Sharing the Good News of Jesus with 100 million unreached oruncommitted people worldwide by the year 2017 is the bold and inspiring vision of the Ablaze! movement, which was sparked by LCMS World Mission within The Lutheran Church—Missouri Synodand among its partners in North America and around the world.

2017 marks the 500th anniversary of the Reformation, which began as Martin Luther nailed his Ninety-Five Theses to the door of the Castle Church in Wittenberg.

The Lutheran Church—Missouri Synod and our worldwide sister and partner churches, individuals, congregations, and districts have embraced the Ablaze! movement. Throughout the church new and exciting mission outreach plans are underway.

It is our high privilege—yours and ours, together—to be called by God to take partin His mission to save a world of people who cannot save themselves. This privilege is among the blessings beyond measure, beginning with saving faith in Jesus Christ,that our heavenly Father has poured out on us. “So we are ambassadors for Christ,God making his appeal through us” (2 Cor. 5:20).

Our God-given mission is ever more challenging. At home and abroad, we seerapidly growing and shifting populations, a declining religious environment, and,very often, an increasing hostility toward Christ and His Church. As “ambassadorsfor Christ,” we are called to face such challenges to God’s mission, assured of Christ’spresence and His Spirit’s power.

We can’t begin to tell you, then, how exciting it was for us to see the 2004 Synodconvention boldly step out in mission by adopting the Ablaze! initiative to reach 100million unreached or uncommitted people worldwide with the Gospel of Christ by2017. To reach this goal requires our partnership—each of us praying, witnessingpersonally to those we meet who do not know Christ, and sharing the financial andpersonal resources necessary to conduct coordinated mission initiatives in NorthAmerica and worldwide.

The FFaann iinnttoo FFllaammee campaign also was endorsed by the 2004 convention to providecritical funding for new ministries and expanded mission outreach. When joined with efforts of congregations, districts, and national and international partners, FFaann iinnttoo FFllaammee will have a profound impact on the ability of The LutheranChurch—Missouri Synod to reach out with the Gospel to an unbelieving world.

Information about our Synod’s mission plan is laid out for you on the followingpages. As our church body prepares to celebrate the 500th anniversary of theReformation, we invite you to become familiar with the components of this plan,which will strengthen significantly our ability to tell people at home and around the world about the forgiveness and eternal life that is theirs in Jesus Christ.

Because two out of every three people in the world today have no relationship with Christ, The Lutheran Church—Missouri Synod and its 29 partner and sisterchurches worldwide have initiated a mission movement to reach 100 million peoplewith the saving message of the Gospel by the year 2017. By resolution at the 2004Synod convention, delegates endorsed a movement named Ablaze! to share the Good News of Jesus with people everywhere.

Opportunities to share the Good News of salvation abound, and we are confidentthat the Spirit will provide the strength to accomplish the Ablaze! vision throughoutthe world. For decades, faithful Lutherans have provided financial resources to carryout this work. We trust the commitment level of the LCMS for Christ’s mission willonly continue to grow, fueled by the compassion that Christ Himself has for thosenot yet a part of His flock.

Within the LCMS in the United States and in Lutheran churches around the world,Ablaze! is taking hold, kindling a renewed zeal for the mission with the same passionand scope as the Reformation ignited nearly 500 years ago. But there is still much to do, and we must urgently set our hearts and minds to step out in faith.

To support the Ablaze! goal of bringing the Gospel to 100 million people, the 2004Synod convention resolved to raise $100 million above the current LCMS WorldMission budget. Called Fan into Flame, this effort reflects the urging of St. Paul toyoung Timothy to boldly use the gifts that God conferred on him: “For this reason I remind you to fan into flame the gift of God which is in you through the laying on of my hands. For God did not give us a spirit of timidity, but a spirit of power, of loveand of self discipline. So do not be ashamed to testify about our Lord” (2 Tim. 1:6-8).

