniunii Europene, neconformităţi, Directiva CCS (privind stocarea geologică a dioxidului de carbon), tendinţe ale politicii de mediu. Concluziile relevă necesitatea unui climat politic transparent şi stabil în România pentru a încuraja investiţiile în tehnologii noi, produse şi infrastructură, în paralel cu gestionarea riscurilor.

Prezentarea Prospecţiuni, intitulată Drumul de la conformitate la angajament, a analizat principalele etape ale traseului urmat de companie în decursul unei perioade de trei ani. Motivaţia care a determinat iniţiativele acesteia

a fost în primul rând nevoia de schimbare, în conformitate cu statutul României de membru al Uniunii Europene, cerinţele crescute din partea clienţilor, competiţia crescută şi nevoia de a concura pe piaţa internaţională.Plecând de la punctele slabe ale sistemului (angajament insuficient la toate nivelurile, atitudine în special reactivă, programe slabe de formare profesională, comunicare slabă a obiectivelor HSE, proceduri de siguranţă învechite, tratare superficială a incidentelor minore), Dl. evidenţiat punctele forte targetate: o nouă echipă de top management, abilitatea de a lucra cu standarde ISO, personal cu înaltă calificare, disponibilitatea de a învăţa, deschiderea faţă de critici, spiritul de echipă. Un rol deosebit de important a revenit liniei de management, prin intermediul căreia fiecare nivel de management şi fiecare angajat este implicat activ în atingerea obiectivelor HSE. Măsurile introduse au constat în îmbunătăţirea programelor de training HSE la toate nivelurile, optimizarea managementului riscurilor, îmbunătăţirea managementului riscului în transportul rutier, schimbarea atitudinii faţă de incidentele minore, schimbarea structurii planului HSE, ş.a. Astfel, în prezent, compania înscrie la capitolul realizări: diminuarea TRCF, mai mult de 21 de milioane de km parcurşi fără incidente rutiere serioase (RTA), niciun incident major de mediu, capacitatea de a concura pe piaţa internaţională şi, nu în ultimul rând, încrederea în sistemul propriu de management HSE.

Un alt punct de vedere cu privire la obţinerea excelenţei în HSE prin selectarea şi managementul eficient al contractorului este cel al Hunt Oil Company of Romania (HOCR). Hunt, una dintre cele mai importante companii independente la nivel global, are o experienţă de peste 75 de ani în domeniul operaţiunilor petroliere.

Crearea unei punţi de legătură între viziunea conducerii, intenţie şi execuţia unui proiect constituie o provocare frecventă pentru sectorul HSE, susţine Dl. Richard Kingham. Astfel, devin esenţiale transpunerea aşteptărilor în acţiuni practice, comunicarea la toate nivelurile de leadership, identificarea şi managementul diferenţiatorilor în fluxurile de business, alocarea de resurse corespunzătoare. Toate aceste considerente au fost exemplificate prin intermediul proiectului privind gazul natural lichefiat (GNL) din Peru, cea mai mare investiţie străină directă în această ţară, cu un cost de 3,8 miliarde de dolari. „Construirea în condiţii de siguranţă şi punerea în funcţiune a unei unităţi GNL (uzină, terminal marin şi conductă de gaz), cu respectarea termenului de finalizare a lucrării, bugetului şi a specificaţiilor tehnice – ceea ce reprezintă un model de execuţie exemplară a unui program social şi de mediu”, defineşte viziunea companiei. La fel de importante sunt însă şi celelalte aspecte, precum definirea standardelor de performanţă, sistemul de management HSE, anunţarea licitaţiei, implementarea planurilor contractorului, performanţele de securitate ocupaţională, siguranţa transportului rutier, performanţele H&S.

