EXECUTIVE SUMMARY

On behalf of Grazing Yak Solar, LLC (Grazing Yak or User), a wholly-owned indirect subsidiary of

NextEra Energy Resources, LLC, Tetra Tech, Inc. (Tetra Tech) performed a Phase I Environmental

Site Assessment (ESA) for the Grazing Yak Solar Energy Project (Project) in El Paso County,

Colorado, which encompasses approximately 270 acres, plus an approximately one-mile proposed

underground collection line, hereafter referred to as the Subject Property. This Phase I ESA was

prepared in accordance with ASTM International (ASTM) Standard E2247-16, Standard Practice for

Environmental Site Assessments: Phase I Environmental Site Assessment Process for Forestland or Rural Property,

including the U.S. Environmental Protection Agency (EPA) All Appropriate Inquiry (AAI) standard.

The purpose of this Phase I ESA was to determine, to the maximum practicable, the presence or likely

presence of recognized environmental conditions (RECs) and/or historical RECs (HRECs) in, on, or

at a property.

Based on the site reconnaissance performed on November 9, 2018, the completed User

Questionnaire, landowner questionnaire, environmental regulatory search report provided by

Environmental Data Resources, Inc. (EDR), and review of historical topographic maps and aerial

photographs, no RECs were identified for the Subject Property.

INTRODUCTION

On behalf of Grazing Yak Solar, LLC (Grazing Yak or User), a wholly-owned indirect subsidiary of

NextEra Energy Resources, LLC, Tetra Tech, Inc. (Tetra Tech) performed a Phase I Environmental

Site Assessment (ESA) for the Grazing Yak Solar Energy Project in El Paso County, Colorado, which

encompasses approximately 270 acres, and an approximately one-mile proposed underground

collection line, hereafter referred to as the Subject Property. This Phase I ESA was prepared in

accordance with American Society of Testing and Materials International (ASTM) Standard E2247-

16, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process for

Forestland or Rural Property, including the U.S. Environmental Protection Agency (EPA) All Appropriate

Inquiry (AAI) standard. The purpose of this Phase I ESA was to determine, to the maximum

practicable, the presence or likely presence of recognized environmental conditions (RECs) and/or

historical RECs (HRECs) in, on, or at a property.

The following sections discuss the purpose of this report, the scope of services, significant

assumptions, limitations and exceptions of assessments, and special terms and conditions.

1.1 PURPOSE

The goal of a Phase I ESA is to identify RECs and HRECs to the Subject Property. A REC is the

presence or likely presence of any hazardous substance or petroleum product in, on, or at a property:

(1) due to any release to the environment, (2) under conditions indicative of a release to the

environment, or (3) under conditions that pose a material threat of a future release to the environment.

The term includes hazardous substances or petroleum products, even under conditions in compliance

with laws. The term is not intended to include de minimis conditions that generally do not present a

material risk of harm to public health or the environment, and that generally would not be the subject

of an enforcement action if brought to the attention of appropriate governmental agencies (Section

1.1.2, ASTM Standard E2247-16) (ASTM 2016).

An HREC is a past release of any hazardous substance or petroleum product that has occurred in

connection with a property and has been addressed to the satisfaction of the applicable regulatory

authority or has met unrestricted use criteria established by a regulatory authority without the property

subjected to any required controls (Section 3.2.43 ASTM Standard E2247-16) (ASTM 2016). The term

is not intended to include de minimis conditions that generally do not present a threat to human health

or the environment, and that generally would not be the subject of an enforcement action if brought

to the attention of appropriate governmental agencies. Observed de minimis conditions are described

within this report.

This Phase I ESA is intended to satisfy one of the requirements for innocent landowner, contiguous

property owner, or bona fide prospective purchaser limitations on Comprehensive Environmental

Response, Compensation, and Liability Act (CERCLA) liability (hereafter “landowner liability

protections” [LLP])—that is, the practices that constitute “all appropriate inquiry into the previous

ownership and uses of the property consistent with good commercial or customary practice,” as

defined by the EPA AAI standard in 42 United States Code (USC) Section 9601 (35)(B).

