Inundations from torrential weekend rains in moun- tain regions caused by Typhoon Koppu cascaded into coastal fishing and farming villages, submerging them in waters up to three metres (10 feet) deep, officials said. Residents of Bulacan and Pampanga province, around two hours’ drive from the capital Manila, fled by foot to evacuation centres as the waters rose quickly overnight, aggravated by a high tide, they said. “The waters have nowhere else to go. Imagine two to three days worth of rain from the mountains coming down,” Nigel Lontoc, assistant director of the region’s civil defence office, told AFP. Close to 60,000 people left their homes in Bulacan and Pampanga, a geographic catch basin for waters from the upland provinces of Nueva Ecija and Aurora, which bore the brunt of Koppu on Sunday and Monday. Lontoc said the floods in the coastal areas may last a week. Koppu made landfall on the east coast of Luzon, the Philippines’ biggest and most populated island, early Sunday with 210-kilometre (130-mile) per hour winds. Koppu, the second strongest typhoon to hit the dis- aster-weary country this year, then crawled over vast swathes of Luzon for three days, bringing torrential rains that triggered landslides and massive flooding. A report from the national disaster monitoring office said close to 500,000 people had been displaced by flooding. The waters had receded considerably in the upland provinces and many had returned to their mud- covered homes. But the death toll climbed to 54, from 47 on Wednesday, based on an AFP tally of confirmed fig- ures from national and local authorities. In the Cordillera mountain region, the civil defence office confirmed five more deaths from landslides on Monday and Tuesday, raising the death toll to 21 from 16 on Wednesday. In the central farming regions of Luzon, the deaths of two 12-year-old girls were reported, one of whom died from drowning and the other from a snake bite, accord- ing to the regional civil defence office. Koppu had weakened into a low pressure area on Thursday, bringing moderate rains over the outlying Batanes islands in the far north of the Philippines, state weather forecaster Gener Quitlong told AFP. MANILA: The House of Representatives decid-ed yesterday to give the Commission onElections (Comelec) additional funds to coverthe cost of electronically transmitting votes innext year’s elections from the precinct level tovarious canvassing centers.

“ We have agreed in the appropriationscommittee to allocate P500 million for thetransmission of votes. We have the go-signalof the Speaker on this,” Davao City Rep. IsidroUngab, committee chairman, said.

He said the Comelec had requested P600million for setting up a communications back-bone to be used in sending votes from theclustered precincts to the tabulation centers inthe district, town, provincial and city levels, and to the Comelec main office and Congress.

“They can source the difference of P100 mil-lion and the additional funds they need fromtheir savings,” he said.

He added that the additional P500 millionwould be included in the funding for the May9, 2016 elections in the proposed P3.002-tril-lion national budget for next year.

The Depar tment of Budget andManagement, Quirino Rep. Dakila Cua, Ungab’svice chairman in charge of the Comelec budgetand Cagayan de Oro City Rep. Rufus Rodriguez,to whom the Comelec has forwarded a sepa-rate funding request, endorsed the allocationof funds for vote transmission.

The poll body’s additional funding requesttotaled P1.240 billion: P600 million for thetransmission of votes, P450 million for hono-raria, P150 million for detailed engineering

plans for its new building, P30 million for over-seas absentee voting and P10 mil l ion asappropriation cover for the construction of thenew building.

Aside from the P500 million, Ungab said hiscommittee approved the additional P30 mil-lion for absentee voting and P2 million asbudgetary cover for the new Comelec build-ing.

“They have about P3 billion in savings fortheir new building. They need only the budgetauthorization. They are allowed to augmentthe P2-million initial funding,” he said.

He said it is not easy for the House and theSenate to give additional funds to any agency, since the money would have to be taken fromother state offices or appropriations.

“This is a delicate balancing act. The gain ofone agency or program is the loss of another. That is why we choose only the projects, pro-grams or activities for which funds are critical-ly needed, like the transmission of votes innext year’s elections,” he stressed.

Isabela Rep. Rodolfo Albano III, who hasattended hearings on the proposed 2016budget, said the Comelec should have antici-pated their funding requirement for the elec-tronic transmission of votes.

“They should have included it in their origi-nal budget request,” he said.

He said the poll body should aim for 100-percent transmittal and accounting of votes, instead of just 76 percent as what happened inthe 2013 midterm elections.