Sisteme de management ale mediului şi siguranţei – SEMS (Safety, Environmental, Management, System) in a box reprezintă tema abordată de compania Siemens. Aplicaţiile sunt destinate în special operaţiunilor petroliere şi gaziere offshore pentru unităţi noi sau deja existente indiferent de faza de execuţie. Potrivit Dlui. Charles Siess,

în cadrul structurii Conceptual Engineering Services (CES), Siemens acordă o atenţie deosebită managementului siguranţei proceselor, alături de inteligenţa operaţională şi optimizarea procesului Design & Engineering. În opinia reprezentantului companiei Geofizyka din Cracovia, un rol important în construirea sistemelor de management HSE revine top managementului. Dl. Szymon Rutowsky consideră că acest proces implică stabilirea disponibilităţii metodelor şi datelor referitoare la activităţile de business în curs de desfăşurare, realizarea rapoartelor de management (urmărirea atingerii obiectivelor propuse), dispoziţiile directorilor cu privire la activitatea HSE, precum şi participarea la evenimente şi traininguri în acest domeniu. Responsabilităţile ce revin departamentului HSE se concretizează în evaluarea riscurilor pentru toate activităţile de business, definirea

resurselor şi metodelor de eliminare sau minimizare a riscurilor, activităţi de protejare împotriva riscurilor prin adoptarea de măsuri şi proceduri adecvate, asistarea departamentului de conducere în elaborarea obiectivelor

de securitate. Procesul de autoeducaţie are, de asemenea, un rol important în îmbunătăţirea activităţii în acest sector, alături de înţelegerea noţiunii de prezervare a mediului. În vederea prevenirii accidentelor de mediu, atitudinea proactivă reprezintă un factor determinant. Rezumând, angajamentul vizibil al top managementului, autoeducaţia personalului, atitudinea proactivă şi înţelegerea mediului înconjurător reprezintă elementele cheie ale succesului în cadrul sistemelor de management HSE.

Construirea unei culturi fără incidente de mediu este într-adevăr o provocare pentru orice organizaţie. Cum se poate obţine o asemenea performanţă a explicat pe larg reprezentantul Lufkin Industries, Dl. Călin Bagdasar.

În accepţiunea companiei, cultura siguranţei la locul de muncă înseamnă împărtăşirea unui set de valori şi norme comune în cadrul căruia siguranţa reprezintă cea mai importantă prioritate. Organizaţia consideră că toate incidentele pot fi prevenite şi se conduce după principiul potrivit căruia nici o acţiune nu este atât de importantă încât să nu poată fi îndeplinită în siguranţă. Beneficiile unei culturi a siguranţei înseamnă conformitate, operaţiuni sigure, zero incidente, economie de costuri, situaţie financiară sănătoasă.Lufkin, unul dintre cei mai importanţi furnizori mondiali

de echipamente petroliere, a demarat în 2009 construcţia unei unităţi de producţie cu o capacitate de 20 de unităţi de pompare/săptămână, pe o suprafaţă totală de 33 de ha, în apropiere de Ploieşti.

Sterling Resources derulează în România un program de explorare în blocurile Ana şi Doina, care fac parte din perimetrul Midia. Dezvoltarea celor două zăcăminte va fi prima acţiune de acest gen întreprinsă de o companie petrolieră ce nu aparţine statului, afirmă Dl. Alistair Angus.Mesajul companiei Sterling Resources, împărtăşit participanţilor la forum, poate fi rezumat în trei îndemnuri: “nici un incident, nici un accident, gestionaţi impactul asupra mediului”. Compania consideră că activitatea sa

este atât de importantă încât poate găsi timpul necesar pentru a o desfăşura în condiţii de deplină siguranţă şi cu tot respectul cuvenit mediului înconjurător. De altfel, cerinţele-cheie ale Sterling sunt sănătatea, siguranţa în muncă şi protecţia mediului. Dl. Angus şi-a exprimat dorinţa de a participa şi de a avea un rol activ în cadrul ediţiilor viitoare ale forumului, contribuind astfel la îmbunătăţirea continuă a sistemului de management HSE în România (ca organism de reglementare al industriei), la extinderea reglementărilor şi cerinţelor HSEQ, la stabilirea unei platforme de dialog cu organismele de reglementare, ca o voce a industriei care să răspundă la propunerile Uniunii Europene.

Prezentarea companiei RPS Energy cu privire la managementul riscului şi comportamentul uman a adus în discuţie câteva aspecte importante ale siguranţei în muncă, un subiect extrem de dezbătut în cadrul forumului.

„Toate riscurile pot fi controlate, toate accidentele pot fi prevenite”, este şi opinia Dlui. Rod Thonger, care adaugă că siguranţa poate fi gestionată în mod activ, conducând la obţinerea unor rezultate pozitive. Definind noţiunile de hazard şi risc, acesta a explicat modalităţile de reducere a riscurilor şi manipulare a hazardului. Managementul riscului, în patru paşi, înseamnă identificare, evaluare, control şi recuperare. Concluziile expunerii au evidenţiat următoarele idei: managementul riscurilor reprezintă baza tuturor programelor de siguranţă; riscurile pot fi gestionate; comportamentul poate avea efecte semnificative asupra rezultatelor.