1.2 SCOPE OF SERVICES

The scope of services was defined by Tetra Tech’s proposal dated October 10, 2018. The scope

included a regulatory database review, historical and physical records review, interviews, a visual

reconnaissance of the Subject Property and adjoining properties, compilation and evaluation of data,

and preparation of this report.

1.3 SIGNIFICANT ASSUMPTIONS

Tetra Tech assumes that all information obtained from others regarding the Subject Property is correct

and complete. Additionally, Tetra Tech assumes that Grazing Yak and the current owner(s) and/or

occupants have provided Tetra Tech with all reasonably ascertainable prior environmental

information concerning the Subject Property. Tetra Tech assumes that the User will read this report

in its entirety.

1.4 LIMITATIONS AND EXCEPTIONS OF ASSESSMENTS

Findings and conclusions presented in this report are based on the procedures described in ASTM

Standard E2247-16 – Standard Practice for Environmental Site Assessments: Phase I Environmental Site

Assessment Process for Forestland or Rural Property (ASTM 2016), including the EPA AAI standard. This

report was prepared based on a review of data, as described therein, in accordance with generally

accepted professional practices, applicable to work of similar nature and complexity of similar

localities, at the time the services were performed. The scope of this report is limited in nature and

intended to provide an evaluation of the current environmental conditions at the Subject Property at

the time of report preparation, and does not constitute definitive review of all potential environmental

impairments and situations not otherwise ascertainable from the available information and

observation.

Importantly, even the most comprehensive scope of services may not detect all environmental

liabilities. Therefore, nothing herein shall be construed as a representation or certification that the

Subject Property is either fully characterized or is free of environmental impairments and/or

contamination. This Phase I ESA conforms to the level of documentation required in ASTM Standard

E2247-16.

To conduct the investigation for this report, Tetra Tech relied upon information it believes to be

reliable.

Tetra Tech has endeavored to meet what it believes is the applicable standard of care for the services

performed and, in doing so, is obliged to advise Grazing Yak of Phase I ESA limitations. Tetra Tech

believes that providing information about limitations is essential to help clients identify and thereby

manage risks.

This Phase I ESA did not include any inquiry regarding radon, methane, asbestos-containing material

(ACM), lead-based paint (LBP), lead in drinking water, formaldehyde, endangered species, wetlands,

subsurface investigation activities, or other services or potential conditions or features not specifically

identified and discussed herein. This report describes any specific limitations attendant to additional

services or service enhancements requested or authorized by the client.

This report represents Tetra Tech’s service to Grazing Yak as of the report date. In that regard, the

report constitutes Tetra Tech’s final document, and the text of the report may not be altered in any

manner after final issuance of the same. Opinions conveyed in this report pertaining to environmental

conditions are based on information derived from the most recent site reconnaissance data and from

other activities described herein. Grazing Yak is herewith advised that the conditions observed by

Tetra Tech are subject to change. Certain indicators of presence of hazardous materials may have been

latent or not present at the time of the most recent site reconnaissance, and may have subsequently

become observable. In similar manner, the research effort conducted for a Phase I ESA is limited.

Further, the services herein shall in no way be construed, designed, or intended to be relied upon as

legal interpretation or advice.

1.5 SPECIAL TERMS AND CONDITIONS

No special terms and conditions pertaining to the Subject Property were brought to the attention of

Tetra Tech during this Phase I ESA.

1.6 USER RELIANCE

This report is an instrument of service of Tetra Tech, drawing from research and a review of specified

and reasonably ascertainable information and a reconnaissance of the Subject Property to identify

RECs and HRECs in general accordance with ASTM Standard E2247-16. Tetra Tech’s Phase I ESA

accorded with generally accepted practices of the profession applied in similar studies at the same time

and in the same geographical area, and Tetra Tech exerted that degree of care and skill generally

exercised by the profession under similar circumstances and conditions.

