1. Project Profile

1.1 Project Background

Asia-Pacific Economic Cooperation (APEC) is a platform for multilateral cooperation

among economies. Currently, with the experiencing booming urbanization trend,

member economies launched APEC projects. APEC members pay much attention to

projects and participate in the project application to promote establishing an

urbanization partnership in APEC region through the APEC platform and resources.

Beijing Agenda published in 2014 APEC Leaders’ Meeting designated that “We

support APEC partnership initiatives on urbanization and undertake to establish a

cooperative network of sustainable cities in APEC economies. We will organize

forums, hold policy dialogues, and utilize international sister-cities programs to

promote cooperation and share experiences on urbanization and sustainable city

development.”

Moreover, the current booming urbanization in APEC region has brought large

quantities of opportunities and challenges to the whole APEC area. Data shows that in

APEC region, 11 economies’ urbanization rate has reached over 83%, and the highest

are Singapore and Hong Kong, China; while the urbanization rate of relatively

backward economies is only 40%-60%. China Minister of Foreign Affair put forward

the issue “Shaping the Future through Asia-Pacific Partnership—Urbanization and

Cities Sustainable Development” at the 2014 First Senior Official Meeting.

In implementing the APEC Ministers’ instructions, this project advocates to establish

APEC Cooperative Network of Sustainable Cities focusing on renewable energy, new

and clean energy fields to learn, share and disseminate knowledge, technologies and

cases to strengthen exchanges and cooperation among APEC member economies in

the field of urban sustainable development, Asia-Pacific Economic Cooperation and

China’s National Energy Administration organized project application through Energy

Working Group.

1.2 Objectives

There are three main objectives of this project:

To increase knowledge and enhance common understanding among APEC

economies on sustainable energy development, shorten the knowledge gap in

APEC area through capacity building activities, to ensure workshop participants

gain the latest practical projects, information, products, experience, technology;

To build supports on sustainable energy industries, and to facilitate technology

transfer on sustainable energies, to stimulate economic growth;

To build a platform on sustainable cities development for industries, academies,

research institutes, government and enterprises to learn, engage, share and

demonstrate, let the sustainable energy technology lead the cities’ sustainable

development

1.3 Significance

Response to the APEC Leaders’ Declaration, it is APSEC’s mission to disseminate

the advanced concepts and modes in APEC region in the field of sustainable energy.

We hope to establish an interactive cooperative and complimentary network of

sustainable cities and technologies to promote cities’ sustainable development.

This project focuses on renewable energy, new and clean energy fields and

strengthen cooperation with other economies especially the interactive and

complimentary cooperation by gradually carrying out information exchange, policy

dialogue, technology research and development, capacity building. Therefore, we

hope to promote the establishing new urbanization partnership by completing this

project. It aims to establish information sharing platform including policies, results,

technologies, modes and investment which can provide comprehensive solutions on

sustainable development, promote practical projects cooperation and realize the

effective replication on sustainable city cases among APEC cities.

1.4 Participants

China is the proposing APEC economy of this project. And there are other six

co-sponsoring economies including the Hong Kong China, Singapore, United States,

Australia, New Zealand and Canada. In addition, there are other APEC and

Non-APEC economies are actively involved in the project.

The project contains five types of participants:

Policy Makers and Government Officials who have the responsibility and right to

make policies and are able to influence the trend of district developing. The

governments will make policies to determine in which fields that the future should

engage in, which may include the renewable energy strategies and sustainable

low carbon economy development.

Urban planners, research institutes and academies related to the renewable

energy and sustainable development will provide intelligent support.

Industries will help put the ideas, thoughts, plans and design into practice.

Enterprises, investors and business communities associated with the

development of a stable and commercially viable renewable energy industry, in

which they will obtain increasing commercial and brand promotions chances.

2. Project Implementation

According to the project objectives, four periods are arranged to finish the project:

2.1 1 January 2015-31 July 2015

(1) Action

Conduct information collection on technologies, strategies, standards and policies

on the sustainable development;

Communicate and discuss the collected the information among the participating

organization;

Integration of the information and resources to build the database for the APEC

cooperative networks;

Classify and select the typical low carbon town, site visit several low carbon

towns to survey and analysis their demand and supply;

Develop the framework of the APEC cooperative network of sustainable cities,

including the three pillars working mechanism obtaining the sustainable energy

institute, sustainable energy cities mayors alliance and sustainable cities

development expo and two operating guarantee—sub-fund on cities’ sustainable

development and sustainable energy technology incubator;

Approaches of information collection may include visiting websites, consulting

literatures (e.g. books, publications, reports, etc.), conducting expert meetings

and group discussion by email, telephone, or visiting sites to conduct case

studies and so on.

(2) Output

Survey reports, website files, pictures and videos on technologies, strategies,

standards and policies on the cities sustainable development and renewable energy,

new and clean energy fields, guidance and practices in APEC economies and

selected economies in other regions.

2.2 1 August 2015—10 September 2015

(1) Action

Prepare for the workshop, including draft, program, agenda, and participation list

(experts/designers/policy-makers/entrepreneurs, temporary employees, other

stakeholders in APEC economies), invite speakers and delegates from government

and private sector agencies currently progressing cities sustainable development,

knowing how to establish the cooperative network and how to manage and operate it

from the aspects of technical, social and economic, prepare and collect of papers, rent

the workshop place, etc. Approaches of workshop preparation include emails, phone

calls or in person, etc.

(2) Output

Brochures, posters, media releases will be developed to brief the general about the

key components of the workshop.

