This Federated Activity (FA) scope has been to support the activities of the Joint PrecipitationWorkingGroup(JPWG):

The No-Cost H-SAF_CM_NWC_ROM_CF_FA14_02, started in CDOP2 to better harmonize theprecipitationeffortsindifferentSAFs,hasbeeninterruptedduetothelackofagreementamongtheparticipantsmainlyontheJointProductValidationstrategiesandrelatedefforts. SummaryThe FA was approved by e-mail on 7 November 2014 to support the activities of the JointPrecipitationWorking Group (JPWG), established as a EUMETSAT group on 22March, 2013 inDarmstadt.Tele-connection contacts among participants were organized since January 2015, while the 1stJoint PrecipitationWorking Group (JPWG)meeting was arranged in EUMETSAT HQ on 20May2015.AtthattimeoneofthemainpurposeswastheattempttoharmonizethecatalogofprecipitationproductsproposedbySAFsfortheCDOP3phase.Thereforetheinitialquickalgorithmsurveywasfollowed by the attempt to organize a “EUMETSAT precipitation observation concept” (activityleadedbyCF)able toprovideguidelines in classifyingpresentand futureprecipitationproductsdeliveredbySAFs.Unfortunately,duetothepressingscheduleoftheactivityofeachparticipatingSAFinthatperiod,the precipitation concept document did not pass the draft form. Nevertheless, it positivelyinfluencedthestructureofCDOP3precipitationproducts,i.e.theHSAFcatalog.ThepreparationofCDOP3proposalmonopolizedtheinterestofparticipantsandmostofplannedinitiatives,draftedintheannexedminutes,werepostponed.Different points of view on how performing common validation have further complicated theinteractionsuntiltheendofCDOP2.InthemeantimethePMsdidnotfullycooperateinordertoinclude this FA also in CDOP3. The resultwas that this FA automatically expired at the endofCDOP2,evenifitremainscitedasbackloginCDOP3SGmeetings.

c. HSAFwillproposetoworkonday-1precipitationproducts(fromMWS,MWIandcombinedMWI/ICI)
d. ThesoftwarerequirementsfortheeventualdisseminationoftheseproductswithintheNWCSAFPPSsoftwarewillbediscussedinCDOP-3.
e. NWCSAFaimstodeliverday-onesoftwareforan ICI icewaterpathproduct,andfor anMWI-ICI precipitationproduct. CollaborationwithH SAF and/orCMSAF issoughtalsodependingfromintercomparisonexercises
f. DiscussionisopenonthecombinedproductMWI+ICIprecipitationproductssincetheycouldbenefit froma cooperativeeffortbetweenHSAFandNWCSAF.NWCSAF/SMHIremarksthatareleaseofcombinedproductsismorerealisticasday-2productswithinCDOP4timeframe.
g. Since most of cooperative activities will involve EPS-SG, the following action isaddressed:

Align/commonplanningandactionsoncurrentalgorithmsandproducts.
a) NWC SAF would like to include someMW precipitation algorithms in the PPS NWCSAF
software. Preliminary discussions indicated that both H SAF and CM SAF could providealgorithms.BothHSAFandCMSAFareavailabletoinvestigatewithNWCSAFwhetherandhow tomake available selected precipitation algorithms for inclusion into theNWC SAFPPS software. The interest however is focused on post EPS algorithms (see A2), so thisdiscussion can be postponed to the CDOP-3 time frame when some inter-comparisonexerciseswillbeplanned.
A3) NWC SAF: report advancements on the plans about the inclusion of MW precipitationalgorithmsinPPStool(nextJPWGmeeting)
b) Regarding NWC SAF GEO package for precipitation retrieval (IR/VIS and LI sensor), only
datafromGEOplatformsareusedcurrently.AninclusionofMWLEOdataisnotcurrentlyforeseenandamigrationofMW/IRHSAFproductswouldbeatechnicalissue.Theextramanpowerrequired for this task isnotavailableat themoment.Nevertheless,NWCSAFconsidersthatbeforesuchadrasticchangeoftheGEONWCSAFpackage,thebenefitsofitshouldbeclearlydemonstrated.Alsothepossibleproblemsthatuserscouldhaveduetothat change should be evaluated and considered before any decision is taken in thisdirection.Inanycase,NWCSAFproposesanextensiveandsystematiccomparisonoftheIR/VISsensorNWC/GEOproductsandtheMW/IRHSAFproductstoinvestigatestrengthsandweaknessofthealgorithmsofbothgroupsofproducts.Thiswouldbeagoodstartingpointforapossiblemerging/improvementofthecurrentalgorithms.However,GEONWCSAFdevelopersare interested inascientificexchangewithH-SAF inordertodefinefuturedevelopments.
A4)NWCSAF:reportadvancementsontheplannedroleofMWdatainGEONWCSAFpackage(nextJPWGmeeting)
c) CM SAFwillwork in CDOP-3 on ClimateData Records (CDR) including also precipitationoverland.FortheproductionofthisCMSAFwillrelyontheconicalscanningsensors(e.g.SSM/I, TMI, GMI) in combination with IR data from all geostationary satellitescomplemented by a mid- and high-latitude component of cross track scanners. It issuggested toexplore thepossibility togenerateanAMSU/MHS (cross-track)CDR fromHSAFcrosstrackalgorithms.