The term “User” is defined in ASTM Standard E2247-16 as “the party seeking to use Practice E2247-

16 to complete an environmental site assessment of the property. A User may include, without

limitation, a purchaser of property, a potential occupant of property, an owner of property, a lender,

or a property manager.” The scope of services and the report have been completed on behalf of and

for the exclusive use of Grazing Yak solely for Grazing Yak’s use of and reliance on the Phase I ESA

of the Subject Property. Grazing Yak Solar is the only party to which Tetra Tech has explained the

risks involved, and which has participated in shaping the scope of services needed to satisfactorily

manage those risks, if any, from the Grazing Yak’s point of view.

Accordingly, Tetra Tech’s findings and opinions related in this report may not be relied upon by any

party except Grazing Yak without the consent of Tetra Tech. Tetra Tech may be available to contract

with other parties to develop findings and opinions related specifically to such other parties’ unique

risk management concerns related to the Subject Property.

SUBJECT PROPERTY DESCRIPTION

This section briefly describes the Subject Property and the physical setting based on information

obtained from the Grazing Yak, a review of records, and general observations made regarding

property use at the time of site reconnaissance conducted November 9, 2018. Observations during

the site reconnaissance regarding current land use of the Subject Property and of adjoining properties

are described in Section 5, Site Reconnaissance.

2.1 LOCATION OF SUBJECT PROPERTY

The Subject Property is located in northwestern El Paso County, Colorado, and encompasses

approximately 270 acres, and also includes a proposed one-mile underground collection line (see

Figure 1). The northern boundary is approximately 3.75 miles southeast of Calhan, Colorado. Access

to the Subject Property is via Funk Road from the north and from Washington Road, which runs east

to west through the central portion of the Subject Property.

2.2 SITE AND VICINITY GENERAL CHARACTERISTICS

The Subject Property consists of rolling pasture land with an overhead transmission line in the

northeastern portion. Funk Road is present to the north of the collection line corridor and Washington

Road crosses from east to west through the southern portion of the collection line corridor. A

substation and operation and maintenance (O&M) building associated with the nearby Golden West

Wind facility were observed to the adjacent northwest of the collection line corridor.

2.3 REGIONAL SETTING

2.3.1 Geology and Groundwater

The Subject Property is located in the Colorado Piedmont region of the Great Plains and is primarily

underlain by the Cretaceous to Pliocene-aged Denver Basin Group (USGS, 2018). Unconsolidated

Quaternary-age older gravels and alluviums are underlain by the Cretaceous age Pierre Shale (Denver

Basin Group) in the area of the Subject Property.

Topographically, the Subject Property consists of man-made terraces and an embankment dam. The

elevation of the Subject Property ranges from approximately 6,715 feet above mean sea level (amsl)

in a natural drainage along the collection line corridor, to over 6,830 feet amsl in the southwestern

portion.

Horse Creek is the main surface water feature present in the northern portion of the Subject Property,

in addition to several unnamed creeks and drainages. Water wells in the area of the Subject Property

are generally deep (over 1,000 feet below ground surface) and tap the Denver Basin Denver Aquifer.

These wells are primarily used for domestic and general purposes (Colorado Department of Natural

Resources, 2018).

2.3.2 Soils

The primary surface soils on the Subject Property are classified into the following general units in

order of prominence within the area of the Subject Property (NRCS 2018). Soils that cover less than

3 percent of the area are not listed:

• Truckton sandy loam;

• Bresser sandy loam;

• Ascalon sandy loam; and

• Truckton-Bresser complex.

2.3.3 Climate

The Subject Property receives an average of 16.56 inches of rainfall and 39 inches of snowfall

annually. Temperatures range from an average high of 85 degrees Fahrenheit during the summer

season to an average low of 17 degrees Fahrenheit during the winter season (U.S. Climate Data

2018).

2.4 USES OF THE SUBJECT PROPERTY

2.4.1 Current Use

The Subject Property consists of terraced pasture land with an overhead transmission line located in

the northeastern portion. Washington Road crosses from east to west through the southern portion

of the collection line corridor and a two-track road is present in the central portion of the Subject

Property.

