FAN promotes the growth and development of the Namibian film and video industry.

In order to accomplish this objective, the association distributes, promotes and markets the work of its members. FAN works towards redressing the racial and gender imbalances in the film and video industry, co-operates with foreign film crews, promotes, initiates and directs resources towards the training needs of the Namibian film and video industry. Furthermore FAN facilitates fund raising for and investment in Namibian film and video production on a national basis.

FAN is engaged in a dialogue with the government, the national broadcaster NBC and all relevant parties around the role of culture in the development of Namibia and the specific contribution that can be made through a creative and dynamic film and video industry. By lobbying for the support of these objectives with government and all other relevant parties, we aim to represent the interests of Namibian film makers.

Accordingly FAN strongly supports the RBJ Trust initiative, publishing the Production Directory Namibia 2011. We see this endeavour as a valuable addition to promote the aims and objectives of the Filmmakers Association of Namibia and hence welcome the product onto the national and international market. Global committment - local partnership

The German Development Service (DED) is one of Europe’s leading development organisations for personnel cooperation. Founded in 1963, it is committed to fight poverty, promote a sustainable and self-determined develop- ment and to preserve natural resources. DED also offers its services to international clients, such as multinational companies and organisations. Today, there are approximately 1200 DED volunteer professionals work ing in 48 countries in Africa, Asia and Latin America.

DED’s presence in Namibia dates back to the year 1989. The main focus of its engagement lies in the promotion of Natural Resource Management, SME Promotion, Public Private Partnership-Programmes (PPP), Corporate Social Responsibility (CSR) and HIV/AIDS workplace programmes. Apart from assisting the film location Namibia, DED currently supports more than 15 Namibian partner organisations with a total of 26 technical advisors, 9 junior technical advisors and 11 local experts.

With its stunning landscapes, ideal weather conditions, excellent infrastructure, and a unique

well of cultural heritage, Namibia has often been labeled the dormant gem of film locations.

In this respect, this second edition of the Production Directory Namibia constitutes a

significant milestone on the continuous path to making Namibia a reputable destination for

global filmmakers. RBJ Trust, the initiator and funder of this publication, has made an

invaluable contribution to our common goal, i.e. to fully utilize the immense potential of the

domestic film industry, by compiling a comprehensive register of Namibian filmmakers from

all traits. Their initiative thereby seamlessly complements similar efforts by other actors,

reinforcing the momentum within the entire sector.

In the past, the German Development Service (DED) – together with a diverse group of film

related organizations and businesses – invested into the film industry by means of a Public

Private Partnership project. The aim of this venture, which elapsed earlier this year, was to

contribute to the marketing of Namibia as an exceptional shooting location for foreign

productions, while simultaneously lobbying for film-friendly frameworks and conditions in

Namibia. The successes of the project have proven to us, that the film industry has huge

potential to become a driver for economic growth in Namibia. Therefore, DED remains

committed to supporting the Namibian film industry.

We strongly believe that the Production Directory Namibia 2011 has a vital role to play in

our joint efforts towards the development of the Namibian film sector. We would thus like to

We focus solely on the flourishing film industry in Namibia.

We are the most comprehensive and extensive resource for information regarding filmmaking covering from legal requirements, permits and visas, and local talent to where to get a beer after 12pm!

Namibia is a vast country with a small population distributed unevenly throughout the land. Namibia has had many names over the years - “Thirstland Wilderness”, “The Land God Made in Anger” and “Land of Contrasts” to name a few. Much of Namibia is wedged between two enormous deserts, the Kalahari in the east and the Namib in the west.

Supported by good infrastructure and an interesting mix of people and landscapes, Namibia has something to offer everyone.

Basics

Surface area: 825,000km2

Population: 2.2 million people

Population Density: 2.6 people/km²

Climate: Namibia is one of the driest countries south of the Sahara. 70% of the country’s rainfall occurs between December and March. Temperatures reach above 35º C in the summer months (October-April). During winter (May-September), days are warm but nights are very cold, often below freezing.

Currency: The Namibian Dollar (N$) is fixed to the value of the South African Rand (ZAR/R) which can also be used as legal tender. All major credit card are accepted. Banking hours: Mon-Fri: 09:00-15.30 Sat: 08:30 - 11:00

Time zone: GMT +1, April - August GMT +2, September - March

VAT Refunds: For purchases exceeding N$250, tourists can obtain a VAT refund (15%) at their port of exit, provided that all the cash slips have been kept.

