1. SUMMARY
The National Cleaner Production Programme (NCPP) of Montenegro was launched in 2010 with the financial support of the Government of Slovenia. Its official launch took place in October 2010 and was organized by the host institution, the Chamber of Economy of Montenegro.
After the completion of the first phase early in 2013, the second programme phase started in May 2013.
In 2014, the following activities were carried out in Montenegro:
The Resource Efficient and Cleaner Production project involving thirteen companies, seven national experts and fifteen trainees for national experts was completed.
The NCPP Montenegro also participated in the project “Regional networking for strengthening cooperation and fostering transfer and adaptation of Resource Efficient and Cleaner Production (RECP) in the countries of South Eastern Europe”. The NCPP is involved in the thematic areas Low Carbon (LC) and Sustainable Tourism (ST). A low-carbon assessment was conducted by two national experts in a company from the agricultural sector, whereas a sustainable tourism assessment involving seven national experts started at five hotels.
The results achieved through the programme were presented at an awareness raising event which was organised in cooperation with the Ministry of Sustainable Development and Tourism at the
premises of the Chamber of Economy on 19 March 2014.
The Chamber of Economy of Montenegro is participating in the preparation of the new National Strategy for Sustainable Development, which defines and promotes RECP measures and incentives.

2. RECP PROJECT
2.1 Training and company visits
Within the framework of the RECP project, two rounds of company visits and one workshop were conducted at national level. They included theoretical RECP issues as well as company visits to carry out pre-assessments in practice. The visits and the workshop were conducted by the Slovenian international expert Mirko Lesnjak with the support of the international expert Goran Jankes as well as national CP experts.
2.1.1 Visit of international experts, 17-20 March 2014
The first company visit took place on 17-20 March 2014. The following activities were undertaken:
- Identification, characterization and quantification of waste streams and environmental and economic assessments of loss of resources (material and energy);
- Identification of easy-to-implement low-cost cleaner production options which can be implemented immediately.

2.1.2 Workshop 5 and company visits, 1-8 June 2014
The fifth workshop of the RECP project was conducted on 1-8th June 2014. On the first two days, national experts and company representatives took part in a training course and, on the following days, companies were visited. The training course covered the following topics:
- Conducting RECP assessments; - Developing proposals for bankable RECP projects; - Financial analysis of RECP options.

2.2 Evaluation of company assessments
The RECP assessments carried out in 13 companies were evaluated at the Chamber of Economy on 7-8 October 2014 by a commission composed of Ms. Mira Vukcevic, Mr. Mirko Lesnjak and Mr. Branko Dunjic. Previous to the evaluation, each member of the commission reviewed all final reports. The following table includes all 13 companies as well as the 15 trainees that were involved in the assessments. 3. OTHER PROJECTS
Within the framework of the project “Regional networking for strengthening cooperation and
fostering transfer and adaptation of Resource Efficient and Cleaner Production (RECP) in the
countries of South Eastern Europe”, the NCPP Montenegro participated in the two thematic
areas Low Carbon Production and Sustainable Tourism.
3.1 Low carbon production (LC)
As part of the LC project, the dairy Nika was assessed by two national experts, Ms. Sanja Pavicevic and Mr. Ratko Pavicevic. They were supported by the international experts Mr. Jurgen Fluch and Mr. Christoph Brunner. The company profile is provided in Annex 2. The results of the company assessment are listed in the following table:

On 22-25 April 2014, a study tour was organized to Graz, Austria, as a part of the project “Regional networking for strengthening cooperation and fostering transfer and adaptation of Resource Efficient and Cleaner Production (RECP) in the countries of South Eastern Europe”. 3.2 Sustainable tourism (ST)
3.2.1 Awareness raising event
An awareness-raising event to present the project was organized in cooperation with the Ministry of Sustainable Development and Tourism on 19 March 2014 at the Chamber of Economy. Besides Ministry representatives, the meeting was attended by delegates from local authorities, local tourist organizations, hotel owners, local media and national CP and CSR experts. The agenda and the list of participants of the event are provided in Annexes 3 and 4.
An information leaflet for experts and companies was prepared in Montenegrin and English and distributed through the mailing lists and website of the Chamber of Economy of Montenegro.