3 TOEXAMINEVALIDATIONPROCEDURESANDTOFACILITATETHEACCESSTOEXTENSIVEGROUNDTRUTHDATASETS
a. Referencedatacollection
The policy of the H SAF ground validation (GV) cluster at present does not includesharing/provisionofvalidationdatasets.Eachmembercountryworksonitsground(radarandraingauges) precipitation data by running a “common code” to produce validation results andstatisticsforHSAFprecipitationproductsandcasestudiesanalysis.
CMSAF could share ship-basedprecipitationmeasurements to validateprecipitationalgorithmsover sea. In addition, GPMDPR products could represent a benchmark for assessing real timeinstantaneousbehaviour,onceDPRproductalgorithmswillbeconsolidated.
b. Validation/verificationmethods
SAFsarepresentlyfollowingdifferentstrategiesforvalidatingprecipitationproducts.Thedifferentapproachesaremotivatedbythedifferentinformationneededbytheend-usersoftheSAFs.Asamatteroffactanobject-orientedapproachisconsideredsignificantinNWCSAFtoassesstherealtime algorithms performance, while pixel-based verification techniques are requested andimplementedinHSAFfollowingtherequirementsofthehydrologycommunity.As far as CM SAF is concerned, for precipitation climate data records in addition anassessment/validationofe.g.homogeneity,consistencyandstabilityisneeded.Across-validationcouldbeusefultounderstandifalgorithms/productsprovidedineachSAFcouldbeusefulifprovidedalsotodifferentusercommunities.EveniftheappointmentofoneormoreVisitingScientistscouldbeusefulforshort-termcomparisonneeds,itwouldbeusefultohavetheopportunitytomergethevalidation/verificationactivityoftheprecipitationproductsonamoreregularbasis.AEMET proposed that in order to define a strategy for future algorithms a comparison ofprecipitation products using a common method and a common reference dataset would beadvantageousdetectingstrengthsandweaknessofthealgorithmsunderconsideration.ForHSAF,GroundValidationactivitiesarealreadyasignificant,structuredandconsolidatedpartandarealsoconnectedtoNASAGPMthroughaFA.Strategies and tools for the validation of satellite precipitation products available from globalprecipitationcommunitiessuchasIPWGandGPMwillbealsoexaminedandtakenintoaccountinthisframework.R2) JPWG recommends intensifying the contacts among H SAF validation group, AEMET, andpeopleinterestedinvalidationfromotherSAFs.A6)ALL JPWGmembers: indicatevalidationdatasets thatcanbesharedandusedbyallSAFs,proposevalidationandintercomparisonexercisesA7) S. 4 IDENTIFY PRECIPITATION-RELATED RECOMMENDATIONS TO EUMETSAT DECISION BODIES (SAF STEERING GROUPS, SCIENCE WORKING GROUP, SAGS,…).
a) OverallEUMETSATconceptforprecipitation
Inordertoprogressontheobjectivetoprovideasynoptic,coordinatedandorganicviewoftheprecipitationactivitiesinEUMETSAT,theJPWGstartedtodraftanoverallEUMETSATconceptforprecipitation.Forthis,twodocumentshavebeencirculatedpriortothemeeting.The first document details the existing capabilities, existing implementation and products ofEUMETSATw.r.t.toprecipitation(docref#1),whereasthe2ndoneprovidesadraftgeneralvision(docref#2).Duringthemeetingthecontentandscopeofbothdocumentshavebeendiscussedinmoredetailleading to the decision that JPWGwill follow a two-step approach by formulating first a draftoverall vision (basedondoc ref#2)which isdrivenby theneedsofMember states fordifferentapplicationareas.ThisdocumentshallthenbeusedasreferencedocumentforthecoordinationofrelatedCDOP-3activities.Thedetailed implementationwill bemaintained in the2nd part of thedocument, basedon theoverallvision.Forthis2ndpart,theJPWGagreedonanapplicationorientedviewoftheexistingactivitiesandtodeleteAnnexA.Thedetailed implementationplanwasseentobeasubjectfordiscussionforupcomingmeetingsofJPWG.R3)TheJPWGrecommendthatthedocument“OverallEUMETSATprecipitationconcept”shallbe added and used as reference document for the upcoming proposals for CDOP-3 of theSatelliteApplicationFacilities(SAFs).A8)ChristopheAccadia:toprovideanupdatedocumentreflectingthechangesrequestedA9)ChristopheAccadia:tocheckforNWPspecificrequirementsonprecipitation(e.g.inEPSSGURD)A10) All: Provide contribution and/or comments to the “Overall EUMETSAT precipitationconcept” document (H SAF: Hydrology, CM SAF: climate, NWC SAF:Weather Forecasting andnowcasting)