2.4.2 Historical Use

Based on a review of historical aerial photographs for the years 1999, 2004, 2009, and 2017 (Appendix

C) and topographic maps for the years 1954 and 1981 (Appendix B), historical uses have consisted of

pasture land traversed by natural creeks and drainages since at least 1999. Horse Creek is visible

crossing from east to west through the central portion of the collection line corridor in all reviewed

aerial photographs. A rectangular structure is present in the central portion of the Subject Property in

the 2017 aerial photograph. The structure has apparently been removed and was not present during

the site reconnaissance on November 9, 2018. However, evidence of the previous structure was noted

during the site reconnaissance (Appendix E, Photo 6).

2.5 USES OF THE SURROUNDING AREA

2.5.1 Current Use

Surrounding land uses consist of rural pasture land with the Golden West Wind facility, including

access roads and turbines, located to the adjacent south, west, and northeast. A substation and O&M

building were observed to the adjacent northwest of the collection line corridor. Additional structures

associated with the surrounding land use include rural residences, barns, corrals, and other rural

structures. Funk Road is located to the north of the collection line corridor.

2.5.2 Historical Use

Based on a review of historical aerial photographs for the years 1999, 2004, 2009, and 2017 (Appendix

C) and topographic maps for the years 1954 and 1981 (Appendix B), the areas surrounding the Subject

Property have consisted of pasture land with scattered rural residences since at least 1999. Beginning

in the 2017 aerial photo graph, a wind energy facility (Golden West) is located in the areas adjacent to

the Subject Property. A substation and O&M building are present to the adjacent northwest of the

collection line corridor and turbines with associated access roads are present to the adjacent south,

west, and northeast.

3.4 VALUATION REDUCTION FOR ENVIRONMENTAL ISSUES

In a transaction involving purchase of a parcel of commercial real estate, the User shall consider the

relationship of the purchase price of the property to the fair market value of the property if the

property was not affected by hazardous substances or petroleum products. According to the

completed User Questionnaire (Appendix D), the lease price being paid for the Subject Property

reflects fair value in the opinion of the User.

3.5 OWNER, PROPERTY MANAGER, AND OCCUPANT INFORMATION

The Subject Property is owned by one private landowner. The contact information for the owner of

the Subject Property was provided to Tetra Tech by Grazing Yak.

3.6 REASON FOR PERFORMING PHASE I

The purpose of this Phase I ESA was to determine, to the maximum practicable, the presence or likely

presence of RECs and/or HRECs at the Subject Property.

RECORDS REVIEW

The records review section of the Phase I ESA included performing database searches and reviewing

physical setting information for the Subject Property and surrounding areas.

4.1 REGULATORY AGENCY DATABASE SEARCH

A search of readily available federal, state, regional, and local agency database listings was conducted

on November 8, 2018 by EDR, a subcontracted regulatory search service. The EDR report was

conducted on the entire Subject Property, as well as the respective search radii described in Table 1,

and is presented in Appendix A. EDR searched numerous government databases as described in detail

in their report, including, but not limited to the following databases and associated search radii (Table

1) distances specified in Section 8.2.1 of ASTM Standard E2247-16:

• Federal National Priorities List (NPL) within 1 mile

• Federal Delisted NPL (DNPL) within 0.5 mile

• Federal Comprehensive Environmental Response, Compensation and Liability Information

System (CERCLIS) within 0.5 mile

• Federal CERCLIS No Further Remedial Action Plan (NFRAP) on property or adjoining

properties

• Federal Resource Conservation and Recovery Act (RCRA) Corrective Action Reports

(CORRACTS) Treatment, Storage, and Disposal (TSD) facilities within 1 mile

• RCRA Non-CORRACTS TSD facilities within 1 mile

• Federal RCRA generators list (Resource Conservation and Recovery Information System

[RCRIS]) on the Subject Property and adjoining properties

• Federal Emergency Response Notification System (ERNS) list on the Properties

• State-equivalent NPL sites within 1 mile

• State-equivalent CERCLIS sites within 0.5 mile

• Solid waste landfills and/or solid waste disposal sites within 0.5 mile

• Leaking Underground Storage Tank (LUST) listing within 0.5 mile

• State-equivalent voluntary cleanup sites within 0.5 mile

• State-equivalent brownfield sites within 0.5 mile

4.2 DATABASE RESULTS FOR THE SUBJECT PROPERTY

Descriptions of the various databases searched are provided in Table 1. The EDR report for the