Dna. Karen Somerville a reiterat, la rândul său, etapele drumului spre obţinerea unei culturi a siguranţei. Strategia adoptată de compania Chevron în ultimii 25 de ani a condus la rezultate remarcabile în domeniul siguranţei

industriale. Se observă astfel că rata incidentelor de muncă în industria de petrol şi gaze (TRIR) a înregistrat o scădere considerabilă. Disciplina operaţională reprezintă cheia pentru îndeplinirea obiectivelor Chevron – zero incidente şi un comportament 100% sigur, consideră reprezentanta companiei. Potrivit acesteia, cultura siguranţei într-o organizaţie este produsul valorilor, atitudinilor, percepţiilor, competenţelor şi modelelor de comportament ce determină angajamentul (la nivel individual şi de grup) faţă de sistemul de management al sănătăţii şi siguranţei în muncă. Organizaţiile cu o cultură a siguranţei pozitivă sunt caracterizate de comunicarea bazată pe încredere reciprocă, pe împărtăşirea percepţiilor cu privire la importanţa siguranţei şi pe încrederea în eficacitatea măsurilor de prevenire. De asemenea, Dna. Somerville a evidenţiat importanţa feedbackului în cadrul procesului de îmbunătăţire a performanţei. Un feedback eficient trebuie să fie obiectiv, specific, în timp real şi „în doza potrivită”. Pe scurt, implementarea bunelor practici de leadership asigură dezvoltarea unei culturi a siguranţei cu valenţe pozitive.

In the opening of the first session, Mr. Bogdan Popescu stressed the importance of restoring dialogue between the authorities and the oil and gas industry, without which it cannot be done a number of highly valuable investments in Romania. Thus, he referred to the Black Sea exploitations, a process delayed by the state institutions, but also to Romania’s potential regarding shale gas, potential comparable to that of the United States and Poland. Also, Zeta Petroleum’s Managing Director noted that the shale gas production poses no environmental security problems.

Romania Upstream Conference is the leading event held annually in Bucharest by Industry Media Vector and Petroleum Club of Romania. The conference offers detailed analysis and prospects of the dynamics of the Romanian exploration and production sector to senior managers and consultants working in the oil and gas industry in corporations and national companies but also to those working in governmental structures and regulatory agencies.

The conference’s main objective is to facilitate the interested partners’ access to the latest information regarding the developments in the technology, equipment and upstream sector development strategies in Romania, as well to provide information on the current business practices and opportunities in the exploration and production sector.

First Eastern Europe HSE Forum is a Prospectiuni, Industry Media Vector and the Petroleum Club of Romania initiative designed to help European companies involved in the oil and gas industry in the development of exploration and production operations in a safe, responsible and sustainable manner.

This year, the fourth edition of the Romania Upstream Conference was held in conjunction with the First Eastern Europe HSE Forum in the period March 13-14, in Bucharest. The event was divided into four sessions where were debated topics of great interest regarding the hydrocarbons exploration and production in Romania, modern technology solutions, equipment and probe services, comparative safety and security statistics of operations in the oil and gas industry, the role of decision makers in improving HSE standards, management systems of contractors - realities and expectations, road safety.

were reviewed by Mr. Tim Branch in the presentation Choosing the right technology to optimize data quality and production in challenging terrain. He’s referring to the Torres Vedras, Aljubarrota and Montejunto projects; the whole area of data acquisition is 234 square kilometers. The distribution of energy sources in the Montejunto area included the following: three ION 60,000 lb Vibrator (27,200 kg), five IVI mini-vibrators of 15,000 lb (6,804 kg) and dynamite (1.5 kg) for inaccessible forested areas. The technical team was formed 95% of Romanians. It has been operated with Sercel Unite cable free recording channels and two PPV (Peak Particle Velocity) devices, placed near buildings during the vibro-seismic operations.The Prospectiuni team has shown that it is able to provide data of exceptional quality that greatly exceeded the quality provided by previous contractors. The environmental impact was minimized due to carefully selecting the type of sources and receivers.

