Obama vs. Putin: Can Obama survive Round 3?

It wasn’t too long ago when President Barack Obama was the undisputed world leader

since the end of the Cold War in 1989; he reigned over the greatest empire the world has ever known. But recently, he had become too complacent lording it over a unipolar world order, confident that the sun will never set on Pax Americana.

But little did Obama know that while he was basking in the glory of American exceptionalism, a militaristic Russia was slowly rising from the ashes of the defunct Soviet Union under the autocratic rule of Vladimir Putin, a former KGB spy of dubious provenance and questionable morals.

Putin came to power in 1999 when then President Boris Yeltsin appointed him as Prime Minister. On December 31, 1999, Yeltsin abruptly resigned and Putin became Acting President. He was elected President in 2000 and reelected in 2004. Constitutionally prohibited to run for a third term, Putin stepped down. Dmitry Medvedev was elected in 2008 and he appointed Putin as Prime Minister.

In 2008, Putin was termed out after serving two terms. He made a comeback in 2012 when he was elected to a third term. It was at that time that Putin had set his sights on the Soviet Union’s former republics and satellite states in what he calls as the “near abroad.”

An opportunity for Putin to show his mettle presented itself when Obama -- in an apparent demonstration of weakness – did not act when Syria crossed the “red line” he drew on Syria’s use of chemical weapons against the Syrian rebels. By failing to respond with the use of military force against Syria’s use of banned chemical weapons, Obama sent the wrong message not only to Syrian President Bashar al-Assad but also to the entire world, particularly to al-Assad’s benefactor and protector, Vladimir Putin. Putin saw Obama’s wishy-washy hesitancy to act as an opening to engage him in geopolitical brinkmanship. And thus far, Putin is ahead in the game.

Round 1

Their fight began when Putin sent Russian soldiers -- with no identifying insignia on their uniforms -- who came to be known as “little green men” – to Crimea. It didn’t take long for Putin to annex Crimea, which stunned the U.S. and her NATO allies. However, the U.S. and NATO had a chance to react with force to the Russian incursion – or as some say, “invasion” -- but instead they stood down and allowed Putin to grab Crimea. This was a major victory for Putin because he could now deploy land-based nuclear missiles as well as missile-firing warships and submarines in the Black Sea that could reach NATO’s southern flank from Turkey to the Balkans, Italy, Spain and Portugal.

Russia’s Crimean territorial grab diminished the U.S.’s credibility as the world’s superpower. For the first time since the end of World War II, the U.S. failed to protect her geopolitical interests since the Cuban missile crisis in 1962 when the Soviet Union attempted to deploy nuclear missiles 90 miles from U.S. mainland. Simply

put, with Putin breathing down NATO’s southern flank, it puts the 28-member Atlantic alliance on notice that Russia would be a power – economically and militarily -- to be reckoned with in the Mediterranean Basin.

It did not then come as a surprise when it was announced that Russia is holding bilateral negotiations with Greece, Cyprus, and Egypt that could establish Russia’s military presence in the Mediterranean. Right now, Russia and Greece are in the midst of negotiating a financial bailout, which could result in Greece getting out of NATO and the European Union (EU). If that happens, it would break NATO’s defenses on her southern periphery.

Russia is also holding bilateral negotiations with another EU member, Cyprus, which is having financial problems. Russia is offering financial aid; however, she also wants to station air and naval assets on Cypriot ostensibly for “humanitarian” reasons. These Russian bases would be located near the Akrotiri Air base where British personnel are stationed to support ongoing operations in the Middle East, which makes one wonder: What would Cyprus do in the event Russia and NATO went to war? The specter of the tiny island of Cyprus becoming one bloody – and possibly nuclear -- battlefield should be a good enough reason for Cyprus to reject Russian military presence on her territory.

Meanwhile, not too far away, Egyptian President Abdel-Fattah el-Sisi gave Putin a “hero’s welcome” in Cairo. They discussed a slew of economic and military deals including the purchase of MiG-29 fighter jets and attack helicopters worth $3.5 billion. But the irony of this is that the U.S. had been sending billions in military aid to Egypt for the past three decades! Last year, the U.S.’s military aid to Egypt was

$1.5 billion, which makes one wonder if the U.S. were indirectly subsidizing Egypt’s arms deal with Russia?