Subject Property is presented in Appendix A. The EDR database search report also includes searches

of numerous other databases not specifically required by the ASTM standard. One site was identified

on three databases by the EDR database search report, as described below:

RCRA-Conditionally Exempt Small Quantity Generator (CESQG)- The RCRA-CESQG

database includes information on sites which generate, transport, store, treat, and/or dispose of

hazardous waste. CESQG sites generate less than 100 kilogram (kg) of hazardous waste, or less than

one kg of acutely hazardous waste per month. One site was identified (EDR Map #1), as described

below.

Facility Index System (FINDS)- The FINDS is a centrally managed database that identifies

facilities, sites or places subject to environmental regulations or of environmental interest. One site

was identified (EDR Map #1), as described below.

Enforcement and Compliance History Information (ECHO)- The ECHO database provides

integrated compliance and enforcement information for about 80,000 regulated facilities nationwide.

One site was identified (EDR Map #1), as described below.

• Golden West Wind, 31145 Funk Road, Calhan, Colorado (EDR Map #1). This facility, located to

the adjacent northwest of the Subject Property, was listed on the RCRA- CESQG, FINDS,

and ECHO databases. The RCRA-CESQG listing indicates that this site was a used oil

transporter in 2015 and no regulatory violations have been reported. Additionally, no

violations were reported in either the FINDS or ECHO listings. Based on the lack of

regulatory violations, this listing does not represent a REC to the Subject Property.

SITE RECONNAISSANCE

Mr. Eric Mathers, Environmental Professional for Tetra Tech, conducted a reconnaissance of the

Subject Property on November 9, 2018. Mr. Mathers’s resume is included in Appendix F. During the

site reconnaissance, Mr. Mathers accessed the Subject Property using the gate near the northwest

corner of the property, which the landowner had unlocked for the site reconnaissance. Nearly all of

the property was accessible because the ground was dry and firm with low prairie grass. Steep berms

throughout the property limited accessibility is some locations. Additionally, there were several two

track roads on the Subject Property. Observations during the site reconnaissance are described below.

Photographic documentation of the Subject Property reconnaissance is presented in Appendix E.

5.1 GENERAL SITE SETTING AND OBSERVATIONS

The Subject Property is located in El Paso County, Colorado, and encompasses approximately 302

acres and includes an approximately one-mile proposed underground collection line (see Figure 1).

Figure 2 identifies the site reconnaissance photograph locations (Appendix E). Additional details

observed during the site reconnaissance are discussed below.

5.2 SITE RECONNAISSANCE OBSERVATIONS

5.2.1 Summary of Observations

Observed land uses primarily consisted of pasture land. Table 2 provides a summary of the

observations made during the site reconnaissance conducted on November 9, 2018.

Other Observations The footprint of a former structure (Appendix E, Photo 6) was observed in the central portion of the Subject Property which measured approximately 65 feet by 125 feet. This former structure was reportedly used for growing operations and does not represent a REC to the Subject Property.

5.2.2 Adjacent Property and Vicinity Findings

Adjacent properties primarily consist of rural pasture land, with an operational wind energy facility

located to the north and south. Structures associated with the adjacent properties include rural

residences, barns, corrals, and other rural structures. The adjacent wind energy facility includes

turbines and unpaved access roads.

No RECs were identified on or adjacent to the Subject property during the site reconnaissance.

INTERVIEWS

6.1 USER QUESTIONNAIRE

The ASTM Standard E2247-16 requires that the User of an ESA provide certain information for

incorporation into the ESA report. Therefore, in order to meet the AAI rule, Grazing Yak was asked

to provide responses to questions presented in the User Questionnaire (Appendix D). The User

responses indicated that the User is not aware of environmental concerns for the Subject Property.