OMV Petrom confirmed once again its strong concern about risk assessment and asset integrity. The exposure held by Mr. Roderick Easton, Surface operations integrity management, started from the definition of asset integrity and insisted on the safety of processes and the relationship between these two notions. The company representative indicated that OMV Petrom developed an integrity management project which covers 14 high-risk areas. Starting with 2012, the company has established a special department - SOI (Surface Operation Integrity), which is responsible this year with the management, control and execution of a large number of integrity projects with significant impact on the sectors E&P, HSSE

and process safety. Process safety management focuses on reducing the probability and severity of unplanned emissions that can lead to incidents affecting the environment or safety. In this respect OMV has developed solid standards of asset integrity, which are even strongly reinforced on the level of all operational entities.

The performance of the operations carried out in oil fields can be significantly improved with the new equipment and accessories provided by Tercel Oilfield Products, available now on the market in Romania, says Mr. Andrew Thompson. The company designs and makes a wide range of leading products for the upstream sector of the oil and gas industry, combining innovative technology with the unique expertise of a worldwide diversified oil services provider. Headquartered in the Middle East, Tercel continues to expand its portfolio through global research, development efforts and the addition of new niche technology providers. The latest technologies used in water treatment to increase oil recovery have been widely discussed by Mr. Robert Vranitzky. With a tradition of over 100 years

in Romania, Siemens provides innovative technology solutions in all sectors of the oil and gas industry. This time, the company representative insisted on the latest and effective produced water treatment methods, as well as injection/reinjection processes, steam assisted gravity drainage (SAGD) and wastewater treatment. Another important part of the Siemens Oil & Gas department is the water treatment systems for the refining and petrochemical sector, used in over 1,500 installations worldwide.

With over 20 years of experience in developing equipment for the oil and gas industry, Confind Campina is one of the leading manufacturers of cementing equipments and probe repairs. From 2010, the company produces, with own constructive features, the associated gas compressor CGA – an efficient solution for decreasing the gas back pressure in well casing, presented by Mr. Dorin Racota. used in Romania. Designed in several standard variants, the CGA compressor is targeting mainly pump jacks in the usual range - from 3 to 19 tons. The most important benefits of the CGA include: increased oil and gas production, quick and easy installation, full caption and compression of vented gases, relatively low cost, quick return on investment, safe and noiseless operation, no residue, the compressor acts as a shock absorber, minimal maintenance, does not require oil lubrication, etc.

The second Confind intervention aimed the progressive cavity pumps (PCP) with high flow and pressure for salt water injection in gas and oil deposits. PCPs are used in applications such as circulation of various types of fluid, salt water injection, collection of leakages from parks (collected in underground tanks). Mr. Gheorghe Miloiu described the evolution of the salt water injection techniques, followed by the presentation of the modern solutions made by Confind, i.e. GP 15.100 and GP 25.80. During 2002 - 2004 the company produced the first PCP units in partnership with Kachele Germany, the world’s leading producer of stator-rotor sets for eccentric screw pumps. Confind has expanded the flow debit domain for pressures of 48 - 100 bar. Confind pumps are developed especially for applications in the oil and gas industry and working with the client provides a direct knowledge of the effectiveness of the product improvement measures. This feedback completes the results obtained on the test stand, where each pump is tested at the maximum load.

Another aspect of the production activity was analyzed in the presentation made by PhD. Eng. Lazar Avram and Eng. Ion Foidas - Research on optimization of pressure balance in gas well drilling. The difficulties and complications

caused by an imbalance of well-layer pressure while drilling represents a phenomena that hinders, delays and makes the drilling process more expensive. The study revealed the most effective methods and technologies used for pressure control during drilling. The conclusions show that the estimation of pore pressure has to be checked/adjusted in real time while drilling. The optimum weight of the drilling fluid must be determined based on geomechanical modeling of the well bore. An optimum relationship between pore fluid pressure and the drilling fluid pressure prevents problems related to well bore stability, reduces costs and risks associated with drilling and minimizes the productive formation damage. Thus, the under-balance drilling may be the best technology when drilling in low pressure reservoirs, mature or naturally fractured reservoirs. The advanced depletion of the Romanian gas reservoirs makes them possible candidates that meet the conditions for under-balance drilling.