Tourism Levy: All establishments are obliged by law to charge a tourism levy of either 1% (all inclusive rate) or 2% (BED or B&B rate). Language: English is the official language of Namibia. Afrikaans, German and African languages are also widely spoken.

Political system: Democracy. Leading party SWAPO -President: Dr Hifikepunye Pohamba

Borders: Angola and Zambia in the north, Botswana and Zimbabwe in the east and South Africa to the south and east.

Ethnic Groups: black 87.5%, white 6%, mixed 6.5% About 50% of the population belongs to the Owambo tribe and 9% to the Kavango tribe; other ethnic groups include Herero 7%, Damara 7%, Nama 5%, Caprivian 4%, San 3%, Baster 2%, Tswana 0.5%

A Little History

The beautiful, barren lands of Namibia were inhabited by the San, Damara, Namaqua and Bantu long before the arrival of the first Europeans in the form of Portuguese navigators Diogo Cão in 1485 and Bartolomeu Dias in 1486.

Namibia (not including the small coastal port of Walvis Bay which remained under British control) was colonised by Germany in 1884 and was called German South-West Africa (Deutsch-Südwestafrika).

From 1904 - 1907, the Herero and the Namaqua took up arms against the Germans and in the subsequent Herero and Namaqua genocide, 10,000 Nama and approximately 65,000 Hereros were killed. Those who survived the genocide were later released from detention and subjected to deportation, forced labor, racial segregation and discrimination in a system that in many ways anticipated apartheid.

During World War I, South Africa occupied Namibia and controlled it as a League of Nations mandated territory. British run South Africa never did incorporate South-West Africa into their territory although they considered the country to be a ‘fifth province’.

When the League of Nations was succeeded by the United Nations in 1946, South Africa refused to allow their mandate to be replaced by a United Nations Trusteeship agreement as it required closer international monitoring of the territory’s administration. While European powers granted

independence to their colonies in Africa during the 1960s, pressure mounted on South Africa to grant independence to Namibia. In 1966, the U.N. General Assembly revoked South Africa’s mandate.

SWAPO’s (South-West Africa People’s Organisation) guerrilla military wing began their armed struggle for independence soon after, although it was not until 1988 that South Africa agreed to end their forced occupation of Namibia. However, it was only on 21 March 1990 that the country officially gained independence. Sam Nujoma was sworn in as the first President of Namibia. Walvis Bay was ceded to Namibia in 1994 upon the end of Apartheid in South Africa.

During South African rule, 75% of Namibia’s arable land was owned by the 0.2% of white commercial farmers, most of whom were settlers from South Africa.

Since independence Namibia has made the transition from apartheid rule to parliamentary democracy. Several registered political parties are active and represented in the National Assembly, although Swapo Party has won every election since independence. The transition from the 15-year rule of President Sam Nujoma, to his successor, Hifikepunye Pohamba in 2005 went smoothly.

Namibia

In far-flung wildernesses Namibia still holds the natural world largely intact in all its splendour. Its horizons are wide and its skies open.

The country is home to the bulkiest animal on land (the African elephant), the tallest animal (the giraffe) and the biggest bird (the ostrich). Here large animals like elephant, giraffe and rhinoceros dwell in driest desert, as well as in bush and woodland.

Namibia is the fifth largest of 19 African countries south of the equator, but the most sparsely populated of all. Namibia is twice the size of Germany.

Unspoilt nature forms a large part of the Namibian experience. Public land set aside for conservation purposes covers about 106 000km² or 13% of the country. In addition the environment is protected in other parts of Namibia - over an even bigger area - in the form of private nature reserves, game farms, conservancies and the Sperrgebiet, a restricted wilderness adjacent to the diamond fields.

Namibia’s Regions

Namibia’s regions are the main political divisions of the country.After a turbulent past, Namibia achieved independence in the year 1990. Independence was an important benchmark in the history of Namibia and it was only after 1990 that Namibia organized the whole of the country into regions that form units of land and people.

Erongo

The Erongo Region was named after the mysterious Erongo Mountains and comprises of such diverse landscapes as the game-rich thorn-bush savannas of north-central Namibia, the gravel plains of the central Namib Desert, and the Atlantic Ocean coastline. The Khomas Highlands and

the Kuiseb River Valley, are natural barriers separating the country’s northern and southern regions. Other prominent features are the Spitzkoppe Mountains and the Brandberg Massive; both treasure troves of pre-historic rock art, and semi-precious gem stones.