6.2 LANDOWNER INTERVIEWS

One landowner interview was conducted via telephone to complete an 18-question landowner

questionnaire. Tetra Tech contacted the one landowner, Ms. Henriatte Long, by phone on November

13, 2018. Ms. Long indicated that she has owned the property for 3 or 4 years and that tenant ranchers

have utilized the property. She noted that terraces and an embankment dam were constructed under

the previous ownership and that fill material may have been brought in for this purpose. She was not

aware of any environmental concerns for the Subject Property.

No RECs were identified for the Subject Property based on the landowner interview.

6.3 INTERVIEWS WITH STATE AND/OR LOCAL GOVERNMENT OFFICIALS

State and/or Local Government officials were not contacted during this ESA based on the amount

of information available from the regulatory database review and the fact that no environmental liens

or activity use limitations were identified for the Subject Property.

FINDINGS AND CONCLUSIONS

Tetra Tech performed this Phase I ESA in general accordance with ASTM Standard E2247-16. Based

on the site reconnaissance performed on November 9, 2018, landowner questionnaires, the completed

User Questionnaire, interviews, environmental regulatory database search report provided by EDR,

and review of historical topographic maps and aerial photographs, no RECs were identified for the

Subject Property.

Tetra Tech recommends that Grazing Yak consider the “shelf life” of Phase I documents in

determining risk. ASTM Standard E2247-16 states that a conforming Phase I report is valid for 180

days, and may be updated during the 180 days to one-year timeframe. A Phase I report is valid for use

in any of the CERCLA defenses only if updated within this time frame. If more than one year passes

following the final report date, the Phase I effort must be repeated to remain in compliance with

ASTM and to retain AAI protection.

CO UMTRA: Uranium Mill Tailings SitesThere were nine uranium mill tailings sites in Colorado designated for cleanup under the federal Uranium MillTailings Radiation Control Act. These nine sites, know commonly as UMTRA sites, were remediated jointly by theState of Colorado and the U.S. Department of Energy during the late 1980’s and early 1990’s. Mill tailings wereremoved from 8 of the mill sites and relocated in engineered disposal cells. A disposal cell is designed to encapsulatethe material, reduce radon emanation, and prevent the movement of water through the material. At one site, Maybell,CO, the tailings were stabilized in-place at the mill site. After remediation of the tailings was completed, theState and DOE began to investigate the residual impacts to groundwater at the mill sites. The groundwater phaseof the UMTRA program is on-going.

Many of the byproducts of the gas production,such as coal tar (oily waste containing volatile and non-volatile chemicals), sludges, oils and other compoundsare potentially hazardous to human health and the environment. The byproduct from this process was frequentlydisposed of directly at the plant site and can remain or spread slowly, serving as a continuous source of soiland groundwater contamination.

Ms. Miller has 16 years of experience in the preparation, coordination, and management ofEnvironmental Assessments (EAs), Environmental Impact Statements (EISs), and Categorical Exclusion(CatEx) documents conducted under the National Environmental Policy Act (NEPA) documents forproposed roads, energy projects, federal facilities, and federally funded projects. During the last fiveyears, her duties have also included the siting, permitting, and obtaining various environmentalclearances for utilities and energy projects such as substations, transmission lines, and energy generation.

Other duties and assignments have focused on documentation, evaluation, and mitigation ofenvironmental resources, including hazardous and contaminated materials, water resources,soils/geology, wetlands, social and economic characteristics, land use, and recreational resources inrelation to potential project impacts. As necessary, mitigation actions and permitting activities werecoordinated, reviewed, and implemented.

As a project manager and resource specialist, she interacts and coordinates with numerous state, federal,and local agencies. Environmental evaluations include documentation of standards, applicableregulations and guidelines, and conformity with various plans and local programs.

Prior to employment with Tetra Tech, she performed similar NEPA and permitting consulting work for12 years, and was Superfund Unit Chief with the Kansas Department of Health and Environment(KDHE) for 8 years prior to that. Her work at KDHE involved individual management oversight ofinvestigation and remediation projects, staff oversight, coordination with other agencies, negotiation oflegal contracts with responsible parties, U.S. Environmental Protection Agency (EPA) grantmanagement, and management of the state Superfund program.