Round 2

Last February 12, after a marathon 17-hour summit of Putin, German Chancellor Angela Merkel, French President François Hollande, and Ukrainian President Petro Poroshenko in Minsk, Belarus, they agreed on a ceasefire and a number of measures to achieve peace in Ukraine. But no sooner had the ceasefire agreement been signed than Russian tanks, missile systems, and troops crossed the border into Ukraine.

Apparently, Merkel, Hollande, and Poroshenko had played into Putin’s game. The ceasefire called for heavy weapons from both sides to be withdrawn from a line drawn dividing the country into two regions – the government-occupied region on the western side and the Donbas region in the east controlled by the rebels. They agree to establish an “exclusion zone” – 200 kilometers long and 50-70 kilometers wide – separating the two sides that would be policed by observers from the Organization for Security and Cooperation in Europe (OSCE) and a “joint contact group” of Russian and Ukrainian military personnel. Heavy weapons would be withdrawn from the exclusion zone; however, ceasefire agreement allowed armed combatants to stay within their side of the exclusion zone, which is not unlike the demilitarized zone (DMZ) that divided North and South Korea since 1953 when the Korean War Armistice was signed.

But the way Putin played his game is that whether the ceasefire would hold or not, he wins. A stalemate would result in a “frozen conflict,” just like what happened in Georgia and

Moldova when Putin sent Russian “peacekeepers” – or occupation troops? -- to preserve “peace” between these countries and the self-proclaimed republics that broke away.

Evidently, Obama lost Round 2 because he had a chance to take the bull by the horns when the Ukrainian government forces had the upper hand in fighting the Donetsk and Lugansk separatists. But due to Obama’s refusal to send lethal weapons to Ukraine to defend her territory, Poroshenko had to “surrender” the Donbas region to the Russian-backed separatists.

Round 3

After Ukraine, what is Putin up to next? There are strong indications that Putin would try to reclaim the Soviet Union’s three former Baltic republics – Estonia, Latvia, and Lithuania – and force them to join the Eurasian Economic Union (EEU), which Russia, Belarus, and Kazakhstan formed as an economic union similar to the EU.

Interestingly, at the time the EEU was formed in January 2015, Russia made a proposal to Europe: “Dump the U.S. and join the Eurasian Economic Union.” While it may sound ludicrous, the way Putin had been playing his game of “deceive and conquer,” it may not be long before some European countries particularly those near Russia’s border would consider joining EEU as a means of self-preservation… unless the United States overcomes her fear of a resurgent Russia -- whose unpredictable leader Vladimir Putin is bent in reclaiming Mother Russia’s glorious past – and use her might to stop Russian imperialism. But does Obama have the cojones to lead?

So far the scorecard shows 2-0 in favor of Putin. Can Obama survive Round 3?

As a result of my constant communication with Jacob Mac Donald, the

Public Relations Coordinator of Consolidated Credit Counselling of Canada, Inc., I took the initiative to impart his awareness about financial management. Obviously, not everything can be bought by money. Yet, generally speaking, it what makes the world moving. Some even said: “No money, no honey.”

Jacob says, maybe the Beatles had it wrong when they sang “Can’t Buy Me Love,” or maybe Canadians simply disagree. Whatever the case, a recent survey by Research

Management Group shows that 60 per cent of Canadians will be buying something for their special someone. And they’re not doing it on the cheap – they will spend an average of $177. The survey also found that the way to your lover’s heart is via the sweet tooth. The most popular gifts for Valentine’s Day are:· Candy – more than half (51%) will be tempting taste buds this year.· Greeting cards – Around a third of Canadians (34%) are going with paper and ink.· Apparel/footwear – Twenty-seven per cent of Canadians will be wearing their hearts on their sleeves.· Flowers – The traditional bouquet comes in on the lower end with just 13 per cent of popular appeal.

While it is hard to rain on a romantic parade, some financial experts are concerned that the heartstrings may be controlling the purse strings. “Half of Canadians are living paycheque-to-paycheque and there doesn’t seem to be much wiggle room in household budgets,” says Jeff Schwartz, executive director of Consolidated Credit Counseling Services of Canada. Schwartz is referring to a 2014 study by the Canadian

Payroll Association showing that 51 per cent of Canadians would have financial difficulty if their paycheque was delayed by just one week.

“I’m sorry Romeo, but there has to be a better way to spend that $177,” adds Schwartz. Despite the urge to spend, Canadians seem to be developing an immunity to cupid’s consumer-tipped arrows. A separate survey from RetailMeNot shows that the vast majority of Canadians (78%) feel that Valentine’s Day is overrated.