We are committed to touching the hearts and minds of people throughout the worldand sharing with them the love of Christ. Through the power of God’s Spirit, we arealso committed to fanning into an unstoppable flame the gift of faith in all thosealready in Christ’s flock, empowering all the baptized to share Christ’s love in wordand deed. The Ablaze! movement will encourage each baptized Lutheran to share theGood News of Jesus personally, prayerfully, and passionately with people everywhere.Fan into Flame will provide financial support for programs, ministries, and capitalprojects to fulfill the vision of Ablaze!

At the heart of Fan into Flame is Jesus’ final instruction to His disciples: “But you willreceive power when the Holy Spirit comes on you, and you will be my witnesses inJJeerruussaalleemm, and in all JJuuddeeaa and SSaammaarriiaa, and to tthhee eennddss ooff tthhee eeaarrtthh” (Acts 1:8).

We must take the Gospel to the unreached and uncommitted people in our owncommunities, as well as around the world, support ethnic and multicultural ministrywork throughout the United States, and train workers to be witnesses of the GoodNews. The Acts 1:8 framework has been applied to the distribution of campaign funds.

Fan Into Flame will devote approximately half of all funds received toward reaching 50 million unreached or uncommitted people with the Gospel in North America andallocate half of the funds toward sharing the Good News of Jesus with an additional 50 million people throughout the world. These funds will be distributed to LCMScongregations and Districts to support local and regional outreach activities, and LCMSWorld Mission will use Fan Into Flame monies to advance national and internationalAblaze! projects.

Accordingly, LCMS World Mission has defined the following areas to target and direct the funds raised by the Fan into Flame campaign:

Congregation Projects

A local Ablaze! project is an activity that prepares individual Lutherans to develop relationships that demonstrate Christian care and to share their faithpersonally through “Critical Events.” A Critical Event occurs when one Lutheran shares his or her faith in Jesus with someone who does not know Him so that person can encounter Christ. Local projects also empower congregations to reach out to the unbelievers within their communities. Some examples of activities or programs include:

Equipping for evangelism and development of mission material

Outreach-centered small-group activities

Demographic studies to identify potential mission opportunities

Starting new mission churches

Many models exist for starting outreach ministries. Congregations can reach the lost in their communities by starting childcare centers, operating latch-keyprograms, opening adult daycare centers, funding social ministry agencies,establishing Christian schools, and initiating other innovative outreach efforts.

These ministries allow congregations to build relationships that demonstratecare, provide members opportunities to share their faith, and invite

new people into the body of Christ. The Jerusalemcomponent of the Fan into Flame campaign

enables a congregation to use 15 percent ofthe unrestricted net funds it raises to equip its own members to embrace evangelism as alifestyle, while also supporting new outreach

projects in its own local community—transforming LCMS congregations into

“mission outposts” as encouragedand adopted by the 2004

Synod convention.

Jerusalem. When the early disciples witnessed inJerusalem, they were in the heart of the Jewishhomeland, talking with their people, who shared theirlanguage, customs, religiousbackground, and culture.

District Projects

Each district of The Lutheran Church—Missouri Synod is unique, with distinct mission opportunities and challenges. The vision for Judea is for districts to use 15 percent of the net funds raised by the district and itscongregations to plant new ministries. Districts will also use these funds to provide district-level mission expansion to support Lutheran Christians as they encounter unfamiliar surroundings and witness to a broader audience.

District Ablaze! projects are meant to enhance existing outreach ministries or fund new mission programs. Each participating district will have the flexibility to determine how best to use funds contributed by the donors within its region. When congregations and districts consider projects for Fan into Flame funding, two or more of the following criteria—based on the resolved goals of the 2004 Synod convention—become critical:

The project will result in a significant increase in the number of new Critical Events that the congregation can report toward reaching the 50 million goal in the United States.

It is a partnership—with congregations, districts, and LCMS World Mission.

It will help reach the goal of beginning 2,000 new ministries in the United States.

It will assist in reaching the goal of helping all LCMS congregations transform themselves into mission outposts, concentrating on connecting to the unchurched of their own communities.