As a project and program manager, Ms. Miller has coordinated and led project teams; produced,updated, and prioritized project scopes of work, schedules, and contracts, including cost spreadsheets;and provides clients with consistent and effective communication including verbal and written progressreports. The Edwards-Meadow Mountain Gas Pipeline Projectwas a system upgrade that replaced the existing 60-year-old, six- , eight-, and 12-inch natural gaspipelines located in Eagle County, Colorado, underneath the eastbound lane of U.S. Highway 6 with anew high-pressure pipeline. Tetra Tech completed the following permit applications for the Project:Eagle County Special Use Permit; Eagle County Permit to Construct in the Public Right-of-Way; Townof Avon 1041 Permit; Air Pollution Emission Notice and Construction Permit; CDOT Utility Permit;and consultation with the U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, State HistoricPreservation Office, and Colorado Division of Wildlife.

Theproject will be developed within approximately 6,200 acres of privately owned land being optioned bySolarReserve in Saguache County, in south-central Colorado. The project site is located in the San LuisValley, where the state’s best solar resources exist. The San Luis Valley is identified as one of two solarpower generation development areas in the state of Colorado. Tetra Tech is providing support servicesfor approval of the project through the Saguache County 1041 permitting process.

Pester Burn Ponds National Priorities List (NPL) Site—This Remedial Investigation/Feasibility Study(RI/FS) project refinery site is located in El Dorado, Kansas. The project included innovative cleanuptechnologies for the remediation of refinery sludge ponds that were contaminating area groundwater anda nearby stream.

Fort Riley NPL DOE Site, Fort Riley, Kansas—This project included work with EPA and DOE as thestate leads for the RI/FS process for hundreds of individual contaminated areas within this military

installation, including underground storage tank areas, equipment maintenance areas, and ordinance/bombing range areas.

FMC Fertilizer Plant, Lawrence, Kansas—This state voluntary cleanup project involved remediation offertilizer-contaminated alluvial groundwater and ongoing monitoring and evaluation using groundwatermodeling of the river/groundwater interface hydrological system.

Texaco Refinery, El Dorado, Kansas—This state voluntary cleanup site involved monitoring andcleanup of hydrocarbon-contaminated groundwater in and surrounding the refinery.

Boeing Plant, Wichita, Kansas—This state voluntary cleanup site involved investigation, monitoring, andcleanup of solvent (volatile organic compounds) contaminated groundwater in and surrounding theairplane manufacturing plant.

Permitting for Renewable Energy Generation ProjectsMs. Miller was the project manager for Sempra Generation’s proposed six-square-mile photovoltaic solarenergy facility west of Phoenix, Arizona – Mesquite Solar Project. Duties have included consultingsupport for securing local (Maricopa County) and state (Arizona Corporation Commission) permits forland use amendments, drainage variances, special use permits, and the State Certificate of Compatibilityfor the transmission line.

Resource and Task Lead Support for Energy ProjectsMs. Miller has performed essential resource and task lead duties (water resources, socioeconomics,geology and soils, environmental justice) associated with numerous large-scale projects, including theCapX 2020 Transmission Line permitting process and the NextGen Environmental Evaluation. Sheperformed similar duties for the Garmesa Pipeline EA (a U.S. Bureau of Land Management [BLM]project) and the Idaho Power transmission line and water pipeline project EA (another BLM project).

Permitting and Siting for Substations and Transmission LinesMs. Miller was the project manager for acquisition of the planning permit for Xcel’s Spindle HillSwitching Station in the town of Frederick, Colorado. The permit process, which is almost complete, hasinvolved detailed landscaping, grading, and drainage features as well as the approval of two waiversthrough a town board hearing. Other Colorado substation permitting projects have included Xcel’sKelim Substation (Johnstown) and Xcel’s Ault Substation (Weld County). She was also involved in apermit process for new Xcel transmission lines in the city of Aurora, Colorado, which includes proposedtree removal and replacement according to city landscaping guidelines. Ms. Miller also assisted in thesiting study for Xcel’s Arrowhead Lake Substation in Greeley, Colorado. Ms. Miller conducted resourcestudies for the Project Power EA 115-kV transmission line and facilities in Santa Fe, New Mexico, forthe Public Service Company of New Mexico. The lead agency for the project was Taos office of theBLM. Three final transmission line routes were evaluated in the EA.