“It’s encouraging to see that people are recognizing the hypercommercialized nature of Valentine’s Day,” says Schwartz. “Why not spend time and effort, instead of dollars, on a Valentine’s Day that will be heavy with meaning and light on budgets?”

The lovebirds at Consolidated Credit have put together some ideas to keep costs down this Saturday:- Get Crafty – Greeting cards are added costs and usually wind up in a pile or the trash. Spend some time making your own card, and your significant other will appreciate the effort.- Skip the Flowers – Roses are red, violets are blue, florists jack up prices, and then prey on you. Don’t

waste money on a gesture that will wilt.- Gourmet at home – Look up a nice recipe that is out of your usual culinary repertoire, and buy a nice bottle of wine to complement it– you’ll spend a fraction of a restaurant bill and your evening will be much more intimate.·- Personal vouchers – Create and print off some coupons that your partner can redeem for backrubs, home-cooked meals, a movie night, or whatever else holds value between you and your special someone. It’s actually a debt you will enjoy repaying!-Think about your financial future – What better way to show love and commitment than to direct your Valentine’s Day budget toward a future together? Pay down debt, save for a wedding, or build up a down payment for a house together.

Since 2003, I’ve seen people who cannot sleep on the bed they bought; cannot watched on the television set they’ve loaned, and sadly, cannot stay even their weekends in the houses they’ve loaned. Why? Because they have spent beyond their means. The consequence is, they have to work 24/7 in order to pay their debt until death. Of course, I am

not exempted from this bogus lifestyle.

Join the Auxiliary Cadets for a challenge like no other!

The City of Calgary installs security cameras in Calgary park due to vandalism

High school graduates interested in a policing career can now apply for the Calgary Police Service’s Auxiliary Cadet program, allowing them to earn money while gaining valuable law enforcement experience.

Auxiliary Cadets learn skills and knowledge that are foundational to being a good police officer, including how to resolve disputes, how to communicate effectively with people from diverse backgrounds and how the legal system works. Auxiliary Cadets also learn leadership skills and improve their physical fitness through the program.

Once the initial training is complete, Auxiliary Cadets work part-time alongside police officers and civilian staff to help

The City of Calgary has installed security cameras in River Park, Britannia Slopes and Sandy Beach park areas as a preventative measure against continued vandalism and damage to construction taking place.

Over the past few months, construction has been taking place in River Park, Sandy Beach and along Britannia Slopes to implement recommendations and improvements outlined in the Council-approved Combined Park Management and Design Development Plan. The recommendations and improvements are also based on what The City heard through extensive public engagement.

“This park is for all Calgarians; our work is to do

complete reports with members of the public, answer questions at the front counters of police stations, and complete more specialized training. While having this experience does not guarantee a future career in policing, it is a major asset to have when applying to be a police officer.

The Calgary Police Service is accepting applications for the Auxiliary Cadet program untilMonday, March 2, 2015, through The City of Calgary website at www.calgary.ca/careers. In order to be eligible to be an Auxiliary Cadet, individuals must have a high school diploma or equivalent, be interested in a policing career, be over the age of 18, and be able to pass an enhanced security check.

only capture video of the park areas.

The City encourages residents, park users and all citizens to report any suspicious activity to Calgary Police Services by calling their non-emergency line at 403-266-1234.

Crews began work on the first phase of construction in the summer 2014. The first phase of work consists of trail restoration and improvements, changes to off-leash area boundaries, and the installation of fencing for the protection and restoration of the park’s natural areas.

The City anticipates all improvements and recommendations to be completed by the end of 2016.

Floyd Mayweather Jr. will meet Manny Pacquiao on May 2 at the MGM Grand in Las Vegas in a 12-round megabout which has been in the making for five years.

The fight will make both boxers richer than ever with Mayweather earning $120 million or more, while Pacquiao’s share of the prize money will be around $80 million. The undefeated American is the early a 2 1/2-1 favorite, a situation which will result in millions wagered in Nevada’s legal sports books.

Likewise, the match between two of boxing’s best fighters of this generation is expected to shatter every financial record including record at the box office. MGM expects more than $20-million live gate income while the pay-per-view revenue, a

joint venture between competing networks Showtime and HBO, is also projected to reach record high.

Promoter Bob Arum likened the interest generated by the upcoming fight with a US Super Bowl. However most boxing observers believe both boxers have lost some of their skills. Mayweather, who is unbeaten in 47 fights, is 38, while Pacquiao is 36.

