ORDER TO SHOW CAUSE

TO: THE PUBLIC OFFICIALS SET FORTH IN EXHIBIT A ATTACHED TO THEAFFIDAVIT OF SERVICE.

Based upon the motion of Petitioner Attorney General Lori Swanson, you are Ordered to

Show Cause why this Court should not grant Petitioner's motion to declare that the core

functions of government be undertaken as set forth in the Petition and that the Honorable Jim

Schowalter, Commissioner of the Department of Management and Budget, on behalf of the State

of Minnesota, be directed to pay for such core functions performed by the State's executive

branch after June 30, 2011.

The hearing shall take place on~June~, 2011, at \~ \\,rn.or as soon

thereafter as counsel can be heard, before the Honorable Chief Judge Kathleen R. Gearin,

Ramsey County District Court, in Courtroom \~<Sa at the Ramsey County Courthouse,

St. Paul, Minnesota.

At the hearing the Petitioner shall make a motion to the Court that the State of Minnesota

pay for services necessary to discharge the core functions of the executive branch of the State of

Minnesota until the earliest of the following:

1) July 30, 2011, unless extended by the Court,

2) The enactment of a budget by the State of Minnesota to fund the core functions of

the executive branch after June 30, 2011, or

3) Further Order of this Court.

The Petitioner has also moved the Court for an Order that a Special Master be appointed

by the Court to resolve any issues which may arise concerning the terms of the Order.

The Petitioner shall cause a copy of this Order to be served by mail upon the public

officials set forth in Exhibit A to the Affidavit of Service.