Rartel is a Romanian-Italian joint venture offering turnkey services in the satellite technology domain, using high standard equipment. The most important applications for the oil and gas industry - data communication for extraction parks, real time data for onshore and offshore exploration operations, voice and data communications for offshore platforms, international connections for branches, mobile communications, pipeline monitoring (SCADA system) as well as their main benefits were the key points of Mr. Roberto Scagnoli’s presentation. Currently, satellite imagery offers new possibilities in terms of analyzing and monitoring the activities in the oil and gas industry, says Mr. Scagnoli. He also considers that the satellite is a viable solution for the many problems the oil industry is confronting with.

Atlas Copco, a world leader in providing sustainable solutions in the industry has offered the audience this time technical solutions for compressed air, nitrogen and energy. The group products include compressors, generators, construction and mining equipment, industrial tools and assembly systems, service and rentals. Mr.

Marius Cristescu referred in particular to portable equipments for the upstream sector, pointing some of their applications (in Russia, U.S., China, India, Italy, Middle East, Africa, Australia).

The company can provide compressed air and efficient and reliable energy solutions even to international clients in any location or time of year, 24/7.

Starting with 2004, ASMOCO International and OMV Petrom have tested a new technology for artificial oil-lifting, unlike any other known methods currently applied worldwide. The COVA technology does not pump oil, but it conveys it to the surface with the help of flexible, continuous and oleophilic elements (EFCO). The oil lifting process, entirely new, and the results obtained from the

first application have forced a rigorous approach of an expansion phase of this new technology. Ultimately, after more than seven years of testing, the COVA technology proved to be feasible, reliable and very profitable, said Mr. Vasile Comsa. Compared with the traditional artificial oil-lifting technologies by pumping oil from the well with piston pumps or screw pumps (PCP), the proposed solution has important advantages. This requires a low initial investment, reduces production costs due to energy saving and low intervention costs. In addition, under certain technical conditions, the COVA technology use may lead to important increases of oil production.

The Heat Management Solutions from Tyco Thermal Controls are addressed to the upstream sector in order to increase the oil production rate and to solve the specific problems of this process. They contribute to lower viscosity, eliminating hydrates and wax buildup prevention. Applications such as PetroTrace-DHSX (for increasing the oil recovery factor), mineral insulated cables, STS Skin Effect heating systems (with the lowest cost and safest heat management system) or TracLoc are just some of the examples described by Mr. Valentin Ilie.

Tyco Thermal Controls, part of Tyco International, is a leader in electric heating systems with a broad portfolio of products and services for the industry, commercial and residential constructions.

The implications of the New Civil code on the petroleum concession agreements was the subject of Mr. Cornel Popa’s presentation, who brought to the attention of the audience the main amendments, extensions and options

for implementing the new law, including for contracts signed before October 1, 2011. NCC supersedes other laws, including the Petroleum Law, canceling any contrary legislative provisions, even if they are covered by special laws. Possible implications refer to the termination of concession agreements, consequences of force majeure, title holder’s putting in default, legal nature of the contracts of association between title holders, right of access on land owned by third persons.

Once the common interest issues in the HSE area were identified and the history of the current procedures was analyzed, the organizers have concluded that it should be built a permanent network of support for companies which to allow them to share experiences, to discuss the new challenges they are facing and which would constitute a common platform for cooperation.Since its first edition, the Forum had the following objectives: to help implement the continuing improvement in the HSE area, operations security, social responsibility; to initiate special projects and support points of view regarding important issues affecting the oil and gas industry; to facilitate the cooperation between the companies engaged in E&P activities and the national and international associations active in the HSE domain; to promote the views and initiatives of the companies active in the upstream sector in front of national and international regulatory bodies and those responsible for legislation; to realize a platform for exchanging ideas and debating new challenges, based on principles of cooperation, consistency and efficiency.By organizing this event it is desired that the activities and initiatives of the oil and gas industry to be better known and understood, the forum representing a visible, accessible, reliable and solid source of information. Also, with its help, shall be effectively supported the E&P sector’s point of views and shall be reflected solutions based on technical arguments, viable in a social context. For OMV Petrom, Health, Safety, Security and Environment protection (HSSE) represent a concern as important as other aspects of their business. About the HSSE challenges and E&P plan for 2012 spoke Mr. Hans Zepic. Starting from the idea that a cautious approach and a proactive environment management provides resources for the future, the company has set as its main priorities to maintain risks at the lowest achievable level from a practical point of view, to minimize the environmental impact, to reduce the carbon intensity of the activity portfolio, to use renewable resources. The major challenges identified for which action was

taken in 2011 were: process safety/asset integrity, contractor management, workover focus, anti-theft campaign, trainings, spills, road safety. For 2012 OMV Petrom targeted a plan that includes new programs and campaigns to promote health and prevent occupational accidents and occupational diseases.