Grandell, during his presentation, reported that the MPE product, presently still distributedoperationally by CAF over both the discs observed by European geostationary satellites, issufferingfromthelackofMWprecipitationinput(onlyF16isused).MPEcouldbediscontinuedassoonasthefulldiscHSAFblendingproductwillbeextendedtocoveralsoIndianOcean(theseconddisc)sinceboththealgorithmsarebasedonthesameconcept.R2) JPWG recommendsexamining thepossibility tohaveadoubledisc (corresponding to theviewofthetwogeostationaryEuropeansatellites)coveredwithrealtimeprecipitationproducts(IR/MWblendingtechnique).A11)HSAF/Secretariat:evaluatetoinclude/addthisoptionintheCDOP-3proposal

EUMETSATJointPrecipitationWorkingGroup
TermsofReferenceTheJointPrecipitationWorkingGroup(JPWG)wasestablishedasaEUMETSATgroupon22March,2013inDarmstadt.ItaimsatfocusingallEUMETSATactivitiesinthefieldofsatelliteprecipitationestimationfromspacebyprovidingaforumtoexchangeinformationanddevisestrategies for common research and operational tasks within the SAF network andEUMETSATCentralFacilities(CF).PurposeThe JPWG intends to build upon the expertise of the SAF scientistsworking on clouds andprecipitationpropertyretrievalsandmeasurementsfromsatellitetoensureahighdegreeofcoordinationandcollaborationamongtheinvolvedSAFsandtheCF.TheJPWGisestablishedto:
• facilitatetheexchangeofdata,productsandalgorithmsbetweentheSAFs;• helpdevisingcommonalgorithmsandproductdevelopmentstrategies;• contributetothattheoverallsetofrequirementsonEUMETSATprecipitationproducts
aremetthroughcoordinatedplanningdevelopmentefforts;• discuss,prepareandplanjointcommitments;• sharevalidationdatasetsandstrategiesforimprovingthevalidationprocedures;• sharevalidationmethods.
ObjectivesThe objectives of the JPWG are to coordinate the precipitation-related activities inEUMETSAT’sapplicationgroundsegment.Inparticular:
• to provide a bodywhere common strategies and concepts arediscussed and agreedamongtheparticipants;
• to launch cooperative activities on actual algorithms and products between theparticipatingSAFsandtoencouragedataandproductexchanges;
• todeviseplans for cooperativeworkon futurealgorithmsandproductsdwellingonthenewsatellitesandsensors;
• toexaminevalidationproceduresandtofacilitatetheaccesstoextensivegroundtruthdatasets;
• toidentifyprecipitation-relatedrecommendationstoEUMETSATdecisionbodies(SAFSteeringGroups,ScienceWorkingGroup,SAGs,…).
MembershipThegroupcompositionisrepresentativesofSAFswhoseactivitiesarerelatedtoprecipitationandEUMETSATCentralFacilities.Thecurrentparticipatingentitiesare:
• CM-SAF–SatelliteApplicationFacilityonClimateMonitoring;• H-SAF–SatelliteApplicationFacilityonSupporttoOperationalHydrologyandWater
Management;• NWC-SAF – Satellite Application Facility on Support to Nowcasting and Very Short
RangeForecasting.• ROM-SAF–SatelliteApplicationfacilityonRadioOccultationMeteorology.• CF–EUMETSATCentralFacilities.
TheSAFNetworkManagementTeamandtheEUMETSATSecretariatareintegralpartofthebody.The JPWG members are nominated by the participating SAFs and by the SAF NetworkManagementTeam.WorkingArrangementsThe JPWG is chaired by two Co-Chairpersons, one from the SAF network and one fromEUMETSAT.Thetwoco-chairsshall:
• compilereportsontheactivitiesofthegroup;• preparethemeetings;• proposeitemsfordiscussionandinteractionwiththeJPWGmembers;• conveyrelevantrecommendationsfromJPWGtoSAFSteeringGroupsandEUMETSAT