On the contrary boxing pundit still believe Mayweather remains a master defensive fighter and Pacquiao still possess has remarkable quickness in his hands. For the record,

Mayweather has only stopped one fighter in the last eight years; while the last time Pacquiao stopped anyone was in 2009.

Mayweather said Pacquiao will be No. 48 in the list of his ring victims. Trainer Freddie Roach countered by saying that on May 2, Pacquiao will put the American on his backside.

I have never seen anything like it on facebook. My homepage became a national memorial. The nation was not only mourning – the nation was angry and very angry. Everybody was posting about the Fallen 44. Pictures of

caskets lining up at the airport in Manila was shocking to behold. I was speechless for few days, I didn’t post about it or comment. I had to process it in mind to realize it was real.

It was hard to accept that 44 soldiers of the Special Action Force (SAF) died in a failed operation in Mindanao. What!? Why!? How can that happen!? These were the first reactions. It was unbelievable. And unacceptable. From the name of their unit, they are supposedly the best of the best being the “special action force.” Actually, they are. If only it was a natural military encounter.

But it was not. They were sent to a battle field without military

back-up and air reinforcement. They ran out of ammunition, they radioed for help, but no help came. They fought for their lives against the combined forces of the MILF (Moro Islamic Liberation Front) and BIFF (Bangsamoro Islamic Freedom Fighters) for about 12 hours. They fought in a corn field – corn field? Yes, a corn field surrounded by river. It was a trap. No amount of special training for any special action force will survive these circumstances. Something was very wrong with the planning from the beginning.

They underestimated the Muslim rebels. They did not study the terrain. They should have sent warriors from the area who knew the area. Not from other provinces who were there for the first time. They were to capture an international terrorist named Marwan, educated in the US with a degree in Electrical Engineering from Arizona State University. He trained terrorism in Afghanistan and Pakistan. He came from a family of jihadists, his brother and cousins were arrested for bombing plots.

What made them think the operation was that simple? What made them think they didn’t need the military?

Stories about the SAF officers who died in the operation, are excruciating to listen to. They were still alive as of noon time but no reinforcement came. One officer texted his wife asking for P100 worth of load so he could text his superiors for help. P100 worth of load was his death wish. The load came but not the help. One of them prayed the rosary with his mother on his cell phone. One of them was found dead holding on to his cell phone, the picture of his family on the phone, he died staring at his loved ones. Some of them were found with mutilated faces. And there was that video of a SAF officer laying on the ground, alive, his legs riddled with bullets, but alive – then a rebel came close and fired shots at his face, finishing off his life.

This was a glaring and obvious violation of human rights. Senator Miriam Santiago said at the senate hearing, the rebels should have captured them as prisoners of war, if that option is available. But shockingly, they were massacred and robbed of their fire arms and even personal belongings. The medico legal report says 27 of the 44 SAF officers were shot in the head at close range. Either they were still alive when shot or they were already dead but shot again. Both are violation of the International Human Rights Law.

Add up to these horrifying stories, are the many questionable turn of events involving big names in the government. The acting-chief of the PNP (Philippine National Police), Leonardo Espina, had no idea about the operation. The secretary of DILG (Department of Interior and Local Government), Mar Roxas, had no knowledge of the operation either. The SAF commander, Getulio Napenas, the officer running the operation, was reporting to the suspended PNP chief, Alan Purisima. The suspended PNP chief was running the operation! He now claims he didn’t give commands but “advice.” Who is Alan Purisima? He is a close friend of President Noynoy Aquino. He helped secured President Noynoy during the 1987 coup d’etat against his mother, then President Corazon Aquino. That speaks volumes.

It’s clear that the military chain of command was broken and disrespected. Commander Napenas had admitted mistake and resigned. Suspended PNP chief Purisima had resigned too. But the big question remains, who was giving Purisima orders? The nation wants to know. The 44 grief-stricken families of the SAF officers need answers. Words from one of the widows: “I want to know what really happened, who made the mistake and who should be held accountable for the death of my husband and the others. For me, that’s much more

important than the livelihood and other assistance they promised us.”

President Aquino is facing the biggest challenge of his presidency ever. As commander-in-chief, he is being blamed for the botched deadly operation. It is “mission accomplished” for getting Marwan the terrorist – but at the expense of 44 police officers? Not only is the president inept, they say, he is very insensitive too. When the 44 dead bodies arrived in Manila, he was out of town attending a car plant inauguration. At the arrival honors of the fallen heroes when the nation was grieving, the president was exchanging pleasantries with some Japanese car traders.