Judea. The residents of Judeaand the early disciples shared acommon cultural orientation, but the disciples left theirfamiliar surroundings to witnessto this broader audience.

Districts New Ministries in JudeaIn the modern world, the residents of Judea are thosewho might share our customsand traditions but have not yet experienced the love of our Lord Jesus. LCMS districtshave the important task ofdeveloping regional strategiesto bring the Good News ofJesus to people who have notyet received this wonderful gift.Districts provide leadership inlocal and state-wide outreachactivities and work with clustersof congregations to initiate new ministries in areas of rapid growth.

New Church Starts and Mission Expansion in the United States

As Jesus’ 21st century disciples, we have learned from research that starting new churches and new ministries is the most effective way to reach the unchurched with the Good News of Jesus. New congregations need to be planted in our urban centerswhere the population of new immigrants is growing.

LCMS World Mission assists leadership in cross-cultural ministry by providing missionary training, networking capabilities, and resources. Working closely with congregations and districts, 20 percent of unrestricted net campaign funds will be allocated to plant ministries among people who do not know Him within theUnited States.

Three key strategies have been identified as the most effective ways to reach the goal of sharing the Gospel with 50 million people in North America by the year 2017:

1. Assist Districts and Congregations to Launch New Missions

Fan into Flame funds will be used in partnership with districts, congregations, andother entities to establish new mission congregations. Some congregations do not have the resources to pay for missionaries experienced in planting new churcheswithin the United States, and Fan into Flame funds can help. The campaign willprovide grants to support missionaries who will assist in starting new missions inareas of rapid growth, especially among new immigrants to the United States.Although the resources that are necessary for church planting come largely from the “grass roots,” Fan into Flame funds can be used to provide importantassistance to an emerging congregation and new ministries.

Samaria. Taking the Gospel toSamaria, Jesus’ disciplestraveled even farther, bothgeographically and culturally,encountering new places andpeople who shared some of theOld Testament background butwere separated by languageand culture, including religion.

LCMS World MissionNew Ministries in SamariaIn the Samaria of today, theLCMS strives to reach those new to our country and othersfrom varying backgrounds withthe Good News of Jesus. LCMSWorld Mission is prepared toassist in reaching the lost by working with congregations and districts to plant new churches and initiate outreachministries in communities that do not have a Lutheran presence.

2. Train Missionaries for North America

Fan into Flame will provide training to plant new missions in the United States.Working with the districts and congregations, as well as the universities andseminaries, missionaries will receive training to carry out their work in planting new congregations. Those demonstrating pastoral gifts will be trained to serve as pastors. Those who have gifts that enable them to call people into the church, but do not desire to serve as pastors, will receive training that enhances their outreach skills.

Annually, LCMS World Mission assists in the formation of 50 North American missionaries. To increase the LCMS’s ability to spread Jesus’ love, districts and congregations of the LCMS need to identify, recruit, and train at least 200 missionaries each year. With Fan into Flame funds, the current missionary formation program will be expanded and scholarship assistance will be available for those who attend. Increasing the number of missionaries in North America will lead to millions more people hearing the Gospel.

3. Revitalize Existing Congregations into “Mission Outposts”

Fan into Flame will allow LCMS World Mission to expand its process of congregation revitalization. The focus of this program is to provide training that enables congregations to fulfill their role as “mission outposts” filled with people who are willing and able to share the Good News of Jesus with the community around them. Participating congregations refine their skills in mission outreach through Scripture study, leadership training, seminars, and prayer. Congregations that are mission focused reach into their communities and invite their neighbors to share in the Lord’s saving love.

Fan into Flame will provide financial assistance to the congregation revitalization process and help defray some of the costs involved for congregations that participate.

Between 1950 and 1970, the Synod added1,353 congregations in the United States.

Between 1970 and 1990, the Synod addedonly 750 U.S. congregations. To continue

reaching out effectively, 20 percent of ourcongregations should be less than 25 years old.

Today, only 10 percent of them fit that description.

