FINAL CERTIFICATE OF COMPLETION OF CONSTRUCTION Pursuant to the Redevelopment Agreement made as of September 30, 2005 between the City of Chicago and Schubert Hotel Associates, L.L.C. and Monroe Presentations, LLC (the "Developer"), the undersigned Department ofPlanning and Development of the City of Chicago ("the Department") hereby certifies as follows: (1) Completion of Project: the Developer has satisfactorily performed its obligations to complete the Theater and Lobby Work, Exterior Facade Work and Hotel Conversion Project (as set forth in Recital D and in accordance with Exhibit E-1 of the Redevelopment Agreement) for improvements to the real property legally described on Exhibit A hereto. (2) Other provisions of Agreement: no waiver. Except with respect to the terms of the Agreement specifically related to the Developer's obligation to complete the Theater and Lobby Work, Exterior Facade Work and Hotel Conversion Project (as set forth in Recital D and in accordance with Exhibit E-1 of the Redevelopment Agreement), which the Department hereby certifies has been satisfied: (a) all executory terms and conditions of the Agreement and all representations and covenants contained therein remain in full force and effect; and (b) the issuance of this certificate shall not be construed as a waiver by the Department of any of its rights and remedies pursuant to such executory terms, including also covenants described in the Agreement as covenants that run with the land. FINAL CERTIFICATE OF COMPLETION OF CONSTRUCTION

Pursuant to the Redevelopment Agreement made as of September 30, 2005 between the City of Chicago and Schubert Hotel Associates, L.L.C. and Monroe Presentations, LLC (the "Developer"), the undersigned Department ofPlanning and Development of the City of Chicago ("the Department") hereby certifies as follows :

(1) Completion of Project: the Developer has satisfactorily performed its obligations to complete the Theater and Lobby Work, Exterior Facade Work and Hotel Conversion Project (as set forth in Recital D and in accordance with Exhibit E-1 of the Redevelopment Agreement) for improvements to the real property legally described on Exhibit A hereto .

(2) Other provisions of Agreement: no waiver.