His ineptitude is acceptable, but not his being heartless. That’s very un-Filipino, that’s very un-Christian. When his parents died, people trooped to the streets to condole with his family. When his father was assassinated, Filipinos rallied behind the Aquino family. When his mother’s presidential proclamation was blocked by Marcos loyalists, Filipinos (my family included) stayed and stood firm at EDSA for three days in the name of democracy. And this is what we get in return?

I’m not surprised there are calls for his resignation and rumors of coup d’etat. The nation needs a father! I am not one of those calling for his resignation because I know the implication, it’s like jumping from the frying pan into the fire. But he has to act as president of the country! Whether he likes it or not, he is the president of his critics too. He is the president of people rallying on the street calling for his ouster. He has to face them, that’s part of his job, his running away from the issue will repeatedly backlash to his presidency.

As I write this, rumors of coup d’etat has not died down, the nation is still angry and the president has not answered vital questions. Until the truth comes out, his presidency will sit on shaky ground.

The truth. Nothing can appease the nation but the truth.

City program reduces youth gang involvementThe City of Calgary shared

evaluation results that demonstrate the difference

the Youth at Risk Development (YARD) program is making in youth gang involvement in Calgary.

The YARD program combines law enforcement agencies, healthcare providers, community services providers and intergovernmental resourcing to help youth make the healthy choice to avoid criminal activity.

“Knowing that our combined effort is making a difference in the lives of young Calgarians affirms that we are on the right path,” said Katie Black, acting director, Community & Neighbourhood Services. “We are seeing real changes. The YARD program is making a difference, and together we are changing lives.”

The independent evaluation results show the YARD program is changing the behaviour of those young Calgarians most at risk of participating in gang activity. This is measured through the reduction of criminal charges being laid against YARD program participants as compared to

non-participants. YARD is also demonstrating promising positive trends in areas such as constructive use of time and self-esteem.

“It’s about providing kids with the skills and the opportunities to make good decisions. Through mentorship and the collaborative supports offered in the YARD program, they are making a lasting impact,” said Calgary Police Service Deputy Chief Trevor Daroux. “Investment in early intervention pays off tenfold, not only because the kids choose a path out of crime, but they also become productive adults. YARD works.”

Launched in 2008 by the Calgary Police Service and Community & Neighbourhood Services, this program seeks to prevent or stop gang involvement and criminal behaviour among youth aged 10 to 17 years.

The City of Calgary and the Calgary Police Service work alongside partners in Alberta Health Services, the Justice and Solicitor General, The National Crime Prevention Centre of Canada and Calgary school boards to provide youth, their

families and their communities with the tools necessary to build positive productive lives.

Calgary Fire Department breaks ground on N.W. multi-service facility and fire station

Calgary to host a stop on TORONTO 2015 Pan Am Games Torch Relay

The Calgary Fire Department celebrated the start of construction on the new

Royal Vista Multi-Service Facility and Fire Station 34 today. The new facility, which will also be home to Animal & Bylaw Services (ABS), allows the Fire Department to continue providing public safety to six growing northwest communities and support The City of Calgary in building neighbourhoods.

“We are dedicated to building great neighbourhoods in a well-run city,” said Mayor Nenshi. “When completed in 2016, this multi-service facility will help us do both by providing several valuable services to our citizens from this one building.”

Announced yesterday by the organizing committee, the TORONTO 2015 Pan Am

Games Torch Relay, presented by President’s Choice® and OLG, is coming to Calgary on July 3, 2015.

“I'm excited that our city is one of only five stops outside of Ontario for the TORONTO 2015 Pan Am Games Torch Relay.” said Mayor Naheed Nenshi.“Calgarians know a thing or two about sports celebrations, and I know many of us are looking forward to sharing the Pan Am spirit and showcasing

The event at 16 Royal Vista Way N.W. included Mayor Nenshi, Ward 2 Councillor Joe Magliocca, Director of ABS Ryan Jestin and Fire Chief Steve Dongworth inside an excavator making the ceremonial first dig alongside Calgary fire crews.

“The number of emergency calls has increased in these surrounding communities over the years, alongside the increase in population,” said Councillor Magliocca. “And so today, I am pleased to see that a new, larger fire station, with capacity to provide the needed emergency response to the growing community, is on the way.”