A new church start in an urban area attracts

an average of 125 newmembers within its first

5 years. 75% to 80% ofthese new members were

unchurched. In the first fiveyears, the new congregation

experiences the fastest growth.

New Church Starts and Mission Expansion Internationally

As of January 1, 2006, LCMS World Mission is working, has working partnershipsor has historical work in 84 countries through the labors of missionaries and 29international partner churches. The strategy of using trained missionaries to workclosely with local people and church bodies has proven effective in identifying whereresources will have the greatest long-term effect. Our missionaries’ work with ourpartner churches will help us attain the Ablaze! goal of reaching 50 million peopleoutside of North America.

World events are opening doors to the Gospel at a rapid pace in places where it has been hindered by political, social, and geographiclimitations. Fan into Flame is designed to generate the funding needed to expand our current global mission capabilities.

LCMS World Mission has strong foundations on which to build its work butthe challenges are daunting. St. Paul says no one can lay any foundation otherthan the one already laid, which is Jesus Christ (1 Cor. 3:11). Previousgenerations of Missouri Synod missionaries have dedicated their lives to

sharing that sure foundation of the Good News of Jesus with people in distant lands. Now it is our turn to build on those foundations by:

Working side by side with our brothers and sisters in AAffrriiccaa to alleviate the hopelessness and despair of extreme human suffering with the outpouring of Christian compassion.

Joining our partners in AAssiiaa in their commitment to reach an entire continentthrough Christian schools and English-language programs. Christian educators areready to share the Word of our Living God in cultures steeped in Buddhist,Confucianist, Hindu, or Islamic traditions.

Encouraging and assisting our partners to restore the word of God throughoutEEuurrooppee and CCeennttrraall AAssiiaa, where communismsought to destroy the church, alienatinggenerations from their Christian heritage.

Joining hands with our coworkers in LLaattiinnAAmmeerriiccaa to equip an emerging generation ofnational missionaries to proclaim Jesus acrosstheir own continent and join us to expandglobal missionary initiatives in the coming decades.

The Ends of the Earth.When Jesus spoke of “the ends of the earth,” He intended forHis disciples to talk with everypeople, tribe, and nation,overcoming geographic, cultural,linguistic, and other differencesin order to bring them the GoodNews of salvation.

LCMS World Mission:New Ministries to The Ends of the EarthToday, LCMS World Mission has active work or missionrelationships in 84 countriesworldwide. In places where there is no established church or the number of unreachedpeople is relatively high, LCMS World Mission offers career and volunteer personnel,financial assistance, and otherresources to establish Lutherancommunities of faith and to train national leaders.

The Ablaze! vision calls for increasing the number of deployed professional missionaries from 65 worldwideto 100. With resources raisedthrough FFaann iinnttoo FFllaammee, LCMS missionaries will bepositioned as follows:

Africa 30 missionaries

Asia 35 missionaries

Eurasia 20 missionaries

Latin America 15 missionaries

1. Adding Missionaries in the Field

Behind the vision of the Ablaze! movement is the need for more missionaries positioned throughout the world. Through Fan into Flame, the current number of professional, trained, and deployed missionaries will increase by more than 50 percent—from 65 to 100—by 2013.

These professional missionaries will initiate new outreach ministries, train new leaders, provide educational tools, and offer medical aid to those in need, all with the goal of sharing the Good News of Jesus with 50 million people and establishing 3,000 new congregations worldwide.

Fan into Flame will provide start-up funds for the 35 new missionaries. Once the new missionaries begin their work, the core budget of LCMS WorldMission will absorb the cost and fund these positions.

2. Capital Expenditures

New Ministry Starts, Leadership Training Centers, and New SchoolsIn some parts of the world, the work of the church cannot be accomplishedwithout the construction of new facilities. New Lutheran congregations,especially in expensive urban areas, need assistance to construct facilities.Our work needs to be done wisely by encouraging and enhancing theefforts of local people to take care of the needs of their churches.

New Seminary Facilities Lutheran churches in mission lands need facilities to prepare men for ministry. Local residents recognize the importance of training men for pastoral ministry and the entire people of God for service in the church.

