SEC. 4. That a Conmission to be known as the National ForestReservation Conmission, consisting of the Secretary of the Arnrt or asan alternate, the O1ief of Engineers of the Arnrt, the Secretary ofthe Interior, the Secretary of Agriculture, and two members of theSenate, to be selected by the President of the Senate, and two membersof the House of Representatives, to be selected by the speaker, ishereby created and authorized to consider and pass upon such lands asmay be reconmended for purchase as provided in section six of thisact, and to fix the price or prices at which such lands may bepurchased, and no purchases shall be made of any lands until suchlands have been duly approved for purchase by said Commission:Provided, That the members of the Conmission herein created shallserve as such only during their incumbency in their respective officialpositions, and any vacancy on the Comnission shall be filled in themanner as the original appointment.
SEC. 5. That the Conmission hereby appointed shall, through itspresident, annually report to Congress not later than the third day ofJanuary, the operations and expenditures of the Conmission, in detail,during the preceding fiscal year.

National Forest Reservation Commission
The Act authorizing purchases of lands for National Forestpurposes, popularly known as the Weeks Law, was signed by PresidentTaft on March 1, 1911. The National Forest Reservation Commissioncreated by the law to oversee this land acquisition activity sentits first report to the President of the Senate on Oecember 6, 1911.Since Sec. 17 of P.L. 94-5B8 (90 Stat. 2949), October 22, 1976,abolished the Commission and repealed the requirement for an annualreport, this report will be the last of an unbroken chain of 66annual reports the Commission has made to the Congress.
The programs for which this Commission has responsibility haveproduced some of the most beneficial and far reaching results in thesolution of ecological and environmental problems ever achieved inthis Nation. In the period covered by these reports, the UnitedStates has acquired 21 million acres of land for inclusion in theNational Forest System in the Eastern United States. These unitsnow contain over 23 million acres, some lands having been added tothe system from the public domain, by donation, and transfer fromother Federal agencies.
Lands acquired within the Eastern National Forests were suitedto the production of timber and other forest products, but they weremostly in poor condition because of excessive timber cutting, firedamage, and erosion. In the early purchases about one-fourth of theland had been cleared or denuded of tree growth and requiredreforestation. About half of the acquired land bore some seedlings,saplings, or pole-size trees, none of which were merchantable. Onlyabout one-fourth of the land supported mature timber or young timberof merchantable size.
When the Weeks Law acquisition started, there was no organizedforest protection in the Eastern United States and land conservationand rehabilitation programs had not been devised. For the most partthese programs had their inception on National Forest land andachieved acceptance and widespread adoption by virtue of theirdemonstrated benefits on the public lands. As a consequence, NationalForests form an important part of the National effort to conservesoil and land resources and promote flood control and regulation ofstream flow. They contribute materially to the supply of timber tomeet the needs of local industries "and the national economy. Theyhelp protect and improve the quality of the open space environmentnear urban and community areas and through demonstration serve togenerate the realization of these benefits on other public andprivately owned forest and wild land.

These National Forests furnish varied opportunities for outdoorrecreation to large numbers of people. During calendar year 1976,public use of the National Forests, including those withdrawn fromthe public domain, arncunted to slightly over 200 million visitor days.These visits were for picnicking, camping, hunting, fishing, hiking,skiing, canoeing, and other recreational pursuits. The NationalForest lands acquired during the 66 years since the first reportsof this Commission have materially shared in advancing the objectivesof the Congress as set forth in the basic laws and are contributingin many ways to the general welfare.
Congress appropriated $1,930,000 in fiscal year 1976 and thetransition period, for purchase of National Forest lands in accordance with the \~eeks Law, as amended. ~bneys available from theLand and Water Conservation Fund Act of 1965 were used to acquirekey tracts of land within the National Forests under the Weeks LawAuthority which were primarily of value for outdoor recreation purposes. The Commission reviewed and approved the transactions wherethe properties were acquired under authority of the Weeks Act,including purchases fran Weeks Law funds and Land and Water Conservation Fund Act moneys. Acquisitions as authorized by the severalForest Receipts Acts were also reviewed and approved by the Commission.
During the fiscal year and transition period, 344 purchasetransactions involving 49,215 acres of forest land at an averageprice of $290.33 per acre were approved pursuant to the Weeks Law,as amended and under the Forest Receipts Acts. These transactionsincluded 151 tracts totaling 18,724 acres for purchase from WeeksLaw funds, 184 tracts totaling 29,591 acres for purchase from moneyprovided by the Land and Water Conservation Fund Act appropriations,and nine tracts totaling 900 acres under the Forest Receipts Acts.
Eighty-seven exchanges were approved whereby the UnitedStates will grant 21,902 acres of land or rights to cut NationalForest timber on a negotiated basis and will receive 31,043 acres ofland inside the National Forests.
Details of the current year's business and the cumulativerecord of transactions will be found in the tables which follow.All areas shown in the tables are rounded to full acres. Totalprices are exact. Thus, averages may be several cents more or lessthan actual.