Another presentation that addressed aspects of the environmental regulatory framework impacting the upstream oil and gas industry was delivered by Mrs. Varinia Radu, who emphasized the most important

national and European regulations. She pointed out that the methodology for exploration and production requires that any major project that exceeds EUR 50 million requires “Natura 2000” approval. Natura 2000 network, the European Union’s main instrument for biodiversity conservation, is based on sustainable development. Its purpose is not to stop economic activities, but to set limits where these may be held simultaneously with protecting biodiversity. There were also discussed a number of rules and regulations regarding offshore safety, European Union’s legislative proposals, nonconformities, CCS Directive (regarding geological storage of carbon dioxide), environmental policy trends. The conclusions reveal the need for a transparent and stable political climate in Romania in order to encourage investment in new technologies, products and infrastructure, while managing risks.

The Prospectiuni presentation entitled Three years journey from compliance to commitment has analyzed the main stages of the route followed by the company over a period of three years. The motivation that determined their initiatives was primarily the need for change, according to Romania’s status as an EU member, increased requirements from customers, increased competition and

the need to compete on the international market.Starting from the weaknesses of the system (unsatisfying commitment at all levels, mainly reactive attitude, poor communication of the HSE objectives, old fashion written safety procedures and superficial treating of minor incidents and near misses), Mr. Mitroi highlighted the targeted strengths: a new top management team, ability to work under ISO standards, high qualified personnel, opened to learn, open to criticism and team spirit). A critical role belonged to the line management where every level of management and all employees are actively involved in achieving HSE objectives. The introduced measures led to improvement of HSE training programs at all levels, risk management optimization, improvement of risk management for road transport, change of attitude towards minor incidents, changing the HSE plan structure. So far, the company achieved: a descendent trend of TRCF, more than 21 million kilometers driven without serious RTA (road traffic accident), no major environment incident, ability to compete on the international market and, last but not least, confidence in their own HSE management system.

Another point of view on achieving HSE excellence through contractor selection and management belongs to Hunt Oil Company of Romania (HOCR). Hunt, one of the leading independent global companies, has over 75 years of experience in oil operations. Bridging the gaps between

leadership vision, intent and third party execution is a common challenge for the HSE sector, said Mr. Richard Kingham. Thus it becomes essential the translation of expectations into practical actions, communication to all levels of leadership and allocation of proper resources. All these considerations have been illustrated through the project for liquefied natural gas (LNG) from Peru, the largest foreign direct investment in this country, at a cost of USD 3.8 billion. “Safely build and commissioning a LNG plant, marine terminal and pipeline which are on time and within budget, meet or exceed the technical specifications and is an industry model for the exemplary execution of environmental and social programs” defines the company’s vision. Equally important are other aspects, such as defining performance standards, HSE management system, announcing the tender, implementation of contractor’s plans, occupational safety performance, road safety, H&S performance.

Safety and environmental management systems - SEMS in a box is the theme addressed by Siemens. Applications are designed primarily for the offshore oil and gas operations for new and existing units regardless of the execution phase. According to Mr. Charles Siess, within the structure Conceptual Engineering Services (CES), Siemens pays special attention to process safety management, along with operational intelligence and optimization of the Design & Engineering process. CES regional centers are found in Lima, Rio de Janeiro, Oslo, Bucharest, Abu Dhabi, Mumbai, Singapore. The key points of the Siemens offer are: analysis & training in reducing

pressure, mechanical integrity & development programs based on risk assessment, process safety management. The SEMS strategy (comparable with OHSA, API & EPA) that improves the oil and gas business performance includes 13 items and is based on four key principles: commitment to safety, understanding of hazards and risks, risk management and learning from experience. An absolute novelty from Siemens is the use of COMOS innovative solution in the oil and gas industry. According to their philosophy “from integrated engineering to

integrated operations”, Siemens provides a virtual office for operators on the offshore oil and gas platforms. The optimized data network facilitates and accelerates the monitoring and control of offshore installations and equipment trough onshore control stations – an important step from simple data processing to interoperability.