Currently, the Royal Oak Fire Station 34 located on Royal Birch

Hill provides primary emergency response to the communities of Arbour Lake, Citadel, Nolan Hill, Rocky Ridge, Royal Oak and Royal Vista. It has one bay to house a fire engine. The new Royal Vista Fire Station will replace Royal Oak with three apparatus bays as well as all the features of a full fire station.

The multi-service facility will be more than 300 square metres, with space for ABS and other City services. It will also have a 20-person meeting room for community members to foster connections among neighbours and between City employees and area residents.

“Along with our continued dedication to public safety, we take

great pride in helping to make Calgary a healthy and green city,” said Fire Chief Dongworth. “The Royal Vista Multi-Service facility will meet LEED Gold standards and include features such as site irrigation, a

green roof, and high efficiency water and light fixtures.”

The $17 million cost of the new facility, land, fire station, required apparatus and supporting equipment has been budgeted for with $10.3 million funded by The City of Calgary’s Community Recreation Levy and $6.4 million funded by the Province of Alberta’s Municipal Sustainability Initiative.

41-day journey when the Pan Am flame is lit during a traditional Aztec lighting ceremony at the Pyramid of the Sun in Teotihuacan, Mexico before landing in Canada on May 30, 2015. Three-thousand torchbearers will carry the flame through communities across Ontario as well as Richmond, Calgary, Winnipeg, Montreal and Halifax. The torch will see more than 60 modes of transportation while touring through Canada exceeding 5,000 kilometres

on the road and 15,000 kilometres kms by air. The torch relay will finish in Toronto on July 10, 2015 to light the cauldron at the Opening Ceremony, which signifies the start of the TORONTO 2015 Pan Am Games. A detailed route map is now available at toronto2015.org/torch-relay.

Calgary’s official torchbearer will be announced in March, and specific timing and street-level route for Calgary celebrations will be confirmed in May.

Chiz, Heart seal love story with a kiss Proposed SAF movie elicits mixed reactions Sen. Francis “Chiz” Escudero, 44,

and movie star Heart Evangelista- Love Marie Ongpauco in real life- 30, sealed their romance with a wedding kiss on Sunday at the exclusive Balesin Island Resort off Quezon province.

The wedding was held a day after Heart turned 30 on Saturday, Feb. 14. Heart walked to the altar with neither of her parents, Reynaldo and Cecile Ongpauco by her side to give her away to the groom. In the background, Mark Bautista sang “How Did You Know,” the lyrics of which, according to Heart, perfectly described her feelings. Chiz was escorted to the altar by his twin children Joaquin and Cecilia, who greeted the bride with kisses.

The educational entertainment was all Hawaiian flavour with Blue Hawaii song

solo by Mike Cartisano, Hula dancing, Fashion Show of Hawaiian outfits and different ways of wearing the sarong, and trivia games .

The Luau followed where the assortment of delicious food was served on banana leaves and guests used their hands to eat instead of the usual cutlery.

The City of Calgary names Calgary Emergency Management Agency (CEMA) directorTom Sampson has been appointed as director of the Calgary Emergency Management Agency (CEMA) at The City of Calgary.

Sampson’s career with The City spans 30 years, primarily in the field of emergency services.

“Mr. Sampson brings a strong blend of experience in emergency management, including both leadership and operations expertise”, said Stuart Dalgleish, general manager of Community Services & Protective Services. “These skills, combined with his solid track record of building teams and fostering partnerships, make him a tremendous asset to CEMA, which is firmly rooted in its collaborative relationships with many partners and members.”

Since 2014, Sampson has held the role of deputy chief of CEMA. Prior to this, he served as executive officer and deputy chief with the Calgary Fire Department and spent 22 years working in emergency medical services (EMS) with over 11 of those years as chief of Calgary EMS. In 2009, Sampson played a pivotal role in helping develop the Emergency Operations Centre (EOC) and the associated activities to build and train the operations team.

Sampson holds a Masters Certificate in Municipal Leadership from York University as well as certificates in management, industrial relations, and advanced life support. He is also a licensed paramedic and Incident Command System (ICS) instructor.

The North America-wide search for a director began in late 2014, after it was announced that CEMA would transition from The Calgary Fire Department to its own business unit on Jan. 1, 2015.

Mr. Sampson will assume his new role on March 2, 2015.

MethodologyThe 2014 World Mayor

Project was publicly conducted over two rounds between January and the end of October 2014. During the first round (January to May) members of the public were invited to nominate mayors for the 2014 World Mayor Prize. From 933 suggested mayors, the organisers of the World Mayor Project established first a longlist of 121 mayors and subsequently a shortlist of 26 finalists.