Awareness raising event
3.2.2 Selection of national experts
The Chamber of Economy of Montenegro has selected seven highly qualified experts among the project applicants. The four RECP experts were selected due to their experience gained through CP assessments in previous projects, whereas the CSR experts were chosen from a database provided by the Montenegrin Network for Social Responsibility. The following list provides more detailed information on the experts: 1. Ms. Mira Vukcevic obtained her PhD at the Faculty of Metallurgy and Technology in
Podgorica. She is full professor at the Faculty of Metallurgy and Chemical Technology. She was the coordinator of the UNIDO Project “Introduction of the Cleaner Production concept in Montenegro” (2006-2007).
2. Ms. Bosiljka Vukovic Simonovic is head of the Division for the Support of the National Council for Sustainable Development at the Ministry of Sustainable Development and Tourism. She has a Master of Arts in International Affairs from Johns Hopkins University Washington DC and Bologna, Italy.
3. Ms. Eleonora Albijanic is head of the External Communications Department at Montenegro Electric Enterprise. She has a Master of Arts in Political Sciences/Media and Public Relations from the Faculty of Political Sciences, University of Montenegro.
4. Ms. Marija Mijuskovic is advisor at the Division for the Support of the National Council for Sustainable Development at the Ministry of Sustainable Development and Tourism.
5. Mr. Ratko Pavicevicis is an electronics engineer and head of the Department of Maintenance, Equipment and Installation at Landfill Ltd. in Podgorica.
6. Mr. Nikola Ivanovic has an advanced engineering degree from the Faculty of Electrical Engineering of the University of Montenegro. He is deputy director and head of the technical department of the Montenegrin National Broadcasting Agency.
7. Mr. Milan Polovic obtained his Master Degree in Financial and Banking Management at the Faculty of Economics of the University of Belgrade. He is financial analyst at the hotel group HTP Trend Korali.

3.2.3 Training in Trakoscan, Croatia
On 13-17 April 2014, a training course for the selected CP and CSR expects was conducted in Trakoscan, Croatia. The topics sustainable tourism, resource efficient and cleaner production (RECP) and corporate social responsibility (CSR) were presented to participants from Albania, Montenegro, Croatia, Macedonia and Serbia. A workshop on sustainable tourism and destination management was held by Mariana Assenova, an international consultant from Bulgaria. The workshop on resource efficient and cleaner production focused on optimizing the consumption of energy, water and other resources as well as the safe management of chemicals. Trainers were Goran Romac from the Cleaner Production Centre of Croatia and Vojislavka Šatrić from the Cleaner Production Centre of Serbia.
3.2.4 Overview of the hotels involved in the project
The selected hotels have shown interest in participation after a project presentation at the Tourism Association Board of the Chamber of Economy. In addition, some hotels were visited by the project representatives. The following hotels were selected:

The City Hotel is situated in the centre
of Podgorica. It has 70 rooms and eight
apartments, which are all equipped

4. FINAL REMARKS
Guided by previous experiences with CP, the Chamber of Economy of Montenegro has devoted considerable attention to the good preparation of the RECP projects. This experience has proven to provide valuable knowledge in order to sufficiently fulfil the bridge-building role between fundamental research and practice, aiming to boost sustainable growth and knowledge-based economic development. Primarily, this is reflected in good communication with the top management of companies interested in participating in the assessments. In addition, significant attention was paid to the selection of trainees for national experts and their efficient training according to their previous academic and professional qualifications. Overall, it is worthwhile mentioning the good communication and collaboration between the different CP assessment teams, especially also between experts from companies that are active in the same industry fields. This contributed to a valuable exchange of experiences. An overview of work achieved so far in cooperation with the University of Montenegro resulted in a positive evaluation by the Chamber of Economy.

5. MILESTONES
The experience gained so far in implementing the RECP concept has indicated that the following activities should be intensified in order to attract companies for RECP projects:
Raising awareness and promoting activities in the companies (PR material, brochures, promotional sets);
Monitoring and disseminating measures implemented by companies;
Improving the training of national experts and additional training of experts with complementary skills.
Over the next period, the NCPP Montenegro will therefore focus on follow-up activities in assessed companies in order to apply RECP indicators and monitor the progress in the implementation of RECP options. In addition, the results achieved in the projects will be disseminated at national and international levels. Since many meat processing companies are participating in the project, the Centre intends to publish brochures with the RECP assessment results as best practice guides for this industry. The NCPP will also organize a round table where all interested stakeholders will be invited including developers, owners, suppliers, buyers, users of technology (such as private firms, state enterprises, and individual consumers), financiers, donors, government representatives, international institutions and municipalities. The crucial challenge the Centre is faced with is the establishment of an operable and sustainable model of REPC functionality. It is evident that it takes time for the revenue generated from the services to build up to a comfortable level, i.e. to the point at which the centre may call itself financially self-sustainable. Until then, it is important for the Centre to establish or have access to sufficient reserve funds. The Chamber of Economy has the capacity to perform the role of host institution while the contribution of the University of Montenegro is optimal where expert support and consultancy is required, as has so far been the case.

During the 1960s, the facility was built at its current location and operated within the larger Agricultural and Commercial Combine Niksic. The dairy was refurbished twenty years ago by installing Alfa-Laval equipment, and it became one of the most modern dairies in former Yugoslavia. The dairy was privatized at the beginning of 2005. The new owner changed its business and product image and gave it a new name – Nika. The dairy has a production surface of 2,000 m2 and is located on a plot of 12,000 m2, 3 km away from the centre of Niksic on the main road leading to Pluzine and Scepan Polje. Together with the farm, it employs 90 workers and can process up to 30,000 l of milk in a single day shift. Currently, it processes 15,000-20,000 l of milk per day. The product range includes both conventional and organic products. The conventional programme comprises pasteurized milk, yoghurt, diet yoghurt, pro-biotic yoghurt, sour milk, extra-sour milk, sour cream, butter, butter oil, semi-hard cheese, light cheese and cheese used in bakeries.