Hardap

The Hardap Region was named after Namibia’s oldest large fresh water dam on the Fish River, which is the lifeline of these dry desert-dominated lands. The Hardap Region is especially known for the canyon at Sesriem and the majestic red sand-dunes in

Sossusvlei.

The beautiful Naukluft and Zaris Mountains, the eastern and western escarpments, are one of Namibia’s most scenically diverse regions to travel through.

Karas

The Karas Region’s best known features are The Fish River Canyon (Africa’s largest canyon and the second largest canyon in the world) and the historical town of Luderitz, with its

neighbouring Kolmanskop, a former mining town which was a magnet to fortune seekers during the first diamond rush in Southern Africa, at the end of the 19th century.

Khomas

The Khomas Region is centrally located in Namibia. It was named after the Khomas Highlands that dominate its geological make-up - rolling hills and high mountain ranges with hardly a stretch of level land between them, as far as the eye can see.

Approximately 40km to the east of Windhoek, the

highlands turn into vast plains before slowly descending to the flat lowlands of the Omaheke Region bordering Botswana. The mountainous terrain at high altitudes makes the region one of the coldest during winter, which often suffers sub-zero night temperatures.

Caprivi

Jutting out from the north eastern part of Namibia, the Caprivi Strip links Namibia to Angola, Zimbabwe, Zambia and Botswana.

The regional capital of the Caprivi is Katima Mulilo, which is located on the Zambezi River.

The Caprivi is surrounded by 4 perennial rivers – the Chobe, Kwando, Linyanti and the mighty Zambezi. These waterfront areas combine riverine forests with great wetlands, attracting many species of birds and animals.

Kunene (also known as Kaokoland) is home to the Himba ethnic group. Compared to the rest of Namibia, it is relatively underdeveloped. This may be due to the mountainous geography and the dryness that hinders agriculture.

The largest town and capital is Opuwo.

The region’s name comes from the Kunene River which forms the northern border with Angola.

The Kunene borders are comprised of the Angolan border and the shores of the Atlantic Ocean.

Ohangwena, Omusati, Oshana and Oshikoto

Okavango

Formerly known as Owamboland, the four regions of Oshikoto, Oshana, Ohangwena, and Omusati are densely populated.

Oshakati is considered to be the regional capital as it is Namibia’s second largest city and it is the point of trade with Angola. Oshikati is surrounded by Oshonas (inland water channels),

palm trees, farmlands and settlements, hence the name - Oshana Region.

During summer months this area is quite unlike the rest of Namibia. It receives over 500mm of rain and supports a thick cover of vegetation. There is extensive arable farming throughout these regions.

The Okavango experiences significantly higher rainfall than most other parts of Namibia creating an environment suited to cultivation and growth.

The Region is characterised by an uneven population

distribution. The interior is very sparsely inhabited, while the northernmost strip, especially along the Kavango River, has a larger population.

Omaheke

The opening of the Trans-Kalahari Highway in the Omaheke Region turned it into Namibia’s most important central-eastern gateway for travellers; and goods transport, to and from Botswana, South Africa, and Zimbabwe.

The area is teeming with wildlife that roams freely through the magnificent landscape. Omaheke, however, reveals the beauty of some of Namibia’s best kept secrets only to those who dare meander off the beaten track.

Otjozondjupa

Otjozondjupa is commonly referred to as Bushmanland. A largely flat landscape of scrub desert lying at the edge of the Kalahari, Otjozondjupa is part of the traditional homeland of the Hoansi San who were amongst the original inhabitants of Southern Africa. An outstanding landmark within this region is the Waterberg

Plateau Park.Otjozondjupa borders more regions than any other region of Namibia. In the east, Otjozondjupa borders Botswana while domestically it borders the following regions: Omaheke, Khomas, Erongo, Kunene, Oshikoto and Okavango.

Climate

The Namib Desert, which covers a large portion of Namibia, is one of the driest areas in the world. Daytime temperatures in the desert peak at 40ºC (104ºF) in the extreme north and south of the country while the evenings are usually much cooler. The cold Benguela current keeps the coast cool, damp and free of rain for most of the year.

The dune region around Swakopmund has an annual rainfall that barely registers in millimeters, making it a prime filming destination. The rainy season through the rest of Namibia is during summer, November to March.

Namibia’s climate makes it a year-round filming destination. The following chart is a quick reference to the predominant weather conditions during different months of the year.

Namibian designers and craftsmen have carried out production design on such films as Flight of the Phoenix (John Moore) as well as many other productions. Costumes can be designed by our local skilled dressmakers who take their inspiration from the landscape and history of Namibia.

