Entered the judiciary in October 1933. Held various posts as a lîunicipalJudge until 19̂ +7 when he was a successful candidate for the office of Judge of theCourt of Appeals of Las Villas, I9U7.

Was a successful candidate for the office of Judge of the Court of Appealsof Havana, 1950. Appointed to the Civil and Administrative Division.

Was promoted on merit to the post of President of the Division, 1957- InJune 195B he was removed from office for protesting in the Supreme Court againstthe crimes of the tyrannical régime of Fulgencio Batista in Cuba.

When the Revolution was victorious on 1 January 1959, he was appointed Judgeof the Division of Constitutional and Social Guarantees of the Supreme Court ofJustice., a post which he still holds.

In I960 he was appointed Professor of Constitutional Law and of ComparativeGovernment at the School of Political Science of the Universitv of Havana.

Permanent delegate of Cuba to the United dations, I96U-I965. Member of theCuban delegation to the United Nations General Assembly in I967, 1968, 1969, 1970,19713 1972. At those sessions, he represented his country on the Sixth Committee.

Mr. Pinto had his early education at Uva College, Badulla» and theRoyal College, Colombo.

1951-59 Mr. Pinto entered the University of Ceylon in 1951 and was graduatedwith honours in law in 195̂ +. After a brief period as secretary to aJudge of the Supreme Court of Sri Lanka and practice at the bar, hereceived a scholarship to specialize in international law at theUniversity of Cambridge, England. Entering Magdalene College,Cambridge, in 1956, he obtained in 1958 a post-graduate degree inpublic and private international law with honours, and in 1959 tooka research degree, the latter upon submission of a thesis entitled^Unilateral Declarations in International Law11.

Mr. Pinto is an Advocate of the Supreme Court of Sri Lanka, and abarrister of the Inner Temple.

I96U-62 In I960, Mr. Pinto was appointed Legal Officer in the InternationalAtomic Energy Agency in Vienna, Austria. In the course of a three-year association with the organization, he was called upon to adviseon most of the important aspects of its work, including conclusionof agreements between the Agency and its member States, formulationof principles relating to civil liability for nuclear damage, Stateresponsibility for nuclear damage, recommended health and safetystandards and practices, rules for the prevention of pollution ofthe environment through the discharge of radio-active material, therelationship between the Agency and the United "Nations and theprivileges and immunities of the Agency.

1963-67 In 19635 Mr. Pinto took up an appointment as attorney in theInternational Bank for Reconstruction and Development (World Bank).In that capacity, his assignments included the negotiation, drafting5execution and administration of loan, development credit and otheragreements between the World Bank group of organizations and theirmember Governments and public institutions. He was closely associatedwith the General Counsel of the World Bank and experts from severalcountries in the formulation of the Convention on the Settlement ofInvestment Disputes between States and Nationals of Other States,which entered into force on 1^ October 1966, and established theInternational Centre for Settlement of Investment Disputes.

1967- Since 1967, Mr. Pinto has held the office of Legal Adviser to theministry of Defence and Foreign Affairs of the Republic of Sri Lanka3a ministry directly under the Prime Minister. As the Ministry'sLegal Adviser, his advice is sought with regard to the legalimplications of the full range of the Government's internationalrelations, and his practical experience in the field of internationallaw thus extends over a comprehensive range of problems.

In March 19723 Mr. Pinto was3 by acclamation, elected Chairman ofthe first Working Group established within the Preparatory Committeefor the Conference on the Law of the Sea, the Working Group chargedwith elaborating the international regime for the sea-bed beyondnational jurisdiction. In view of the progress made in the WorkingGroup under Mr. Pinto's chairmanship, it was decided to assign tothis Group the additional responsibility of dealing in detail withthe remainder of the subject-matter of the mandate of Sub-Committee I,viz., the international machinery for the sea-bed beyond nationaljurisdiction.