During the second round (June to October) members of the public were invited to submit testimonials for mayors from the shortlist they thought should win the World Mayor Prize. Following the closure of the second round, the organisers of the 2014 World Mayor Project began a process of verification and evaluation. At the end of 2014 the World Mayor jury drew up a list of ten mayors who stood out in terms of accomplishments as well as popular support from their citizens and peers. All top-ten mayors also received considerable support from outside their communities and even countries.

Volunteer photographers needed. Build your portfolio or use your expertise to aid the Filipino Journal by photographing special events and concerts. Must have own equipment and transportation. Photo editing skills would be helpful but not required.

The Filipino communities are growing in Calgary, Edmonton, Red Deer & Fort McMurray. More & more events being passed along our way, we are looking to complement our team with volunteer photographers to cover all those events.

As with any community newspaper, we focus on local events such as community gatherings, picnics, sporting events, press conferences, dinners. Some gigs can be as quick as 15-20 minutes and other can be long, painful & boring. Our goal is to find photographers that we can assign work to on any given story. The majority of the events are during the evenings and weekend.

As far as compensation is concerned, we’re offering several options and considerations:1. promotional compensation with photo credits on all photography used in our print and online editions.3. advertising compensation with supporting photography services ad in our print edition.4. royalties on any photographs sold through our website (in development).

January 26, 2015 was a special day for Cristito & Merlita Cayabyab, as it was their 40th Wedding Anniversary. They commemorated their special day by planning a cruise with their friends and family. The trip

started with a few days spent at Disneyworld and they embarked on a Royal Caribbean cruise ship that sailed to Cococay, Bahamas, Falmouth, Jamaica, Georgetown, Grand Cayman Islands, and Cozumel, Mexico.

To mark their Ruby Anniversary, they renewed their vows in Cococay, Bahamas. They were delighted to have 31 of their family and friends to join them on their special occasion.

As 2014 came to a close I found myself reflecting on the yearlong memories of

hiking and exploring every nook and cranny of a steeply dangerous canyon trail, watching from a cold summit at more than 10,000 ft. above sea level the sun rise as it spreads the gossamer glow on the earth and sky, strolling the cobblestone streets of a city to explore its centuries-old architecture and historic sites, or experiencing gastronomic adventure at some memorable foreign restaurants.

For 2015 there is a choice to revisit the classic favourites or to discover somewhere new worthy of your tourist coin. In alphabetical order the following places await you to fulfill your dream vacation.

1. Amsterdam, the capital of The Netherlands and known as the "Venice of the North" because of its 165 canals criss-crossed by over 800 bridges, flourishes in history, charm and beauty. Experience two of the many things aside from clogs and tulips, Anne Frank and Van Gogh Museums that Amsterdam is internationally famous for - windmills and cheese.

2. Cartagena, the "Emerald of the Caribbean" is a UNESCO World Heritage Site historic colonial city of Colombia on the Caribbean coast of South America noted for its pastel-coloured buildings, Fort El Castillo San Felipe de Barajas, the world historc city of Las Murallas, Las Bovedas, and abundant fresh sea food. Colombia is the largest

producer of emerald gems in the world.

3. Cuba, the largest island country in the Caribbean with a long history of Spanish colonialism later combined with capitalism and communism, is one of the top destinations for Canadian snowbirds. Now you can explore the Castro country aboard the Louis Cristal Cuba Cruise with stops in Holguin, Cienfuegos/Trinidad, Santiago and Punta Frances on the Isle of Youth, and the capital city of Havana. A trip to Havana is a must and a hop-on hop-off double-decker bus tour with an all-day pass gets you familiar with the city. Explore the historic old town, La Habana Vieja, a UNESCO World Heritage Site, or the oldest square, Plaza de Armas, or the gigantic Plaza de la Revolucion where political figures like Fidel Castro have addressed the crowds. Visit the Ernest Hemingway Museum or stroll along the Malecon where the locals fish, chat or just stare out to the sea. Your stay in Vegas will revolve around the Strip of iconic neon lights and famous sights. Check out the Freemont Street Experience's light show. While in Vegas drive southeast for about 40 miles (48 kms.) toward

Boulder City to visit an engineering wonder, the Hoover Dam, that impounds Lake Mead, the largest reservoir in the U.S. Plan also a quick road trip to stretch your legs at the Red Rock Canyon.