I-70 Mountain Corridor Programmatic EIS (PEIS)Ms. Miller performed an analysis of existing and future water supply requirements in the corridor for theevaluation of indirect impacts in relation to future corridor growth. She was also responsible for thepreparation of the regulated and hazardous materials, social and economic values, land use, and waterresources (including water quality) portions of the PEIS. Ms. Miller also worked with the U.S. ForestService to formulate and implement a methodology for analysis of indirect impacts to recreationresources. Mine wastes from historical mining in the corridor have contaminated soil and streams alongI-70. She assisted in coordination with the Colorado Department of Public Health and Environment,Colorado Department of Transportation (CDOT), and EPA for a Memorandum of Agreement thatwould address the handling of mine waste contamination in soil and groundwater. She assisted in the

creation of a land use and watershed-based methodology to evaluate cumulative impacts toenvironmental resources and community values that received positive comments from EPA. Ms. Millerwas also a major participant in the categorization, organization, internal review, and response formationprocess associated with public comments received on the draft PEIS.

GSA NEPA ProjectsMs. Miller performed resource studies, due diligence studies, and project management duties fornumerous GSA NEPA projects. She acted as the consulting project manager of an EA for a borderstation in Roosville, Montana, which resulted in a Finding of No Significant Impact (FONSI) for thereplacement/upgrade of this aging rural border station. Her project management experience includedcompletion of several GSA CatEx checklist reports following the GSA Public Buildings Service's NEPAdesk guide. Ms. Miller completed various NEPA resource studies (geology, water resources, wetlands,floodplains, land use, and hazardous materials) for GSA projects in Salt Lake City, Utah; Helena,Montana (Federal Judicial Court Building); Sweetgrass, Montana; Fort Collins, Colorado (APHISResearch Building); and the Denver Federal Center (Building 25 Renovation CatEx). She also completedseveral Phase I and Phase II ESA studies for GSA, including border station projects in Sweetgrass andRoosville, Montana.

Powers Boulevard EAMs. Miller prepared a methodology for the analysis of water quality impacts in this highly urbanized andgrowing transportation corridor project in Colorado Springs, Colorado. Issues of concern includedincreased stormwater runoff from increased impervious surface areas, sedimentation, and subsequentchanges to stream channels and surface water quality. The analysis used a long-range stormwater qualitymodel to evaluate existing and future pollutant loads in numerous subbasins through the corridor usingland use data and project design data. Numerous permanent best management practices (dry detentionbasins) are proposed that would collect runoff from the highway as well as from adjacent areas in thesubbasins.

Over the River EAMs. Miller coordinated issue discussions and prepared the following EA sections for this controversialproject: air quality, noise, floodplains, engineering safety, geology, soils, hazardous materials, waterresources, wild and scenic rivers, farmlands, and hydrology and water rights. She also prepared publiccomment summaries based on public scoping meetings for the project.

Broadway Viaduct CatEx, DenverMs. Miller conducted an extensive environmental analysis of hazardous materials and water resourcesalong a proposed roadway improvement corridor of I-25 for CDOT. Because the corridor is denselypopulated by industry and commercial business, researching of possible limitations for design optionsincluded a comprehensive search for potentially contaminated sites. She also completed the materialsmanagement plan used by the CDOT contractor during project construction.

Various NEPAMs. Miller has also contributed to numerous NEPA studies including U.S. Highway 34 EA and StateHighway 402 EA, Loveland, Colorado; Rock Springs, Wyoming, viaduct replacement EA; BroomfieldFlatirons/U.S. 36 Interchange EA (water resources, wetlands, environmental contaminants studies);Black Hawk, Colorado/SH-119 improvements (wetlands, environmental contaminants studies); and EastBelt Interchange Corridor, Casper, Wyoming. Several of these projects included project managementduties.