Namibia has two international airports, the Hosea Kutako International Airport in Windhoek and Walvis Bay Airport. There are also 133 domestic airports and airstrips. Air Namibia, Namibia’s national carrier, maintains direct international flights to Frankurt, Germany six times a week, with connecting flights to London. Daily flights are also offered to Johannesburg, Cape Town, Angola, Botswana and Zimbabwe.

International freight services are available to and from Namibia. Namibia has two harbours, Walvis Bay and Luderitz, which are administered by Namibia Ports Authority (Namport).

The country has 42 000km of well established road. The Trans-Caprivi and Trans-Kalahari arterial roads provide a fast and comfortable road link between Namibia, South Africa, Botswana, Angola, Zambia and Zimbabwe. Once in Namibia the best way to get around is by car. There is a wide selection of car rental companies to choose from.

Namibia boasts a wide varieties of cuisines ranging from traditional local dishes to Chinese, Italian, Sushi, Thai and Portuguese. Of course, the Namibian “braaivleis”, (a barbeque), is a popular dish!

A working week for Government offices and a large variety of suppliers is Monday-Friday, 8 hours a day, except for emergency services. Major retail stores and shopping centres are open from 9am to 5pm every day including weekends. Smaller shops may close for lunch between 1- 2.30pm. Post offices are open Saturdays until noon.

Filming Permits

Work Visas

All foreign cast and crew entering Namibia require work visas to film in Namibia. All work visa applications must be directed to the Ministry of Home Affairs and Immigration at least 15 working days prior to your arrival. By government stipulation, all applications once approved, must be paid in full. Refunds are not provided.

Entry Visas

Nationals of Angola, Armenia, Australia, Austria, Azerbaijan, Belarus, Belgium, Botswana, Brazil, Canada, Cuba, Denmark, Finland, France, Georgia, Germany, Hong Kong, Iceland, Ireland, Italy, Japan, Kazakhstan, Kenya, Kyrgyzstan, Lesotho, Lichtenstein, Luxembourg, Macau, SAR, Malawi, Malaysia, Mauritius, Moldovia, Mozambique, Netherlands, New Zealand, Norway, Portugal, Russia, Singapore, South Africa, Spain, Swaziland, Sweden, Switzerland, Tanzania, Turkmenistan, Ukraine, United Kingdom, United States of America, Uzbekistan, Zambia, Zimbabwe do not require entry visas to enter Namibia but still require work visas.

Visas

For a less timely and smoother visa application, use a Namibian service production company

The Namibian government requires that all foreign productions entering Namibia apply for filming permission from the Namibia Film Commission at least three weeks before arrival, by completing an application form and faxing it to the commission. An administrative fee of N$500 is payable to the Namibia Film Commission. See their listing for full contact details.

Location fees vary depending on the genre and scale of the production (commercial, feature or documentary). An additional entrance fee is required when filming in National Parks, paid to the Ministry of Environment and Tourism.

An environmental officer is also required to be on set each day of filming in a national park or in protected areas. A daily fee will be charged. In remote areas, the officer would need to be accommodated with meals provided.Using a registered Namibian production service company will ensure a smooth application procedure

Filming

Training Program The Namibia Film Commission encourages all productions coming to Namibia to take on as many trainees as possible without hindering the production. A Namibian service provider can assist with a list of willing Namibians with various levels of experience.

Equipment

Equipment such as Arri cameras, Fischer dollies, Arri lights can be sourced while 4x4 tracking vehicles, wind machines, generators, digital camera, basic lighting, tracks, basic grip gear, etc are locally available. All unit support equipment is easily obtainable through local suppliers which helps to cut rental and transport costs. Should you choose to bring your own equipment, this can be done on an ATA carnet and cleared by a local agent.

Specialized Services

There are Namibian animal trainers and wranglers available, who can provide your set with skillfully trained domestic and wild animals such as horses, goats, camels, baboons, zebras, lions and cheetahs, to name a few.

Namibia has well-known local experts to undertake environmental impact assessments and rehabilitation of film locations to make sure that your team does not leave a harmful environmental footprint in Namibia. On-site accommodation, i.e. luxury tented camps, can be arranged in even the most remote areas of the country, including location catering.

The rental of small aircrafts, ultra-light planes and helicopters, for aerial scouts, photography and filming are available in many parts of Namibia. Your local service provider will assist you in finding the perfect locations and undertakes all the logistical and administrative arrangements (permits, visas etc.) for you.