5. London, a diverse and exciting city with so many must-sees and activities, has been always magnetic. You've never seen it all in London so it doesn't matter how many times you've been to England's capital city where there's always something new. See London from above on the giant Ferris wheel "London Eye"; visit the famous botanic gardens at Kew; enjoy a musical or classic play at the West End; browse/shop at flagship stores on Oxford Street or at Harrods; visit for free the best museums and galleries such as the British Museum, Natural History or Science Museum; tour the Tower of London, the Westminster Abbey or the St. Paul Cathedral; see the changing of the guard at the Buckingham Palace; or mix with the celebrities at Madame Tassauds. Be sure to visit Chateau of Versailles about 20 kms. southwest of the city. 8. Quebec, the pride of Canada is "So Europe, So Close". Discover 400 years of history in Old Quebec,

a UNESCO World Heritage Site, where you can stroll the only walled city in north America north of Mexico and its cobblestone streets. You'll love Chateau Frontenac, the world's most photographed hotel, or enjoy window shopping at Petit-Champlain District or taking a walk along the Dufferin Terrace high atop Cape Diamond overlooking the St. Lawrence River. 9. Rome, the "eternal city" of Seven Hills and capital of Italy, has been a center of cultural, political and spiritual power for some 3,000 years. Rome contains more UNESCO World Heritage Sites

than any other country in the world. You'll marvel at the wonders of Rome from the Pantheon to the glory of the Sistine Chapel, the Vatican and the St. Peters Cathedral.

10. Saint Petersburg, the 2nd largest city in Russia located on the Neva River at the head of the Gulf of Finland on the Baltic Sea, is nothing but "sheer grandeur" in its superlative! You'll be dazzled by the five-domed Church of Resurrection (Church on the Spilled Blood), by the Hermitage and by the Catherine Palace.

Cut Red Tape program saves The City and Calgarians millions of dollars and thousands of hoursProgram transitioning into daily City operations

The latest update from The City of Calgary’s Cut Red Tape program shows that at

least $12.7 million dollars have been cumulatively saved by The City and its customers through over 40 red tape solutions implemented across the corporation. Since the program was first launched in 2011, City employees, citizens, and the business community have worked together to discover and implement ways to make working with The City better, easier, and faster. The program has been managed by The Office of the Mayor and is transitioning to City administration.

“In an organization the size of The City of Calgary, red tape can happen, but it’s our responsibility to foster a culture of customer service that constantly looks for ways to cut back on red tape,” said Mayor Naheed Nenshi. “I’m proud that my colleagues in all departments have succeeded in their efforts to make it even better for citizens and businesses to work with The City.”

When the program first launched, it asked City of Calgary employees to identify red tape in their daily jobs. After that, representatives from more than 13 business advocacy organizations advised on further ways to cut red tape. And in the third phase of the program, The City asked all Calgarians about red tape and the solutions they would recommend to cut it back.

“Rather than giving lip service to cutting red tape, we’re pleased to see The City of Calgary taking tangible, measureable actions in this area,” said Richard Truscott, Director of Provincial Affairs for Alberta, with the Canadian Federation of Independent Business—one of the Cut Red Tape partner organizations. “By helping The City to control red tape, we’ve helped entrepreneurs to stay focused on running their businesses rather than grappling with unnecessary municipal processes. There certainly is more red tape to cut, but we’re encouraged that this program is being integrated into how The City operates.”

Five examples:1. Made it easier for citizens to use the Animal Licensing website by removing redundant, inaccurate, and confusing information. Citizens save time and effort by having a more streamlined process for licensing their pet.2. Made it easier for citizens to report graffiti on City of Calgary public spaces by streamlining the 311 reporting process and adding the service request to online forms and the 311 mobile app.3. Made it easier for Calgary Housing clients to make the transition to their subsidized housing unit with no unexpected costs.4. Made it more efficient for home designers and builders to submit plans for single houses and

duplexes homes by creating easy-to-understand guidelines.5. Made submitting and reviewing construction drawings faster and more efficient by implementing eConstruction: an online system that lets builders submit construction drawings electronically so many

City departments can review the submissions simultaneously and cut down on the time a customer needs to spend submitting drawings in person.

The transition of the Cut Red Tape program into a permanent practice within The City of Calgary

is currently underway and will be complete by the end of June 2015.

“Rather than be a special project, the Cut Red Tape program should be a part of the culture of The City of Calgary,” said City Manager Jeff Fielding. “We are committed to continually improving

the organization to be as citizen-focused and efficient as possible, and that includes keeping red tape to a minimum.”