2.3 11 September 2015—12 September 2015

(1) Action

Conduct an international and comprehensive workshop on Asia Pacific Sustainable

Energy Development and the special event celebrating the first anniversary of the

establishment of APSEC to share the basic concept and framework of the APEC

cooperative network of sustainable cities and deliberate the project construction

strategy and implementation paths. The target audience will include representatives of

APEC economies and other selected economies, as well as the public within APEC

economies, etc.

The project team, in consultation with the relevant experts, designers, policy makers

and entrepreneurs, will finalize a report on the workshop and its outcomes.

Sustainable Cities

This Asia Pacific Sustainable Energy Development Forum—APEC Cooperative

Network of Sustainable Cities is the main part of this APEC project’s application and a

representative achievement.

4. Project Benefits

The beneficiaries in the project include five parts:

◆ Policy Makers and Government Officials

They will benefit by referring to project reports and studying the systematic

information about cooperative network of sustainable cities that could be applied to

the unique conditions of each economy. Renewable energy, new and clean energy

policymakers will benefit from systematic information and recommendations of

cooperative network of sustainable cities technologies. Governments and the energy

sector in developing APEC economies will benefit from capacity-building through

improved knowledge and access to this information. Governments will be better

equipped to make informed judgments on policymaking regarding renewable energies.

They will also obtain support in developing, implementing and promoting renewable

energy technology transfer and trade programs through the outputs of this project.

◆ Research Institutes and academies

They will receive more systematic information on the cooperative network of

sustainable cities through project outputs sharing and engaging in relevant studies.

◆ Enterprises, Investors, Business Communities

They will achieve guidance or practices from this project outputs in utilizing renewable

energy rationally, which will eventually improve their renewable energy efficiency,

enhance their competitiveness, and ensure their sustainable development. Meanwhile,

it can promote the practical projects cooperation among APEC cities

◆ APEC Citizens

This project provides a practice platform to promote sustainable energy industries, to

explore the new engine of urban economic growth and to discuss the comprehensive

solutions for cities sustainable development, which is contribute to the employment

promotion for the APEC citizens. Moreover, a knowledge sharing network is

constructed to promote the knowledge sharing among the economies in the APEC

system. The network promotes the ability of practitioners, popularizes the basic

knowledge of sustainable energy, and shortens the knowledge gap in APEC region.

Since the APEC region is now the leading region of the world energy demand and

supply and its technologies, strategies, standards and policies on the development of

renewable energies and the rational use methodologies, guidance and practices to

sustainable APEC economy growth modes is crucially important for them for planning

and implementing their renewable energy policies and business strategies.

5. Overall Impact

APEC and Non-APEC economies participated in this project. They exchanged

experience, valuable information and discussed the rational ways to build the APEC

Cooperative Network of Sustainable Cities by policy dialogue and city matching to

realize the establishment of interactive, cooperative and complimentary sustainable

network to drive the cities’ development.

All the efforts in the project are to provide the rational utilization strategies of

renewable energies serving sustainable APEC economies. In addition, the project

results are expected to complete the sustainable energy policy and technical capacity

building, to provide comprehensive solutions on sustainable cities development, to

promote the practical projects cooperation among APEC cities and to realize the

effective replication and output on sustainable cities development.

The results will provide guidance to stakeholders and beneficiaries involved in related

activities in their own economies or organizations. Furthermore, the private sectors

participated in this project will gain more knowledge and recommendations from

experts on the design and implementation of the rational utilization of renewable

energies, and they will be encouraged to improve their renewable energy efficiency

and explore the new engine of urban economic growth to guarantee their sustainable

development.

6. Conclusion and Information on Next Steps

The next steps following completion of this project is research and investigation on

candidate cities. For the Chinese low carbon town projects, we will do in-depth field

investigation on standout city projects and discussions on future work, for the

enterprises, we will continue to visit outstanding enterprises in the field of sustainable

energy.

In order to lay solid start and foundation, our project team hope the economies to

recommend the candidate sustainable cities, and build the enterprise networks,

experts database and the city library in the field of sustainable energy. We seek for

cooperation among APEC economies, taking China's outstanding planning city as the

starting point; we build the international experts and business team to select the

sustainable cities. At the same time to build a bridge between city and enterprise

cooperation.

The project team will keep close contact and cooperation with APEC and other

economies all the time to facilitate the promotion of potential renewable energy

programs in APEC economies. At an appropriate stage, EWG, EGNRET and APERC

are expected to become involved in the work, developing scenarios for the

sustainable low carbon economy based on developed recommendations on

promoting technology transfer, information exchange, economic growth and

employment of renewable energies in APEC economies. Ultimately, connect the

technology, enterprises and cities with sustainable development paths; let the

sustainable energy technology lead the cities’ sustainable development.

In addition, we plan to organize a sustainable cities mayor’s alliance preparatory

forum at EWG 51th in Australia in 2016. Officials from the APEC economies,

represents from international organizations and financial institutions, city represents

from the APEC regions and delegates from the international industries, academies

and research institutes will be invited to jointly discuss the effective patterns and

comprehensive solutions on cities sustainable development in APEC region, to

establish the APEC Sustainable Cities Mayors Alliance and jointly issue the APEC

Cities Sustainable Development Declaration. During the forum, we will carry out

training courses on sustainable development and investigate the outstanding

programs or enterprises related to the low carbon architecture, traffic, energy, urban

planning, resources reuse etc.

The target of this forum and series activities is to disseminate APSEC and APEC

Cooperative Network of Sustainable Cities. On one hand, we are willing to establish a

knowledge platform by training courses to promote knowledge sharing among the

APEC economies. The network promotes the capacity of practitioners, popularizes

basic knowledge of sustainable energy and shortens the knowledge gap in APEC

region. On the other hand, we are eager to establish a practice platform by cities

mayors’ alliance to exchange experiences on building livable, sustainable, smart and