Fan into Flame will fund projects to provide pastors, evangelists,missionaries, and lay workers who will disciple and train themillions who have been and will be touched through the Ablaze! movement.

At a meeting of missionaries in 2004, just prior to the Synod convention, Missionary David Erber of Nigeria said, “I suspect that we could supply 50 percent of the Ablaze!vision from Africa alone.”

Two Ablaze! projects initiated by the Fan into Flame campaign will further assist in planting churches and sharing God’s love in the United States and abroad.

The Ablaze! Connection

The Ablaze! Connection has the task of equipping baptized people of God to live a Christ-centered missionary lifestyle by creating more than 2,000 learningcenters. In our daily lives, we all need to be prepared to “give an answer to everyonewho asks you to give the reason for the hope that you have” (1 Peter 3:15). By Christ’s command, every baptized person is enabled to cultivate the courage, skills, and knowledge to share the Good News of Jesus and bring God’s love and forgiveness into the hurting lives of people in our families, our communities, and throughout the world. Fulfilling this command is possible only through ourresponse to God’s love in Christ.

The Ablaze! Connection will deliver world-class Christian education and evangelismtraining through the use of state-of-the-art technology and will connect LCMScongregations to each other and to mission fields throughout the world. By providingBible-based, practical instruction that leads to service in the community andthroughout the world, the Ablaze! Connection will employ distance-education technologies that have been used successfully in Fortune 500 companies over the last decade. These connections will be made through live satellite, live interactiveInternet, customized computer-based training, and a robust learning-management system that includes skill and knowledge assessments, tailored curricula, and individual development plans.

The learning experiences provided by the Ablaze! Connection will play a vital role inturning congregations into mission outposts and will transform the way people sharethe Gospel message.

Ablaze! Mission Fund—Responding to Opportunities and Emergencies

Each year, LCMS World Mission is presented with unexpected opportunitiesto reach out with the Gospel. In many cases, the window of opportunitymay be open only for a short time. LCMS World Mission must have theresources on hand to respond quickly to urgent needs.

The Fan into Flame vision includes raising $20 million to establish the Ablaze! Mission Fund. The interest income generated from this fund will ensure that LCMS World Mission can respond rapidly to urgent mission opportunities. This fund will also meet sudden urgent needs, such as emergency evacuation of our missionaries during times of civil unrest.

The Board for Mission Services will review all requests for funding and have authority to use the Ablaze! Mission Fund to accomplish the task of reaching the lost with the Good News of Jesus. Fan into Flame represents a unique opportunity for all members of the LCMSfamily to collaborate in securing the resources necessary to reach 100 millionunreached or uncommitted people with the Gospel by 2017. While this campaignwill not, on its own, address every related financial expense, it will provide theresources necessary to support vital projects at the heart of our LCMS missionstrategy and fuel efforts to share the Gospel with millions at home and around the world.

As the campaign is implemented throughout the Synod, every member, congregation,organization, agency, and partner within the LCMS will be invited to participate. The funds contributed to Fan into Flame will be held in a special account with the LCMS, and will be used only for the purposes outlined in this campaign.Consider this document your personal invitation to covenant with us in this historic effort to advance Ablaze!. With the Spirit’s blessing, Ablaze! will bring the Gospel to millions and, in the process, revitalize our church body.

LCMS World Mission is committed to good stewardship practices in all its work,including the Fan into Flame campaign. Based on Fan into Flame’s $100 million campaign goal, it is estimated that 90 percent of funds contributed will be useddirectly for Ablaze! projects. The remaining 10 percent will be used for the costs ofconducting the Synod-wide campaign effort, including promotional and educationalprinted brochures and audiovisual content; campaign staffing and travel; mailings;accounting and pledge fulfillment; reports to donors, congregations, and districts;and other related expenses. The costs of the campaign will be borne proportionally by the local, regional, national, and international mission components. LCMS World Mission is dedicated to holding campaign expenses to a minimum andmaximizing the sums available for mission outreach.
