Vacancy

The Australian High Commission is looking for a highly motivated person to play a key support role in the High Commission as Human Resources Manager. The officer will be responsible for the daily management of human resources, financial and administrative functions for the High Commission, and will provide assistance to staff when required. This position liaises with the leadership team on a routine basis in relation to strategic management issues and contributes to the overall effectiveness of the Australian High Commission. The Human Resources Manager works with the First Secretary (Consular and Administration) in continuously reviewing and improving processes to ensure the highest levels of efficiency and productivity within the Australian High Commission.

The successful applicant should have a proven ability to work under minimum supervision, organise workload and resources effectively, and possess a high level of computer skills. A high level of interpersonal skills and an ability to negotiate effectively are essential.

Conditions of Employmentand Remuneration Package

Contract Term: The position is governed by a contract lasting two years, the extension of which will be assessed by the High Commission on the basis of need and performance.

Salary: Salary will be paid at the LES Broadband 2 Level 8 range of FJD$44,455-FJD$52,328, commensurate with experience and qualifications. This will be paid to the employee on a fortnightly basis.

Working Hours: The standard working week is 37.5 hours and formal office hours are Monday-Friday 8.00am-4.30pm.

Recreation Leave: Paid Recreation Leave of 20 days per annum is provided to staff, and is accrued on a monthly basis.

Personal/Carer’s Leave: Paid Personal/Carer’s Leave of 18 days per annum is provided to staff. This leave is provided on account of illness of the employee or an immediate family member of the employee.

Superannuation: The High Commission will meet the employer’s share of contributions (8%) to the Fiji National Provident Fund.

Medical Insurance: Employees are eligible to join the medical insurance scheme on commencement of employment. The High Commission meets 75% of these costs.

Workers’ Compensation: The High Commission enrols employees in a workers’ compensation scheme that covers employees for injury arising in the course of their employment.

Selection Criteria

Demonstrated human resources experience specifically in relation to the processing of salary-related payments, reviewing of local staff conditions of service, recruitment processes, and employment contracts.

Demonstrated accounts experience specifically in relation to accounts payable, accounts receivable, budget analysis and accrual accounting.

Knowledge and experience using SAP accounting is highly desirable.

Demonstrated ability to plan and prioritise workloads to meet competing deadlines.

Well developed oral and written communication skills, excellent interpersonal skills, and the ability to negotiate effectively.

Demonstrated ability to be flexible and adaptable, specifically in relation to working in a large office environment.

Demonstrated experience using Microsoft Office (Word, Excel, Access, Powerpoint, Outlook), Microsoft Windows, Web Design, IT troubleshooting and maintenance.

Demonstrated experience in organising high-level visits.

Demonstrated ability to manage and supervise staff at a management level.

Community Liaison Officer

Duty Statement

Human Resources

Manage and maintain Australian-Based Officer and Locally Engaged Staff fortnightly salary-related payments (including FNPF and tax).

Manage and maintain security vetting for newly recruited LES.

Review, provide advice and recommendations to SAO on changes or implementation to LES conditions of service and performance management system.

Review, provide advice and recommendations on other important staff issues including, but not limited to, insurance, salary reviews, employee relations.

Manage recruitment and selection processes for DFAT and attached agencies.

Extensive liaison with external stakeholders including government ministries, private organisations, and other embassies/high commissions.

Identify and make recommendations on appropriate locally conducted training programmes for LES.

Manage and maintain Overseas Staff Profile (OSP) database on Satin Low.

Manage and maintain contracts for LES.

Manage and maintain LES leave records for DFAT and attached agencies.

Responsible for overseeing the maintenance of LES attendance timesheets.

Financial Management

As Certifying Official, examine claims for payment, ensure compliance with Finance Overseas Regulations, and process payments in SAP.

Manage and maintain end of month (EOM) financial reports in SAP.

Assist Accountant with SAP Budget Control. Monitor and advise Finance Manager and Overseas Certifying Officer on funding and expenditure of salary-related items.

General Office Administration

Supervise and direct the work of the Admin assistant and the drivers to ensure that timely and efficient services are provided to clients and all agencies.

Responsible for opening and distributing of daily incoming mails.

Assist with Ministerial and Parliamentary visits – compilation of program booklet, setting up office and support staff at location

Assist Property section with Annual stock-take report.

IT

Manage and maintain post intranet.

Maintain a register of portable and attractive items.

Financial Delegation

Responsible for opening mail, recording remittances received through the mail and forwarding mailed remittances to the Cashier/sub-Cashier.

Filing / Records Management

All records relating to finance and human resources work are to be kept in an orderly manner, and finance and human resources files are to be kept updated.

Responsible for file and archive management in TRIM/EDRMS.