According to Geofizyka’s representative, the top management plays an important role in the HSE management system. Mr. Szymon Rutowsky believes that this process involves the establishment of availability of

methods and ongoing data to control business processes, management reviews, director’s dire ctives related to the HSE matter, as well as participating in international HSE

conferences, trainings and events. The responsibilities of the HSE department are focused on risk assessment for all business activities, protection of activities by adequate proceeding and measurements, assisting the management department in developing safety goals. The self-education process has also a decisive role in improving the activity in this sector, along with understanding the concept of environmental preservation. In order to prevent environmental accidents, proactive attitude is a determining factor. In summary, the visible commitment of the top management, staff self education, proactive attitude and environment understanding are key elements for success within the HSE management systems.

Building an incident-free culture is a challenge for any organization. How one might achieve such a performance was broadly explained by Lufkin Industries’s

representative, Mr. Calin Bagdasar. The company believes that workplace safety culture means sharing a common set of values and norms in which safety is the most important priority. The organization believes that all incidents are preventable and is guided by the principle that no action is so important that it cannot

be accomplished safely. The benefits of a culture mean compliance, safe operations, zero incidents, cost savings, healthy financial situation.Lufkin, one of the leading global providers of oilfield equipment, has started in 2009 the construction of a production unit with a capacity of 20 pumping units/week, near Ploiesti. The total project area comprises 33 ha.

Sterling Resources is running in Romania a drilling program in the Ana and Doina blocks, which are part of the Midia perimeter. The development of the two deposits will be the first action of this kind undertaken by a non-state oil company, says Mr. Alistair Angus.

The Sterling Resources company’s message, shared with the forum participants can be summarized in three exhortations: “No incidents, no accidents, managed impact on the environment”. The company believes that its work is so important that it can find time to run in complete safety and with due regard for the environment. Moreover, Sterling’s key requirements are health, work safety and environmental protection. Mr. Angus expressed willingness to participate and play an active role in the future editions of the Forum, and thus contributing to the

continuous improvement of the HSE management system in Romania (as an industry body), to infill regulatory and HSEQ requirements, having an industry forum for dialogue with regulatory bodies and providing an industry voice to respond to EU proposals.

RPS Energy’s presentation on risk management and human behavior has raised some important aspects of safety culture, a highly debated subject in the forum. “All risks can be controlled, all accidents are preventable,” is also Mr. Rod Thonger’s opinion adding that security can be managed actively, leading to positive results. Defining the concepts of hazard and risk, he explained how to reduce risks and handle hazard. Risk management in four steps means identification, assessment, control and recovery.

The exposure findings revealed the following ideas: risk management is the basis of all safety programs, risks can be managed and behavior can have significant effects on results.

Mrs. Karen Somerville reiterated the steps to develop a safety culture. The strategy adopted by Chevron in the last 25 years has led to remarkable results in industrial safety. It is thus observed that the rate of work incidents in the oil and gas industry (TRIR) declined significantly. Operational discipline is the key for achieving the Chevron objectives - zero incidents and a 100% safe behavior, believes the

company representative. According to her, the safety culture of an organization is the product of individual and group values, attitudes, perceptions, competencies and patterns of behavior that determine the commitment to, and the style and proficiency of, an organization’s health and safety management. The organizations with a positive

safety culture are characterized by communications founded on mutual trust, by shared perceptions of the importance of safety and by confidence in the efficacy of preventive measures. Also, Mrs. Somerville stressed the importance of feedback in the process of improving performance. An effective feedback should be objective, specific, timely and in the “right” dose. Briefly, the implementation of good leadership practices provides the development of a safety culture with positive values.

Romania Upstream Conference & First Eastern Europe HSE Forum entailed a meeting between representatives of corporate governing bodies, reputed experts involved in E&P operations, technology and equipment suppliers, consultants and investors committed to conduct business together and put their mark on the upstream sector.The interventions of the participants highlighted the need for a comprehensive approach of the health and safety problems, filled with practical applications for emergency situations, legislative regulations in Romania and supported by involvement of the authorities.
